India is an agricultural country. The government must think about the farmers. The land ordinance is undemocratic,” Hazare said. “The government cannot be indifferent to the farmers’ interest. This is a government of the people of India and not of England or America. It is the people who have made the government,” he said. The government is bringing a new bill to replace the Land Ordinance amid stiff opposition from non-NDA parties in Parliament and outside. The Land Acquisition Act, 2013 stipulates mandatory consent of at least 70 per cent of land owners for acquiring land for Public Private Partnership (PPP) projects and 80 per cent for acquiring land for private companies. Gandhinagar Congress MLAs staged a walk out during the Gujarat state assembly budget session which commenced here on Monday, after being dissatisfied with Gujarat State Health Minister Nitin Patel's answers to questions about swine flu in the House. During a discussion on steps taken by the Gujarat government to control swine flu outbreak in the state, Congress MLA Anil Joshiara alleged that state- run hospitals are not equipped to handle the influx of new patients. He also alleged that the Gujarat state government doesn't have enough stock of medicines like Tamiflu tablets. However, Gujarat State Health Minister Nitin Patel refuted Joshiara's claims and challenged him to prove his allegations or resign. Patel claimed that if Congress MLA Joshiara proved his charges, he would be willing to resign as minister. Patel also stated that more than 55 per cent of swine flu patients have been cured, though nobody paid attention to that fact. Dhanani challenged Patel that he would resign as MLA if Patel could prove him wrong on this issue. In his reply, Patel refuted Dhanani's claims and said that he had all data to prove the Congress MLA wrong. The discussion was invoked by the Congress as 'matter of urgent public interest' as per Rule Number 116 of the Gujarat Assembly Rules, Order (MPO). Editors' Picks QUOTEOF THE

DAYRahul Gandhi's sabbaticalexposes Congress faultlinesRahul Gandhi's surprise sabbatical has exposed faultlinesin the electorally-battered Congress, which is bracing fora generational change. The party has tried to downplayGandhi's sudden move saying he is the leader and willcome back soon to play a pro-active role in party affairs. While party sources deny that the break by Gandhiindicates any reluctance on his part to lead the party orrenounce politics, the buzz goes that the Congress VicePresident was not quite okay with a number of his ideasnot being implemented in the parent party after he tookover as its Vice President in January 2013 after ChintanShivir in Jaipur. "It's not that he is quitting politics or willnot take any other responsibility. It will also be wrong tosay he is sulking and so he did. That is not his way ofdoing politics. There are issues and he wants to reflect. After all if he has to lead, he will like do it with his ideas."He will utilize the sabbatical time to reflect, regroup andchart out the course" for the the party, which braces forthe AICC session in April, where Congress is likely tocome up with a revival roadmap," the sources said. WhileCongress spokesperson Abhishek Singhvi said that suchretreats are common for leaders worldwide, the timingof the sabbatical has left many wondering as it happenswhen the crucial Budget session is on and the party isplanning to launch a major agitation on the land ordinance.Gandhi, whose left of the Centre tilt, is well-known, hadplayed a key role in passage of the land acquisitionsurmounting the doubts expressed within sections of hisown party. The Congress Vice President's "tear act" in2013 had caught the rank and file of the party by surprise. At a press conference at Press Club of India here inSeptember 2013, Gandhi had walked in and denouncedthe controversial ordinance pushed by the UPAgovernment to negate the Supreme Court verdict onconvicted lawmakers as "complete nonsense" and hadsaid what "our government has done is wrong".There were different opinions within the party itself onthe issue. A number of ideas of Rahul Gandhi are foundto be too radical within some sections of the party, whichare not very amused with them and Gandhi had tonegotiate with the pulls and pressures in getting themimplemented. A number of measures like opening up YouthCongress to elections was not welcomed by sections inthe party. Gandhi wanted to implement several new ideasin the party, which have failed to see the light of the day.The Congress Vice President was keen that the practiceof high command making key appointments in the partyis done away with. He also favoured election to the topposts including in Congress Working Committee, wherenomination has been the way so far. Gandhi's idea to holdprimaries in election going seats was given a go-by after hisexperiment failed in Lok Sabha with none of the Congresscandidates winning in 16 Parliamentary seats, where he hadbrought in US-style primary mode to elect candidates. Partysources close to Gandhi said there could be more clarity onissues, when he puts forth his "plan of action" at the AICCmeet. Gandhi has always given indications that he feels thatCongress like other parties is not doing enough to empowerthe workers at the grass root.

    SPORTS ROUNDUPICC WORLD CUP-2015

ICC World Cup 2015: Teams willnow take India's bowling seriously

MelbourneTwo clinical but extremelyconvincing wins has set theball rolling in the rightdirection for MahendraSingh Dhoni's men. Themuch assailed Indian bowlingline-up would undoubtedlybe the most discussed topichereon in the team meetingsof most countries in thetournament. More than thetalent that the Indian bowlersdo indeed possess, it is theprocess of execution whichhas caught the opposition off-guard.The actual process thoughstarted much before a singledelivery was bowled in eithergame the Indian team hasbeen involved in. For, it was

the pressure created by theIndia batsmen, who havescored more than 300 runseach time that has been thebeginning of the Indiabowling plans. Once set ontheir way by the batsmen, ithas been all about huntingcollectively and executinggame plans, both individualones and the team gameplanas a whole. It has been veryclear that there is a processthat has been drilled into eachbowler's mind, and they havethen set about letting thatprocess take over. There isno greater delight than seeingplans come good throughgood execution, more so inthe face of extreme pressurewhich a World Cup game

brings about automatically.Pressure is an extremelyundesirable aspect of thegame but as in life, somethingthat cannot be avoided. However, when yourbatsmen are good enough totransfer some of that onto theopposition, then it's time tocash in, something the Indiabowlers have done twicenow. When faced with totalsof 300 and above, theapproach of the batsmen isdifferent, the score beingenough to weigh them downmore than a bit. If thebowlers manage to add tothat pressure by pitching theball in the right areas, thecombination can be quitelethal.

World Cup: India defeat shows SouthAfrica might be feeling the pressure

MelbourneThe 2015 World Cup hasgot off to a flying start.Despite the wishes of theICC that every match beclose, we have had a seriesof matches dominated bythe mentally stronger team.Yesterday, we saw anotherone. India had never beatenSouth Africa in a WorldCup match. Their tour ofAustralia before the WorldCup had been a disaster. They couldn't win one of thefour Tests, and were

thumped in the recent ODITri series by Australia andEngland. Again, they did notwin a match. Given whereEngland are the moment, one could be forgiven forthinking that India may aswell have packed up andgone home prior to theWorld Cup. South Africaalso entered the tournamentslightly behind the eight ball.Although they won the ODITri Series betweenZimbabwe and Australialate last year, they couldn't

back it up in Oz. A 4-1 ODIseries loss to the home sidein November really putthem on the back foot. Theythen had a warm up seriesagainst a West Indian teamin freefall. An almost cleansweep here didn't reallyteach us much. South Africahave everything going forthem. It is an easy case tomake to say that they havethe best batting and bowlingline up in the World Cup.However, their first lead upgame in Australia was athumping at the hands ofNew Zealand. We wrote thisoff as just a bad day. Ithappens. The Kiwis areactually a decent side. Thencame a C grade performanceagainst the Zimbabweans.Yes, South Africa got awaywith the win. However, it wasvery non convincing. Thescoreline flattered theProteas. They wereoutplayed for most of thatmatch.

World Cup 2015: Shikharpeaks when it matters

MelbourneThere is a ritual amongBengalis called jamai shasthi(son-in-law and sixth day ofthe lunar cycle) where theson-in-law is fed to neardeath, although it is themother-in-law who praysfor his long life. Now, whatis the link? Shikhar Dhawanis married to a Bengali,Ayesha Mukherjee, wholives in Melbourne. So, if thebatsman visits his in-lawsafter Sundays heroics, thereception is likely tooverwhelm him. Dhawanwasnt asked at the post-match presentationceremony whether hiscentury at the MCG hadadded significance and hedidnt bring up the topic. But just before leaving forcelebrations in the dressingroom, he grabbed the

microphone from presenterPommie Mbangwa, theformer Zimbabwe pacer, and thanked the fans forturning up in numbers tosupport India. Dhawan hasstruggled for runs since Indiaarrived in Australia. He gotsome starts, but not a bigone. The voices in favour ofdropping him and trying outRohit Sharma and AjinkyaRahane as openers andbringing in Ambati Rayuduwere growing. Had Rohitnot got injured after the tri-series opener, Dhoni mighthave been forced to leavehim out. Eventually the ideaof going in with a left-rightcombination prevailed andDhawan stayed on. AgainstPakistan, he was timing theball well but a mix-up withVirat Kohli resulted in hisrun out. On Sunday, he was

involved in another run out, this time Rohit backing up along way. He was underpressure and the incidentcould have only added to it.But Shikhar looked positiveand got support from Kohliand Rahane. His 137 turnedout to be the differencebetween the two sides. Heacknowledged the teameffort. Virat was a greatsupport early on because hewas coming here on theback of a century, we wererunning between thewickets well today. Thenwhen Ajinkya joined me hewas on top of the bowlingfrom the start and that tookpressure off me, he said. After struggling against theshort ball for the past threemonths, it was obvious theSouth Africa pacers woulddig it in.

Riding on Moeen ton, Englandbeats Scotland by 119 runsCHRISTCHURCH

Moeen Ali scored 128 andtook two wickets asEngland hauled its CricketWorld Cup campaign backonto the rails after twodemoralising losses with a119-run win over Scotland. After losing to Australia by111 runs and to NewZealand by eight wickets,England entered Mondaysmatch against second-tierScotland shaken, apprehensive and desperatefor a win to lessen the threatof an early tournament exit.It used as its inspiration forthe match the story of thehost city Christchurch whichhas been substantially rebuiltsince being devastated byan earthquake four yearsago. England adopted themotif of rebuilding, laying afoundation with Alis 172-run opening partnership withIan Bell (54), reaching 303/8, and it added structure inbowling out Scotland for184. Steven Finn may havemade the biggest single formreversal by an Englandplayer, taking 3/26 fromnine overs; the two overs he

bowled against NewZealand on Friday had cost49 runs. But Englandsperformance was far fromcomplete it should havebuilt far more strongly on anopening stand which was thelargest by an England pairin a World Cup match. Itsmiddle order failed and itlost the wickets of Ali, Gary

Ballance (10) and Joe Root(1) in the space of 10 ballsto slip to from 201/1 to 203/4. Captain Eoin Morganhinted at the onset of somebatting form, scoring 46from 42 balls to stiffen thelatter part of the innings, putting on 49 with JamesTaylor (17) and 45 with JosButtler (24).

Make In India an old mantraAHMEDABAD

'Make in India', a marketingstrategy promoted by thecentral government as theidea of Prime MinisterNarendra Modi, is actually anold mantra. A study by an IIMAhmedabad professorreveals that 'Make in India'was very much there duringIndia's colonial period and thepost-independence decadestill 1991. The paper, 'Makein India: Re-chanting theMantra with a Difference' byProf Satish Deodhar tracesthe origin and idea of Makein India through time and

reveals that the story of'Make in India' evolved in1901 when economists likeDadabhai Nauroji lamentedthe economic drain of Indiaby the colonial masters. Rawmaterial was being procuredcheaply from Indians andshipped out to get itprocessed in England, only tobe shipped back and sold toIndians for a profit. At the turnof the 19th century it wasLaxmanrao Kirloskar whoproduced India's first ironplough and Sir JamshedjiTata's efforts paved way forIndia's first steel mill.
