An InvitationI am pleased to invite you to our third global highereducation seminar which will take place in Glasgow at theUniversity of Strathclyde.

As a result of our ongoing programme of research,international study visits and our consultancy work wehave developed a global network of higher educationleaders.

I am delighted that five leaders and change agents fromthis network, representing globally leading universitiesfrom the US, the Netherlands and the UK, are able toshare their personal accounts of implementing strategicchange.

The seminar will involve a practical focus on thedevelopment and implementation of strategy and relatedorganisational change. It will provide the details of whatwas done, why it was done and what ultimately happenedtogether with the reflections of those involved in leadingthese changes.

This seminar is important for anyone involved in thedevelopment and implementation of strategy within aglobal higher education context and our aim is to simulatea vibrant dialogue from which we can all learn.

Operational Excellence at UC BerkeleyBill Reichle, Director Operational Excellence andNew Revenue Initiatives, UC Berkeley

UC Berkeley has experienced a 50% reduction in statefunding in the past decade. In the face of these budgetcuts, Berkeley has embarked on an ambitious programmeto re-think and reshape one of the world’s premier publicresearch institutions.

This case study will focus on how UC Berkeley has goneabout achieving ‘operational excellence’ in the context ofsignificant financial, political and cultural challenges. It willchart the successes (and lessons learned) of implementingOperational Excellence since its launch in 2009 andhighlight specific initiatives which have contributed toboth sustaining the world-class academic mission of theinstitution whilst providing significant cumulative financialsavings and improving the quality of service.

Bill Reichle is Co-Director of the Operational ExcellenceProgram Office at UC Berkeley and directs UC Berkeley’sNew Revenue Initiatives. In this role, he partners withfaculty, staff, students and alumni to identify and developentrepreneurial opportunities to create new, sustainable,revenue-generating programs for the University.

The Shared Services Solution at UC BerkeleyPeggy Huston, Chief Operating Officer ofCampus Shared Services, UC Berkeley

Campus Shared Services began as a part of UC Berkeley’sOperational Excellence effort. Faced with highly dispersedadministrative functions, inefficient or redundant processesand fragmented control over quality, Berkeley made thestrategic choice to pursue a shared services model.

This case study will focus on how Berkeley has set aboutdeveloping a shared services capability that enables theinstitution to direct more resources toward teaching,research and public service mission – by generatingsignificant savings for the campus. In particular it willfocus on the challenges faced as the CSS project wasimplemented and the learning that has emerged fromthis process.

Peggy Huston currently serves as CSS Chief OperatingOfficer. In 2010 she was named Director of theOperational Excellence Program Office for UC Berkeley. In this role, Peggy developed the strategy to achieve theprogram objectives and goals, and facilitated thegovernance process in alignment with that strategy. She has engaged with global higher education audiencesaround the UC Berkeley long term approach to sharedservices and has recently received a Leaders of Changeaward from the US Network for Change and ContinuousInnovation in HE.

Strategic Renewal at UC RiversideProfessor Kelechi Kalu, Vice Provost ofInternational Affairs, UC Riverside

UC Riverside is increasingly becoming a globallydistinctive public research intensive university. A newleadership team is embarking on a mission ‘to dosomething bold’ and grow what is already one of themost ethnically and economically diverse universities inthe world.

This case study will focus on how a culture ofrevitalisation and renewal has been fostered andchampioned by a unified leadership team and manifestthrough a new strategy: UCR 2020. It will focus on aparticularly unique conceptualisation of excellence,encompassing aspiration, access and societal need,delivering a new and distinctive strategic direction.

Kelechi A. Kalu is Vice Provost of International Affairs andProfessor of Political Science at University of California,Riverside. Kelechi is responsible for setting the vision forUC Riverside’s internationalisation efforts. He collaborateswith colleagues from across the campus and around theworld to implement UCR’s exciting global engagementstrategies.

Strategic Collaboration at TU DelftKrista Knopper, Senior Strategic Advisor,International Strategic Partnerships, TU Delft

TU Delft is the largest and oldest public technologicaluniversity in the Netherlands. As a distinctive technologyuniversity with a leading global reputation, TU Delft hasdeveloped a strong capability and culture aroundcollaboration and partnership working.

This case study will explore how TU Delft has developedand implemented a focused strategy with a collaborativeand distinctive agenda at its heart and examine how theinstitution has fostered a culture that has enabled thisstrategy to flourish. The case study will highlight thesuccesses (and lessons learned) from TU Delft’s strategicpartnerships and alliances. This will include a focus on TUDelft’s tripartite strategic alliance with Leiden Universityand Erasmus University Rotterdam as well as what helpsits industrial and international partnerships workeffectively.

Krista joined TU Delft in October 2014 as the senioradvisor to the Executive Board on the portfolio ofInternational Strategic Partnerships. She is responsible forstrategy and policy development in the field ofinternationalisation and global strategic alliances. Prior tojoining TU Delft, Krista worked as the Senior StrategicAdvisor (Asia) at Maastricht University.

Building a Shared Vision at theUniversity of GlasgowProfessor Neal Juster, Senior Vice-Principal andDeputy Vice-Chancellor, University of Glasgow

The University of Glasgow was recently recognised at the2016 Times Higher Education Leadership andManagement Awards, winning the Outstanding StrategicPlanning Team award for the development of a newstrategy – ‘Inspiring People, Changing the World’. Thisstrategy was designed to empower people at every level.

This case study will focus on an award winning approachto the development of a new strategic plan. It will coverthe key challenges encountered and the lessons learnedduring the strategy engagement process, which includedscenario planning exercises and a range of consultationevents. It will also focus on the central importance ofcampus-wide dialogue involving members of theacademic and professional services community and seniorleadership in developing a well thought through andwidely legitimised strategic plan.

Neal was appointed to the position of Senior Vice-Principal and Deputy Vice Chancellor in July 2013. Nealled the development and implementation of the Universityof Glasgow’s strategic plan which was launched in July2015.
