Spring Engineering, Inc. (SEI) has been a leader with regard to sustainable design for many years prior to this issue becoming popular among the mainstream public. We have the specific in-house expertise necessary to perform energy analysis, evaluate energy technologies, assess environmental attributes, cost and availability of materials. We also have extensive experience in the areas of site and landscape design, stormwater management and water conservation, recycling and indoor air quality.

Membm-of our staff are in the process of finalizing their LEED certification. This process wilrBt?completed in January of 2008. We will be able to submit this structure for LEED certification should you-elect to pursue this process.

1. Bandes filed suit against Prince Community Academy for non-payment of work performed. This suit is current and in process.

2. Donto Site Contractors filed suit against Bandes for non-payment on River Oaks Fire Station #38 and Tampa Shores Fire Station #39. Bandes claims Donto failed to meet its contract requirement and hired another company to complete its work. This suit is current and in process.

3. Amron Group filed suit against Bandes for non-payment of Hernando Suzuki and Youth and Family Services. Bandes claims Amron Group failed to meet its contract requirements and hired another company to complete its work. This suit is current and in process.

Construction and Budget Management. Offeror shall provide a description of the systems that will be employed to ensure quality and control costs. Offeror shall include a discussion of how non-owner generated construction change orders will be minimized.

The following systems will be employed to ensure quality and control costs for this project.

Cost Control

Cost control begins during project inception and continues through each day until it ends with Client satisfaction. All aspects of construction are related to cost control starting with:

1. Design Review and Analysis - This includes:

a) Preliminary input on material specifications, systems engineering and construction methods and costs.

b) Early review of bid package breakdown and structure.

c) Preparation of CEM network with the master schedule.

d) Research of statutory and code approval process by regulatory agencies.

e) Bi-weekly review of progress relative to schedule.

f) Review preparation of construction documents.

2. Value Engineering, - Throughout the initial and ongoing design reviews during the pre-construction period, Bandes provides valuable technical input to ensure cost-effective and schedule-responsible design according to established quality and scope definitions. Activities include:

a) Recommendations for cost effective site utilization.

b) Projected cost implications of materials, systems and equipment being proposed.

c) Cost studies to compare alternate systems and materials and preparation of value engineered options to consider.

d) In-depth comments and recommendations regarding the schematic design in order to minimize future re-design or excessive drafting revisions.

e) Recommendations and pricing regarding viable alternatives for items such as structural system, building envelope, HVAC and electrical systems, interior finishes, etc.

Life Cycle Cost Analysis - This is the science of developing and analysing alternative systems, equipment or programs having an operating cost either in enagy or personnel. Since the initial cost of a facility represents less than 4% of the total life cycle cost over 40 years, we conduct a thorough study of the building's components and systems to also determine the optimal balance between cost to construct, operate, maintain and replace.

Constructability Analysis - Through in-depth documents review as they are developed and discussions with the Team, we will also study the building's systems, materials and equipment under consideration to determine their relationship to logistics and schedule, suitability of details and compatibility with other trades' work.

- Even though they're disruptive to the Client and project manager, change o~ders will happen. Bandes' effective management of change orders minimizes their impact on the budget. In addition, our open detailed communication and documentation ensures that the project stays on track.

Scheduling - Any deviation on the schedule affects cost. The importance of this component is detailed in our section on this topic.

Quality Control - Costs cannot be controlled without an eye on quality. Our Team does the job right the first time as depicted in an earlier section.

Estimatinn - Estimating is Bandes' forte and we attest to their accuracy in a the next pages.

-t - In order to control any disputed changes, we monitor, record, process and expedite all claims to an early resolution so as to prevent any project ill will. Partnering on this project will insure that misunderstandings are minimal and claims are fewer.

Scheduling *'

We provide computerized, in-house scheduling for all projects. Each of our project managers is proficient in the set up, initial schedule input, production and updating. We use the schedule as a tool in the management of every project.

The initial overall schedule is developed by the project manager from the milestone dates developed by the project Team. The initial schedule details will focus on the preconstruction phase. When the Design Development estimate is in progress, a more detailed schedule will be prepared with greater detail in the construction phase. As the bid packages are defined and bid, each element of the schedule will be reconfirmed or refined with the input of the subcontractors and suppliers.

In our minor services program, we update the schedule as needed depending on the length of the project. Shorter projects may only need one update during its brevity. Longer projects may require updates every two (2) weeks.

The computer hardware utilized is PC, IBM compatible loaded with the Primavera Expedition software which utilizes the "Suretrak" Scheduling system. This program provides presentation quality graphics in a full function critical path method (CPM) activity and

system. This system provides virtually unlimited coding and sorting of .. ation. The weekly, bi-weekly and monthly updates are done easily and they

measure the progress of the project against the original schedule. It also integrates costs to project cash flows and manages shop drawings and delivery of materials. Reports can be plotted in 24 x 36 format or 8-112 paper format with such details as activities, early startlearly finish and late start/late finish dates.

Weekly, near-term scheduling is completed by the project superintendent. This schedule is a two-week look ahead that is used in the weekly subcontractors meeting to focus on the crew sizing necessary to accomplish the detailed scopes in order to meet overall schedule objectives.

Estimating. Project Manapement. Accounting. Communications

Timberline software is currently being utilized by Bandes Construction Company's accounting division. Their estimating department utilizes Tally estimating software. This program includes the latest in digitizer take-off, providing a fast, detailed and accurate method of estimate generation. Tally offers the flexibility of estimate preparation in both English and Metric formats.

Bandes' estimating expertise is what sets our team apart from other construction . ,. managers. Bandes Construction Company's president, Robert Bandes, also their chief

estimator, has honed his costing slulls from years of hard-bidding projects. His hands-on approach ensures that you will receive an accurate, economical price, consistent communication and the highest degree of technical expertise for your project. By delving into the most intricate details of your project upfront, we eliminate most of the mistakes in the back end.

In developing a cost estimate, Bandes employs a combination of methods to perform systems analysis and calculate either budget costs or guaranteed fixed price estimates:

1. Conceptual Estimate - The project team bases its f ~ s t budget on this estimate. During the very early stages of the project, we develop line item budget figures fiom our extensive computerized directory of costs and through an analysis of man hours, square foot costs and basic assumptions about the design criteria.

2. Desi~n Development Drawings Estimate - This estimate is the first major refinement to the conceptual estimate. While minor refinements can be made at any time the project deems necessary, a second estimate is submitted to the Client when the drawings have reached a point where the structure and other key elements have been defined but not drawn in detail.

3. Final Estimate Budget - This final estimate is completed upon the finalization of working drawings. It will be supported by detailed quantity surveys and numerous estimates from trade subcontractors, material suppliers and equipment vendors. The project team then establishes the Guaranteed Maximum Price for the Client by utilizing this estimate.

. - Tab IV: Project Approach and Abiliw to Provide Design-Build Sewices On-Schedule and Within Budget

A. Overview

As previously indicated in our response, Spring Engineering, Inc. (SEI) and Bandes Construction Company have worked together completing construction projects throughout Tampa bay for sixteen (16) years.

The relationship began in 1991 on a new Town Hall facility for the Town of Kenneth City and since that time, the firms have successfully worked together on numerous building m e s such as retail, automotive, educational, medical, industrial and institutional. The f m s have completed over $27 million worth of construction projects together during their sixteen (1 6) year relationship.

Both f m s share similar corporate philosophies of providing outstanding quality and services and building longstanding relationships. The two firms have created a joint venture for this project. Each of the principals, Richard M. Bekesh and Robert Bandes, will work very closely together throughout both the design, permitting and construction process. We

-.-. see the phases of the project as follows:

1. Schematic Desip: Review schematic design concepts with the owner and users and discuss any potential changes or systems decisions prior to proceeding with design development. Develop detailed milestone schedule.

2. Design Development: Complete design development documents and submit site development plans and calculations to Pasco County and SWFWMD for site permitting. Design development plans will include:

a) Complete site plan package with calculations and applications. &.* .'+,% we-, .

b) All four (4) building elevations with exterior material selections.

c) General systems selections (i.e. structural, mechanical, electrical).

3. Construction Documents: Develop a full set of architectural working drawings and specifications depicting all elements and finishes of the proposed Hunicane Facility and Health Clinic. Mr. Bekesh will lead .the steps outlined above, supported by his senior staff.

4. Mobilization and Set-Up; Bandes Construction Company's team will coordinate closely with the SEI design team to mobilize and secure the appropriate subcontractors to complete the work. Construction documents will be reviewed by the contractor for constructability and economical methods of construction in order to meet budget requirements.

Scopes for individual trades will be issued with bid sets to avoid duplication or gaps in coverage. Deductive alternates will be identified in advance and made part of bid documents in order to avoid value engineering.

5. Construction; Bandes Construction Company's project manager, field support and general superintendent will handle the construction aspects of the project. Weekly meetings will be held between the SEI team, Facilities and Bandes to insure the project is completed on budget and ahead of schedule.

At SEI we go to great lengths to include the contractor and Client in the QC process. We accomplish this by keeping an open channel of communication between our office and the job site. In doing so, we measure our design success not only by function, but in terms of ease of constructability as viewed by the contractor; and utilization as viewed by the end- user.

Our employees take tremendous pride in the technically correct and detailed drawings and specifications which are produced as construction documents. SEI has a very positive reputation with many contractors because of our concern for building details, which helps to eliminate field delays, contractor misinterpretations and budget-breaking change orders.

All of our employees are cognizant of construction cost issues. All designs are evaluated based upon constructability and cost effectiveness. SEI staff from all disciplines will be involved during the entire construction process to review and evaluate work. Deficiencies will be immediately identified in writing and corrective action will be taken. Follow-ups will occur during the weekly site visit.

The Bandes Construction Company project superintendent plays an integral role in the quality control program. It is his responsibility to inspect the work done by all subcontractors, and quality of materials supplied. He ultimately is responsible for any work performed prior to frnal acceptance. Trained in all aspects of quality control, he reviews the work on a daily basis to ensure strict adherence to the contract, drawings and specifications, and codes.

In the event work is found not acceptable, it is the superintendent who requests it be modified within a timely period, thus guaranteeing quality without negatively impacting the schedule.

By setting up a system of checks and balances from the beginning, We are confident the Client will be satisfied with the final product. Initially we hold a meeting attended by Client, Design Team and Contractor. We constantly strive for excellence and, since a great deal of our clients are repeat customers, we believe our track record proves that our efforts have brought results.

After the initial meeting, a preliminary schedule is developed, including milestones and sequencing with the project superintendent. The project manager and project superintendent begin to pre-quality subcontractors and suppliers and solicit a minimum of three (3) bids fYom each trade.

A series of meetings are established, beginning with:

1. Team Internation Meeting: The purpose of this meeting is to review/discuss the following:

a) Development~docurnent clear project goals and mission statement.

b) Ascertain Design Team's vision.

c) Establish goals for quality, scheduling costs.

d) Policies and procedures manual.

e) Establish division of responsibilities.

f) Develop preliminary schedule.

g) Safety.

h) Insurance.

2. Scheduling Workshop: The next major Team meeting is the scheduling workshop. Client and Design Team input takes place at this time, which is especially critical for phased jobs and/or jobs that require continuous operation. During this workshop the Team:

a) Reviews suggested changes to preliminary schedule.

b) Develops accurate time durations and interdependencies.

c) Establishes design and construction milestones.

d) Considers long lead time items.

e) Details bid phase schedule.

f) Develops construction schedule.

g) Considers contingency plans and alternative activity sequencing budgets.

h) Flags specific schedule activities and dates on critical path.

i) Schedules progress meetings.

After the scheduling workshop, the contractor finalizes the computerized schedule. Safety, long lead times, rain days, etc. are all incorporated into the schedule. We provide a pre-construction schedule, construction schedule and weekly schedules during construction. Other schedules for various independent systems and occupancy are prepared as needed.

Subcontractors are requested to develop their own quality control program which the Client and Design Team evaluate and approve.

3. Daily Schedule: Bandes' construction sites have fully computerized offices. Each project superintendent has fax, cellular phone, and e-mail capabilities. These instant communication methods allow us to be on top of our projects at all times. In addition, we have pre-scheduled UPS and Federal Express pickups every afternoon to expedite critical information.

Also on the job site is a digital camera for historical documentation and reports. In addition, we photograph any area of concern and immediately e- mail the picture and a description of the problem to the appropriate Team member (i.e. engineer, architect, Client, manufacturer, subcontractor, etc.). This proves to be an expeditious way to problem solve.

The following are our steps, controls and procedures utilized to control both the schedule and budget.

The DesignKontractor team works with the Client through the decisionlselection process, giving information on constructability, effectiveness, construction cost, life cycle costs, and availability of alternative materials and systems. At milestones during design, a plan and specifications review is conducted to ensure that there are no gaps, overlaps or omissions. This not only increases quality, but also helps prevent change orders and schedule setbacks.

Supplier and Subcontractor Pre-qualification

One of the most important activities in quality control is the selection of qualified -,..

bidders and suppliers. All trade contractors and suppliers bidding your project will be pre- qualified.

Pre-Bid Conferences

Ensuring a thorough understanding of the bid packages and schedules by trade contractors is extremely important in getting the job on track and on schedule. Whenever the schedule allows on the minor projects, we will hold pre-bid conferences to review all bid packages with potential bidders.

Pre-Construction Conference

After negotiating and finalizing contractual agreements with the low bidding, responsive subcontractors, a pre-construction conference will be conducted to finalize the mobilization plans, coordinate trade contractors' work and schedules and review quality requirements.

Mobilization

Before beginning work, each trade contractor is required to submit a quality control program detailing how ,their work will be completed/installed in order to meet the requirements and intent of the plans and specifications.

On a daily basis, the superintendent reviews work for compliance with plans and specifications. Any work found to be unacceptable will be immediately corrected.

Testing and Assurances

To affirm that approved materials and systems meet the design criteria, we use outside consultants and recognized accredited testing facilities. In conjunction with our Total Quality Management program, the reports and tests further demonstrate that products and workmanship meet or exceed the project specifications.

Cost Control

Cost control begins during project inception and continues through each day until it ends with Client satisfaction. All aspects of construction are related to cost control starting with:

1. Design Review and Analysis - This includes:

a) Preliminary input on material specifications, systems engineering and construction methods and costs.

b) Early review of bid package breakdown and structure.

c) Preparation of CPM network with the master schedule.

d) Research of statutory and code approval process by regulatory agencies.

e) Bi-weekly review of progress relative to schedule.

f) Review preparation of construction documents.

2. m~nmineerina - Throughout the initial and ongoing design reviews during the pre-construction period, Bandes provides valuable technical input to ensure cost-effective and schedule-responsible design according to established quality and scope definitions. Activities include:

a) Recommendations for cost effective site utilization.

b) Projected cost implications of materials, systems and equipment being proposed.

e) Recommendations and pricing regarding viable alternatives for items such as structural system, building envelope, HVAC and electrical systems, interior finishes, etc.

3. Life Cycle Cost Analysis - This is the science of developing and analysing alternative systems, equipment or programs having an operating cost either in energy or personnel. Since the initial cost of a facility represents less than 4% of the total life cycle cost over 40 years, we conduct a thorough study of the building's components and systems to also determine the optimal balance between cost to construct, operate, maintain and replace.

4. Constructability Analysis - Through in-depth documents review as they are developed and discussions with the Team, we will also study the building's systems, materials and equipment under consideration to determine their relationship to logistics and schedule, suitability of details and compatibility with other trades' work.

5 . Chanrre - Order Control - Even though they're disruptive to the Client and project manager, change orders will happen. Bandes' effective management of change orders minimizes their impact on the budget. In addition, our open detailed communication and documentation ensures that the project stays on track.

6. Schedulin~ - Any deviation on the schedule affects cost. The importance of this component is detailed in our section on this topic.

7. Ouality Control - Costs cannot be controlled without an eye on quality. Our Team does the job right the first time as depicted in an earlier section.

8. E-g - Estimating is Bandes' forte and we attest to their accuracy in a the next pages.

9. Claims Management - In order to control any disputed changes, we monitor, record, process and expedite all claims to an early resolution so as to prevent any project ill will. Partnering on this project will insure that misunderstandings are minimal and claims are fewer.

We provide computerized, in-house scheduling for all projects. Each of our project managers is proficient in the set up, initiaI schedule input, production and updating. We use the schedule as a tool in the management of every project.

The initial overall schedule is developed by the project manager from the milestone dates developed by the project Team. The initial schedule details will focus on the preconstruction phase. When the Design Development estimate is in progress, a more detailed schedule wilI be prepared with greater detail in the construction phase. As the bid packages are defined and bid, each element of the schedule will be reconfirmed or refined with the input of the subcontractors and suppliers.

In our minor services program, we update the schedule as needed depending on the length of the project. Shorter projects may only need one update during its brevity. Longer projects may require updates every two (2) weeks.

The computer hardware utilized is PC, TBM compatible loaded with the Primavera Expedition software which utilizes the "Suretrak" Scheduling system. This program provides presentation quality graphics in a 1 1 1 function critical path method (CPM) activity and resource scheduling system. This system provides virtually unlimited coding and sorting of

... . schedule information. The weekly, bi-weekly and monthly updates are done easily and they measure the progress of the project against the original schedule. It also integrates costs to project cash flows and manages shop drawings and delivery of materials. Reports can be plotted in 24 x 36 format or 8-112 paper format with such details as activities, early startlearly finish and late stadlate finish dates.

Weekly, near-term scheduling is completed by the project superintendent. This schedule is a two-week look ahead that is used in the weekly subcontractors meeting to focus on the crew sizing necessary to accomplish the detailed scopes in order to meet overall schedule objectives.

Estimating. Project Management. A c c o u n t i n g ~ u n i c a t i o n s

Timberline software is currently being utilized by Bandes Construction Company's accounting division. Their estimating department utilizes Tally estimating software. This program includes the latest in digitizer take-off, providing a fast, detailed and accurate method of estimate generation. Tally offers the flexibility of estimate preparation in both English and Metric formats.

By delving into the most intricate details of your project upfi-ont, we eliminate most of the mistakes in the back end.

In developing a cost estimate, Bandes employs a combination of methods to perform systems analysis and calculate either budget costs or guaranteed fixed price estimates:

1. Conceptual Estimate - The project team bases its fust budget on this estimate. During the very early stages of the project, we develop line item budget figures fi-om our extensive computerized directory of costs and through an analysis of man hours, square foot costs and basic assumptions about the design criteria.

2. Desim Development Drawings Estimate - This estimate is the first major refinement to the conceptual estimate. While minor refinements can be made at any time the project deems necessary, a second estimate is submitted to the Client when ,the drawings have reached a point where the structure and other key elements have been defined but not drawn in detail.

3. Final - This final estimate is completed upon the finalization of working drawings. It will be supported by detailed quantity surveys and numerous estimates from trade subcontractors, material suppliers and equipment vendors. The project team then establishes the Guaranteed Maximum Price for the Client by utilizing this estimate.

Overview

Spring Engineering, Inc. (SEI) and Bandes Construction Company have been working together on construction projects throughout the Tampa Bay area for the last sixteen (1 6) years. The two firms have worked in both the design-build capacity and in the traditional A/E delivery model having completed almost $28 million worth of projects together.

The general design and construction of the proposed Hurricane Sheltermealth Clinic poses no specific challenges. In fact, this project is very similar in nature to most large scale gymnasiums or assembly areas. The primary areas of specialization or concentration for this project will be the wind and occupant loads, both of which we have extensive experience dealing with. The design of commercial kitchens and an in-depth understanding of medical design and KIPA regulations are also critical areas of focus, both of which we have extensive experience in.

This project included a complete re-roof and an air conditioning retrofit involving a new chilled water system. The equipment change over took place during the summer while school was out of session. Additionally, all bathrooms in the school were remodeled during the summer. The remaining classroom work was phased when school resumed in the fall.

A direct purchase of materials program resulted in a cost savings on this construction management project.
