Plan Gugu, on December 5, 1972, advised thatDr. Charles Kremer was attempting to have Gugu go withhim-to the Department of justice in New York City in orderto fUrnish information regarding Bishop Trifa.

Gugu advised that Kremer had been attempting overalong period of time to discredit Trifa, inasmuch asTrifa ls . susoected . of being a member of the Romanian IronGuard during the early 1940's. Gugu advised that Kremerhad been in contact with Nicolae Irinoiu, former SecondSecretary, Romanian Embassy, Washington, D. C., and withCorneliu Bogdan, Romanian Ambassador to the United States.Gugu was not certain, but he felt that Irinoia and Bogdanwere directing Kremer l s activities. Gugu described Kremer as a good friend of theRomanian Embassy and, in his opinion, the article wasedited by the Romanian Embassy.

• Gugu spoke with David Horowitz, the editor ofthe "United Israel Bulletin 7 and Gugu told Horowitz thathe did not give Kremer permission to publish his articleconcerning Trifa. Gugu told Horowitz that he gave his •memo to Kremer for use by the Department of Justice andthe FBI.

Gugu, for a number of years, has promised tofurnish the FBI with information he knows concerningBishop Trifa. He continues to make these promises, but,to dale,he has not furnished all that he supposedlyknows about Bishop Trifa.

Dr. Kremer recognized a photograph of Gugu andadvised that Gugu claimed that he was a newspaperman inRomania and up to one and a half years ago he would visitKremer unannounced about once every two months. Kremerdescribed Gugu as being very secretive and he would notgive his address or telephone number where Kremer couldcontact him in case of an emergency. Gugu usuallystayed at the Empire Hotel at Broadway and West 63rd Street,NYC. Kremer had no knowledge of what Gugu's activitieswere in NYC or outside -of NYC.

Gugu, for a period of time, made arrangementsto pick up his mail periodically at the residence ofBernard Kripzmen, 340 West 72nd Street, New York, NY,telephone number TB 4-1090.

Kripzmen is a pianist who has given a seriesof concerts in Romania. He is connected with OSTA, anorganization which arranges concerts in Romania.

Despite the run-around given to him by GugU$and even though Kremer has not seen any documents to backup Gugu i s statements regarding Trifa, Kremer statedthat Gugu l s statements must be true because Gugu wrotethem.

Kremer advised that Gugu also wrote articlesagainst the leaders of the Romanian Orthodox Church ofAmerica, whom he attacked as communists.. Kremer receiveda document three or four years ago, supposedly written.-by Ion Patriotu, but Kremer is almost positive that itwas written by Gugu. This document attacks leaders of theRcmanian community in New .York City.

Based on the information that Kremer hasreceived from Gugu, Kremer feels that Gugu must have beenan eyewitness to those atrocities committed by Trifa.Kremer did not know Gugu i s present whereabouts, butwas interested in locating Gugu so he could be a witnessin any procedure regarding Trifa.

Kremer feels that the possibility of gettingGugu as a witness at this time is not very good. Evew.though he has no information, he would not be surprisedif Gugu was working for the Romanian Intelligence Service.

Kremeralleges that Trifa committed atrocities against theJewish people in Romania while a member of the RomanianIron Guard in the 1940s.

Gugu explained that he was a member of theNational Peasant Party (NPP) in Romania and he also wouldlike to see Bishop Trifa deported from the United States. His reason is different than Dr.,Kremer's, because Trifakilled Virgil 'Macearu, the General Secretary of the -National Peasant Party, in November, 1940. This assassinationtook place in Pustnicu Uoods, located between BuchareStand Ploiesti, Romania. Magearu was a great promoterof American and Romanian relations in the 193c and-in theearly : 1940S.
