BackinnewYork,Marchwasalwaysthetoughestmonthoftheyearformetogetthrough.You’reatthetailendofcold,greywinterdaysandfourmonthsofitbeingdarkat4:00pm.Youwouldbeeatinglunchoutsideoneweekbecauseitwas70degrees,thencursingtheweatherthefollowingweekbecauseyouwouldbesloggingtoworkinablizzard.springisjustaroundthecorner,butyouhavetowaitanother31daysforittogethere.that’scertainlynotthecaseinarizona,when“winter”meanswearingasweatertotheofficebecause70degreesfeels“chilly.”
ilovelivinginthedesertbecauseyoudon’thavetogointohibernationandwaitforthewarmweathertomakethingshappen…thingsarealwaysmovingforward.thesamecanbesaidfortheMasterassociation,whichstarts2012thewayitended2011:springingintoaction.
thisissueisfullofinformationonalloftheexcitingandinterestingthingsaffectinghomeownersinDesertMountainthisyear.newlyelectedMasterBoardPresidentJohnGev-linprovidesaveryniceoverviewoftheMasterassociation’s2012Goalsonpagesix.You’llseethatplansareintheworkstodevelopaDesertMountainFoundationthatwillassistwith
fundraisingforprojectsrighthereinthecommunity;thatupgradingcommunitysecurityisunderconsideration;andthattheMasterassociationwillbereachingouttoyouforyourthoughtsandopinionsviasurveysontopicsrangingfromtheserviceweprovidetothetrailsonthenorthernProperties.
speakingofwhich,fundraisingforadditionaltraildevelopmentcontinuesin2012,asDMresidenttroyGillenwaterexplainsinhisarticleonpage22.ifyouhavealreadycontributedtothetrails,thankyousomuch!ifnot,andyouwouldliketo,there’sanenvelopewithinthisissuethatwillenableyoutodojustthat.WeneedyoursupporttocontinuetraildevelopmentonthenorthernProperties.Withyoursupport,theplanistodevelopanadditional15milesoftrails.WehopeyoucanhelptheMas-terassociationreachthisgoal!
Butitisn’tjustprojectsthatmakethiscommunitysointeresting,thepeopleheredothat,too.oneoftheMasterBoard’s2012Goalsistoenergizeandsustainvolunteerinvolvement.incommunityManagerBilloverton’scolumnthismonth,headdressestheimportantrolevolunteersplayincontributingtotheoverallsuccessofcommunitygovernance.Manyoftheassociation’sBoards,committeesandWorkGroupswillbere-energizedthisyearthankstovolunteerswhohavesteppedforwardandofferedtosharetheirexpertiseandknowledgeonhowtomakeDesertMountainevenmorebeautiful,safeandsecure…evenbetterthanitisrightnow.

Buildingoffthestrongfoundationbuiltin2011,theDesertMountainMasterBoardhasestablishedandratifiedaseriesofgoalsfor2012.Predominantly,thesegoalscanbecategorizedinoneoftwoways.First,manyofthegoalsareproject-oriented.theseprojectswillenhancethesustainabilityofthecommunitybyelevatingourattractivenesstopotentialbuyers.ourgoalsalsofocusongrowingourbaseofdedicatedandvestedvolunteerswhograciouslyoffertheirtime,expertiseandexcellentideastomakeDesertMountainthecommunityitistoday.
MasterBoardFocusesProjectsandPeoplein2012
ihaveheardfrommanyofyouonhowmuchyouareenjoyingthesunsetsummittrail,ournewestcommunityamenity.in2012,theMasterassociationwillcontinuetrailsfundraisinganddevelopmentasoneofitsgoals.troyGill-enwater’sarticleonpage22outlineswhatisplannedintermsoftraildevelopmentonthenorthernProperties.ihopeyouwillconsidercontributinginsomewaysowecancontinuetobuildtrailsofvaryinglevelsofdifficultyforourcurrentresi-dentsandtheirguests,aswellasfutureresidents,toenjoy.
PlansarealsointheworkstodevelopaDesertMountainFoundation,whichisanexcellentwaytoraisefundsforprojectsrighthereinDesertMountain.MasterBoardVicePresidentsBobBorschandannMelsheimerarehardatworkdoingthenecessaryresearchtogetthisoffthegroundandiamsureyouwillbereadingmoreaboutthisinanupcomingissueofthismagazine.
communitysafetycoordinatorBillFultztouchesonnewsecurityupgradestheMasterBoardisevaluatinginhisarticleonpage14.asmanyofyouknow,whileDesertMountainisagatedcommunity,wearenotperimeter-secured.Wearelookingatavarietyofoptionstofurtherenhancesecurityinthecommunity;thisisimportant,especiallybecauseDesertMountainisasecondhometomanyofourresidents.

thatmakeDesertMountainunique.sodoesthecontributionoftimeandgreatideasfromourvolunteers.throughtherecentnominatingandelectionprocess,wewereabletoidentifymanynewvolunteerswhoarenowservingonourMasterBoardandvariousMastercommittees.theybringwiththemahostofnewideasthatwillcertainlyre-energizeandre-vitalizethegreatworkcurrentlyinprogress.iamlookingforwardtohear-ingthesuggestions,thoughtsandopinionsofthesevolunteersin2012,astheyworkwiththeirfellowcommitteeandBoardmemberstomakethiscommunityevenbetterthanitistoday.

recycledtirerubber.itwillprovideuVprotection,durabil-ityandcolorretentiontoourpavementsurfaces.twocoatsofMtrwillbeappliedtohalfofthestreetononeday,theotherhalfwillbereceivetheapplicationthefollowingday.

oneofthemoreinterest-ingrevisionsmadeintheDesertMountainMasteras-sociation’srecentlyamendedandapprovedcc&rsistheabilityforanyofthecommunity’s13incorpo-ratedVillagestodissolveitscorporationandoperateasanunincorporatedVillageundertheMasterassocia-
tion’sgovernance.currently,thereare14unincorporatedVillagesworkingunderthisconstruct.roseQuartzwillsoonbethe15th.
Myobservationsandexperienceservingasboththesecre-tary(andearlier,asthePresident)oftheroseQuartzVillageBoardofDirectorsandasaDirectorontheDesertMoun-tainMasterBoardhaveledmetobelievethatthisisagooddecision.theMasterBoardhasdoneafinejobofmanagingtheaffairsoftheunincorporatedVillagesandthereisnolackofattention,specificityoroversight.
Withthatasabackdrop,andgiventheopeninvitationtomembersofunincorporatedVillagestochoosearepresenta-tivetoserveonthecouncilofPresidents(acommitteemadeupofthePresidentsoftheincorporatedVillageswhoworkwiththePresidentoftheDesertMountainMasterBoard),myfellowroseQuartzVillageBoardmembers,LeeGarciaandGaryrathburn,andidecidedtoreviewouroptionsandconsiderunincorporatingtheVillageofroseQuartz.
A Little HistoryroseQuartzwasoneof13incorporatedVillagesin
DesertMountain.eachoftheseVillagesrequireanelectedboard,fullmonthlyfinancialstatements,quarterlyandannualmeetings,auditsandtaxreturns,andmanyotheroverheadexpenses.oftentimes,gettingcandidatestorunandserveontheseboardscanbedifficult,especiallyinthesmallerVillages.theadministrativecostofmanagingtheelections,schedulingandholdingallthemeetingsandadministeringthepaperworktomaintaintheVillagesascorporationsissignificant,asaretheaccounting,auditing,taxesandotheradministrativetasks.
Bycomparison,thereare14unincorporatedVillagesgov-ernedbytheMasterassociation.assuch,thereisnoduplica-tionofvolunteerrepresentationorexpenseintheseVillages.
Whenthecc&rswerebeingrevised,someincorporatedVillageBoardrepresentativesaskedthattheyhavetheoptionfortheirownVillagetodecidewhetherornottheywantedtodissolvetheircorporationandoperateasanunincorpo-ratedVillagegoingforward.therewasnoprovisioninthepreviousMasterDeclarationthatclearlyallowedthis;article14.8inthenewDeclarationnowallowsanyincorporatedVillagetodissolveitscorporationsolongastheownersinthatVillageapproveitaccordingtotherulesoftheirownGoverningDocuments.
Taking the Steps Toward Unincorporation WhenspeakingwithmyfellowVillageBoardmem-
bers,werealizedthatmostofwhatwehadbeendoingwasperfunctoryandthediscussionswewerehavingre-gardingourVillagebudget,reservesandduesincreasescouldeasilyandsuccessfullybehandledbytheMasterBoard.onaverage,asvolunteers,wewerepreparingforandattendingfourmeetingsayear,whichinvolvedasignificantamountofourtimeandstafftimeandresourcesintermsofpreparingBoardinformationalpackets,budgetsandreservestudies,attendingmeetingsandpreparingmeetingminutes,etc.ByunincorporatingourVillage,werealizedwewouldbereducingalotofadministrativepaperworkandthattherewouldbesav-ingsinmanpower.
Further,myfellowVillageBoardmembersandihavebeenservingontheroseQuartzBoardforseveralyears.intheprevioustwoelections,residentswereinvitedtorunfortheBoard,butwereceivednoofferstovolunteer.
Forallofthesereasons–theMasterBoard’ssuccessinmanagingtheaffairsofthe13incorporatedVillages,theaddedtimeandexpenseofbothVillageBoardmembersandstafftoprepareforandattendmeetings,theabilityforaroseQuartzVillagerepresentativetoserveonthecouncilofPresidents,andthelackofvolunteersinterestedinserv-ingontheBoard–theroseQuartzVillageBoardofDirec-torsdecidedtotakethenecessarystepstowardsdissolvingourVillage.
Membership Supports Decision, Paperwork in Process
asrequiredbytheamendedcc&rs,ourVillageBoardwenttothemembershipofroseQuartzfortheirapprovalonthisveryimportantdecision.iamhappytoreportthat43propertyownersapprovedourrequestforunincorporation.therewasonlyone“no”votereceived.
WhytheVillageofroseQuartzDecidedtoun-incorporate

today,allofourpaperworkhasbeenfiledandapprovedbyourlegalcoun-sel,ekmarkandekmark.WearenowwaitingforboththeDesertMountainMasterBoardandtheDesertMountainclubBoardtoapproveourdissolutionrequest.BothBoardshadearlierinfor-mallyindicatedtheyhadnoproblemwithanyVillagetakingsuchaction.
Is Unincorporation Right for Your Village?
nowthattheVillageofroseQuartzhasgonethroughthisprocess,andireportedonourexperiencehere,otherVillagesmaybeinterestedinpursuingthisoptionaswell.ForVillagesthatarelargerandmorecomplexthanroseQuartz–thosewithuniqueinterestsandconcerns,withvolunteersinter-estedinservingontheVillageBoardofDirectors,andwithactiveBoardswhowishtoremainincontroloftheirVil-lageaffairs–stayingincorporatedmaybethebestoptiontopursue.
ForVillagesthataresimilartoroseQuartzinsizeanddiversity,arelackinginvolunteers,andwouldliketoseetheHoastaff’stimeandresourcesbetterspentonotherendeavors,unincorpo-rationmaybeworthpursuing.Beforegoingthroughthetimeandexpenseofpursuingthisprocess,imightrecom-mendtakinganinformalstrawpollofyourVillage’sownerstoseeifthisisanoptiontheywouldliketheirVillageBoardtopursueandiftherearevol-unteerswhoarewillingtoserve.onceyouascertainwhetherornotyouhaveyourconstituents’support,thepathtopursuewillbecomeveryclear.
With14unincorporatedVillagesbe-ingwell-managedwithstrong,solidandprofessionaloversightbytheMasterassociation,whichisattunedtoeachoftheseVillages’uniqueneedsandrequirements,iamconfidentthattheVillageofroseQuartzwillcertainlygettheattentionitdeserves.Whileunincorporationiscertainlynota“onesizefitsall”approach,theroseQuartzVillageBoardofDirectorsfoundittobeaperfectfitforourVillage.n

Helpful Hints to Protect Your Homeinfouroftheincidentsreferencedabove,itisimportant

thisspring,theywillperformatthecochise-GeronimoclubhouseonFriday,april13,andonFridayandsatur-day,april20and21atthecavecreeksmokeHouse.theprogramisentitled,“Let’sgototheMovies”andincludesperformancesbytheupscaleKids.
oneoftheprimaryobjectivesistoencouragevocalmusicamongyoungpeopleinourarea,whichtheupscalesingersdointhreeways:
•theygivevocalscholarshipsbaseduponauditionstohighschoolandjuniorhighschoolsingers;
•theysendyoungpeoplewithspecialneedstoasummermusiccamp;and
•theygivegrantstolocalhighschoolmusicteacherstopurchasemusicfortheirclasses.
inseptember,2011theupscalesingersheldauditionsandawarded14vocalscholarships,seventohighschoolperformersandseventojuniorhighschoolperformers.thenamesoftherecipientsappearbelow.
inJune,2011,theupscalesingerssenteightspecialneedskidstothearizonaMusicandDancecamp.inaddi-tion,theupscalesingershadthefunexperienceofattend-ingonedayatthecampandperformingafewnumberswiththesechildren,whoreciprocatedbyperformingfortheupscalesingers.
Finally,overthepasttwoyears,theupscalesingershaveawardedgrantstoseventeachers,whichhashadapositiveeffectonthemusicprogramsfor1,200kids.KarenWeaver,amusicteacherandchoirdirectorfromanthemschool,isusingher$400grantmoneytopurchasemusicforhersixth,seventhandeighthgradechoirs.“Wearesoapprecia-tiveoftheupscalesingers’grant,”shesays.“Musicissoexpensiveandnowmychoirscansing25songsthroughouttheyear.”
