1 STATE 4-H LEADERS’ COUNCIL MINUTES October 25, 2014 State 4-H Office, 2801 Second Street, Davis, CA Web site: http://uc-d.adobeconnect.com/r6gxb54j50n/ Conference Call Dial in number (712) 775-7300, Access Code: 424473# The Call to Order was made by President, Sandy Cohen, at 10:10 a.m. Both the Pledge to the American Flag and the 4-H Pledge were led by Paulette Sauln. Introductions were made by each person attending by telling which county and section they represent and which 4-H leadership position they hold. Minutes – Beverly Schrieber said that the April 26, 2014 State Council Minutes have been on the State site since the first of May. A motion to accept the minutes as corrected was made by Paulette Sauln, seconded by Noel Keller and passed. A spelling correction was suggested by Paulette Sauln on page 6 which changed the word “itching” to “etching”. The Treasurer’s Report was made available and explained by Richard Schrieber. A $1000.00 check from Stanislaus County for the Discussion Meet was deposited. A motion to accept the Treasurer’s Report as prepared and submit for audit was made by Paulette Sauln, seconded by Stephanie Barrett and passed. See attachment. The President’s Report was given by Sandy Cohen and follows. Greetings 4-H Leaders, members and staff: This will most likely be my last report to you as president. I am terming out as President of the State 4-H Leaders council and it has been an honor and privilege to serve you. Though I will be termed out, I will be serving as the Past President advisor to the Executive Board. I will continue to be of service however you need me. ( [email protected] / 530-210-6993) Thank you for having your 2014 Peer review complete and turned into the State office. Please turn a copy into our secretary Beverly Schrieber. ([email protected] ) The State 4-H office website has changed. While it is a much more user friendly site, the old links no longer work. If you have a saved link on your web browser, I suggest you remove any older links and Google a new search and establish a new browser link. (http://4h.ucanr.edu/ ) There are also several event links that have been changed. There are leaders across the state that are still unaware of this change and it has caused some confusion. Please help them navigate these changes. National 4-H Week was just around the corner. Many 4-H members, leaders, clubs and counties expressed and are still expressing their 4-H pride with this year’s theme, “#iam4H.” There have been posts of pictures with the #iam4H sign, which can still be downloaded at the link below. I encourage youth, volunteers, professionals, and alumni to share their pride photo on Face book, Twitter or Instagram, along with the #iam4H and #4HWeek hash tags. Spread the Word! Beyond social media, spread the word about this by distributing bookmarks and flyers at local events, hang posters at retail stores, and fill out our press release template to notify your local newspapers and television news stations about the six million young people empowered by 4-H every day. Special Recognition at the 2015 State 4-H Presentation Day, May 30 California 4-H offers thematic recognition pins for youth who participate at State 4-H Presentation Day and focus their presentations on one of the following areas: Science, Engineering and Technology; Healthy Living; Thrive; or Citizenship. Eligibility

• All regular 4-H members are eligible (age 9-19).

• All presentation formats are eligible; except impromptu speaking and problem solving categories. View the 4-H Presentation Manual for more information.

• Participants may only choose ONE focus area for their presentation, and the area must be the PRIMARY topic of the presentation.

• Only members who receive a gold seal at a sectional event and compete at the State 4-H Presentation Day are eligible for special recognition.

Aerospace engineering is the research, design, development, construction, and testing of aircraft and spacecraft. Humans have a desire to fly high above the world like birds, but even though Leonardo da Vinci imagined a human powered ornithopter in 1485, humanity would have to wait until the late 1700’s for human flight. Since then, the field of aerospace engineering has helped our understanding and technologies in aviation and aeronautics progress. This field has had tremendous impact on human society, the way we travel, in health and medicine, and our environment. Presentation topics may focus on the social, cultural, historical, economic, environmental, or political aspects of aerospace engineering, including themes in aviation/aeronautics, astronautics, and related elements. State Incentives and Recognition Advisory Committee Report State Record Book Competition: State Record Book Competition will occur the weekend of November 7-9, 2014, using the current manual and forms. Remind your members that they must take the Quick Start Course and the quiz every year. The deadline for completing the course this year is October 1st if they plan to submit their Record Books to state competition. All information related to the State Competition including process guidelines, county check sheet, cover sheet and judges application process are on the CA 4-H website. Applications for State Record Book Competition judges are being sought. If you are interested in being a state judge, please visit the website to apply online. 4-H Uniform Update: The polls closed on June 30, 2014. The 4-H State Recognition and Incentives Committee will analyze and evaluate the results and make recommendations to the Associate Director of 4-H Program and Policy in early 2015. The new uniform selection is a process and will take time to implement. We anticipate that there will be a transition period to the new uniform and an implementation process will be developed in the coming months. Business Operation Procedures for Sectional and State 4-H Councils, Committees, Events, and Activities

The 4-H program is administered by the University of California (UC). UC is responsible for all California 4-H activities and events and therefore has instituted business operation procedures to ensure accountability, risk mitigation, and good business practices. 4-H councils, units, and volunteers are not allowed to sign or enter into contracts of any kind on behalf of the UC, nor otherwise obligate The Regents of the University of California in any way. All agreements and/or contracts must be executed by an authorized UC employee in the UC Davis Purchasing Department (4-H Policy Manual, Chapter 10). These procedures pertain to:

• Sectional 4-H Councils, committees, groups, projects, events, conferences, field days, and other activities. • State 4-H Council, committees, groups, projects, events, conferences, field days, and other activities.

Procedure for Contracts & Agreements Examples:

• Independent contractors: DJ’s, speakers, financial auditor, lifeguard, etc. • Businesses/Organizations: Hotels, conference centers, etc.

Procedure: Contracts related to events and hiring for a sectional or state event or activity must be processed through the California State 4-H Office in the Youth, Families, and Communities Program at Davis. The steps include:

1. Discuss arrangements with the independent contractor (individual), facility (conference center or hotel), or other vendor.

2. For independent contractors (individuals) For businesses/organizations

Obtain the following information/forms and submit to Sarah Watkins, [email protected] Allow for 1- 1 ½ month(s) for processing for contracts.

• The processing time will range from 30 to 50 business days (1 to 2 months). • This process applies to no-cost agreements (e.g., no charge for a facility).

Other Procedures Event/Conference Registration List

• For all events, County 4-H Cooperative Extension offices need a list of youth and adult participants from their county.

• After registration is final, and before the event, please send the registration list of youth and adult participants to the State 4-H Office at least 1 week in advance of the event, conference, or activity. The State 4-H Office will send this list out to the appropriate County 4-H Offices. Meeting Agendas and Minutes and Rosters

• Please send the meeting agendas and minutes for Sectional and State 4-H Council meetings to the State 4-H Office to post on each Council’s respective website.

• Beginning of Year 1. Budget – The annual budget must be submitted to the State 4-H Office for approval by the 4-H Staff Liaison. 2. Fundraising – All proposed fundraising activities must be submitted to the State 4-H Office for approval by

the 4-H Staff Liaison, using Form 8.7 Fundraising Approval (http://www.ca4h.org/files/19878.pdf). 3. Any fee increase must be submitted to the State Office for approval by March of the current program year • End of the year o Financial reporting –must be submitted to the 4-H Staff Liaison at the State 4-H Office by September 15

annually. WRLF 2018 – A Letter from Shannon J. Horrillo was read to us by Sarah. Sarah shared that Shannon is back to work now. She comes in 3 days a week and works one day from home. Following is a letter about WRLF 2018. Dear State 4-H Leaders' Council Members:

As you know, California is scheduled to host the Western Region Leaders' Forum (WRLF) in 2018. We are excited that Gemma Miner will be the State 4-H Office staff providing leadership for this event in partnership with Paulette Sauln, a long-time 4-H Adult Volunteer from San Diego County.

While this event happens annually thanks to the hard work of volunteers, youth members and staff, there are probably some details that are less well-known. I wanted to make sure we all have the same accurate information regarding this event and as such I wanted to take this opportunity to share some of these less well-known details. To begin with, continuation of the WRLF is discussed and approved by the Western Region Program Leaders. The Western Region Program Leaders is the group of 4-H Program Leaders from the thirteen western states (Oregon, Washington, Hawaii, New Mexico, Idaho, Montana, Colorado, Alaska, Wyoming, California, Arizona, Utah and Nevada). From California that would be me. These thirteen states are currently in the rotation to host the event as well as Canada. The rotation is also determined by the Western Region Program Leaders.

The expectations of the host state are that the Program Leader is responsible for the event including all elements of planning, financing, evaluation and risk management. It is expected that the Western Region Program Leaders are kept apprised of critical information regarding the functioning of the event via our monthly conference call or list serve. For example, when Oregon was thinking about moving the format from a face-to-face conference to a distance learning format this was shared and discussed as well as approved by

the Western Region Program Leaders. In addition, it is expected that states who host the event profit share with the Western Region Program Leaders. The first $2,000 in profits go to the host state and the remainder are split between the host state and the Western Region Program Leaders. It is up to the Program Leader of the host state to determine how the profits will be utilized in support of the state's 4-H Youth Development Program. Finally, the Western Region Program Leaders provide each state $10,000 in start-up costs to be repaid after the conference. Each host state is expected to profit share regardless of whether or not they accept the start-up funds.

In California, we will be requesting start-up funds from the Western Region Program Leaders which will be deposited into a UC Regents account at the State 4-H Office. All income (including gifts) and expenses will run through a UC Regents account at the State 4-H Office. This will help ensure ease of accounting and reporting to the Western Region Program Leaders.

Following is the information that she received and organized and placed on the State Website. Get the names of the section officers and representatives to Sarah and she will update the sites. Executive Committee (Revised 10/25/2014) The executive committee shall advise the president, transact routine business between meetings of the State 4-H Council, and act in emergencies. A quorum of the Executive Committee is currently 9 members.

Sarah also shared that there is a lot of cool marketing materials on the state site that volunteers may use. State Ambassador – Sallie DeYoung from Los Angeles County said that the State Ambassadors had a face to face meeting on October 11th. It was a very productive meeting. We worked on our platforms of All Star program uniformity and Civic Engagement. The ambassadors will also be attending State Leaders’ Forum which we are very excited about. We made a timeline for State Leadership Conference which will be held at UC Irvine on July 23-26, 2015 and have a lot of great ideas for this year’s SLC. We also discussed who’s going to which sectional conferences. Check the “Ambassador Corner: in the state newsletter for updates. Our next meeting will be in January at Lake Tahoe Sectional Reports: North Section – Molly Meade read the following report for Cindy Dixon, President. The North Section is working very diligently on both the WHY Conference and SLF. Our WHY Conference is being held at Triumphant Life Camp in Humboldt County: We have an amazing group of youth from all over the section working in the camp. The theme of the camp is Hidden Treasurers of Leadership and will be held November 7, 8 and 9. As for SLF our theme is 101 Ways 4-H Thrives. The amazing committee that has been working on this has lots of fun and activities in store for those that attend. We have an emphasis on 101 Innovative Projects. Remember it is not too late to register and join in on all the fun. We have 3 awesome speakers planned for inspiration to our wonderful 4-H volunteers. North Central – Shayne Rivers reported the following We have 4 events every year. Citizenship weekend was a recent success on Sept. 18-19. Our next event will be Skills Day on Nov. 8. We welcome other sectional members to join us. We have two other events that we host. CAL Conference will be in January and the Field Day is our Presentation Day. South Central – Chuck Draxler reported that their section and south section met together to compare notes and plan LCORT and TIC. The members who attended learned a lot about working together from their “Snipe Hunt”. Colton Searcy will now be collecting the “Spotlight” articles from each county to post on the website. South Central has 3 State Ambassadors this year. They are Colton Searcy, Christine Fry and Linnae Rodriguez. Dominique Germann is the chair of the new Discussion Meet which the State is starting. They are passing out books to each section. South – Noel Keller reported the following information. We are again pleased that we are having good attendance and full participation by our South counties in our council meetings. We have been trying ways to shorten the business parts of our meeting to allow more time for important discussions and sharing ideas. We do have active participation in our meetings. At our section council meetings we are continuing to include a program given by youth. At some meetings we have actually had more than one youth program. We are also continuing with our optional 30-minute Make It and Take It workshops at the end of our council meetings. These have been great opportunities and fun for adults and youth to share their skills and projects with our leaders. South had a successful Sectional Field Day and Fashion Revue last May. We were happy to see a large increase in Education Exhibit and Interview Contest entries. We are working on updating our event guidelines and forms for this year to more match those for state field day and to get more of our event information and forms on our section website. South is very pleased that we have two State 4-H Ambassadors this year – Sallie DeYoung from Los Angeles County and Ashley Lauinger from San Luis Obispo County. South is also pleased that we have representation on six of the eight state advisory committees this year. One of LA County youths, Ru Ekanayake, was selected for the National Healthy Living Management Team. She will work with the National 4-H Healthy Regional Coordinators to help plan and support 4-H Healthy Living programs. She will inform 4-H youth, 4-H volunteers, University faculty and other interested persons about 4-H Healthy Living opportunities, resources and program

ideas that will help strengthen and expand 4-H Healthy Living programs. South Section has been very busy working on the 2015 State Leaders Forum which will be held in San Diego next year. Mark your calendar for Nov. 6-8 for 2015 SLF in San Diego. In September, Noel Keller was reelected as South Section council President, John Trammell as council Secretary, Stephanie Barrett and Barbara Crane as South Representatives and Rob Wright and Beverly Schrieber as alternate South Representatives to the State Leaders’ Council. Our South Section Teen Council is planning an exciting Teen Involvement Conference (TIC) for Jan. 16-18 at Pathfinder Ranch in San Bernardino County. This three day youth leadership conference offers opportunities for 4-H youth to grow through a series of educational workshops, team building activities, motivational speakers, section level youth leadership possibilities, community service and more. The theme this year is “Finding the Power Within”. Amanda Penicks is our Youth Conference Director and John Trammell is our Adult Conference Director. Event and registration information are available on our section website. Teens from all the sections are welcome to attend. We are pleased that TIC was selected as a 2014 Golden Clover Award Winner for Special Events and Activities. We are looking forward to an exciting fall and winter ahead. There will be a South Section meeting at the 2014 SLF next month. Our next regularly scheduled council meeting will be held on Saturday, January 13, 2015 at Mount San Antonio College in Walnut. WRLF 2015 – 2015 Western Region Leaders E-forum – This is a new concept. WRLF 2018 Committee – Paulette Sauln reported that the committee is working on a facility. The theme is “Kaleidoscope Of ….”. A preview of the logo was shown and enjoyed. National 4-H Horticulture Competition - Ava Garcia(Yolo County) and Mary Lavell (Sonoma County) showed slides and reported on the National 4-H Horticulture Competition. They would like to have the State Leader’s Council help with their expenses. LUNCH (Must RSVP by 9/15/2014) Cost $10.00 per person. Old Business: State Leaders’ Forum 2014 –November 14-16, 2014 – Crowne Plaza Hotel in Sacramento – “101 Ways 4-H Thrives” - Molly Meade reported on that the SLF 2014 is on the state website. There will be some innovative ideas. Items for the Silent Auction and Store can be made with loving hands. Let your imagination fly. You will see some changes. Hospitality and Silent Auction – together – maybe. Maybe you can buy an item before the auction closes by paying the pre-determined amount up front. Why would you want to miss out on learning new innovative ideas, relax and meet new friends? That is all for now. You will have to come to SLF 2014 and see for yourself. 101 ideas that may not be your traditional sessions. You will go home with a CD or copy of all of the projects. You may take these back to your county and use. Sandy Cohen read the list of available workshops being planned. There will also be three wonderful guest speakers. http://4h.ucanr.edu/4-H_Events/SLF/ State Leaders’ Forum 2015 – November 6, 7, 8, 2015, at the Crowne Plaza in Mission Valley - San Diego. The Theme will be “Keep’n It Fresh”. This Forum will be done in a non-traditional way. If you like change, you love this one. If you like traditional, you will still love this Forum. So, you must come. Room occupancy will be $104.00 for 4 people. If you fly in to San Diego, the Super Shuttle will be $12.00. If you fly into San Diego and get a rental car, it will cost $6.00 per night to park your car. Bring trading materials so there can be bonding with them. There will also be a Make It & Take It time. There are surprises being planned for you if you come early. As soon as you get your business card this year at the Forum, just slide it into the Luggage Card Holder that will be given out this year to advertise next year’s forum. State Fashion Review – Brochures were handed out. State Fashion Revue is May 30 in Olson Hall on the UC Davis campus, as part of State Field Day. We have a brochure that everyone can take back to your counties that gives the categories and service projects and our web site. Traditional, Consumer Science Purchased with a $40 limit, and Upcycled are all returning categories. We have two challenges this year. The Jacket Challenge has tiered requirements. Juniors sew a jacket and complete the outfit with sewn or purchased garments. Intermediates make a jacket and one other piece. Seniors sew the entire outfit. The final category is the Costume Challenge, which can be made of any materials and does not need to be sewn. All the outfits, including the costumes must meet the dress code and the member must be able to walk, sit, and stand in them. The Traditional, Upcycled and Jacket Challenge are for members in the Clothing and Textiles (Sewing) project. Consumer Science Purchased and Costume Challenge have no project requirement.

The State Fashion Revue service projects this year are pillowcases for foster children, nursing homes, and hospital patients and soft hats for cancer patients. The hats can be knit, crocheted, sewn of fleece or upcycled from old sweaters. Instructions are on the SFR website. The pillowcases and hats are made in your counties and can be brought to SFR or donated within your counties with the totals and some pictures given to us. The committee has assembled pillowcase kits that will be distributed at North Central Section’s Skills Day and at State Leaders Forum so look for those with our display.

New this year we will have a sale table. Everyone who sews or crafts has a stash at home. If you

have items you no longer want like fabric, books, and craft supplies, please donate them to help finance State Fashion Revue and shop at our sale.

The age divisions have changed this year, based on the changes made at the state level for events. Juniors are ages 9-10 as of December 31, Intermediates are 11-13 and seniors are 14 and up. This needs to be adopted at the county level too. Each county may qualify one member per age division and category to compete at State Fashion Revue. Entries are registered online and are due by May 17, which is two weeks before the event. Counties need to schedule their county fashion revues before the SFR entry deadline.

Much discussion followed. A suggestion was made to keep the State Ambassador being kept separate from the other youth funding. A distinction should be made on who receives funds and for what it should be used. The needs are for registration, food, travel and lodging. We could set up a fundraising committee. Anything gifts over $1000.00 must go to the foundation and state. We need youth on this committee. Annette retired and Amy is in charge of the foundation as it is being revamped. A motion to award $100.00 each for the Out Of State Travel for a National 4-H Competition such as the 4 horticulture contest members and a coach for the 2014-15 program year was made by Mary Engebreth, seconded by Loritta Sutton. There was a lively discussion with many ideas of how to be able to pay for more youth, since we have only $1000.00 at our disposal at this time. Paulette Sauln called for the question. The motion passed as given. A motion to form a committee with no more than 5 people to look into the possibility of developing some kind of fundraising mechanism to further build up the Youth Account and bring that recommendation back to this council in April 2015 was made by Barbara Crane, seconded by Fraser Barrett and passed. Barbara Crane(South) will chair this committee along with Stephanie Barrett(South),Fraser Barrett(South),Shayne Rivers (North Central), Sarah Rivers(North Central) and Chuck Draxler(South Central). New officer positions – Carol Crossett and Mary Ann Smith were on a committee to come up with a PROPOSAL. Following is the result of their discussions. This is the Healthy Living Officer job description which was distributed at the April 2914 meeting. HEALTHY LIVING OFFICER Serves as representative to State Council and Executive Board.

Spotlight one county in the State each month by posting an article about their healthy living program on the website. Provides technical support such as sound system, website posting Assists with the broadcast of live meeting to web viewers PUBLIC RELATIONS Serves a one year term in this office on the State Leader’s Council. More information will be forthcoming at the April meeting. The committee members feel that there needs to be more input. A new proposal will be offered at the April meeting. California 4-H Discussion Meet tips for Manual and Project Guide: Colton Searcy spoke to the group about this new State Project. They would like to gain more new members. Nomination Committee of President & Secretary & vote –Mary Ann Smith conducted the election. She read the job descriptions. The two people who agreed to run for the office of President were Louise Silacci from Kings County and Paulette Sauln from San Diego County. Stephanie Barrett from Riverside County agreed to run for the office of Recording Secretary. Nominations from the floor for the various offices were opened. Since there were no new names added, ballots were distributed and the sectional representatives voted. The voters chose Louise Silacci as President and Stephanie Barrett at Secretary. Congratulations. State Ambassador Funding Request: Sallie DeYoung, a State Ambassador, asked for about $1000.00 funding for their State Ambassador programs. Horse Presentation asking for Funding: Dolores Hemphill presented a video of for their girls from Lassen County who will be in Denver in December. Two of these girls and their coach would really appreciate the Council’s financial help with funding for National Competition. A Motion that we fund the horticulture team of 4 girls and their coach and the first horse team of 2 girls and their coach who went to Nationals which would amount to $800.00, was made by Mary Engebreth, seconded by Shayne Rivers and passed. Budget Committee – There needs to be a committee formed to determine a budget and present it at the

meeting in April. The budget committee will consist of Richard Schrieber, Chair(South), Louise Silacci, President(South Central), Sandy Cohen(North), Mary Engebreth(North Central), Candy Brown(South Central), Jordan Miner – Youth(North Central), Cole Breck - Youth(South) and Ashley Abrahamson - Youth(North Central). Louise said that she will have more discussion at the meeting at the SLF 2014, which is only one month away. State Council meeting - April 25, 2014.
