Since the year 1890, Raipur city depends on non-perennial Kharun river for raw water for variouspurposes. With a benchmark of 100 percentage coverage water supply network and 135 litresper capita distribution of potable water, the city is capable of covering only 47 percentage andproviding 127 LPCD of water1 (as per the present status of water supply service levels). In Raipurcity, the water supply pipelines are not properly laid and illegal public tap connections increasesthe extent of non-revenue water up to 42 percentage which creates a gap of 22 percentage withrespect to non-revenue water as per the prescribed benchmark by MoUD. The estimated totaldemand of water (in LPCD) is 270 which includes demand of water for various purposes likedomestic, commercial, industrial and demand from the floating population of the city2. RMCalong with Chhattisgarh PHED are responsible for supply of water, planning and design of watersupply projects within RMC Administrative area3.When compared with the SLB, presently, the city has 100 percentage gap in coverage ofsewerage network services and efficiency of collection of sewerage due to absence of sewer lineswhich should be laid in the city as per the requirement. However, the city has separate drainagesystem4. The responsibilities of sewerage management in the city lies with the Public Health andSanitation department of RMC as well as state’s PHED5. Laying of sewerage & septage network,management and connection with STP for recycling work is undertaken by RSCL and RCOS isresponsible for redesigning and implementing a revamped storm water drain network andchannelizing for recharging of water bodies6.CSPDCL, and CREDA are responsible for 24 x 7 electricity supply to Raipur Central City Area byFeeder Augmentation and Transformer rationalization7. Energy to the city is primarily supplied byKorba Power Plant. Presently, the total energy demand (consumption) in the city is 1,28,89,703watt.8
The city has a short term as well as long term traffic and transportation plan by RITES for RaipurUA. Only few locations have footpath allocated for pedestrian and few lanes are reserved forNMV. RNNTL, UMTA are the active organisations responsible for public transportation in the cityRaipur. RSCL, PMCs, RMC, RUPTS, PPP Partner are responsible for project funding, projectcoordination, project planning with respect to augmentation of cycle rickshaw and conversion ofdiesel Auto-rickshaw to e-rickshaws9.The total waste generated per day in Raipur city is 408 tons where the primary sources of wastegeneration are from households which accounts to 220 tons per day10. Around 400 grams of solidwaste is generated per capita per day in the city. Health and Sanitation department of RMC isresponsible for solid waste management in the city11. However, RMC has signed a concessionagreement with Kivar Environ for the implementation of the Integrated City Sanitation andMunicipal Solid Waste Management Project in Raipur, under design, build, operate, finance, andtransfer (DBFOT) basis12. No user charges is collected from the citizens by RMC for SWM. With aservice level benchmark of 100 percentage, RMC has managed to achieve only 25 percentagehousehold level coverage of solid waste management services in the city13.
