9/8/2015 (Tuesday) Time: 3:06 pm – 5:32 pm Location: St. Louis County – Eastbound I-70 past Natural Bridge Road Event: Single-Vehicle Crash with State Damage Estimated Initial Impact: Rush Hour: 4 of 4 travel lanes affected equals (=) 100% Incident Detail: A car crashed into the jersey wall and bridge structure closing all lanes of traffic. Action: Emergency Response provided traffic control and the bridge structure inspected by
maintenance for structural damage with none noted. Traffic queued for 5.5 miles to I-270. EOC and Motor Carriers were notified of the closure. Lanes were progressively opened for evening rush until event cleared.

Crash
closed both the interstate on EB I-44 at Grand Boulevard and Vandeventer Avenue. Action: Police tried closing the interstate at Vandeventer Avenue to divert traffic around the
incident. Initially, vehicles were driving around the roadblock at Vandeventer and stopping at the crash. Emergency Response was on a DUI checkpoint and could not arrive in time to assist with traffic control. Police were sending traffic back westbound in the eastbound lanes to relieve the queue of traffic at crash scene. Reconstruction took place by city police. The EOC, AE, Motor Carriers and MoDOT Incident Management Coordinator were all notified of closure. TMC Messaged for closure and to seek an alternate route. A queue of 1.5 miles was observed.

9/21/2015 (Monday) Time: 2:00 am – 8:42 am Location: St. Louis City – Eastbound I-44 past Hampton Avenue Event: Overturned Tractor Trailer Estimated Initial Impact: Rush Hour: 5 of 5 travel lanes affected equals (=) 100% Incident Detail: A tractor trailer hauling 15,000 lbs. of refrigerators and freezers overturned and
crashed into a guardrail and spilled 150 gallons of diesel fuel. The vehicle was wrapped in the guardrail and under powerlines which complicated unloading and up righting the vehicle.
Action: Emergency Response provided traffic control and cut truck out of guardrail. MoDOT Incident Management Coordinator responded to help clear incident. Fire notified DNR of fuel spill and helped with containment and cleanup. The 15,000 lbs. of refrigerators and freezers were off-loaded. Responders worked aggressively to get the vehicle to the shoulder. TMC messaged for closure and notified Communications, EOC, AE, Motor Carriers that incident would last into am rush. Lanes were progressively opened for am rush until event cleared. Queue extended 1.7 miles to Jamieson Avenue.

Major Impact Traffic Incidents and Mitigation 9/25/2015 (Friday) Time: 9:38 pm – 3:18 am ***Fatal*** Location: St. Charles County – Westbound I-70 before Church Street Event: Multi-Vehicle Crash with 2 Fatalities Estimated Initial Impact: Non-Rush Hour: 2 of 2 travel lanes affected equals (=) 100% Incident Detail: Multi-vehicle crash involving two tractor trailers and two cars. Crash resulted in
two fatalities and striking of the railroad overpass. Crash closed both the interstate on WB I-70 at Church Street and the Rail Road Overpass.
Action: Crash reconstruction took place by MSHP. Emergency Response assisted with traffic control. Rail traffic was diverted until railroad officials responded and performed safety inspection of rail overpass. Railway was deemed safe to use. The TMC messaged for closure and to seek an alternate route, notified MoDOT Incident Management Coordinator, EOC, AE, Motor Carriers and Communications. Police diverted traffic to US 61 to relieve the queue until event cleared.

9/29/2015 (Tuesday) Time: 8:44 am – 12:09 pm ***Hazmat*** Location: St. Louis County – Southbound I-270 past Ladue Road Event: Multi-Vehicle Crash with injuries Estimated Initial Impact: Non-Rush Hour: 5 of 6 travel lanes affected equals (=) 80% Incident Detail: Multi-vehicle crash involving an overturned tractor trailer hauling batteries Action: Fire cut into vehicle to access batteries. Emergency response neutralized batteries with
soda ash and DNR advised response crews they could wash down the acid once neutralized. Responsible party performed cleanup. Batteries off-loaded by hand. Traffic engineers adjusted signal timing to pm rush plan on MO 340 to prevent back up on ramp. TMC messaged for event as lanes progressively opened. Traffic queued for 4 miles / 19 minutes of additional travel time.

10/2/2015 (Friday) Time: 4:01 pm – 8:03 pm Location: St. Louis City –Westbound I-64 to I-55 SB / I-44 WB (Poplar Street Bridge) Event: Tractor Trailer Rollover Crash Estimated Initial Impact: Rush Hour: 3 of 3 travel lanes affected equals (=) 100% Incident Detail: A tractor trailer hauling 48,000 lbs. of steel coils overturned on the WB I-64 to I-
55 SB / I-44 WB ramp. Action: MoDOT/IDOT Emergency Response personnel provided traffic control and closed the
ramp to I-55 SB / I-44 WB ramp. Truck was unloaded and up righted. Traffic was diverted on EB I-44 to Walnut with a U-turn back to I-55 SB / I-44 WB. MoDOT Maintenance and AE were notified of closure and diversion. The TMC contacted IDOT to assist with messaging in Illinois for the closure. Additional travel through diversion was 7-10 minutes depending on how many tractor trailers were in the queue.

10/5/2015 (Monday) Time: 1:34 pm – 5:52 pm ***Fatal*** Location: St. Louis County – Eastbound I-270 at McDonnell Boulevard Event: Two-Vehicle Fatal Crash Estimated Initial Impact: Rush Hour: 4 of 4 travel lanes affected equals (=) 100% Incident Detail: A Dump truck traveling east at McDonnell Boulevard lost rear axle and struck
the median wall resulting in a fatality. Debris struck a WB passenger vehicle causing minor damage.
Action: Emergency Response personnel provided traffic control. Fire and EMS working with EB accident also responded in westbound lanes. Police conducted reconstruction while responders cleaned up asphalt and median wall debris concurrently. TMC messaged for closure and notified Communications, AE, Maintenance, Motor Carriers and EOC of closure. Lanes were progressively opened. A 4 mile queue occurred at onset in eastbound direction with a 3 mile queue westbound. Normal traffic flow returned eastbound 17 minutes and westbound 5 minutes after lanes cleared.

10/8/2015 (Thursday) Time: 10:07 pm – 1:25 am Location: St. Louis County – Westbound I-44 past Allenton Six Flags Road Event: Two-Vehicle Crash Estimated Initial Impact: Non-Rush Hour: 3 of 3 travel lanes affected equals (=) 100% Incident Detail: A Tandem tractor trailer changed lanes striking a dump truck pulling a backhoe.
The tractor trailer then swerved left struck the median wall. The dump truck swerved when the backhoe it was pulling fell off and overturned. Both vehicles came to rest blocking all lanes of traffic. The tractor trailer caught fire.

10/27/2015 (Tuesday) Time: 8:39 am – 12:54 pm Location: St. Louis City – Eastbound / Westbound I-64 before Vandeventer / Market Street Event: Emergency Powerline Replacement Estimated Initial Impact: Non-Rush Hour Total Closure all lanes affected equals (=) 100% Incident Detail: Utility pole broke at Vandeventer/Market adjacent to I-64 Action: The interstate was closed to assess the damage. City Traffic Division was notified for
impacts to their arterial system and Area Traffic Engineer reported to City TOC to assist with coordination and implementation of needed timing changes to each agencies respective systems.
The I-64 off-ramp to 2100 Market had its timing upped 20 seconds (14%) and phase placed on max recall.
Forest Park Ave between Kingshighway and Grand and Kingshighway between Forest Park and Oakland had I-64 detour timing plan implemented to favor traffic on those arterials.
I-64/Vandeventer controller was offline and could not be accessed remotely. The interstate reopened for approximately an hour just before 10:30 to clear queued traffic and
allow Ameren crews to mobilize. The interstate was then closed again for approximately 90 minutes while repairs where completed. The detour timing plans continued to be ran throughout this duration. Upon the freeway reopening, all timing changes were returned to normal operations.
Result: The timing changes provided a larger green band along Forest Park Ave and Kingshighway for detouring traffic. Adjusting the signal at the Market ramp provided a greater opportunity for motorists to get off of the highway. Had the Vandeventer ramp signal been online, the same opportunity could have been provided for EB motorists

repairs and traffic control. WB Traffic was diverted at US 50 and EB along I-44 outer road until a lane was opened. Westbound lanes remained closed for maintenance and emergency response. AE, EOC and Motor Carriers were notified of closure. Lanes were progressively opened with EB lanes closed again to upright vehicle. TMC devices were down due to outage. Observed travel through area was an additional 30-45 minutes westbound on Route 100 to US 50.

Roadway was treated before re-opening. The TMC messaged for motorists to seek an alternate route. Traffic queued for 5.5 miles to Winghaven Boulevard during the event.

The crash occurred
under the Sidney overpass. The accident was connected to a police chase. Four people were injured and taken to a hospital.
Action: Emergency Response provided traffic control and the TMC messaged for the closure. St. Louis Police, Fire, and EMS responded. Police shutdown the on-ramp from Gasconade to I-55 and Emergency response diverted traffic off at Arsenal and the 3200 block of Broadway.

Location: EB I-44 just east of Bowles overpass Event: Dump truck hits FedEx truck, causing all lanes to be closed. Time: 5:48pm – 7:45pm Total Time: 1 hour 57 minutes Actions by Engineer: Signal at Bowles Ave @ S Service Hwy was set to free to move traffic
up-and-over at 6:11 pm when interstate was shut down at the ramp. After the trucks were removed from the interstate, the signal was set back to normal operation at 7:10 pm. Traffic at MO 141 @ MO 30 was backed up a distance in the SBLT direction. Signal at the EB MO 30 ramp was set to free at 6:45 pm, timing adjustments were made, and the traffic queue cleared after 30 minutes and set back to normal operation at 7:15 pm.
Result: The adjustment that was made helped traffic on the interstate move with backups occurring on Bowles Ave as expected. Estimated 2500+ vehicles moved out of the way with the mitigation efforts of the interstate onto the outer road and at MO 30.
Observations: Around 3:45 pm there was an accident located at the on ramp to I-44 from Bowles Ave. The congestion of that accident may have been a contributing factor to the described accident here just 600 feet behind the first accident. Traffic was very heavy at that time. At 5:48 pm, a possible secondary accident between a dump truck and FedEx truck occurred just east of the Bowles overpass causing all lanes to shut down. I-44 @ 141 was gridlocked due to accident. This was not unexpected, but no adjustments could be made. Any mitigation efforts at the MO 141 interchange would have had no impact as the interstate traffic gridlocked the available route for that traffic. MO 141 @ MO 30 was backed up from vehicles attempting to bypass the accident. After signal adjustments the traffic queues cleared and traffic operations were restored to normal by 7:45 pm. Queue from accident on I-44 extended 4.5 miles.

Work Zones Whenever additional travel time is reported, this additional time shall be evaluated using this chart and adequate mitigation measures should begin within the parameters of this chart. TMC and field personnel are partners in the mitigation of traffic and notification of additional travel times should trigger the appropriate response from both parties. Chart is designed to be an additional travel time reference to establish parameters for gauging the travel impact through work zones and to provide guidance for taking mitigation actions. Travel times can be collected or reported via Blue Toad technology, field personnel, call reports, ITS, TMC cameras, etc. Major and Moderate impacts trigger an IAR (Immediate Action Required) event. IAR means work zone user and TMC partner together to take immediate actions to reduce or eliminate distress. During an IAR event mitigation procedures can range from increased driver notification up to and including removal of work zone. Additional mitigation procedures may require involvement of administration through use of the work zone resolution ladder. IAR event can be upgraded or downgraded as conditions change.

Major Impact Traffic Incident – Road closure > 2 hours Major traffic incidents are typically traffic incidents involving hazardous materials, fatal traffic crashes involving numerous vehicles, and other natural or man-made disasters. These traffic incidents typically involve closing all or part of a roadway facility for a period exceeding 2 hours. Moderate Impact Traffic Incident – Blocked travel lanes/closure 30 min – 2 hours Moderate traffic impact incidents typically affect travel lanes for a time period of 30 minutes to 2 hours, and usually require traffic control on the scene to divert road users past the blockage. Full roadway closures might be needed for short periods during traffic incident clearance to allow traffic incident responders to accomplish their tasks. Minor Impact Traffic Incident – Lane closures < 30 minutes Minor traffic incidents are typically disabled vehicles and minor crashes that result in lane closures of less than 30 minutes. On-scene responders are typically law enforcement and towing companies, and occasionally highway agency service patrol vehicles.
NEW for 2015! The focus area for calculating the average 24 hour volumes was revisited and consolidated to the more urban interstates of the St. Louis District. For example, data is generated from detectors on I-44 east of MO 141 (previously included all available in the District). All baseline data for 2014 was recalculated with the revised detectors on routes as shown above.
Worst Time to Travel Clocks - The clocks found on the speed charts depict the progression of travel
speeds during the commute peak period at the worst congestion location along the route.
- For example, the clock on the left depicts conditions worsening at a particular location beginning at 6:30 a.m. with the slowest speeds between 7 a.m. and 8:15 a.m. Conditions improved at 8:45 a.m.
