Esposito, Secretary Margaret Hogan, Esquire ---------------------------------------------------------------------------------------------------------------------- Frank Montanaro made a Motion for the Board to go into Closed Session for the purposeof reviewing Unfair Labor Practice Charges and the minutes to be closed, pursuant to 42-46- 5(a)(2)(4) of the Open Meetings Law. It was seconded by John Capobianco, and it was unanimously VOTED: for the meeting to go into closed session and to close the minutes. The meeting and minutes were closed at 9:30 a.m. -------------------------------------------------------------------------------------------------------------------------- All Board Members present reviewed the closed minutes of the February 8, 2005 Board Meeting. A Motion was made by Joseph Mulvey and seconded by Frank Montanaro to accept the closed minutes as written, and to seal the minutes to be reviewed at the next board meeting, and it was unanimously VOTED: by all Board Members to accept the minutes as written. UNFAIR LABOR PRACTICE CHARGES:

1. Case No. ULP-5738Town of Burrillville & Local 369, IBPO

After review of the informal notes, a Motionwas made by ElizabethDolanand secondedbyEllen Jordan to dismiss the Unfair Labor Practice Charge filed in this matter. Afterdiscussion, Frank Montanaro, Joseph Mulvey, John Capobianco, Gerald Goldstein andWalter Lanni voted against the Motion. Motion failed.

A Motion was then made by Joseph Mulvey and seconded by John Capobianco to issue acomplaint and proceed to formal hearing in this matter. Walter Lanni, Gerald Goldstein,and Frank Montanaro voted in favor of the Motion. ElizabethDolan and EllenJordanvotedagainst the Motion. Motion passed.

2. Case No. ULP-5740E. Greenwich School & NEA (Employer)

After review of the informal notes, a Motion was made by Elizabeth Dolan and seconded byGerald Goldstein to issue a complaint and to proceed to formal hearing in this matter. Afterdiscussion, Ellen L. Jordan voted in favor of the Motion. Walter Lanni, Frank Montanaro,Joseph Mulvey and John Capobianco voted against the Motion. Motion failed.

A Motion was then made by Frank Montanaro and seconded by John Capobianco todismiss the Unfair Labor Practice Charge filed in this matter. After discussion, WalterLanni and Joseph Mulvey voted in favor of the Motion. Elizabeth Dolan, Ellen Jordan andGerald Goldstein voted against the Motion. Motion passed.

3. Case No. ULP-5742E. Greenwich School & NEA

After review of the informal notes, a Motionwas made by Frank Montanaro and secondedby John Capobianco to (1) place this matter in abeyance pending the outcome of theongoing mediation (2) to notify the parties of the same and request notification by theparties as to the conclusion of the mediation. After discussion, all Board Membersvoted infavor of the Motion.
