including appraisal• Phase II would include the CE

and the removal of power line from the floodplain

• CE would disallow subdivision intensive grazing, timber harvest, stream channelization, flood control structure or other alterations to the stream channel

Zumwalt Water Association Water Line Replacement

Located just downstream from Pomeroy in Pataha MSA Propose replacing 9,100 ft of domestic waterline The line services 12 property owners each individually

metered The existing PVC pipeline was installed in the 70s and now

leaks (as much as 12 million gallons per year) culinary water to the shallow water table adjacent to Pataha Cr. (could leach through septic drain field or cattle operations.

Objective would be to stop leaks and reduce demand on Cities treatment facility and the surface and deep well withdrawal.

SRFB request = $270,725 with $47,775 match Project is not listed in the 3 Yr Work Plan

Five Star Watershed StewardshipJason Selwitz, Agricultural Center of Excellence WWCCSummary:

The Five-Star Watershed Stewardship program seeks to become recognized in the Pacific Northwest by Producers, Educators, Conservation Districts, Regulatory Agencies, and the Public as the standard for comprehensive education and technical assistance that encourages decision-making which results in enhanced water and soil quality, profits, and public perception for farmers and livestock producers. The program has been initiated in response to three distinct needs:

1. To build a strong Producer-driven program for acknowledging and rewarding innovative and proactive stewardship efforts;

2. To develop a non-regulatory, voluntary, proactive land-use approach to enhancing soil and water quality and net profits in agricultural watersheds throughout the Pacific Northwest that does not breed conflict nor is reliant on government funding for solutions; and

3. To offer some regulatory certainty for Producers who are engaged in a documented, verifiable, action plan to improve water quality, soil quality, vegetation health, hydrologic function, animal health, and riparian condition on land they own, lease, or permit.

The 5 Stars:

1. * Producer develops a written grazing plan and gives copy to local chapter for review and safe keeping; establishes a baseline set of photo points; and commits to an annual program of professional Continuing Education.

2. ** Documentation of actions and observations in relationship to the written grazing plan and photo points; and commitment to Continuing Education.

3. *** Collection of water quality monitoring data and record keeping; and commitment to Continuing Education.

4. **** Establishing baselines for Soil Organic Matter (SOM) and soil minerals (inorganic matter); and commitment to Continuing Education.

5. ***** Third-party certification of actions undertaken, realized, and documented; and commitment to Continuing Education.
