Introduction :-
After due deliberations, it is decided that the five years strategic
plan (2008-2013) of Rajasthan Police should be committed to
the over all strengthening, development, improvement of
working and policing at the Police Station level. However, for
well-supervised, properly-controlled efficient efforts at Police
Station level, corresponding initiatives for improvements are
also contemplated at primary-levels of execution of law i.e.,
Traffic Police, Control Rooms and Specialized intervention Units
etc. and at the supervisory level i,e at District / Range and at the
apex level (Police Headquarters) of Rajasthan Police.
The objectives to be achieved by The Plan are as under:-
1. Strategizing crime prevention & its detection.
2. Improving the recovery & detection percentage in property
offences and conviction percentage in all charge-sheeted
cases.

The Salient Features of the Plan- This Plan envisages:
1. A quantum jump in technological support system in
police working.
2. Computerization of all police offices and all police records
at P.S. level.
4. Strong legislative backing by way of enactment and
amendments in certain laws and procedures.
5. Administrative initiatives for future growth, development
of police and prior understanding of challenges to be faced
by police, and administrative preparedness to meet the same.
6. Enhancing professionalism amongst all levels of police
hierarchy, efficient execution of the same to make optimum
utilization of existing resources to achieve the objectives
contemplated.
7. Transparency in police working to the complete satisfaction
of common citizens.
8. A police regime that is responsive to common citizens’s
grievances and that upholds their human rights by becoming
a ‘SAMBAL’ to them.

1. THE POLICE STATION - Basic Target-Unit for Improvement:

1…f) Beat System: scientific, responsive and efficient
policing at micro-level would require:
Beat book to be GPS-enabled -Electronic Simputers .
Beat constables to investigate petty offences in these five
years. List of offences to be investigated by beat constables
shall be prepared and circulated to all by C.B. of PHQ. by
remodeling and restructuring the ranks for investigating
different crimes.
Beat constables to keep all data relating to their respective
beat, including the voters lists.
Beat constables should be given mobile phones, torches,
and umbrellas.
1...g) Traffic Safety & Highway Patrolling
Traffic Safety plan and Road Safety Plan to envisage a multi-
partnership with all those Government departments,
autonomous bodies, corporate houses, NGOs, commercial and
transport unions and other stake-holders which have a stake in
Road / Traffic safety. This shall require continuous legislative
and administrative backing for better traffic management in the
state. The avowed aim of Rajasthan Police for Traffic Safety
shall be: “To Minimize Transit Time and To Maximize
Transit Safety” The areas of legislative intervention would be
separately proposed by Crime Branch of PHQ in consultation
with Traffic Branch of PHQ. Some areas of administrative
initiatives urgently required are placed below:
Strict enforcement of existing traffic rules by transport /
police functionaries.
Computerisation of complete data base (Accident Data,
Vehicle Registration Data, License Data ) is urgently
required in office of RTO and also required is its real time
round-the-clock electronic access to police.
Systematic analysis of accident data to identify the problem
and prioritize the efforts to provide maximum relief /
benefit to victims. Requirement of Micro Computer
Accident Analysis Package (MAAP) and software PC-
Crash for accident reconstruction & scientific investigation.
Automatic-vehicle-Identification-System-Software to track
number to alert rescue services-Adequate communication
systems on road-sides.

Road Safety Research & Development. Need for Traffic
Safety Schools.

Strength of traffic police at P.Ss and with Highway
Patrolling Parties needs to be increased to have three-round-

(CAD) system. All control rooms to be equipped with
Voice Loggers and with GPS enabled vehicles.
Digitalized area maps of jurisdiction of District / state in all
Control Rooms.
On-line Connectivity to all integrated data bank available /
accessible with police.
Internet / Intranet connectivity.

3.) Strategizing Crime Prevention:

officers to be revised as per the exigencies: standards to be
at par with the CPOs.
Psychological testing of RAF personnel at regular intervals.
4…b) Riot Control Units: a reliable outfit to maintain
Law & Order and Communal amity:
Every Range I.G.P to have one company of RCU. Districts
to be categorized as ‘A’, ‘B’ & ‘C’ category on the basis of
propensity of law and order problems and anticipated
exigencies: 'A' category: all Range hqrs. and districts Pali,
Chittorgarh, BhiIwara, Alwar, Nagaur, Ganganagar. 'C'
category districts Dungarpur, Dholpur, Jaisalmer, Jalore,
Barmer, Churu. Remaining districts in 'B' category.'C'
category to have one platoon, ‘B’ category two platoons,
'A' category one company and Jaipur two companies as riot
control force.
There is a need for Communal Amity Reserve ( riot control
contingency reserve force) in every police lines.
4…c) Dog squads( two dogs each):
Dogs squads for tackling narcotics related crimes at
Chittorgarh, Jhalawar, Jaipur, Kota, Baran, Jalore, Udaipur.
Tracker Dogs at Range Hqrs. and districts Ganganagar,
Hanumangarh, Chittorgarh, Bhilwara, Alwar and
Jhalawar.
4…d) Bomb disposal Squads / Units: Located at all ‘A’
category Districts enumerated above.

Headqurters:

dealing with that type of crime should monitor their
progress regularly.
All Special cells each should be under Addl.S.P. Some staff
out of those manning these cells should be earmarked to
analyze and research about emerging trends and new types
of M.Os. in the crimes they are dealing with. The
remaining staff should do investigation in the following
cells: Cyber crimes cell, Homicide cell, Missing persons
cell, Technical cell, Fake currency cell, Vehicle theft cell,
Cell for traditional crimes – Dacoity / Robbery and
Burglaries, Narcotics / Magic Drugs cell, Economic
offences cell etc. These cells should engage experts from
all fields on individual- job-basis.
C.B. to have online access to the crime records of the entire
state and all P.Ss.
C.B. to have a interstate co-ordination cell under the SOG
and have a liaison unit in Delhi.
6... b) Range Cell of C.B.:
It should analyze crime trends of the Range and should
have access to crimes records of all the districts of the
Range. Criminal intelligence and inter-state liaison also
shall be one of its duties for districts in the Range.
Intranet - email connectivity from Range cell to C.B. HQs.
Cyber crime cells in Range Cells of C.B. Districts will
report such crimes to these cells. CB in PHQ shall send
experts to guide investigation and interrogation.
Equipment required:
photography & videography at interrogation center, Video
surveillance equipment, Mini recorders, Audio recording
equipments, Bugging equipments, Computers and Audio
processing software, Telephone logging and analysis
software, Motor cycle and vehicles pool for investigation
staff..

Set up a cell for event management, post mortem of law &
order problems in co-operation with law & order branch,
maintaining primacy of law & order branch of PHQ.
Rationalization of border intelligence out-posts and Zone

Kota, Bikaner, Ajmer and Bharatpur.
Zone unit at districts to be headed by minimum a Dy.S.P.
Adequate funds for sources / informers at the disposal of
ADGP Intelligence Branch.
ADGP Intelligence Branch should have freedom to set up
temporary Zone Units for 3 months from out of his own
reserves of manpower.
Mobile phones for Z.Os. and Z.Us
2/3 of field staff of the rank of ASI and above should have
motor cycles..
CI unit should have telephone loggers.
Digital voice recorders with all CI units and Z.Us.
8). Police Public Interface:

Devoid of community support and participation in its
functioning, the police increasingly tends to get isolated.
Good police-community relations form the bedrock of an
efficient and effective police organization. In a world
strengthened by strong communication facilities, both the
print and the electronic media have come to occupy a role
of importance and preponderance. Hence, great emphasis
needs to be laid on the necessity for an excellent police-
public, police-media interface on a continuing and
continuous basis. Every police initiative and training
curriculum needs to recognize this element.
9). Transparency:
Utility of phased electronic procurement of provisions in P
& W Branch / in Field Units for ensuring transparency
Tracking of projects through appropriate software for on-
line transactions in P & W Branch / in Field Units
Performance audits: developing the audit-matrix of the
police organization, field units and of individuals.
Improved mechanism for answering the citizens’ queries,
employees’ queries and having a functional grievances
redressal system. Evaluation and monitoring a continuing
and regular process.

10.) Legal & Administrative Backing: Enactment
& amendments:
Pre-arrest detention of suspect for interrogation by police to
reach the truth. There may be a mechanism to have a watch
by the CLG in such pre-arrest detentions.
Stricter bail laws. Tough laws for repeat offenders.
Enhanced penalty for criminals for participation in
organized crime.

of confession made before senior police officers, provision
for forfeiture of property linked with proceeds of crime-
sufficient legal support for under-cover-operations [e.g.

buildings and specified type of areas / buildings, there
should be a law to ensure security of the buildings and of
the areas from the owners or the developers. These
buildings / areas must have inbuilt system to have
boundaries, gates, access control and surveillance system.
Mandatory provisions in law to provide information of
tenants / domestic servants / help / maids to police
including the telephone numbers of the households.
Legal interface between private security and police where-
by anybody seeking employment from private security
should be required to have time-bound training with the
police at district level before getting NOC from police for
employment. Licensing of the security agencies would be
with the District Police / Police Commissioner in cities.
Deployment of police for commercial functions and private
arrangements after prior deposition of money for such
deployment of police by the organizers before seeking
permission / license to arrange such functions.
Enactment of new gambling act / ordinance incorporating
provisions for punishment for newer techniques adopted to

industrialization, must make provisions, for construction of
building,expenditure on manpower & meeting out recurrent
expenses for five years of a police unit, in those areas.
Complex issues relating to organized criminals involving
various departments & many laws / legislation require
setting up a Multi-departmental Committee to deliberate
and come up with solutions in a time-bound manner. State
government to constitute, at the earliest, such a committee.
Video conferencing to be integrated with Jail, Courts and

Establishment of Technology Development Centre and
Police Research and Analysis Wing at State level to study
the causes of crime, conviction pattern, impact of police
public relations, new technologies required, the changes to
be made in law and procedures. Police department should
have full power to induct, employ and hire experts for this
purpose. This wing should have the continued support from
Technology-Development-Centre at National level, which
should study, develop and innovate technology for police
needs.
Simulators for firing / driving, LCD projectors, Boards with
facility to take print outs, models ISO certified Model
Police Station, Mini FSL, Computer Lab etc.

Procurement of Medium and Heavy vehicles only in police

Strong need for combined 'Technical Surveillance’ of
inter-state criminals / terrorists and Naxalites, organized
crime syndicates for “Joined-Up” approach, headed by
CPO under MHA, GOI.
Setting up a field unit in Delhi for coordinated action with
central agencies and states / Intelligence cells for action
against Wild-life poaching mafia, narcotic smugglers, inter-
state criminals, terrorists and naxalites, hawala transactions,
kidnapping for ransom, contract killing, cyber-crimes and
other organized crimes etc.- Creating a Special Multi
Agency Cell to co-ordinate with States and setting up of
nodal agency at PHQ in Rajasthan for

An organization (POLICE) that is under great stress
because the fortitudes of change have cast on it the urgent
need to keep pace with the developing environ, and perhaps
with the country’s vicissitudes of fortune, must invest
heavily in training. It is considered desirable and conducive
to explore opportunities and avenues to reassess and
improve the standards of training by updating the syllabi,
adding professional courses and themes, management of the
training institutions etc. and most importantly utilizing the
best available talent for training from within & without.
Trainer development programs and incentive schemes to
attract willing and competent trainers with ensured tenure,
adequate training staff and training aids with availability of
technical-support-staff, sufficiency of funds to run the
training programs and to build a strong bank of training
material –both in hard copies as well as audio-visual library
-- has now become a pre-condition to lift the Police Training
Institutions in Rajasthan from its present state of mediocrity.
The plans for modernization and re-organization of training
need to be pursued with tremendous vigor and dedication.
This ought to be a continuous and never ending process.
Special training schools to be established for training the
Police Dog Squads and Police Band Contingents.
A special unit (TOT School) is required in RPA Jaipur to
train the trainers for enhancing the capability of these
trainers in police training institutes in Rajasthan
Necessity for police training schools for every Range
separately. Every such school should specialize in one kind
of police discipline / course or the other.
RAC training institution should be separately established
on NSG pattern, preferably in District Alwar.
District Police Lines to be developed into District-Level-
Police-Training-Centres for training district police in area-
specific contingencies and also to run refresher courses to
enhance the capacity of their police personnel in Hard /
Soft-skills.

Endeavor should be to include any new good-practice to
improve policing, noticed in India / Abroad and also to
revise initiatives as per any new contingency confronted.
Identification and dissemination of “Good Practices”
followed in Rajasthan Police and outside Rajasthan should
be a regular annual exercise to reduce the gap between the
best and worst performers. These good-practices should be
open to local variations for good reasons but these codes of
practices should be accorded due regard.
For training force in specialized courses for developing soft
skills, professional expertise and to undertake innovative
initiatives to improve police services to the common people,
citizens, state shall make a provision for Rupees 10 crores
annually at the disposal of DGP.
The requirement of one Helicopter and one transport plane
for immediate aerial monitoring and intervention in law &
order situations, security arrangement situations and for
disaster management at the disposal of the Director General
of Police (Police Headquarters).
P & W branch of PHQ. to make serious efforts to identify
and procure / get allotted suitable land for immediate
shifting of the locale of present PHQ.
N.B.: Since above initiatives would require augmentation in
Manpower, Buildings, Infrastructure, Legal and Administrative changes in laws and procedures and in Training of police personnel to be dove-tailed to achieve the objectives of The Plan, therefore:
I. Manpower plan would be submitted separately by
H.Q. Branch of PHQ.
II. Building, Machinery & Equipment, Resources and Infrastructure plan to be submitted separately by P&W Branch of PHQ.
III. Training Plan to be submitted separately by
Training Branch of PHQ. IV. For new initiatives planned / contemplated in State
Intelligence Branch, RAC, Traffic Police, Police Tele-communication; concerned branches of PHQ would submit their plans separately.
V. Proposals for Administrative intervention / Legal
changes shall be submitted separately by the C.B. and Administrative Branch of PHQ respectively.
VI. The Paras 1…g) and 10..a) & …b) above, on
Traffic Safety & Highway Patrolling and Legal Intervention / support and Administrative initiatives respectively; do not portray exhaustive list of initiatives; and the same may be augmented / modified as per the requirements, the constraints and the contingencies contemplated / anticipated.
