Project Vision/PurposeA street design to promote human use and enjoyment by all
Purpose
The purpose of the Step Up Main Street project is to makeFriscos good Main Street better. The need to replaceaging pavement and sidewalks creates an opportunity toexplore options to reconfigure travel lanes, curbs, parkingand sidewalk layouts to prioritize the pedestrian whileaccommodating vehicular traffic. Considerations of theproject are to support business success and prosperity, addvitality to the retail environment, incorporate sustainableelements and technology, promote healthy lifestyles, andcreate attractive and inviting community gathering places.Softening of the street environment with the addition oftextured paving, pocket parks, art, street trees, color through
flowers and banners, and new signage are elements of thedesign. In addition, updating Main Street site furnishings tocreate of a unified design statement further strengthens senseof place.
This Master Plan summarizes the process and designrecommendations of the Step Up Main Street project.

BackgroundBackground
Main Street was deeded to the Town by the Colorado
Department of Transportation in 1981 and r ight-of-wayimprovements were made in 1982. Today, the infrastructureis outdated and aging. The August 2009 Frisco Surveyidentified preservation of small town character,appearance of Town, sense of community, alongwith economic development, as highly rated goals for theTown. Accordingly, Council directed staff to undertake animprovements design process for Main Street to evaluatephysical improvements to the Towns rights of way, streets,sidewalks and other public areas along Main Street, betweenMadison and Summit Boulevard.
Prior to the start of the project, town staff held a business
leader stakeholder meeting to gather initial feedback onMain Street improvements. These comments, along withother Town studies and reports, provided the background forlaunching the Step Up Main Street process.

Existing Features
The town currently displays lighting and streetscape elementslacking a unified design theme that can be attr ibuted to theacquisition of individual items over time. The town shoulddevelop a consistent design direction in order to provide acohesive look and sense of place.

Recommended Block Materials
Parking and Crosswalks: Paving for parking and crosswalks is suggested to beupgraded from asphalt to be colored, exposed aggregate concrete. This material provides a pedestrianfeel in a vehicular area to increase driver awareness of potential conflicts with pedestrians. Drainage panscould be concrete that is colored to match.
Tree Lane: Paving for the tree lane, or amenity area, is suggested to be 8x18 real sandstoneblock recommended to be Sebastian by Telluride Stone. The use of real stone in this area wouldprovide an authentic, timeless, mountain feel, and would tie to the stone retaining walls and entry sign.The use of a different paving material in this area from the sidewalks follows the different function of use,and also provides an area for stormwater infiltration through the larger gaps between the stones.
Sidewalks: Paving is suggested to be stamped colored concrete with 2 x 2 contraction joints.This material would provide sufficient texture for safe winter walking, and a warm stone-like appearance.The concrete would provide an attractive, cost effective and maintainable surface for the primarypedestrian travel areas of the project.

Recommended Landscape Materials
Evergreens: Colorado Spruce are suggested for use as accents in the larger planting bedsat corners.
Planters: Planters within the amentiy strip are suggested to be planted with tough, xeric, lowgrowing perennials. Some species to be considered are Yarrow, Catmint and Blue Oat Grass.
Street Trees: Colorado native deciduous trees, the Aspen and Cottonwood, arerecommended to be used as street trees. Standard form with a single strong trunk are suggested, atcalipers exceeding 3. Cottonwoods should be located in places where their roots wont cause sidewalkupheaval, such as the larger planting beds located at street corners.
