Construction Logistics
The issue – cycle safety
• Between 2001 and 2010 cycle journeys per day in London increased by 70%
• At the same time the overall number of cyclists killed or seriously injured has decreased by 18%
However...• 16 cyclist fatalities in London in 2011
– 9 involved an HGV– 7of these were construction vehicles (but this vehicle
type only makes up a small proportion of goods vehicles in London)
The Issue - Congestion

What’s to be done?
• Empower Planning Authorities• Promote collaboration• Use procurement• Lobby EU

The Issue – Improve co-ordination
Construction Consolidation
Improve understanding
• TfL commissioned research into why construction vehicles were over-represented in cyclist fatalities
• Research determined what actions need to be taken to make construction logistics safer
• 12 key recommendations covering:– Vehicles– Drivers– Contracts– Culture
Key findings• Road risk is viewed as less
important than general health and safety risk
• Lack of ownership of road risk by clients and primary contractors
• Construction vehicles still have significant blind spots
• Pay per load issues• Need to address safer routes
to construction sites, delivery time slots
Owner Recommendations / actions to be taken
HSE ACoPExtend RIDDOR
Review CDM Regs
Construction logistics
Commit to using any new transport road safety quality standard
Property developers
Responsibility for road risk throughout all tiers of the construction supply chain
Realistic delivery arrangements, routes, timings and use of holding areas
DfT Review vehicle design standards and blind spots in C&U Regs and WVTA
Vehicle manufacturers
Improve construction vehicle design standards to increase direct vision
Conduct wider research into blind spots
• EU lobbying• Letter from Sir Peter Hendy to key stakeholders and
action owners to gain commitment to work with TfL• Action Plan• High level HSE / TfL meeting • Draft WRRR safety requirement procurement
toolkit• Development of working groups with key groups to
drive forward recommendations– Construction logistics operators– Property developers– Vehicle manufacturers
