Purpose of the Iist--To focus attention on:

. The adverse effects of exotic pest plants on Florida's biodiversity and ecosystems.

. The habitat losses from exotic pest-plant infestations.

. The impacts on endangered species via habitat loss and alteration.

. The need to prevent habitat losses through pest-plant management.

. The socioeconomic impact of these plants (e.g., increased wildfires in Melaleucaareas).

. Changes in the seriousness of different pest plants over time.

. The need to provide information that helps managers set priorities for controlprograms.

Definitions:

Exotic: A species introduced to Florida, purposefully or accidentally, from a natural rangeoutside of Florida.

Native : A species whose natural range included Florida at the time of European contact (1500AD.).

Naturalized exotic : An exotic that sustains itself outside cultivation (it is still exotic: it has not"become" native).

Invasive exotic : An exotic that not only has naturalized, but is expanding on its own in Floridaplant communities.

IntroductionThe PUIose of th maual is to desbe the policies set forth by Pasco Countyconceg stormwater management fee crets (Credits) and stormwatermanagement fee adjustments (Adjustments). Pasco County established a StormwaterUtility Fee by Ordince _ and Resolution -- collectely refered to beow asthe Stormwater Utity Ordine. The Stormwater Utility Ordince provides the

County with the authorition to establis and collect fees for the servæs andControl Measues provided by the County. Opportties for Credits and

Adjustments were also created in the Stormwater Utiity Ordince and th manualprovides techncal and admitrative assista in applyig for them.

The remainder of ths secton defes ter used thoughout the maual and providesbackground on stormwater maagement. Setion 2 details the proces for StormwaterFee Adjutments, whie Seon 3 describes the detail of the Stormwater Fee CreditPolicy. Seon 4 provides the process for using and updatig the Pasco CountyPropert Appraiser's databases for maintenance of the fee records. Appendices Athough F contain applications, inlictons, checsts, and retevant CountyOrdinnces to assist Customers with Crdits and Adjustents.

Agcultural Best Management Practce (BMPs) - As defed in the StormwaterUtity Ordiance, the best management practces for agrcultual activities adoptedby the Florida Department of Agricutue and Consumer Seices (FDACS) for the

PUI0ses of water conrvation or pollutat load reducton. For the pUIoses of thisOrdince, an approved BMP is one contaed in a Notice of Intent to Implement

(NOL) submitted and approved to FDACS in accordance with Section 4æ.067(7)(c),

County Standrds - Those stadard for design, constrction and mateance ofstormwater Conttol Measures. These standards include the requirements of the ùidDevelopment Code, and al other applicable County Orinances.

Credit - A Fee reduction a customer receives for implementig practices that mitigatethe peak dischrge or ruoff pollution or decrea the County's cost of malairgthe system beyond stadard (base) requiements.

Credit Application - Those applications for New or Exisg Stormwate ControlMeases,

Customer - The person or entity to which a bill for stormwater fees is sent. Customersmay inlude the owner, or a homeownr's assoiation with responsibility for propor for common areas assoiated with the propert, or a person or entity who hasrequested in wrtig to be the recpient of the Fee for a property.

Developed Proper - Real property which has been alterd from "natuat slate bythe addition of any Improvements such as buildig, strcture, or Impervious surface.

For new construction, property shal be consdered developed pursuant to theStormwater Utity Ordiane: (1) upon issuace of a certicate of occupan, or uponcompletion of constrction or fi inpection if no such ceticate is issued or (2) ifconstrcton is at least 50 percent complete and construction has been halted for thee(3) months.

Departent of Revenue (DOR) Code. Department of Revenue land use code asdefined by Subsection 12D-8.008(2)(c), Florida Admttative Code.

Dwellng Unit - A single unt providing complete, independent living faå1ties forone or more persons includig perent proviions for living, sleeping, eatig,cookig and santation.

Equivalent Residential Unit (EUJ - The median Impervous Area of ResidentialDeveloped Property per Dwellg Unit (excluding DOR Coes 00 and 04) locatedwith Pasco County and as established by Board resolution.

Existing Stormwater Control Measure - Stormwater Controt Meaures tht were fuyconstrcted and approved by the County under stormwater magement standardstht existed prior to Januar 1, 2007.

Fee - The Storiwater Mangement Fee applied to developed proper. The Fee is. based upon the equivalent residential Uiut (ERU) as calculated for the property.

Imperious Area - roofed and paved areas, including, but not lited to, areascovered by roofs, roof exteions, swimg pools, patios, porches, driveways,sidewal, parking areas, graveled areas and atletic courts. Imperous suriacesmay include, but are not limited to, roofs; roof extensions; patios; balconies; decks

(excluding wooden slattd decks): athetic court: swimg pools (excldig thewater area); privately-owned streets, parkig areas, drveways, and sidewalks: andany concrete, stone, brick, asphalt, or compacted and/ or sealed gravel suraces.Porous pavers, un-graveled natural footpath, compacted dirt surfaces, non-compacted gravel surfaces, water surfaces of lakes and streams, and septic systemdrain fields are not impervious suraces.

Maintain or Maintenance - Any acton necessar to keep stormwaler controlmeasures and devices in proper workig condition, so that such Control Measeswi contiue to comply with applicable County Ordinces to prevent safetyhazrds, public nuiances, and the failure of stormwater control measures and deviceto fuction as inteded. Maitece includes activities identied on approved

storwater control pla, any applicable stormwate operations and maitecemaual, any applicable agreements or certcation to the Coimty, and those activitiesoutlined in the County's Ordinces.

New Stonnwater Control Measure. Stormwater Control Measures tht were fuy

constrcted and approved by the County under stormwater mangement stdardstht exited after Janua 1, 2007.

Non-residetíl Developed Proper - Develope Property that Is classifed by thePrope Appraier as land us types 00, 05, 06, 07, OS, 09, and 10 though 99 usg theFlorida Deparent of Revenue (DOR) Lad Use Codes, as amended or

supplemented. Non-residential developed prope includes. but is not1lted to,multiamiy; apartments; churches; Intitutional buildings, whether public or private:hosita; rest homes; public and private scools, colleges, and uiversities:

Intutionaly-owned fralety and sorority hous; dorlltories; commercial offce;hotels and motels; industral buildigs: storage areas; parkig lots; and ladcontaing non - residential improvements under construction creatig impervious

surfaces.

Offsite Drainage - Any stormwater ruoff that did not origiate on the subjectproperty and flows to the property overland or though a network of naturat or ma-made drainage system.

Pre-Developed CondiHons - The condition of a property before developmet ocurson the parceL.

Post-Developed ColidiHons - The condition of a property following any developmentactvity on the parceL. For upstream areas, ths refers to complete build-outconditions, as determied from current zonig.

Property Owner (Owne) - The owner of a property as shown on the Pasco CountyProperty Appraiser s records.

Stonnwater Management Fee (Fee) - The Fee chged to provide stormwater seices

to developed lad. The Fee is based upon the Equivalent residenti wùt (ERU)method as calculated for that propert.

Stonnwater Management System (System - The network of natu and constrcted

devices owned or controlled by the County for collectig, storing, treatig, and/ or

trnsporg stormwate. It includes, but is not limted to, structral draingesystems such as open swales and ditches, catch basin, pipes, iiets, storm sewers,

drai, culverts, juncton boxes, and other stormwate magement Control Measuresthat affec the qualty and quantity of stormwater located within dedicated openpublic street rights-of-way, perent drainage easments accepted by the County,and natural stormwater drainge system owned or contrlled by the County,

Stonnwater Management Utility Fuiid - The Stonnwater Managemet Fee and theinterest generated by those charges. The fud may Oiùy be used to fud strmwater-related services and actvities.

Stonnwater Serice - County stormwater management program designed to protectwater quality and quantity by controlling the level of pollutants in and the quantityand flow of, stormwater, and the County service of strctura and natural stormwaleand maagement systems owned or controlled by the County. Stormwater servicesinclude any cost necessary to enure that all aspect of stormwater quaity andquantity are maaged in accordance with federal and state laws, reguations andrues, and costs related to the mapping, plang, constrcton, operation.maintence, inpecton, magement and regulation of the stormwater maagementsystem and the regulation of impervious suface and stormwater.

1.2 ResponsibiltyThe County Admistrator or his desgnee has respnsibility for the operation andmatence of the Stonnwater Utity. The County Admitrator or iu designeeal is responsble for plarg, operations, and management of the Stonnwater

Management System, compliance with the National Pollution Discharge E1tionSystem (NES) Phas II Stonnwater Peml, and enorcement of floodplaregulations and the Stonnwater Ordince. The responsibity for the development ofthe non-ad valorem fee role resides with Stormwater.Engìeerig.

1.3 Storm water ManagementDevelopment covers land with imperous cover, allowing less stormwater tointrte than could under pre-development (natul) conditions. Increas

impervious cover leads to larger volumes and lugher rates of stormwater ruoff,wluch pose a threat to the public health, saety, and welfare beaus, if uranged,the increaed ruoff may flood emegency veluele routes and properties, erodewatercourses and chanels, and poUute streams and nvers.

Stormwater Management is the practice of maagig .tonnwater runoff in order toavoid water quantity and wate qualty problems. By mappìng, plag,

constructig, operatig, cleang, reguatig and mataig natual and constrctedstonnwater mangement Control Measures, the County reduces the adverse effects ofstormwater and Improves the quality of streams, rivers, and lakes in and around theCounty.

1.4 Stormwater UtilityIn order to provide a stable source of fudig for the County to provide StonnwaterSeìces, wluch beneft owners and ocpants of developed land in the County andother Pasc County citien, the County has established a stormwater utity, The

Stormwater Mangement Fee (Fee) is proporonal to the demand for StormwaterServìces as measued by the amount of Impervious Area on a propert. ImperviousArea is the single most importat factor affecg the peak rate of ruoff, the tota

volume dichaged, and pollutat loadings of stowater tht flows from a propert,

Customer may quali for Credt when they can demonstrate that their Extig orNew Stormwater Control Meas provides cost savings the County would othereincur as part of County stormwater mangement efforts. Credits may only be appliedto the property where the Stormwater Contrl Measure Is located. The ControlMeasre must comply with Setion 3 ~ of th manual and exceed the miumCounty requiements for stormwater ruoff contrl, which may be foud in the Land

Development Code or excee the requirements in effec at the tie the site wasapproved for development.

Non-Residentil Developed Lads are elgible for Credits. Single-Famy ResidentialDeveloped Lads are only elgible for Credits if the Stormwater Control Measuresubjec to the credit is wholly owned and operated by one entity (such as the owner ofa single-fanúy residence or a Neighborhood Asiation or other legally-recognedorganation) and it can be demonstrated thi the activity reduces the stonnwatermanagement burden causd by each Customer. In such caes, the Credit would onybe applied to those dwellg unts tht ar demontrated to contrbute ruoff to thequaliing Stonnwater Contrl Me8Se.

Non-Residential Developed Lands tht have a DOR code of 50 to 69 (agTcultualparcels) are alo eligible for Credits. For these Agricultual parel, the FloridaDepartment of Agricultue and Conser Affairs (FDACS), in conjunction with theFlorda Depament of Environmenta Protection (FDEP), has developed an approvedlis of best maagement practices (BMPs) that can control storiwater ruoff andpollutats associated with runoff, AgTcutual parcels with approved Notices ofIntent to Implement (NOl) an approved BMP may recve up to a 85% reduction inFee as defned in Setion 3 of ths mauaL.

The County has alo establlhed an appeals process that alows Customers to appealfor Adjustment if they determe thel Fee is applied in error as disd in the

Stonnwater Utility Ordinance. Section 2 detail the policy for Appeals forAdjustment whie Section 3 detals the Credit opportties available to Customers.

Appeals for AdjustmentAdjustments may be avaiable to a Customer tIough the appeals proess speed in

the Stormwater Utility Ordince. An Adjustment is a change made to a fee to corrctan overcharge or an underchage of a customers Storwater Fee. Adjustments arenot to be confsed with Credits, which are intended to reduce a fee by a pecentagerefectig the benefit provided to the Cmmty's effort to operate and mata theStonnwater Mangement System by the Customer-implemented stormwatermanagement practices. Adjustment opportuties are detaed beow. The reader

should not view th docuent as a sole source but as a gude to assit in interretigpolicies set forth in the Stonnwater Utility Ordine. Customers must be subjec to afee for Storwater Seices provided by the County to be eligible for an Adjustment

2.1 Impervious Area Measurement AdjustmentThe County has applied County Property Apprair data, GIS techology, and

development plan reviews to detere the Impeious Axea for al properties with

the County Uiits, using both direct mearement for non-single famy reidentialproperties and statitical anlysis for single-famy residentil properes. If aCustomer has reason to believe that the Imperious Area for a property as reportedby the County is incorrect, the Customer may appeal to the County using the form inAppendi A of th manual,

2.2 Minimum Impervous Area AdjustmentA Fee wi not be charged to Customers with less than 400 square feet of ImperviousArea. A Customer receivig a fee for property with less than 40 squae feet ofImperous Area wil be elgible for an Adjustment though the appeal proce.

2.3 ExemptionsMost devetoped land in the County, whether public or private, is subject to astonnwater fee. However, the County wil grant exemptions from storrwater fees forspecied properties. Exemptions shall not be alowed based on age, la exemption, or

other status of an individuat or orgaiztion. The following exemptions fromstorrwater fees are allowed:

(1) Undeveloped Propert - As defined in Setion 1.

(2) Public Roads -Improved public streets, not including intern roadswith public facilities wluch have been conveyed to and accepted formatenance by the Florida Department of Tranportation or Paso Countyand wluch are used by the gener public for motor vehicle trportation.

2.4 Process of Appealing for an AdjustmentAdjustments are obtaied by parpatig in the appeals process desbed above and

in the Pasco County Code of Ordinces; in particular, to Section 317 of the LadDevelopment Code. Any Customer deteng that their property qualifes for anexemp tion or th t their Fee is not in proporton to the amount impeous surface ontheir property may apply for Adjustmt by submttg the appeals for inAppendix A to the County Admitrator or his designe, As par of the submision,the Customer must provide the County with evidence or justication in writig for

the correction of the Fee in question. In some cases, the Customer may also berequired to submit, at his or her expens, a survey prepared by a regitered landsurveyor or other inormtion to support the request for an Adjustmt. The CountyAdinator or his designee wi issue a wntt determiation on a parClarmatter. Once the County Admitrator or his designee has made a determition onthe matter, the Customer is allowed 30 days (after serce of the wnlt decision) to

file an appeal with the Conty Admstrator.

2.4.1 Eligibilty of AdjustmentCustomers awarded an Adjustment by the County may be eligible to receive theAdjustment retroactive to Januar 1, 2007 but in no case longer than thee past years,Adjustments wi not be awarded for any perod preeding Fee Inception or precedigthe date at whi the County judges the stormwater runoff generted from theproperty is inconsistent with the Fee paid. The thee-year retroactve payment policyalso applies to cases where the Couty detemies that the Fee for a property is lessthan it should be based on the amount of imperous surface on the property.

In intaces in which Pasco County has not or incorrecly biled a customer, the

County may retroactively bil customer for the exact unbied or incorrectly biledtie period up to three years in cases where the exact date of the error or omission

can be detemued and one year in cases where the exact date of the error or omissionis unown. In such intances, the cutomer will be entitled to make payments overthe same lengt of time in which the bilg errOr or omission occured.

Stormwater Fee Credit Opportunities

A customer may be eligible for a credit under the following cicumtaces: 1) thecutomer has installed an onsite Stormwater Control Measue to the standardsspeced in ti docment, 2) the cutomer holds iid Is in compliance with anNPDES Industrial Perrrt, or 3) the customer holds and is in compliance with anNPDES MS4 Geeral Permt. The maxium allowable credit for any combintion ofthe thee possible credits is 85 pecenl Customer may not receive credits for both anNPDFS Industral General Stormwater Pert and an NPDES Muicipal SearateStorm Sewer (MS) Phase II pert.

Single-Famiy Residential Developed Lads are oiy eligible for Credits if theStomwater Control Measure subject to the credt is wholly owned and operated byone entity (such as a Neighrhoo Asoction or other legally-recogndorgaItion) and it can be demonstrd that the actvity reduces the stormwatermangement burden caused by each Customer. In such intaces, each dwellig untdemonstrted to contribte ruoff to the qualg Stormwater Control Measue maybe eligible for its equal pro-rata sha of the credit uiess other argements forbilg the Stormwa ter Fee to the Homeowner s Assoction was made puruat tothe Stormwater Utity Ordiance.

The following seons desbe the thee types of Stormwater Fee Creditopportuties, elgibity requirments, credit enorcement, and the process of

applyig for the credit program. The reader should not view th docent as a salesource but as a gude to assist in interpretig policies set forth in the StormwaterUtity Ordinance.

3.1 Storm water Control Measure CreditThe County Lad Development Code madates engieered stormwater controls toine the qualitative and quantitative impact of ruoff and enur compliae

with federal point source dischge requirements based on the pemut conditionsprovided in NPDFS Permt No. FLS000032 or for development that distubs moreth one (1) acre includig smller proects that are part of a larger common pla ofdevelopment or sale. FOT instag and mataing Stormwater Control Measuresexceeding County requirements speied or inorporated by reference in theStormwater Utity Ordinance, Custome will be eligible for a maxium Credit of 60percent. To quali, Customers must demonstrate that their Existig Stormwater orNew Stormwater Control Measure controls the volume and quali of stormwatergenerted from their imediate property and/or upstream trbutary areas. Inaddition, the Control Measue must exceed design critena existig at the tie the

ongil site plan was approved outled in the Lad Development Code, effectvely

reducing County stormwa!er magement costs by reducig the Countysstormwater service responsibilties and costs. The Stormwater Control Measure must

Crdit opportiùties are available for Customers with a Stormwater Control Measure

that controls nioff from an upstream truta area, which means a customer is

controllig ruoff from offsiie. A Customer controllg ruoff from an upsteam areais eligible for a maximum credit of 30 percet. The credits avaible for controlligruoff from offslte are additive with those avaiable for controllg runoff from onslle,In the case of a Control Measure controllg upstrea drainage area, the Post-Developed Condition must be calcuated ba on complete build-out of theupstream draiage area as deteed from cuent zong and available Countyplanlg documents, subject to review and approval by the County.

3.2 NPDES MS4 Phase ß Permit CreditCustomers holding National Pollution Dichage Eliation System (NPDES MS4permits or those Customer tht provide services tht help the County comply withspecic requiements included in its NPDFS MS Phase ii Permt wi be elgible for aCredit of an amount to be determied by the County on a case-by-c bas and notto exceed 25 percent. The Credit wil be determed based on a comparion betweenthe County's NPDFS Phas ii program and the Customer's NPDFS Ph ii progr

3.4 Agricultural BMP CreditsCustomers that have DOR codes 50 to 69 are identiied as Agrcultual and will be

eligible for a credit for the implemtation of FDACS approved bet magementpractices. In order to be eligible, the agrcultu parcel wi have to subDUt andprovide approvat of a Notice of Intent to Implement approved BMP(s) according toSeon 403.067(7)c), Florida Statutes. Agrcultural parcels that provide to the Countydocumentation of such approval are eligible to an 85 percent credit, subject to themium ERU assignent of 1.0 ERU. Application for the Agricultural BMP Crditis defined in Subsection 3.11 below.

3.5 Eligibilty for CreditsCustomers must pay a fee for Stormwater Services provided by the County, mustmeet requirements detaed in Setion 3, ~., and must apply the credt to

As defined in Secon 1.1 of ths manual a Customer is the person or entityreceiving a bil for Stormwater Seices, Customers include the tax payer as definedon the Paso County Tax Roll. Any Customer receiving a bil for Storm waterSeices is elgible to receive a Credit Ü they meet the requirements for a partilar

Credit specied in Setion 3, et seq.

3.5.2 Maintenance AgreementAn Ower of a Stormwater Control Measure must agree in writig to mata the

credited Stormwater Control Meae to County Standards and all other applicablestadards and stte law in order to be eligible Ior Credit Maitece activities to beperformed are detailed in Setion 3.6 et seq. Faiure to maintai a Control Measure instrict compliance to County Stadards wil result in the loss of the Credit and possiblesurcharge to recapture improper credits. The owner of a credited Stormwater ContrlMeasure is responsibte for notig the Couty Ü the Con trot Measre iscomproDUsed or damaged in any way or is nO longer complyig with state law orCounty Staards. Stormwater Control Measures must exceed County slormwater runoff controlrequirements at the time the site was approved and must be maintaed in accordancewith Setion 3.6 to be eligible for a Credit.

3.5.5 UpgradesRecogrg that the Countys stormwaterrequients may evolve in future years,the County wi not require curent redpients of a Credit to upgrade thei ControlMeasures ìieditely to conform to futue changes in County stormwater

requirements. However, once a Couty stadard is changed, the County wi oryguarantee existig credits for a perod of five years provided the Customer Matathe Control MeaslUe to County Stadards and the Control MeaslUe otherecomplies with State law. In the event that a Control Measure has not ben upgradedto the new stadard at the end of the five-year peod, the Credit will be termted

3.6 Stormwater Control Measure MaintenanceIn order to receive a non-greultural Credit, a Stormwater Control Measure must beprivately maintained in stct compliance to Coty Stadards as defied in LadDevelopment Code and State of Florida stadards where applicable to ene that the

Control Meaure functions as credited at all ties. Futhermore, Customers mustdocuent all operation and Maitence actvities and provide the County with areport anually, including an indepedent engieerg inpection by a Professional

Engineer licensed to practice engieeg in the State of Florida. RequiedMaintenance activities are described in the followig sections. More inormationconcerng Maintenance may be found in the Lad Development Code.

3.6.1 Required Stormwater Control Measure MaintenanceThe followig Stormwater Control Measure mainteance activities are reqed for aCustomer to be elgible for a Storrwater Control Measure Credit These activities arerequired to ensure that the Control Measre perfonn as credited, complies with therequirements of the Lad Development Code and state law, meets safety stadards,

Failure to Maitain and operate the Stormwater Control Measure in strctcomplice with County Stadards wi result in the loss of the credt and poslesurchge to recap lore improper credits, All credited Stonwater Control Measuresare subject to nuisanæ ordinces of the County as well.

3.7.1 Anual DocumentationAiual docmentation (as measued from the date the Credit application wasapproved by the County) must be submittd 10 the County to contiue reæving a

Credit The required docuentation consts of the following:

. Aiual Inpection report from an independent Professional Engieer licened to

practiæ engieerig in the State of Florida.

. Recently dated photographs showig the condition (inludig any known damageor direpair) of a Stormwater Contrt Meare. For storwater ponds and otherdeces, these photos should include views of the outlet stctue, all side slopes,vegetated littoral zones, a view from the downtream channel looking upstrm atthe dam and emergency spilway, a view from the dam showing the condtion ofthe downtream channel, and a view of areas designed to catch sedient (ifpossble).

3.7.2 Control Measure InspectionsEach Customer that has applied for and received a Credt for a Stormwater ControlMeasure has the private responbity to inpect and repai their Control Measure toene that it is fuctionig as creiled. In addition, the County reserves the right to

inect Stormwater Control Measues recvig a Credit at any time. If the fieldInpection proves tht any of the anual docmentation submittd for contiuation of

the Credit Is not accurate, or the Control Measue is not Maintained, or if the ControlMeasure is not operatig as credited, the Credt wil be forfeited, and the Customermust repay the County in the form of a surcharge the amount of Credit receiveddurg the period for which the County deteres the Stormwater Control Measure

was out of compliance.

Inspectons wil be penonned at the discrtion of the County to assue tht a ControlMeasure is opeatig as credited (no blockage due to excessive sedimentaccuulation, logs, or debri). Aiumal inection is possible with additiona

inspecons of problematic areas followig large storm events (two inches of raiall

or more over a 24-hour perod).

3.8 Credit Application for New Stormwater ControlMeasuresThe followig sections preset the typical Credit application process for New andExtig Stormwater Control Measues. The steps desc'bd in Setion 3,8.1 arerecommended to expedite the application proces, Steps descrbed in Setions 3,8.2though 3.8.4 are required to be eligible for any Credit.

3.8,1 Preliminary Interaction with the CountySine the calculations and hydrologic analyses involved in the desgn of a StormwaterControl Measu are complex, a Professional Engieer regitered in the State ofFlorida must design the new Stormwater Control Measure, or must certi the reiew

of any Extig Control Meaures or propose Control Measure upgrades. The public

is encoraged to dicus the proposed Stormwater Control Measure with County

stormwater management sta to maximie potential credit opportwties and beeftsto the County. County stormwater engieer wi evaluate how a proposedStormwater Control Meaure wil fit into the dringe scheme of the County, basedon thei general knowledge and the results of stormwater master plag penormedfor the Countys draiage basin, alowig them to provide valuable inight to onedesigig a Control Measure or to one owng an Existig Control Measre to

deteime what Credit is available. The County deteimes the finl amount ofCredit based on the policies of th maual.

3.8.2 Perform Hydrologic Analysis and Design Control MeasureIf a Customer decides to inta a Stormwater Contrl Measure, a ProfessionalEngieer licensed in the State of Florida mut perform a hydrologic/hydraulicanysis and design a Stormwater Control Measur tht will achieve the level ofCredit desird by the Customer. Customers seekig Credit for an Exisg ControlMease should refer to Setion 3.9.

3.8.3 Complete ApplicationOnce an engieeing anysis has be completed, the Customer should follow theinstrctons to fil out the application in Appendix Rl. Ths application along with an

The Customer must als provide an"as-bui1t' cerliiction to the County wluch must be sealed by an engieer for aU newstrctures.

3.8.5 Inspecton of a New or Exstig Stormwater ControlMeasureThe completed new Control Measure or an existig Control Measure may be subjectto inpection by the County to enure tht it wi perform as credted.

3.9 Credit Application for Existing Stormwater ControlMeasuresCredit application procedures for Exitig Stormwater Control Measure are simito those detailed in Section 3.8 for New Stormwater Control Measures. Therecommendation desn'bd in Section 3.8.1 to conslt with a Couty stormwaterengieer may still be useful for the owner of an Exitig Storrwater Control Measrethat is deteg what Credit may be avaiable to them. An engieeg anaysis as

detailed in Seon 3.8.2 must be performed for an Exstig Stormwater ControlMeasue to coruirm that it exceeds current County runoff control standards andquales for Credit. The application in Appendix B.1 must be subiitt along with

an engineeg report as dicussed in Setion 3,8.3 and the Control Mease may besubìec to inpection as detailed in Secton 3.7.2 and Seon 3.8.5.

3.10 Credit RenewalCredits granted to a Customer for an Exitig or New Stormwater Control Measureare in effect for one-year. In order to contiue receivig Credit in futue year, aCustomer must reew their application anually. Docmentation as discssed inSection 3.7.1 must be submlttd along with the renewal application in Appedix B.2.In addition, an inpection of the Stormwater Contrl Measure by a licenedProfessional Engieer must be performed in accordance with the Lad DevelopmentCode prior to renewig a Credit If the anual docmentation or inspecon proves aStorwater Control Measure is not in compliance with County requiements, Credtwil be subject to termtion and Credit received durig any period of non-

compliance must be repaid to the County. Appenix B.2 contain delailed

3.12 Implementation of the CreditDependig on when an application for a Credit is subßUtted, whether a StormwateCotrol Mease is new or existig and/ or when a new Stormwater Control Meareis fully constrcted and approved by the County, implementation may be handleddiffetly as desnòed in the following seons. Generaly, it is estited thatapplication wi tae niety (90) days to pro. Successful applications will receive

Credits as detailed in Subsections 3.12.1 and 3,12.2.
