2 Objectives of the Meeting

Reason for meeting is the fulfilment of the pre-application meeting requirements for new Water Use Licence Applications (WULA) for three (3) new projects at Amandelbult: Tumela 15 East, Dishaba 62 East and Chrome Plant, to ensure compliance, that all new activities are catered for in the new WUL and agree on a way forward. DM started with the PowerPoint Presentation slides (attached as Appendix B). DM stated that questions are welcome during the presentation rather than waiting to the end.

3 Discussions

Saligh Cader (SC) provided a background description on the three projects. Mr Philip Tjale (PT) asked if the attendees were aware of the meeting held in November 2016, where Amandelbult was introducing new water uses to the licence which is already an issue for DWS. Dustin van Helsdingen (DvH) confirmed that these are new applications and that Amandelbult also has the Haakdoorndrift water use licence application that will be submitted. DvH stated the challenge is with regards to timing of the different applications. If Amandelbult does not submit the mentioned water use licence applications soon this will have implications on the project timeframes.

SC stated that there are two distinct new mining related projects, that are interim gap filler projects as larger capital intensive projects are being delayed due to existing market conditions. These include:

Tumela 15 and Dishabab 62 East Projects: o Tumela 15 East Dropdown Project, to extend by mining two levels

deeper and include three ventilation shafts. Rather than closing down the mine, to extend by two levels and keep it operational for another 10 years.

o Dishaba 62 East Raisebore shaft project. Amandelbult intends to use the labour force from Tumelo upper mine that will be closed down in the next two to three years; and

A chrome recovery plant was commissioned at Amandelbult at the end of 2016. A need has been identified to established a third module to the existing chrome plant.

3.1 Quaternary Catchment

DM introduced a map of the Quaternary Catchments for the projects.

Dishaba 62 East falls within catchment A24C (Crocodile), and

Tumela 15E and chrome plant projects fall within A24F (Bierspruit). DM stated that Amandelbult currently operates under an existing WUL (03/A24F/ABCEFGIJ/3684, issued on 25 August 2015), and continued to introduce the potential water uses for Tumela 15 East.

3.2 Mining process

Nametso Kgabileng (NK) asked for an explanation on the mining process to better understand the projects. SC referred to the layout map and stated that conventional mining- normal drill and blast operation will take place at 62East, where the product is brought out by the Raisebore shaft and taken to the concentrator plant. At 15 East, mechanised mining is proposed. The chrome plant consists of spirals that extract chrome from the tailings pumped from the concentrator.

3.3 Water uses

NK enquired if all three projects have different water uses. SC confirmed this is correct. NK enquired what happens with the ore at Tumelo 15. UM confirmed that all ore goes to the concentrator. DM continued with the proposed water uses. NK enquired if the water uses are a continuation of the current processes. SC stated that Amandelbult is currently hoisting out, but as areas are closing down Amandelbult will continue hoisting. PT stated the DWS need to know if everything is existing, and that these are only new water uses. SC stated that it is not expansion. Estie Retief (ER) stated that there will be new footprint areas that will be developed. DvH stated that it is not expansion projects, but rather continuation projects. DvH stated that the mining is taking place too far from the existing infrastructure, that’s why new infrastructure is needed to make the projects viable again.

3.4 Rehabilitation

PM enquired if A is being discontinued and will initiate B, will rehabilitation take place. SC stated that concurrent rehabilitation will take place.

3.5 Specialist Studies

DM stated specialist studies that are identified for 15 East and 62 East, and stated that the studies will still be undertaken. DM stated that there are existing specialist studies for the chrome plant that was done in 2013. DM requested DWS confirm that the specialist studies proposed for new projects, and existing specialist studies for the chrome plant are sufficient. NK asked what the closure study is for. ER stated that it relates to the new infrastructure. NK asked about the engineering requirements, and if civil designs will be included. SC stated that civil designs will be drawn up for the Raisebore and ventilation shafts. NK asked if the designs for the dams and Risk Matrix will be included. DM stated that her

understanding is that a risk matrix is undertaken when there is Section 21 (c) and (i) water uses only, if there are other water uses included, then a full licence will be applied for. PM stated that there has to be a site visit with all the DWS specialists confirm the requirements for the water use licence report. ER enquired which specialists from DWS would be required for the site visit. PT stated that civil engineering, environmental application, geohydrology and Instream team. ER asked if SRK can liaise with PM to arrange with the DWS specialist team. PT stated DWS does not want to omit information. UM confirmed that. NK said she understand that the specialist studies have not yet commenced. ER stated that for 15 East and 62 East no studies have been undertaken, but for the chrome plant specialist studies were undertaken in 2013, and that the area for the chrome plant is brownfields.

3.6 Separate WUL Application Discussion

DM stated that due to the timing, the chrome plant application can be submitted earlier, as the work has already been done. PM enquired if Amandelbult requires a new WUL. DvH stated that the applications would just be separate from the existing WUL amendment. DM stated the urgency in constructing the third module of the chrome plant, as Amandelbult wants to increase the recovery from the chrome plant. SC stated that Amandelbult already obtained all other authorisations with exception of the WUL for the chrome plant. DM stated that it will be standalone application. SC stated that Amandelbult wants to construct the third module at the chrome plant and the storm water dam is required. NK clarified that there is an existing WUL, and that there are these two new projects, that Amandelbult wants to do separate the new applications. PT stated that if there is a convincing motivation the applications can be separated. MM stated that it can be done. DM asked what DWS requires to be included in the motivation. ER asked if DWS wants a formal letter with the request to separate the applications. DM asked if DWS require the letter before submitting the application. PM stated that the motivation can be submitted with the WUL. PM stated that if the DWS deem the separation not to be fit, it will be addressed in the WUL process. ER asked for clarity in terms of the timeframe. If the WULA for the chrome plant with the convincing motivation is submitted, how long will it take to get feedback? PM stated that it is a 300 day process. MM stated that it is possible to do quicker. ER stated that the chrome plant can be submitted within a matter of weeks. SC stated that for the timeframe are we going to commence with the specialist studies, or do we wait for feedback for DWS before going ahead. ER stated that the specialist studies will be initiated.

3.7 Potential for new projects

NM asked if there will be any new projects. DvH stated that yes there will be, Amandelbult have numerous ad-hoc projects that require authorisation. DvH stated that it is the current situation that the mine is in. UM stated that the mine keeps on evolving so new uses will be identified. PM stated the ideal is to not have multiple WUL for the same operation.

3.8 Application Process

DM asked if the DW755 form needs to be submitted for the WUL. MM and NK stated that that regional office has not yet used that form. DWS confirmed that the online system is not yet being used. DM clarified that the DW755 form is submitted, and then the site visit is arranged afterwards. PM stated that he does not know the form DM is talking about. MM stated that the WULA can be submitted without the DW755 form. ER asked for clarity regarding the submission of the form. NK stated that no it will not be required. NK stated that DWS is still accepting hard copies. DM enquired how many hard copies are required. NK stated that they require 3 hard copies and CDs. PM stated that the design drawings needs to be on an A3. Need to be signed off by a professional engineer.

3.9 Conclusion and Close out

DM stated that in summary it is possible to separate the projects and submit the motivation with the chrome plant WULA. DM asked if it will really be required to submit the motivation with the chrome plant. NK stated that if the projects are not connected it

won’t be required. DvH stated that a motivation will still be required to separate the new WULAs from the existing WUL. MM asked if the mine has a mining licence for the area. UM said that the DMR will have the same concerns as DWS with regards to applications. ER stated that the pre application meeting with the DMR is being scheduled, and that a Section 102 Amendment to the existing right and new listed activities application is required. DM enquired about the logistics for the site visit. ER stated that it will be done as soon as possible. DM asked who will be the case officer for the project. DWS stated that once the file gets submitted it will get allocated by their supervisor.

• Amandelbult is situated in the Limpopo Province between the towns of 

Northam and Thabazimbi within the north‐west limb of the geological 

Bushveld Complex. 

• Amandelbult Complex consists of four different operational units, each 

headed by separate management teams:

o Tumela Mine consists of the Upper Section comprising of a number of incline and 

raisebore shafts and, the Lower Section consisting of Tumela shaft, a vertical shaft 

(previously known as 1 shaft);

o Dishaba Mine consisting of the Upper section i.e. a number of incline and raisebore

shafts and the Lower Section consisting of Dishaba shaft, a vertical shaft (previously 

known as No. 2 Shaft)

o The Concentrator Plants and associated tailings storage facility (TSF) complex; and

o Support services including offices, workshops, hospital, township, fridge plant, 

grouting plant and Game Park.

• Two new mining projects, Tumela 15 East Dropdown and Dishaba 62 East Raise bore, were initiated in order to sustain production of the existing underground operations: 

o The 15 East Dropdown is to extend the life of 15E, by extending the footprint and mining two additional levels below the current 10 level. This will extend the life of 15E, using the current infrastructure. 

o The 62 East Raise bore project is planned as a short term gap filler that will accelerate ounces from the Dishaba Upper area, with personnel to be deployed from the Tumela Upper Section that is coming to the end of it’s economic life.

•New chrome planto Mining commenced in the 1970’s and an opportunity to extract marketable chrome from the two UG2 plants at the contractor was identified in May 2012. 

o Following the construction of the two Chrome Recover Plants (CRP) in August 2016, an opportunity for an additional CRP has been identified to extract chrome from the ore by 2020 

o Amandelbult Complex plans to expand their existing chrome plant to improve chrome recovery from the concentrator

•Amandelbult is located within two quaternary catchment areas, namely A24C (Crocodile) and A24F (Bierspruit).

• The western part of the mine falls within the A24F catchment area and drains mainly northward and westward towards the non‐perennial Bierspruit.

• The eastern part of the mine falls within the A24C catchment and drains mainly eastwards towards the perennial Crocodile River.  

• The Middellaagtespruit is a tributary of the Bierspruit in the vicinity of the TSF area.

• The Dishaba UG2 ramp‐up is crucial for the success of Amandelbult Complex and securing future investments

• These two projects will ensure sustainable production thus reducing impact of restructuring when the Tumela Upper shafts shut down in 2020.
