Sub: Consultancy work for construction of Police Station, Peeplu distt. Tonk and C.O.office, Tonk.
SCOPE OF WORK:
The Consultants shall provide services in respect of the following works:
i. To prepare detailed drawings of the building based on conceptual drawing" Earthquakeresistant structural design, working drawings of services (Electrical, Sanitary, water supply,sewerage, Fire fighting, Air cooling, Lift etc.)
ii. To prepare detailed specification, bills of quantities and detailed estimate of all the activities.iii.The consultant is responsible for layout of each activity at site as per execution schedule
decided by RPHCCL.iv. To execute work the Architect/ Architectural firms/Consultants will appoint L no. full time
independent Engineer at each site having minimum l year experience.v. Independent Engineer will supervise the work, conduct QC test & prepare QC test records,
prepare bill jointly with contractor and RPHCCL engineer with detailed measurement,

2. Tender cost & Bid earnest money i.e. 2o/o as per NIB ) shall be deposited in account ofManaging Director, RPHCCL, Account no: 0298102000026035, IDBI Bank, Tonk Road,taipur ,lFS Code: IBKL000029B , Account no:4064005500065535, Puniab NationalBanh Nehru Place, Tonk road, faipur. RTGS/NEFT IFS Code: PUNB040 6400 orAccount no: 50200026916202, HDFC Bank, Gandhi Nagar Mode, Tonk Road,|aipur , RTGS/NEFT IFS Code: HDFC 0002838 by RTGS/NEFT and upload/attach thereceipt of the same.
The consultants empanelled with RPHCCL who already deposited an amount of Rs.25, OO0/-(Twenty Five Thousand only) as Permanent Earnest Money Deposit (Permanent EMD) theyneed to pay difference of amount of EMD for this tender. Consent should be given by theempanelled participant to adjust the Permanent EMD against the EMD of this Tender. The firmmust submit the photocopy of receipt of permanent earnest money already deposited.
3. The work shall be awarded on the basis of financial bid evaluation. The request for proposalshall have to be submitted in two envelope system i.e. I- (containing deposit/ receipt of
RTGS/NEFT and technical bid documents) & II- Financial Bid. Complete Bid document in oneenvelope shall be submitted latest by 3.00 PM on 12.03.2018 in the office of the RPH&CC Ltd.,faipur.
The Financial bid of responsive bidders only will be opened (in the same office) in the presenceof bidders who wish to be present.
4. Period of Completion:-
i. Completion & approval of DPR from Client : 15 days.
ii. Completion of Project : 12 Months
5. Successful consultant of this work shall have to establish full time office in the f aipur city,6. Rajasthan Police Housing & Construction Corporation Ltd. |aipur, resgrves the rights to reject
any of the proposals, without assigning any reason thereof.

1.0 SCOPE OF WORK:

iv'To execute work the Architect/ Architectural firms/Consultants will appoint 1 no. fulltime independent Engineer at each site having minimum 7 year experience.
v' Independent Engineer will supervise the work, conduct QC tlst & prepare QC test records,prepare bill jointly with contractor and RPHCCL engineer with detiiled measurement.
Plan & elevation should be economical and conforming to the local culture and RajasthanState Architecture.
2. SCHEDULE OF SERVICES:
After due approval of the Corporation, the Consultants shall render the following:2'1' Furnish site map, site evaluation and analysis report with basic approach to circulations,
activity distribution, interaction and external linkages.2.2 Prepare conceptual designs with reference to requirements given.
Modify conceptual designs incorporating required changes and prepare preliminarydrawings & designs.
Prepare necessary drawings and reports for submission as per statutory requirement oflocal bodies for sanction & arrange the necessary approvaliclearan.u. Upon approval ofdrawing, prepare DPR as per specification mentioned ln Economic circulai No. [18)sE (BJcirculars/c-L44-5231, dt.1,3/L6-07-0g,issued by principal Secretary, pwD, GoR.conduct and prepare soil investigation report of site as per IS code.Prepare and submit the 5 no. sets of complete working drawings to appropriate scale.structttral drawings duly proof check from MNIT or any other GJvt. Engineering Collegeand details sufficient to commence work at site ,nd fo. proper Jxecution duringconstruction which will include (Electrical, Sanitary, water ruppty, i.*..ug", fire fighting]air cooling, Lift etc.)

2.7 Provide full time independent engineer to assist in supervision at site'The Independent
Engineer will supervise the work, prepare bill jointly with contragtgl and RPHCCL
.nfin... with deiailed measurement. He will also submit report to RPH&CC Ltd" about
the progress of work and ensure that the architectural design, drawings are followed at
site. He will conduct & prepare QC test records regularly as per PWD norms and
specifications.
Prepare its detailed estimate of work, specifications, bill of quantities and detailed
estimate for shifting of services if required'
3. CONpITIONS OF ENGAGEMENT:
3.1 The Architect/ Architectural firms/Consultants shall submit to the corporation the
conceptual designs, within 7 days and to attend the meeting for finalization of the same as
and when called at the venue iixed by the Corporation. The cost of travel, boarding and
lodging of the Consultant and his associates shall not be borne by the Corporation'
3.2 The Architect/ Architectural firms/Consultants shall exercise all reasonable skill care and
diligence in the discharge of duties hereby covenanted to be performed by them'
3.3 The Architect/ Architectural firms/Consultants shall not make any deviation, alteration'
commission from the approved design without the written consent of the Employer and
shall also not issue drawings or instructions which shall Iead to extra items or work
without prior consent of the Employer'
3.4 The Architect/ Architectural firms/consultants shall arrange for a detailed topographical
survey of the site to a scale and contour as per the direction of the Corporation' The cost
carrying out such survey shall be borne by the Architect/Consultant" Proposed
Drainage/Sewerage plan should match with existing drainage/sewerage lines of
surrounding areas'
3.s The Architect/ Architectural firms/Consultants shall provide 5 sets of all the drawing to
the corporation. Perspectives drawings to appropriate scales as may be required by the
0ffice'
3.6 The Architect/ Architectural firms/Consultants shall on the completion of the work'
supply to the Corporation free of cost three complete sets of the as-built drawing to
appropriate scales. The Architects shall, if so required by the Corporation, supply extra
copies of all such drawings at an additional cost [cost at actual)'
PROFESSIONAL FEES.
The Architect/ Architectural firmslConsultants agree to provide the service referred to
above and in consideration thereof. The corporation agreed to pay remuneration for this
assignment shall be as per rate quoted and approved including service tax and all other
applicable taxes, levies'
THE CORPQRATION'S RESPONSIBITITY :

The Corporation agree to perform the following duties with a view to facilitate the
Consultants to do their professional work efficiently and effectively.
5.1 Furnish design brief and other requirements of the projects.
5.2 Pay the fees of the Architect/ Architectural firms/Consultants within one month of
submission of bills as per agreed schedule.
6.0 MOpE OF PAYMENT :
For the services in the scope of work the Architect/ Architectural firms/Consultants shall
be paid in the following stages consistent with the work done plus reimbursable expenses
as agreed upon. Payments made are on his account and shall be adjusted against the final
amount payable.

7.0 CONDITIONS EFFECTING PAYMENT TO THE CONSUTTANTS:
7.1 The payment to the Architect/Consultants during various stages is on account paymentand will be adjusted in the final payment.
7 'Z Progressive payments at all stage of mode payments may be made to the Architect/Architectural firms/Consultants in any of the above stages based on the quantum of workdone in that stage as may be mutually agreed to by the parties.
7.3 The consultant will be responsible for a token penalty of Rs. 30001- per day for theperiod; the construction work actually held up for wants of drawing, design, layoutdetails"
7.4 The consultant will be responsible for a token penalty of Rs. 5000/- per day if verificationof record measurement is delayed by more than 7 days.
8.0 TERMTNATION, OF AGREEMENT :
8.1 The Agreement herein may be terminated at a time by RPH&CC Ltd., by giving a writtennotice of one month to the other party. Even after the termination of their employment,the Architects/Consultant shall remain liable and be responsible for the drawings anddesigns in respect of the work executed before the termination of the Architectsappointment but in so far as the original design as proposed by the Architect is retainedand executed to its logical completion, Architect shall have no
Liability for the Architectural design if changes are made and effected after termination ofthe Architects contract.
8.2 If the Architect/Architectural firms/Consultants shall close the business or die or becomeincapacitated from acting as such, Architect then the agreement shall stand terminated.
B'3 If the Architect/Architectural firms/Consultants fails to adhere to the time schedulestipulated in the schedule hereto annexed of the extended time which may be granted bythe Employer in its sole discretion or [iiJ in case there is any charge in the constitution ofthe Architects for any reason whatsoever, the Corporation shall be entitled to terminatethis agreement and entrust the work to some Architects.
8.4 In case of termination under any case of more of the sub-clause [8.1), [8.2) or [8.3). TheArchitect/Architectural firms/Consultants shall not be entitled to any fees orcompensation except the fees payable to them for the stage of work actually inaccordance with clause 6 hereunder. In such cases the work actually done and theamount of the fees due to the Architect/Consultant shall be worked out jointly by the

Employer and the Architect on the basis of actual work done and mutually agreedbetween both parties and shall be final and binding on both parties.
In case of the termination under any one more sub clause (8.1), [8.2) or [8.3) theCorporation may take use of all or any drawings or other documents prepared by theArchitect/Consultant, after payment for the service of the Architect/Consultant for thepreparation of the same in full as provided herein and after the written consent of theArchitect/ Architectural firms/Consultants.
9.0 TRANSFER OF INTERESTS_I
Neither the Corporation nor the Architect/ Architectural firms/Consultants shall assign,sub-let or transfer their interest in this Agreement, without the written consent of theother.
10.0. ARBITRATION:
If any disputes, difference or question of any nature arises at any time between theparties or their respective representatives, successors regarding the terms & conditionsand execution of this Agreement or concerning anything herein contained or arising outof this Agreement or as to rights, liabilities or duties under this Agreement of the partieshereto respectively, except in respect of matter for which it is provided herein that thedecision of the Employer will be final and binding, the same shall be referred toarbitration of a single Arbitrator in accordance with the provisions of the Arbitration Ac11940 or any modification or reenactments there to for the time being in force. In theevent of disagreement as to the appointment of a single Arbitrator, the parties shallappoint one Arbitrator each, and the Arbitration Authority so appointed shall make itsaward within one year from the date of reference made to the Authority" The Arbitrationproceedings shall be held at faipur.
11.0 INTERPRETATION :
The sub-headings herein are provided for the sake of convenience only and do not affectthe interpretation or meaning of the Clauses in any manner.
