State Route 138 Avenue "T" to Route 18, Various Locations Widenings 13 Fatalities and 87 Injuries in Last 3 years State Route 138 is designated as an interregional corridor and is regarded as an initial component of the High Desert Corridor. Economic and population growth in the Antelope Valley has rapidly accelerated in the past decade. State Route 138 carries heavy vehicle traffic including a significant percentage of trucks. Provide Passing Lanes for Safety and Interregional Traffic Flow State Route 138, from Avenue T in the City of Palmdale to junction with Route 18 the proposed project will increase the lanes from two to four in each direction. State Route 138 has been divided into two projects: (1) Ave. T to Route 18 (18 miles, ea 127281) and (2) near Llano from 175 St. East to Largo Vista Rd. (3.3 miles, ea #127271). Project Cost Corridor Mobility Program Request: $111,000,000 Non- Corridor Mobility Program Funding: $27,000,000 Total Cost: $138,000,000 Project Benefits The proposed project is intended to achieve the following goals improve safety; and facilitate the efficient flow of goods and services through this area: Benefits Summary Benefit Cost Ratio: 1.0 Vehicle Hours of Delay Saved: 46,500 Delay Savings: $200,000 Current Daily Vehicle Occupants*: 17,820 Daily Vehicle Occupants Forecast w/o Project*: 31,900 Daily Vehicle Occupants Forecast w/ Project*: 45,1000 Safety Benefit: $4.3 M Additional Jobs Created 1,400 jobs Economic Development (REMI Model, 2007 dollars) Gross Regional Product increase of $290 M Real, disposable personal income increase of $130 M Regional Exports Increase of $52 M *Average Daily Traffic Data from the application is converted to “vehicle occupants” by multiplying by 1.1, the average occupancy of a vehicle in Los Angeles County today. 14
