STRATEGIC POLICE PLAN FOR RAJASTHAN ( YEAR 2008-2013 )
Introduction :-
After due deliberations, it is decided that the five years strategic
plan (2008-2013) of Rajasthan Police should be committed to
the over all strengthening, development, improvement of
working and policing at the Police Station level. However, for
well-supervised, properly-controlled efficient efforts at Police
Station level, corresponding initiatives for improvements are
also contemplated at primary-levels of execution of law i.e.,
Traffic Police, Control Rooms and Specialized intervention Units
etc. and at the supervisory level i,e at District / Range and at the
apex level (Police Headquarters) of Rajasthan Police.
The objectives to be achieved by The Plan are as under:-
1. Strategizing crime prevention & its detection.
2. Improving the recovery & detection percentage in property
offences and conviction percentage in all charge-sheeted
cases.

The Salient Features of the Plan- This Plan envisages:
1. A quantum jump in technological support system in

amendments in certain laws and procedures.
5. Administrative initiatives for future growth, development
of police and prior understanding of challenges to be faced
by police, and administrative preparedness to meet the same.
6. Enhancing professionalism amongst all levels of police
hierarchy, efficient execution of the same to make optimum
utilization of existing resources to achieve the objectives

1…f) Beat System: scientific, responsive and efficient
policing at micro-level would require:
Beat book to be GPS-enabled -Electronic Simputers .
Beat constables to investigate petty offences in these five
years. List of offences to be investigated by beat constables
shall be prepared and circulated to all by C.B. of PHQ. by
remodeling and restructuring the ranks for investigating
different crimes.
Beat constables to keep all data relating to their respective
beat, including the voters lists.
Beat constables should be given mobile phones, torches,
and umbrellas.
1...g) Traffic Safety & Highway Patrolling
Traffic Safety plan and Road Safety Plan to envisage a multi-
partnership with all those Government departments,
autonomous bodies, corporate houses, NGOs, commercial and
transport unions and other stake-holders which have a stake in
Road / Traffic safety. This shall require continuous legislative
and administrative backing for better traffic management in the
state. The avowed aim of Rajasthan Police for Traffic Safety
shall be: “To Minimize Transit Time and To Maximize
Transit Safety” The areas of legislative intervention would be

separately proposed by Crime Branch of PHQ in consultation
with Traffic Branch of PHQ. Some areas of administrative
initiatives urgently required are placed below:
Strict enforcement of existing traffic rules by transport /

Computerisation of complete data base (Accident Data,
Vehicle Registration Data, License Data ) is urgently
required in office of RTO and also required is its real time
round-the-clock electronic access to police.
Systematic analysis of accident data to identify the problem
and prioritize the efforts to provide maximum relief /
benefit to victims. Requirement of Micro Computer
Accident Analysis Package (MAAP) and software PC-
Crash for accident reconstruction & scientific investigation.
Automatic-vehicle-Identification-System-Software to track
number to alert rescue services-Adequate communication
systems on road-sides.

(CAD) system. All control rooms to be equipped with
Voice Loggers and with GPS enabled vehicles.
Digitalized area maps of jurisdiction of District / state in all
Control Rooms.
On-line Connectivity to all integrated data bank available /
accessible with police.
Internet / Intranet connectivity.

3.) Strategizing Crime Prevention:

Dogs squads for tackling narcotics related crimes at
Chittorgarh, Jhalawar, Jaipur, Kota, Baran, Jalore, Udaipur.
Tracker Dogs at Range Hqrs. and districts Ganganagar,
Hanumangarh, Chittorgarh, Bhilwara, Alwar and
Jhalawar.
4…d) Bomb disposal Squads / Units: Located at all ‘A’

remaining staff should do investigation in the following
cells: Cyber crimes cell, Homicide cell, Missing persons
cell, Technical cell, Fake currency cell, Vehicle theft cell,
Cell for traditional crimes – Dacoity / Robbery and
Burglaries, Narcotics / Magic Drugs cell, Economic
offences cell etc. These cells should engage experts from
all fields on individual- job-basis.
C.B. to have online access to the crime records of the entire
state and all P.Ss.
C.B. to have a interstate co-ordination cell under the SOG
and have a liaison unit in Delhi.
6... b) Range Cell of C.B.:
It should analyze crime trends of the Range and should
have access to crimes records of all the districts of the
Range. Criminal intelligence and inter-state liaison also
shall be one of its duties for districts in the Range.

efficient and effective police organization. In a world
strengthened by strong communication facilities, both the
print and the electronic media have come to occupy a role
of importance and preponderance. Hence, great emphasis
needs to be laid on the necessity for an excellent police-
public, police-media interface on a continuing and
continuous basis. Every police initiative and training
curriculum needs to recognize this element.

9). Transparency:
Utility of phased electronic procurement of provisions in P

10.) Legal & Administrative Backing: Enactment
& amendments:
Pre-arrest detention of suspect for interrogation by police to
reach the truth. There may be a mechanism to have a watch
by the CLG in such pre-arrest detentions.
Stricter bail laws. Tough laws for repeat offenders.
Enhanced penalty for criminals for participation in
organized crime.

adding professional courses and themes, management of the
training institutions etc. and most importantly utilizing the
best available talent for training from within & without.
Trainer development programs and incentive schemes to
attract willing and competent trainers with ensured tenure,
adequate training staff and training aids with availability of
technical-support-staff, sufficiency of funds to run the
training programs and to build a strong bank of training
material –both in hard copies as well as audio-visual library
-- has now become a pre-condition to lift the Police Training
Institutions in Rajasthan from its present state of mediocrity.
The plans for modernization and re-organization of training
need to be pursued with tremendous vigor and dedication.
This ought to be a continuous and never ending process.

Police Dog Squads and Police Band Contingents.

train the trainers for enhancing the capability of these
trainers in police training institutes in Rajasthan

initiatives to improve police services to the common people,
citizens, state shall make a provision for Rupees 10 crores
annually at the disposal of DGP.
The requirement of one Helicopter and one transport plane
for immediate aerial monitoring and intervention in law &
order situations, security arrangement situations and for
disaster management at the disposal of the Director General
of Police (Police Headquarters).
P & W branch of PHQ. to make serious efforts to identify
and procure / get allotted suitable land for immediate
shifting of the locale of present PHQ.

Manpower, Buildings, Infrastructure, Legal and Administrative changes in laws and procedures and in Training of police personnel to be dove-tailed to achieve the objectives of The Plan, therefore:
