1a. Study objectives
Develop a shared evidence base on FEMAs will not arrive at a single set of FEMA boundaries provide consistent approach across region
To inform preparation of LEAs & Regional Strategy may have wider application, but this is not study’s main focus
Ultimate test = outputs are used in future analysis study outputs will be jointly owned very important that we build on your knowledge & expertise

Identification of requirements of policy makers
Assessment of spatial dynamics of the regional economy building on existing knowledge & resources how FEMAs have developed & may develop in future analysis at a finer grain than previous work
Analysis presented in Final Report & GIS tool tool will be made widely available
Final event – training on GIS & final presentation of findings

2a. Requirements in national guidance
Core objective for LEAs is to, “identify the economic linkages between the area assessed & the wider economy” (CLG guidance)
Economic linkages expressed in terms of FEMAs, “the area over which the local economy and its key markets operate” (CLG definition)
Analysis of economic geography also promoted to identify sub-regions for inclusion in Regional Strategy
Requires analysis of how local areas fit into wider markets & links between urban & rural areas

2b. Why are FEMAs important to economic development?
Political geography is different to economic geography
Economic analysis is best undertaken at the spatial level at which the market operates supports better policy making e.g. internalising costs/ benefits supports joint working & overcoming coordination failures
Geography of economic activity is increasingly complicated people can live in one admin. area, work in a second & shop in a third there is a distinctive functional geography within admin. boundaries as
well as between links for business & people can be truly global development does not match administrative areas
FEMAs help to understand the roles of places & their economic activity

2c. Approaches to assessing FEMAs
No universally agreed approach to defining FEMAs
FEMAs vary in size, depending on the issue under consideration (e.g. labour market, retail catchments) & the criteria used to define them
Long-list of analysis ‘themes’ adopted in study map against LEA themes may be shortened over course of study assessed through mapped data & other analysis
