Stowage policy

• Prescribe the stowage and securing requirements onboard shipments based on the stowage guidelines established in November 2018

• Applies to all vessels carrying steel cargoes bound for discharge at Jurong Port

• The stowage policy is in place to ensure:

– Safety of personnel – Expeditious discharge – Avoidance of damage to cargoes

• Consignee with close cooperation with the shipper/agents to ensure compliance with the stowage

policy

• Framework for non-compliance will be based on severity matrix to determine appropriate punitive measure

• Punitive measure includes: – Severity Level 1: Written Warning – Severity Level 2: De-prioritization – Severity Level 3: Enforcement Charges – Severity Level 4: Vessel Rejection

Non-compliance framework

Non-Compliance - Severity Level (SL)

*Applicable on an escalating scale; multiplier effect #For reference – Actual points allocation will be fine-tuned and determined after the trial period

The criteria of the stowage guidelines include best practices in a) lashing, b) bundling, c) dunnage and d) stowage. Non-compliance points will be issued for every non-compliance of the above criteria (a to d); and the NC points will determine the severity level of poor stowage on a per vessel basis.

How to calculate the NC points? POC will capture all stowage related findings and make objective assessment of the condition via the NC Checklist. The NC Checklist serves as a guide for the POC to systematic records all stowage-related findings.

Punitive measures (WIP)

Written letter with non-compliance report to respective parties. Repeated recurrences will be subject to heavier penalties.

De-prioritization

Written Warning

Stevedoring and berth resources to be de-prioritized for poor stowage vessels, especially during bunching situations

Enforcement Charges

Surcharge to be imposed to consignee & carrier/agent for non-compliance to the stowage policy. The amount of surcharges are dependent on the severity of the poor stowage.

Vessel Rejection

For poor stowage vessels that poses significant safety concerns. Blacklisting for persistent recurrences from recalcitrant vessels or consignees depending on situation.

Key points

• Witherby’s publication now expected in Sept 2019 • Ports must start planning on how to assess and identify non-compliant stowage with

associated loadports • Suggestion for ports to use similar digital platform being developed by Jurong Port • Creation of shared database for participating ports and authorities • Steel shipments origins are ever changing requiring higher level and wider

engagement to be effective • What other platforms can we utilise to push forward this steel stowage initiative? a. IAPH - Regional Chapter and WPSP b. Port Authorities Round Table c. Asean Ports Association d. IMO (MSC again?) – longer term perhaps until such time we have more traction globally.

IAPH Steel Working Group - Terms of Reference

1. Members ports that handle steel cargoes to be invited to form the core Working Group (WG).

2. The main purpose is to establish a working platform to share and discuss safety and operational challenges.

3. To raise awareness and educate member ports on best practice guidelines for steel stowage and securing as per our Witherby’s publication.

4. To start the sharing of compliance reports by Singapore on steel cargo stowage with view to get other ports to follow pursuit with eventual sharing and creating a database of steel shipments and status of steel cargo stowage. (This is being progressed with MMC ports and Westports).

5. Under IAPH auspices, we can help member ports engage their stakeholders and consignees on receiving ports expectations on their respective roles.

6. We can also make a stand as ASEAN via APA to promote safety amongst our port workers if we can compile and analyse data of poorly stowed steel cargo.

7. We can also consider working with APA concurrently if viewed as an added benefit to take this forward on a combined WG level.
