Baruah, Member, SEIAA, Assam. Dr. K. G. Bhattacharyya, Chairman, SEIAA presided over the meeting. The Chairman also appraised the members about the agenda items of the meeting. Agenda Item 1. Confirmation of the proceedings of the SEIAA meeting held on 18/07/2019. SEIAA Resolution 14/1 The proceedings of the last meeting of the SEIAA held on 18/07/2019 have already been circulated, signed and confirmed by all the members. In Item 2 (Financial and budget- related matters of SEIAA), Dr. Deepak Kr. Baruah, Member sought a discussion on the Role of the Nodal Agency for SEIAA, Assam, which is duly noted. Agenda Item 2. Actions on the recommendations of the meetings of the SEAC, Assam (i) Project recommended at 12 th meeting of the SEAC, Assam held on 29/03/2019 I. EC for "Lower Dikrong (Parbotipur) Mining Permit Area" for Sand, Stone and GSB under Harmutty Range of North Lakhimpur Forest Division, Lakhimpur, Assam by Sri Sanwarmal Khetawat. SEIAA Resolution 14/2 Action is deferred as some public complaints have been received in the matter and an enquiry is to be conducted. (ii) Projects recommended at 14 th meeting of SEAC, Assam held on 27/06/2019 & 28/06/2019 II. Extension of EC for collection of boulder Stone/Gravel from Tirap River Stone & Sand Gravel Quarry (DIG-8A) of Digboi Forest Division by Sri Haren Gogoi. SEIAA Resolution 14/3 The proposal is referred back to SEAC for review as the mining lease area is more than 5 Ha, requiring EIA/EMP study. The 14th Meeting of the SEIAA, Assam was held at the SEIAA office on 22/08/2019 at 2.00p.m.

The following Members were present

Assam and Member Secretary, SEIAA, Assam. 3. Dr. Deepak Kr. Baruah, Member, SEIAA, Assam.

Dr. K. G. Bhattacharyya, Chairman, SEIAA presided over the meeting. The Chairman also appraised the members about the agenda items of the meeting.

Agenda Item 1. Confirmation of the proceedings of the SEIAA meeting held on 18/07/2019.

SEIAA Resolution 14/1 The proceedings of the last meeting of the SEIAA held on 18/07/2019 have already been circulated, signed and confirmed by all the members. In Item 2 (Financial and budget-related matters of SEIAA), Dr. Deepak Kr. Baruah, Member sought a discussion on the Role of the Nodal Agency for SEIAA, Assam, which is duly noted.

IV. EC for extraction of Sand from Oujari Minor Mineral Concession Area No.2 in Kapili River under Sonapur Rev. Circle by M/s Shapoorji Pallonji & Co. Pvt. Ltd.

SEIAA Resolution 14/5 Approved for issue of EC as recommended by SEAC with necessary terms & conditions.

V. EC for extraction and collection of Sand, Gravel & Ordinary Earth from the Dhekianala River Bed in `Dhekianala Permit Area' under North Lakimpur Range of Lakhimpur Forest Division, North lakhimpur, Assam by Sri Ganesh Neog.

SEIAA Resolution 14/6 Approved for issue of EC as recommended by SEAC.

VI. EC for collection of Sand, Gravel & Boulder from Tramjuli Mining Permit Area under Lakhimpur Forest Division by Sri Aditya Sarmah Baruah.

SEIAA Resolution 14/7 Approved for issue of EC as recommended by SEAC for collection of Stone Sand & Bolder amounting to 10,000 m 3 per year for 2 years with necessary terms & Conditions.

VII. EC for collection of Stone and ordinary Sand from Barnadi Stone and sand Mahal -1 (A) under Baksa Forest Division, Mushalpur by Sri Khukan Biswas

SEIAA Resolution 14/8 Approved for issue of EC as recommended by SEAC for issue of EC

• VIII. EC for collection of Earth from Uttar Khola Earth Permit Area (Patta No. 39, Dag No. 98)

under Nagaon Forest Division by Sri Rupendra Chandra Dey (Prop. M/s R. B. F. Brick Field)

SEIAA Resolution 14/9 Approved for issue of EC as per SEAC recommendation for extraction of 15000 cu m for 2 years.

IX. EC for collection of Ordinary sand from "Oujari No.2 Mineral Concession area at Kopili River Bed under Kamrup East Division by M/s North East Mines & Minerals.

SEIAA Resolution 14/10 Approved for issue of EC as recommended by SEAC with necessary terms & conditions amounting to 5000 m 3 for 2 years.

X. EC for collection of Sand & Gravel from Meneha (Lower Dikrong) Mining Permit Area of North Lakhimpur Forest Division by Sri Brajanath Malla.

SEIAA Resolution 14/11 Deferred as proposed by SEAC.

XI. EC for collection of earth from Sakiyal Gaon P.P. land Brick Earth Mining Permit area under Nagaon Forest Division by Mridul Kr. Medhi (Prop. Shiv Sankar Brick Field)

SEIAA Resolution 14/12 Approved for issue of EC with terms & Conditions as recommended by SEAC for extraction of earth amounting to 12,000 m 3 for 2 years.

SEIAA Resolution 14/13 Approved for issue of EC with necessary terms & conditions as recommended by SEAC for collection of sand & gravel.

XIII. EC for extraction of Sand located Garukhunda "Jamunamukh Kopili Nodi Sand Permit area Part-1 (B) under Nagaon Forest Division by Sri Bishnu Ram Bordoloi.

SEIAA Resolution 14/14 Approved for issue of EC with necessary terms & conditions as recommended by SEAC for extraction of 40,000 m3 for 2 years.

XIV. EC for excavation of Earth from UttarKhola Brick Earth Permit area under Nagaon Forest Division by Sri Bipin Rava (Prop. Rabha Brick Industries)

SEIAA Resolution 14/15 Approved for issue of EC with necessary terms & conditions as recommended by SEAC for collection of brick earth amounting to 10,000 m 3 for a period of 2 years.

XV. EC for extraction of Sand from Oujari Minor Mineral Area No.2 in Kopili River under Sonapur Revenue Circle by M/s Shivam GDCL JV.

SEIAA Resolution 14/16 Approved for issue of EC with necessary terms & conditions as recommended by SEAC for 3000 cu.m. of sand per year for 2 years.

XVI. EC.for collection of Stone from Gumrah Stone Minor Mineral Unit No. 2 under Karimganj Forest Division by Rafique Ahmed.

SEIAA Resolution 14/17 The PP may be asked to submit Govt. requirement orders to SEIAA immediately for further processing.

XVII. EC for extraction of Stone from Baghara Stone Mahal No. 10 in Tetelia Baghara RF under western Range Dharamtul, Morigaon by Ratul Ch. Bordoloi.

SEIAA Resolution 14/18 Approved for issue of EC with necessary terms & conditions as recommended by SEAC for extraction of Stone 10,000 m3 per year for 4 years and only 3000 m3for the last and the 5 th year. The PP has submitted forest clearance as sought.

XVIII. EC for collection of Stone from Chandrapur Stone Permit Area No.1 (Dag No. 985, Ceiling Sarkari) under Kamrup East Forest Division, Kamrup (M) by M/s Melo — SDR (JV)

SEIAA Resolution 14/19 Approved for issue of EC with necessary terms & conditions as recommended by SEAC for extraction of 16,000 cu.m. stone only for 2 years.

XIX. EC for extraction of Stone from Chandrapur Stone Permit Area No.2 near Chandrapur Bagicha Gaon under Kamrup East Forest Division, Kamrup (M) by M/s Melo — SDR (JV)

SEIAA Resolution 14/20 Approved for issue of EC with necessary terms & conditions as recommended by SEAC for extraction of 16,000 cu. m of Stone in 2 years.

SEIAA Resolution 14/22 Approved for issue of EC with necessary terms & conditions as recommended by SEAC for extraction of Sand, 10,000 m 3 only for 2 years.

XXII. EC for collection of Sand from "Dibru River Sand Mining Permit Area No. DD-1" from Doomdooma Forest Division by Sri Udeepta Phukan

SEIAA Resolution 14/23 Approved for issue of EC with necessary terms & conditions as recommended by SEAC for extraction of 3000 m3 of Sand for 2 years with terms & conditions.

XXIII. New standalone cement grinding capacity of 2.0 MTPA at Chamata Pathar, Tehsil Sonapur, Dist. Kamrup (Metro) by Star Cement Ltd. Regarding TOR for EIA/EMP study Site Inspection Report by SEAC was submitted on 06/08/2019.

SEIAA Resolution 14/24 Approved for issue of TOR as recommended by SEAC with terms and conditions.
