1. ESTABLISH EXISTING DIMENSIONS AND ELEVATIONS.2. INSTALL SOIL EROSION AND SEDIMENT CONTROL MEASURES3. REMOVE AND REPLACE EXISTING PAVEMENTS , CONSTRUCT RETAINING WALLS , AND REPAIR EMBANKMENTS AS PER PLANS4. REESTABLISH ROADSIDE SWALES, REPAIR DAMAGED PAVED WATERWAYS AND GUTTERS IN KIND, AND REPLACE SWALES
WITH PAVED WATERWAY AS SHOWN IN PLANS5. REMOVE SOIL EROSION AND SEDIMENT CONTROL MEASURES
SPECIFICATIONS1. ALL WORK INCLUDED IN THIS SOLICITATION SHALL CONFORM WITH THE STANDARD SPECIFICATIONS FOR CONSTRUCTION OF
ROADS AND BRIDGES ON FEDERAL HIGHWAY PROJECTS (FP-14) INCLUDING ALL ERRATAS AND AMENDMENTS THERETO,EXCEPT:1.1. THE FOLLOWING SECTIONS OF DIVISION 100 SHALL NOT APPLY: SECTION 101, 102, 103 IN PART, 104 IN PART, 107 IN
PART, AND 108. (CONTRACT GENERAL PROVISIONS ARE CONTAINED IN SECTION II OF THE CONTRACT BOOK. SEESUPPLEMENTAL SPECIFICATIONS, S-1 FOR APPLICABLE SECTIONS.)
1.2. SUPPLEMENTAL, SPECIAL AND TECHNICAL SPECIFICATIONS, IF ANY, SHALL TAKE PRECEDENCE OVER FP_14PROVISIONS. SEE CONTRACT GENERAL PROVISION 48.
ESTABLISHMENT OF LINE AND GRADE1. THE LOCATIONS OF EXISTING ROADWAY CENTERLINES, EDGE OF PAVEMENTS, SWALES AND OTHER ITEMS TO BE
RECONSTRUCTED AS SHOW IN PLANS IS A GRAPHICAL REPRESENTATION TO INFORM CONTRACTOR ON THE AREAS OF WORKAND PROVIDE BASIS FOR THE ESTIMATE OF QUANTITIES. BEFORE WORK, CONTRACTOR SHALL SURVEY ALL SITES TOESTABLISH BOTH HORIZONTAL AND VERTICAL LOCATIONS OF EXISTING ROADWAY CENTERLINES, EDGE OF PAVEMENTS,SWALES, AND OTHER ITEMS TO BE RECONSTRUCTED. THE CONTRACTOR SHALL RECONSTRUCT ROADWAYS TO MATCH THEEXISTING CONFIGURATION BARRING MINOR VARIATIONS DUE TO DEGRADATION AND SETTLEMENT.
2. CONTRACTOR SHALL PROVED ENGINEER WITH PROPOSED LINE AND GRADES OF WORK FOR APPROVAL PRIOR TOCONSTRUCTION.
CONCRETE PAVEMENT1. CONTRACTOR SHALL USE EARLY STRENGTH CONCRETE IN ORDER TO MINIMIZE DISTURBANCE OF TRAFFIC.
RETAINING WALL AND REINFORCED SOIL SLOPE1. CONTRACTOR SHALL DESIGN AND CONSTRUCT RETAINING WALL AND REINFORCED SOIL SLOPE IN ACCORDANCE WITH FP-14
SPECIFICATIONS, SECTION 257 -- CONTRACTOR-DESIGNED RETAINING WALLS.2. REINFORCED SOIL SLOPE SHALL BE DESIGNED IN ACCORDANCE WITH THE DESIGN SHALL BE COMPLETED ACCORDING TO
THE FHWA PUBLICATIONS FHWA-SA-96-071 TITLED “MECHANICALLY STABILIZED EARTH WALLS AND REINFORCED SOILSLOPES DESIGN AND CONSTRUCTION GUIDELINES” AND FHWA-SA-96-072 TITLED “CORROSION/DEGRADATION OF SOILREINFORCEMENT FOR MECHANICALLY STABILIZED EARTH WALLS AND REINFORCED SOIL SLOPES.”
RIGHT OF WAY1. PROPERTY LINES ARE BASED ON TAX ASSESSORS' MAPS. CONTRACTOR AND ARE SHOW A GRAPHICAL REPRESENTATIONS
ONLY. CONTRACTOR SHALL ENSURE WORK IS WITH IN ROW OR SHALL PROCURE RIGHT OF ENTRY AND/OR TEMPORARYEASEMENTS WHERE WORK IS REQUIRED ON PRIVATELY OWNED PROPERTY.
SOIL EROSION AND SEDIMENT CONTROL2. CONTRACTOR SHALL PREPARE A STORMWATER MANAGEMENT PROGRAM (SWMP) PLAN INCORPORATING BEST
MANAGEMENT PRACTICES AS PROVIDED IN THE VI ENVIRONMENTAL PROTECTION HANDBOOK. THIS WILL INCLUDE SILTFENCING AND STRAW BALE CHECK DAMS AND INLET PROTECTIONS. MEASURES SHOE ON PLANS ARE ONLY FORILLUSTRATIVE PURPOSES. CONTRACTOR SHALL INSTALL, MAINTAIN AND RELOCATE MEASURES AS REQUIRED TO PROVEDREQUIRED ENVIRONMENTAL PROTECTIONS.
MAINTENANCE OF TRAFFIC1. CONTRACTOR SHALL PROVIDE MAINTENANCE OF TRAFFIC IN ACCORDANCE WITH THE LATEST MANUAL ON UNIFORM TRAFFIC
CONTROL DEVICES FOR STREETS AND HIGHWAYS2. CONTRACTOR SHALL MAINTAIN A MINIMUM OF ONE LANE OF TRAFFIC AT ALL TIMES EXCEPT FOR SHORT PERIODS OF NOT TO
EXCEED 15 MINUTES. WORK SHALL BE PERFORMED SO AT END OF WORK DAY THE SITES ARE SAFE AND TRAVERSABLE.3. FLAGGING OPERATION WILL BE REQUIRED AT ALL TIMES DURING CONSTRUCTION.4. FLAGGERS WITH TWO-WAY RADIO COMMUNICATION WILL BE REQUIRED.5. COMBINATION OF DRUMS, BARRICADES, AND CONES WILL BE REQUIRED.6. ON CONSTRUCTION PROJECTS IT WILL BE THE CONTRACTOR'S RESPONSIBILITY TO INSTALL THE NECESSARY SIGNS BEFORE

8. THE CONTRACTOR SHALL. BE RESPONSIBLE FOR MAINTAINING ALL SIGNS TO ASSURE A HIGH DEGREE OF BOTH DAY ANDNIGHT VISIBILITY, WHICH WILL INCLUDE ANY WASHING, REPLACEMENT AND/OR RE-POSITIONING WHERE DEEMEDNECESSARY BY THE ENGINEER.
9. REFLECTORIZATION OF TRAFFIC CONTROL DEVICES SHALL BE BY MEANS OF TYPE Ill OR HIGHER REFLECTIVE SHEETINGMEETlNG THE REQUIREMENTS OF SECTION 718 OF THE STANDI\RD SPECIFICATIONS. FP-14,
10. ALL SIGNS SHALL BE SECURELY PLACED OR WEIGHTED TO PREVENT BLOWING OVER, ROCKS, BROKEN CONCRETE ORSUCH OBJECTS SHALL BE BE CONSIDERED ACCEPTABLE FOR SIGN SUPPORT.
11. ALL SIGNS, FLASHERS, FLAGS, ETC. SHALL CONFORM IN SIZE, SHAPE, COLOR, LEGEND AND APPLICATIONS 10 THESTANDARDS SET FORTH IN l MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES FOR STREETS AND HIGHWAYS AND/OR THESTANDARD SPECIFICATIONS.
12. THE CONTRACTOR WILL BE REQUIRED TO SUBMIT A TRAFFIC CONTROL PLAN FOR APPROVAL BY THE ENGINEER.13. ALL DIAMOND SHAPED CONSTRUCTION WARNING SIGNS SHALL BE 48" X 48", WITH 24" X 24" ADVISORY SPEED SIGNS WHERE
REQUIRED.14. REFLECTORIZATION OF TUBULAR MARKERS SHALL BE A MINIMUM OF TWO THREE-INCH-WIDE WHITE BANDS PLACED A
MAXIMUM OF 2 INCHES FROM THE TOP WlTH A MAXIMUM OF 8 INCHES BETWEEN THE BANDS. REFLECTORIZATION OF CONESSHALL. BE PROVIDED BY A MINIMUM 6-INCH-WIDE WHITE BAND PLACED A MINIMUM OF 3 INCHES BUT NO MORE THAN 4INCHES FROM THE TOP. WHEN THE 36-INCH OR LARGER SIZE CONES ARE USED. THE STANDI\RD 6-INCH BAND SHALL. BESUPPLEMENTED WITH AN ADDITIONAL 4--INCH WHITE BAND SPACED A MINIMUM OF 2 INCHES BELOW THE 8-INCH BAND.
15. THE CONTRACTOR SHALL. REPAIR OR REPLACE ANY NEW OR EXISTING PERMANENT GOVERNMENT OWNED SIGNS WHICHARE DAMAGED DUE TO CONTRACTOR'S NEGLIGENCE OR CARELESS HANDLING DURING THE CONSTRUCTION OF THISPROJECT. THIS SHALL BE DONE AT THE CONTRACTORS EXPENSE.
16. ALL CHANNELIZING DEVICES INITIALLY PROVIDED ON THIS PROJECT SHALL BE EITHER NEW OR IN LIKE NEW CONDITIONAND SHALL BE APPROVED FOR USE ON THIS PROJECT BY THE ENGINEER
FISH AND WILDLIFE1. CONTRACTOR SHALL INFORM THE VI DIVISION OF FISH AND WILDLIFE OR 911 IF ANY WILDLIFE ARE INCIDENTALLY INJURED
OR FOUND DEAD DURING THE CONSTRUCTION OF THIS PROJECTHISTORIC PRESERVATION

SITE(S)· REVIEW AND IDENTIFY SCOPE OF WORK ACTIONS THAT MAY POTENTIALLY DISTURB ANY SIGNIFICANT PREHISTORIC
(POTTERY, SHELL TOOLS, BONES -- ANIMAL OR ESP. HUMAN, E.G.) OR HISTORIC (CERAMICS ("CHANEY"), GLASSWARE, IRONTOOLS, BONES -- ANIMAL OR ESP. HUMAN, E.G.) ARTIFACTS AND/OR FEATURES.
· DEVELOP PROTOCOLS FOR WORKING IN THE AREAS OF POTENTIAL DISCOVERIES OR DISTURBANCES AND FOR POSTDISCOVERY.

· HAVE THE AUTHORITY TO HALT THE EXCAVATION AND SHALL COLLECT SUCH MATERIALS, DOCUMENT THE LOCATION ANDSTRATIGRAPHY OF DISCOVERED ARTIFACT, COLLECT, CLEAN, AND CATALOG THE ARTIFACTS RECOVERED, AND PRESENTTHAT EVIDENCE TO THE VISHPO, ALONG WITH ANY GENERAL HISTORIC PRESERVATION CONCERNS OR OBSERVATIONS.SHOULD HUMAN REMAINS BE DISCOVERED, ALL EXCAVATION IS THE IMMEDIATE AREA SHALL BE STOPPED AND SHPONOTIFIED IMMEDIATELY.
· PROVIDE WEEKLY DOCUMENTATION FOR AREAS MONITORED.
