CHAPTER 1CONSTITUTION AND BY LAWS OF

SPORTS COMMITTEEDISTRICT 37 AMA, INC.

(A CALIFORNIA CORPORATION)

ARTICLE I--NAME: SPORTS COMMITTEEDISTRICT 37 AMA, INC., hereinafter referred toas the "Sports Committee, Inc." The initials AMArefer to the American Motorcyclist Association.

ARTICLE II--PURPOSE:

Section 1 The purpose of the SportsCommittee, Inc., is operating as thegovernmental body of District 37, making rules,regulations and decisions thereto, with theexception of professional events and to betterthe sport of motorcycling and to assist themember committees in dealing with their ownproblems as they arise.

Section 2 This organization is organizedexclusively for educational purposes within themeaning of section 501(c)(3) of the InternalRevenue Code.

Section 3 Notwithstanding any otherprovision of these articles, the organization shallnot carry on any other activities not permitted tobe carried on (a) by an organization exemptfrom Federal income tax under section 501(c)(3)of the Internal Revenue Code of 1954 (or the

corresponding provision of any future UnitedStates Internal Revenue Law) or (b) by anorganization contributions to which aredeductible under section 170(c)(2) of the InternalRevenue Code of 1954 (or the correspondingprovision of any future United States InternalRevenue Law).

Section 4 Upon the dissolution of thiscorporation, after paying or adequatelyproviding for the debts and obligations of thecorporation, the remaining assets shall bedistributed to a nonprofit fund, foundation, orcorporation which is organized and operatedexclusively for charitable, educational, religiousand/or scientific purposes and which hasestablished its tax-exempt status under section501(d)(3) of the Internal Revenue Code.

ARTICLE III--PRINCIPAL OFFICE:

Section 1 The principal office of thecorporation is fixed and located at {ADDRESS OFTHE ELECTED BOARD CHAIR}.

Section 2 The Board of Directors is grantedfull power and authority to change the principaloffice location within the geographicalboundaries of District 37.

Section 3 Any change shall be noted by theSecretary opposite this Article III but shall not beconsidered an amendment of this Constitutionand By Laws.

ARTICLE IV--MEMBERS:

Section 1 The Sports Committee, Inc. shall besupervised/governed/managed/controlled by

the Board of Directors and shall consist of three(3) distinct Committees:

a. The Off-Road Committee,b. The Road Riding Committee,c. The Dual-Sport Committee.

Section 2 Additional committees may becreated by a two-thirds vote of the entire board.

Section 3 Membership in the SportsCommittee, Inc. shall be open to any AmericanMotorcyclist Association Chartered Club orChartered Promoter, within the geographicalconfines of District 37, upon completion of thefollowing:

a. Proper application made through theSecretary of the appropriate committee.b. Approval by a majority vote of themembership of that Committee.c. Payment of membership fee.d. An agreement to abide by theConstitution, By Laws, rules and decisionsof this non-profit corporation, signed bythe club president, and submitted each yearat date board

ARTICLE V--BOARD OF DIRECTORS:

Section 1 Powers and Duties:a. Enter into written contracts on behalfof the Sports Committee, Inc.b. Provide long-term direction to thecommittees and insure that committeeConstitutions, By Laws and rules areconsistent with the corporate constitutionand the laws of California.c. Provide guidelines for andapprove/disapprove of annual Committeebudgets. Disapproval may be overridden

by a 2/3 vote in the affected committee. Abudget that proposes a net loss for theyear must be approved by a 3/4 vote of thecommittee. No budget that proposes anegative bank balance can be approved. Inthe absence of an approved budget, theBoard of Directors may, at its discretion,manage the financial affairs of a Committeeuntil a budget is approved.d. Take over the operation of aCommittee if, by a 3/4 vote of the board, itis decided that the Committee has acted orplans to act in a manner that will jeopardizethe corporation.e. Take care of corporate business:

i. Filing tax returns.ii. Submitting the annual report to

AMA.iii. Authorize the use of the corporate

seal.f. Monitor Committee elections.g. Submit board budgets requestingfunding to cover board operating costs toeach Committee. Committees are requiredto fund the cost of filing tax returns.h. Promote corporate fund-raisingevents.i. Promote coordination betweenCommittee District Legislation Officeractivities.j. Coordinate the interaction betweenthe AMA and the Committees.k. Schedule the annual meeting and therisk management meeting andcongressional election. The date, time, andplace must be announced to theCommittees no later than June 30.l. These powers to be exercised andduties to be carried out with due diligence

and always in the best interest of thecorporation.

Section 2 Qualifications:a. The Board of Directors shall consist ofthe following:

i. All current permanent boardmembers

ii. The President, Treasurer, Refereeand District Legislative Officer ofeach Committee who shall becomepermanent Board Members.

iii. District Congress representativesshall serve as Board Membersduring their term of office ascongress representatives (two years).

iv. Directors from each Committee shallhave attended fifty percent (50%) ofthe regular meetings of theirCommittee and two thirds of theBoard of Directors meetings heldduring the fiscal year or forfeit theirboard membership. (Exempt fromthese attendance requirements are:Jim Geddes and Al Guzman. Boardmembers who have not met theserequirements shall presentthemselves at the annual meeting,at which time their status will bereviewed, and representatives of themember clubs and charteredpromoters will vote on whetherthese individuals shall continue tobe on the Board.

Section 3 Removal or Resignation ofDirectors:

a. Any individual Director may beremoved from office for cause at any time

by a majority vote of the active members ofthe corporation in attendance at a specialmeeting called for that purpose.b. Any Director may resign at any time bygiving written notice to the Board. Anysuch resignation shall take effect at thedate of the receipt of such notice or anylater time specified therein; and, unlessotherwise specified therein, the acceptanceof the resignation by the Board shall not benecessary to make it effective. A boardmember may request a leave of absence. Ifgranted by a majority vote of the board,attendance requirements are waived for theduration of the leave.

Section 4 Compensation: The Directors shallserve without compensation.

Section 5 Meetings:a. The first meeting of the Board ofDirectors in each fiscal year shall be on thesecond Tuesday in February.b. A board meeting may not beadjourned until the next board meeting isscheduled. The board secretary shall notifythe Committees of the date, time and placeof all scheduled board meetings.c. Other meetings may be called at anytime by any three (3) members of the Boardby notification of all Board members noless than forty-eight (48) hours prior to saidmeeting.

Section 6 Non-Liability of Directors: TheDirectors shall not be personally liable for thedebts, liabilities, or other obligations of thecorporation.

Section 7 Election and Duties of BoardOfficers:

a. The chairman shall be elected from themembers of the board at the beginning ofthe first board meeting of the fiscal yearand begin his term at that time. It shall behis duty to chair the Board of Directorsmeetings.b. The Corporate Financial Officer (whoshall not be the current Treasurer of aCommittee) shall be elected at thebeginning of the first board meeting of thefiscal year and begin his term at that time.His duties consist of:

i. Filing corporate tax returns.ii. Reviewing the on-going financial

status of the Committees based onfinancial reports supplied by thecommittees and reporting any outof budget expenditures to theboard.

iii. Submitting the annual report to theAMA.

c. The secretary shall be elected at thebeginning of the first board meeting of thefiscal year and begin his term at that time.His duties consist of:

i. Maintaining an attendance record.ii. Keeping board meeting minutes and

mailing copies to board members.iii. Notifying Committees of scheduled

board meetings.

Section 8 Quorum: A quorum for boardmeetings consists of one half plus one of theboard members.

ARTICLE VI—MEETINGS:

Section 1 The Board of Directors willschedule, organize, and conduct the AnnualMeeting where:

a. Amendments to Sports Committee,Inc. Constitution and By Laws may bemade.b. Status of delinquent board memberswill be determined.

Section 2 Special Meetings:a. Special Meetings may be called andheld as may be directed by 2/3 of theBoard of Directors or by twenty-fivepercent (25%) of the members.b. Notice of Special Meetings shall bemailed to each member club and charteredpromoter at his address as shown on theCommittee's records not less than seven (7)working days prior to the meeting. Noticeshall be deemed complete when said noticeis sent via e-mail or duly addressed anddeposited in the United States Mail withsufficient time allowed for receipt seven (7)working days or more prior to the meeting.

Section 3 Representation at the AnnualMeeting and Special Meetings:

a. Two representatives from CharteredClubs.b. One representative from CharteredPromoters.c. Clubs or promoters shall have only theabove number of representatives even ifthey belong to more than one Committee.

Section 4 Quorum: A quorum at the AnnualMeeting and Special Meetings consists ofrepresentatives from at least 2/3 of thecorporation members.

Section 5 The Board of Directors willschedule, organize, and conduct a meetingevery year for AMA related activities where:

a. Congress representatives will beelected.b. A risk management session will beconducted.

ARTICLE VII--COMMITTEES:

Section 1 Each Committee shall have its ownPresident, Vice President, Secretary, Treasurer,and District Legislative Officer, and, if applicable,a Referee or equal.

Section 2 Any monies received by aCommittee shall be used solely for its businessor activities except for the pro-rated (based onthe gross income of each committee) cost offiling corporate tax returns, corporate liabilityinsurance, and other corporate expensesapproved by the Committees. Such costs will bepaid from Off-Road Committee funds with pro-rated reimbursement being made by the otherCommittees.

Section 3 The Committees will besupervised/governed/ managed/controlled bythe Board of Directors of Sports Committee, Inc.and bound by the Constitution and By Laws ofSports Committee, Inc.

Section 4 Committees shall not enter intowritten contracts.

ARTICLE VIII--MISCELLANEOUS PROVISIONS:

Section 1 Fiscal Year: The fiscal year of theSports Committee, Inc. shall be from January 1through December 31.

Section 2 Corporate Seal: The Corporationshall have a seal that shall be in such form andcontain such matter as shall be specified byresolution by the Board of Directors. The sealshall be affixed to all corporate instruments, butfailure to affix it shall not affect the validity ofany such instrument.

Section 3 Corporate Legal Obligations:Except as otherwise provided by law and thisConstitution and By Laws, promissory notes,orders for payment of money, and otherevidences of indebtedness of the SportsCommittee, Inc., shall be signed by the BoardChair and the Corporate Financial Officer whenauthorized by the board. The Board Secretarymay sign if one of the officers is unavailable.Authorization will be considered to have beengranted for explicitly budgeted items when anapproved budget is in place. In order torespond to last minute changes to contracts, aBoard committee consisting of at least oneboard member from each of the Committeesmay be formed and empowered to approvechanges to authorized contracts by a unanimousvote of the committee.

Section 4 Construction of Terms: As used inthese By- Laws.

a. The present tense includes the pastand future tenses, and the future tenseincludes the present.

b. The masculine gender includes thefeminine gender.c. The singular number includes theplural and the plural number includes thesingular.d. The word "shall" is mandatory and theword "may" is permissive.e. The words "Trustees", "Directors", and"Board", as used in the Articles ofIncorporation or in these By-Laws inrelation to any power or duty requiringcollective action, mean the Board ofDirectors.f. Accredited member clubrepresentatives, members of the Board ofDirectors and no one else shall have thefollowing rights and duties:

i. Propose resolutions, legislation, etc.,for action by the Board of Directors.

g. A person holding more than one officemay vote only once on any issue.h. Each member club of the SportsCommittee, Inc. shall be responsible for theadministration of the rules and regulationsof the Sports Committee, Inc., which pertainto the operation of club-promoted events.i. Attendance at a meeting requiresphysical presence for the duration of themeeting unless voting by proxy has beenauthorized in advance.

ARTICLE IX—AMENDMENTS: These By-Lawsmay be amended by a 2/3 vote of the regularmembers of the Sports Committee, Inc. inattendance at a Special Meeting called for thatpurpose or at the Annual Meeting.

CHAPTER 2OFF-ROAD COMMITTEE BY LAWS

ARTICLE I --Rights and Duties:

Section 1 The Off-Road Committee shall havethe following rights and duties:

a. Draft, amend, adopt and administer itsown standing rules;b. Determine entry fees for District 37sanctioned events;c. Rule on all matters pertaining topenalties against member clubs andchartered promoters and/or the admissionof chartered clubs or chartered promoters.d. Veto by a three quarter (3/4) votechanges to Competition rules at the nextmeeting following the changes.

ARTICLE II --Meetings of Members:

Section 1 The annual meeting of themembers of the Off-Road Committee shall beheld at 7:30 p.m., on the first Thursday ofOctober of each year, and special meetings maybe called and held as may be directed by thePresident and two other officers or by twenty-five percent (25%) of the members.

Section 2 Notice of special meetings shallbe mailed to each voting member at his addressas shown on the Off-Road Committee's records.Notice shall be deemed complete when saidnotice is duly addressed and deposited in theUnited States Mail with a postmark seven (7)days or more prior to the meeting.

Section 3 The Off-Road Committee shallmeet on the first Thursday of each month,except when that Thursday falls on a nationalholiday, then said meeting shall be held on thefollowing Thursday.

Section 4 Notice of all regular and annualmeetings is hereby dispensed with.

Section 5 Meetings shall be governed by"Robert's Rules of Order" and other rules thatmay be made and revised from time to time.

ARTICLE III --Voting by Members:

Section 1 The individual member Off-Roadclubs shall choose two (2) Off-Road CommitteeRepresentatives and may choose a first andsecond alternate to serve in the absence of thetwo regular representatives. Voting at regularand special meetings of the Off-RoadCommittee to be exercised as follows:

Section 2 Each member club shall have two(2) votes;

Section 3 Each vote to be exercised by one ofthat member club's representatives or alternateactive in place of an absent representative;

Section 4 One of the club representativesshall be the club referee.

Section 5 Chartered Off-Road promoters willappoint one (1) representative and one (1)

alternate, and each chartered promoter willpossess one (1) vote only. Said vote may beexercised by representative, or alternate actingin place of an absent representative.

a. All the aforementioned representativesshall be accredited, in writing, to theSecretary of the Off-Road Committee bythe member club officers.b. Should a club desire to make a changein its representation, said club shall notifythe Secretary of the Off-Road Committee inwriting, prior to the start of the meeting atwhich said club desires the change ofrepresentation to become effective.c. Officers and current members of Boardof Directors who came from the Off-RoadCommittee are voting members of the Off-Road Committee.

ARTICLE IV --Expulsion:

Section 1 Any member Off-Road club orchartered promoter may be placed on probation,suspended, fined, or removed from the Off-RoadCommittee roll for conduct unbecoming a club, by thefollowing:

a. At the request of the President or amajority of the off-road committee officers adetermination of such conduct will be made bythe Board of Directors, and a recommendationbased on a majority vote to do nothing, placeon probation, suspend, fine, or expel will besubmitted to the Off-Road Committee.b. Two-thirds (2/3) vote is required from theOff-Road Committee to place on probation,suspend, fine, or expel club or charteredpromoter.c. After the recommendation by the Board ofDirectors, but prior to a vote to place onprobation, suspend, fine, or expel by the Off-Road Committee, conditions and terms of fines,

suspension or probation as well as periodof time for either suspension or probationshall be clearly spelled out for theoffending club and prepared and servedpersonally or by duly posting in the UnitedStates Mail Service upon such charteredpromoter or member club. Said promoteror member club shall have ten (10) days inwhich to prepare and present a defense tothe statement of charges. Expulsion fromsaid Off- Road Committee immediatelyterminates all rights and privilegesaccompanying membership.

ARTICLE V --Termination of Membership: Anymember club or chartered promoter in goodstanding whose account is fully paid may resign,and resignation shall be accepted at the nextmeeting of the Off-Road Committee and shallbe effective as of the date of resignation.Notwithstanding any termination ofmembership, all sums due to the Off-RoadCommittee from any member shall be due andremains a debt in favor of the Off-RoadCommittee and shall be enforceable against themember or his estate.

ARTICLE VI --Quorum: The presence in personof a majority of the membership of the Off-RoadCommittee shall constitute a quorum for thetransaction of business at any meeting ofmembers. There shall be no voting by proxy.No single vote shall be split into fractional votes.

ARTICLE VII --Officers:

Section 1 Number and Titles:a. Elected officers shall be a President, aVice-President, a Secretary, a Treasurer, a

District Legislative Officer (DLO), a Referee,and Competition Committee Stewards.b. The President shall appoint aNewsletter Editor, a Web Master, and twoRider Representatives. There shall beconfirmation votes at the first Off-RoadCommittee meeting following theappointment.

Section 2 Qualifications of elected officers:a. To be nominated and elected as anofficer of the Off-Road Committee amember shall:

i. Be an accredited member of aDistrict 37 Off-Road member club;and

ii. Be an accredited member of theOff-Road Committee for theprevious six (6) months.

iii. All Competition Committeemembers shall have attained either:Intermediate, Expert, or "A" Endurostatus for at least one (1) year,

iv. Or must have participated in at leastten (10) District 37 desert events peryear, five (5) District 37 Enduropoints paying events, or four (4) GPsper year for the previous three (3)years.

v. This requirement may be waived bya two-thirds (2/3) vote of the Off-Road Committee.

Section 3 Election and Terms of Office:Nomination for these offices except Refereeshall be held at the September and Octoberregular meetings of the Off-Road Committeewith final election at the October meeting. All

the above officers shall serve from February 1through January 31.

Section 4 Removal or Resignation ofOfficers:

a. Any individual Off-Road Committeeofficer may be removed from office forcause at any time by the vote of a majorityof the Off-Road Committee.b. Any Off-Road Committee officer mayresign at any time by giving written noticeto the President.c. Any such resignation shall take effectat the date of the receipt of such notice orany later time specified therein; and, unlessotherwise specified therein, the acceptanceof the resignation by the President shall notbe necessary to make it effective

Section 5 Vacancies:a. Vacancies among the officers shallexist on the death, resignation or removalof any officer.b. Vacancies shall be filled byappointment by the President withconfirmation by majority vote of the Off-Road Committee at the first meetingfollowing the appointment.c. The appointment shall be for theunexpired term of office.

Section 6 Compensation: The officers shallserve without compensation.

Section 7 Non-Liability of Officers: Theofficers shall not be personally liable for thedebts, liabilities, or other obligations of thecorporation.

Section 8 Duties of the President:a. The President shall be the chiefexecutive officer of the Off-RoadCommittee.b. He shall perform all duties incident tohis office and such other duties as providedin these By Laws or as may be prescribedfrom time to time by the Off-RoadCommittee.c. He shall preside over the Off-RoadCommittee meeting and select thecommittee and supervise the quarterlytreasury audit.d. He shall see that job descriptions areavailable for all officers, descriptions are tobe presented for review by the August Off-Road Committee meeting, and that a votefor approval is taken at the annual Off-Road Committee meeting.

Section 9 Duties of the Vice-President:a. The Vice-President shall perform theduties of the President in his absence or ifhe is otherwise unable to act.b. He shall also perform such other dutiesas may be prescribed from time to time bythe Off-Road Committee.

Section 10 Duties of the Secretary:a. The Secretary shall keep the minutesof all meetings of the Off-Road Committeeand Competition Committee.b. Shall give all notices as are required bylaw or by these By Laws; and generallyc. Shall perform all duties indicative tothe office of Secretary and such otherduties as may be required by law, by theArticles of Incorporation or by these ByLaws, or which may be assigned to him

from time to time by the Off-RoadCommittee.

Section 11 Duties of the Treasurer:a. The Treasurer shall have charge andcustody of all funds of the Off-RoadCommittee,b. Shall keep and maintain adequate andcorrect accounts of the Off-RoadCommittee's properties and businesstransactions,c. Shall prepare a quarterly financialreport to be presented to the body of theOff-Road Committee. The Board ofDirectors may conduct an audit at any timewithout notice;d. The Treasurer shall be bonded for atleast twenty-five thousand dollars($25,000); ande. Shall in general perform all duties asmay be required by law, by the Articles ofIncorporation, or by these By Laws, orwhich may be assigned to him from time totime by the Off-Road Committee.f. The Treasurer's records shall be auditedevery three months by Off-RoadCommittee club representatives appointedby the Off-Road Committee President.

Section 12 Duties of the Referee:a. The Referee shall preside over anddirect the Competition Committee.b. Shall assign race dates according tothe Off-Road Committee standing rules.c. Shall be the facilitator of the dateboard.

Section 13 Duties of the District LegislativeOfficer (DLO):

a. The DLO will be responsible for thegathering of information from AMA,governmental agencies and other sourceson subjects that affect membership.b. The DLO will also act as a contact forthe organization on legislative matters andwill write letters on behalf of District 37.c. The DLO will also request input fromthe members of District 37 when a majordecision or recommendation is requestedby various governmental agencies.d. In addition, the DLO will copycorrespondence to the President of the Off-Road Committee, the Road RidingCommittee, and Dual Sport Committee.e. The DLO will attend public hearingsand meetings and will coordinate withother off-road vehicle organizations inmatters of mutual interest.

ARTICLE VIII --Competition Committee:

Section 1 Rights and Duties: TheCompetition Committee shall have the followingrights and duties:

a. Establish and administer the generalrules of competition.b. Rule on all matters pertaining topenalties against individual contestants;c. Hold hearings and makerecommendations on all matters pertainingto penalties against member clubs;d. Set up and administer a point systemand issue rider identification cards andnumbers;

e. Make final resolution of disputesbetween promoting clubs and contestantsupon receipt of a written protest;f. Report changes to Competition rulesto the Off-Road Committee at the next Off-Road Committee meeting and publish thechanges on the D37 website.

Section 2 Members:a. The Competition Committee shallconsist of the elected Stewards, two electedmembers at large, Referee, one appointedrep from each of the following committeesD37 H & H, Sprint Enduro and Grand Prix.b. The Referee shall be elected by thecurrent Competition Committee fromamong its members to serve the followingyear.

Section 3 Meetings: Meetings of theCompetition Committee shall be monthly on theWednesday that follows the Off-RoadCommittee meeting.

ARTICLE IX --Free Competition Cards andReduced Event Entry:

Section 1 All officers, Stewards, members ofthe Board of Directors, and No. 1 Amateur cardholders (when the No. 1 card holder is applyingfor or riding under his number) shall receive freecompetition cards, and all of the above-mentioned members plus Legends receivereduced event entry fee of $18.00 for desert and$10.00 for GP.

Section 2 Shall receive free admittance to thepremises of any District 37-member club event.

CHAPTER 3STANDING RULES

ARTICLE I – Eligibility to hold office:

Section 1 For an individual to be eligiblefor nomination and election to an Off-RoadCommittee office, he must:

a. Be an accredited representative of aDistrict 37-member club, orb. Have been an accredited member ofthe Off-Road Committee for six months.c. An Election Committee (assigned bythe Board of Directors) shall be responsibleto see that all offices have qualifiedrepresentatives for nominees.

ARTICLE II Entry Fees: (This includes D37 fees,scoring fees and Rescue 3.)

Section 1 Entry fee for Hare and Houndcannot exceed $53.00. Entry fee for National orRegional Championship Hare and Hound cannotexceed $60.00.

Section 2 Entry fee for Desert Scramblescannot exceed $53.00. Entry fee for National orRegional Hare Scrambles cannot exceed $60.00.

Section 3 Entry fee for European Scramblescannot exceed $53.00.

One dollar may be added to the fees ina, Article II section 1 or 2 above withoutOff-Road Committee approval if the bombrun is open on Saturday, there are nopoints-paying events, and there is anambulance in attendance.

ARTICLE III – Restriction of classes: Clubswishing to restrict events to certain classes ofmachines and riders shall do so only with priorapproval of the Off-Road Committee.

ARTICLE IV – Sanctions:Member clubs must apply for Off-RoadCommittee sanctions for sporting eventsthrough the Off-Road Committee. Open datesmay be used by a club upon the approval of theDistrict Referee.

Section 1 Desert events to be held on thefirst Sunday of a month, except Enduros and Off-Road Committee promotion, will not berecognized by the Off-Road Committee as pointevents. Desert races shall be held only thesecond and fourth weekend of the month andan Enduro shall not be held on the same day asa desert race.

Section 2 Grand Prix-type events: onlyeight (8) such events shall be sanctioned for theyear.

Section 3 Clubs shall apply for these dates atthe annual date board meeting.

Section 4 No competing events shall bescheduled for that date.

Section 5 Enduro type events shall paypoints in the Desert Division until 12/31/21.

ARTICLE V - The AMA Rulebook shall befollowed in its entirety except for District 37 Off-Road Committee Supplement Rules pertainingto the type of events being promoted. Any clubdisregarding the above rulebooks shall have allfuture sanctions suspended until a hearing bythe District 37 Competition Committee can beheld and disciplinary action taken if necessary.

ARTICLE VI - Clubs may retain "copyrightprivileges" to the names of their traditionalevents by requesting same in writing to the Off-Road Committee.

ARTICLE VII - Date Board:

Section 1 The date board meeting shall beheld in the first week of April each year, with thedate, time, and place to be set by the president.

Section 2 A Desert club's choice of a Desertdate shall be determined by the club's Desertpoint standing for the previous year, i.e., numberone club, first choice; number two club, secondchoice; etc., until all clubs that have earnedpoints in the previous year have chosen. Clubsthat have earned no points, new clubs, andcharter promoters shall then be called inalphabetical order.

Section 3 In the event two clubs choose thesame date, it shall be determined by the body ofthe Off-Road Committee present as to whichclub will be awarded the date. Any club that hasmoved from a date two times shall go directly toan open date or be withdrawn from the dateboard entirely.

Section 4 There shall be no District 37 raceson the last two weekends of December eachyear.

ARTICLE VIII – Club:

Section 1 No member club of the Off-RoadCommittee shall permit any of their clubmembers to compete in any event sponsored bythat club. At National or RegionalChampionship events riders may request toreceive National or Regional Championshippoints by request of the Off-Road committee.

Section 2 No rider or club shall be allowed toearn desert points in their own event or inanother club's event on the same day as theirevent except work points.

Section 3 Any infraction of this rule wouldpenalize all members of the sponsoring club50% of their points earned to the date of theinfraction. District 37 recognizes a bona fidemember of a sanctioned D37 club as stated ontheir D37 application.

Section 4 Any changes in club status must besent in writing to the appropriate steward andthe District secretary. Falsification of club statuswill result in loss of 50% of points earned by theoffending rider for the entire year.

ARTICLE IX – Notification of Results:

Section 1 Member clubs and promoters whopromote a sanctioned sporting event must maila complete result sheet within 16 days after theevent (3) weeks for a 2-day event) to all thecontestants who have self-addressed anenvelope or name tag at signups. Postingresults on the D37 website will be a sufficientmeans of posting results for all those who didnot elect to have results mailed.

Section 2 Results shall include thefollowing:

a. Name and date of event in bold type.b. Name and District 37 riding number(or temp. National, or pie plate number) ofall finishers, DNFs, DQs and club membersearning work points.c. Rider club affiliation if known.

d. Riding classification (Beg., Nov., Inter.,Ex., AA or Enduro AA, A, B, C, D), andengine displacemente. Overall finishing position.f. Number of entries in each class.g. Name and phone number of referee.h. If trophies or awards are to bepresented, the results shall set forth thedate, time and place they will be presentedor available. Said date and time shall be onor before 45 days from the date results arerequired to be reported.i. List club’s members who are to receivework points. As a minimum list them byDistrict number, AMA number, name, classand skill at the end of the rider results (one-loopers at the end of the one-loopfinishers, two-loopers at the end of thetwo-loop finishers). Annotate “wrk” inplace of their overall finish position; listthem after the DNF’s and before any DQ’edriders.j. Club results posted on the District webpage are not considered official until theclub has e-mailed, mailed (postmarked)rider and steward results or posted resultsat the race in accordance with AMA rules.

Section 3 The clubs and promoters shallreport results of their events to the CompetitionCommittee in the following manner, asprescribed by that committee:

a. Not later than 16 days following thedate of the event by e-mail or first-classmail.b. A complete set of finishing results assent to the riders, in addition to thestandard report forms shall be sent to theCompetition Committee Stewards and a

complete set of results in electronic formatto the District Webmaster.c. A complete set of results as sent to theriders shall be sent to the District 37Referee by e-mail or first-class mail within16 days of the event.

Section 4 Delinquency more than 31 daysafter the date of the event shall result in the lossof 50% of all club members’ work points earnedat the event

a. Two-day events shall have 3 weeks tocomply with a, b, and c.b. Corrections of results shall besubmitted in writing to the Referee,Stewards, and affected riders within seven(7) days of the discovery of the errors.

ARTICLE X - Emergency Response - Clubspromoting District 37 point’s events shall have abona fide ambulance with attendants present atthe event.

ARTICLE XI – Penalties:

Section 1 The Off-Road Committee shall havethe power to penalize any member club forinfraction of District 37 rules. Penalties mayconsist of the following:

a. Fines (up to $1.00 per rider),b. Loss of club points (up to 50%), loss ofclub member points (up to 50%) and/orloss of subsequent points events.c. Clubs may be fined up to $10.00 perimproperly filled out temporary application,money not properly submitted to Districttreasurer or for applications not submittedto the Stewards within the allotted timeframe.

Section 2 Other penalties may be imposed ifthe club agrees to the penalty.

Section 3 Penalties recommended by theCompetition Committee will be enforced unlessvetoed by the Off-Road Committee by a two-thirds (2/3)-majority vote of those present.

ARTICLE XII – Course clean up:

Section 1 Clubs shall not litter the highwaysleading to the scene of their events. Directionsto the area should be included on postersadvertising the events.

Section 2 Clubs shall provide sanitary facilitiesat the events for both men and women, havingadequate concealment from public view. Failureto comply will result in a fine of 120% of the costof supplying sanitary facilities.

Section 3 Clubs must provide for clean-up ofpit and spectator areas at all events.

Section 4 Clubs shall provide a thoroughcourse clean-up three (3) days after the runningof any desert event.

a. Additionally, club(s) shall comply withall stipulations and/or requirements as setforth within the Special Recreational Permit(SRP) as issued by the BLM for their event.b. Failure to comply with theserequirements and/or time frames as statedshall result in the following penalties beingassessed to/against the offending cluband/or club members as appropriate:

i. Club paying for services D37 (orBLM) provides or arranges for, to

complete tear down and/or cleanupof club’s course and/or pits etc.

ii. Club shall be fined five hundreddollars ($500.00), which will be paidinto the D37 Off-Road general fund.

iii. Club shall be penalized 50% of allclub points earned for the year.

iv. As appropriate individual clubmembers may be penalized up to50% of their earned points for theyear.

ARTICLE XIII – Good Standing:

Section 1 No District 37-member club shallbe in good standing unless all rules are compliedwith, and all dues, fines, penalties, andassessments are paid when due.

Section 2 Any District 37-member club foundnot to be in good standing shall forfeit all rightsand privileges normally afforded a District 37club.

ARTICLE XIV – Motions: All Off-RoadCommittee motions must be made in writing.

ARTICLE XV – Non- Sanctioned Events:

Section 1 No member club of the Off-RoadCommittee shall schedule or promote a non-sanctioned, non-point, or "outlaw" event on anyweekend that a member club of the Off-RoadCommittee is conducting a sanctioned pointevent.

Section 2 Any possible exceptions such as a"field meet" or "fun run" or an event outside ofDistrict 37 boundaries must be approved by a

majority vote of the Off-Road Committee aminimum of 30 days prior to any advertising ofthe non-point event.

Section 3 Any club disregarding the aboverule shall have all future sanctions suspendeduntil a hearing by the District 37 CompetitionCommittee can be held and disciplinary actiontaken if necessary.

Section 4 Violations of this rule may also beconsidered "conduct unbecoming a club" asoutlined in Section 1 of the Off-Road CommitteeBy Laws.

ARTICLE XVI – Pie Plate: At Non-NationalChampionship events, entrants who are notcurrent members of District 37 will pay a $10entry surcharge. The club shall remit $5 for eachsurcharge to the district

ARTICLE XVII – Officials: District 37 officersshall be considered the same as a club eventofficial when reporting rule infractions, the dayof the meet.

ARTICLE XVIII – Military Discount: Active dutymilitary shall receive one free competition cardper year.

ARTICLE XIX -- Exceptions to the StandingRules can only be made by the Off-RoadCommittee by three quarters (3/4) majority voteof those present.

CHAPTER 4COMPETITION RULES SUPPLEMENT

ARTICLE I. General Rules:

Section 1 Mandatory for clubs to submit anevent flyer 120 days prior to event. Failure tomeet the deadline will result in a $150 fine. Allclubs must submit an official flyer. Flyerssubmitted that are grossly incorrect whether lateor not will also be subject to the above mentionfine. Flyers may be emailed to the district 37referee or brought to the competition meeting.

Section 2 No person under 18 years of ageshall be permitted to compete in any sportingevent without having a notarized statement ofrelease by parent or guardian on file with eachdivision and class entered. In accordance withAMA rules, riders must be a minimum of twelve(12) years old to ride in Amateur competitionand a rider must be fourteen (14) years or olderto ride a motorcycle over 250cc.

Section 3 No rider is permitted to qualifymore than one motorcycle for any meet exceptwhen such a meet includes events requiringequipment of different classification ordisplacement.

Section 4 A rider cannot enter and ride thesame motorcycle in more than one class orclassification except 30+(Vet), 40+(Sr),50+(Mag), 60+(Masters), 70+(Legends),Women/Women +35 Division, and/or Grand Prixevents.

Section 5 No one except riders officiallyentered may ride any race course on the day ofthe event. No rider is permitted to ride anycourse after the completion of the event, withthe exception of desert events and public parks.

Section 6 One entry will be required toconstitute a class.

Section 7 A competition rider must start,compete, and finish on the same motorcycle.Rider may change any part on the motorcycleexcept the frame or serialized enginecomponents. Rider must complete the raceunder his own power; ride or push, no towing,etc.

Section 8 Lightweight machines shall run on acentimeter-for-centimeter basis. Lightweightclasses shall be: 96cc - 200cc and 201 - 250cc.

Section 9 Heavyweight machines classes shallbe: 251cc and over.

Section 10 AMA approved helmets must beworn. Protective clothing is recommended

Section 11 Exhaust Systems:a. Machines entered in all meets shallhave mufflers/silencers, which do not emitsound more than Federal and State ofCalifornia regulations.b. Machines entered in meets conductedon State and Federal lands shall beequipped with a spark-arresting device thatis approved under Federal and State ofCalifornia regulations.

Section 12 No lightweight machines canoperate in the Heavyweight class at any time.

Section 13 At promoting club's and/or anycompetition committee member's discretion anymotorcycle or rider can be eliminated fromcompetition for reasons of being hazardous toriders or spectators.

Section 14 The Competition Committee shallhave the power to disqualify for the day orsuspend any rider for cause or penalize any riderup to 50% of the points he has earned forinfraction of any rules of the Sports Committee,the promoting club, or common-sense safetyprocedures.

Section 15 Any harassment of promoting clubor official by any entrant or entrant's guest shallresult in the disqualification of the entrantinvolved.

Section 16 Protests and Appeals:a. There are three types of protests:

i. Visual protests relate to motorcyclesand components where complianceor noncompliance can be confirmedvisually.

ii. Technical protests relate tomotorcycles and components wheresome type of measuring device orteardown procedure is needed toconfirm compliance ornoncompliance with the rules.

iii. All other protests will be defined asadministrative.

b. Unless specifically excluded herein,riders may lodge protests on any matterregarding an event in which they were a

participant. Such matters may include butare not limited to the conformity of amachine or the eligibility of a rider.c. All protests of rider, machine, or ruleviolations, must be in writing clearly statingthe District 37 or AMA rule infraction andsigned by the protesting rider andpresented to the Referee (or actingReferee) of the club promoting the eventnot later than one hour following thetermination of the event in question, or, ifresults are posted at the event site, notlater than one hour after the posting ofresults, a protest fee of $50 per item isrequired. If the protest is found to bevalid, the protest fee will be returned to theperson making the protest. If the protest isnot found valid, the protest fee will beforfeited and given to District 37.Teardown fees will be $100 for air-cooledtwo-stroke singles, $150 for liquid-cooledtwo-stroke singles, $250 for four-strokes,and $50 additional if engine must beremoved from the frame.d. Appeals of protest decisions must bein writing, must be postmarked no laterthan 48 hours after the decision, and mustbe mailed to the District Referee. A protestfee of $50 is required.e. Protests of results relating to situationsnot covered in paragraph a. must bereceived by the District Referee within 10days of the results' becoming final, must beaccompanied by name and date of eventbeing protested, and the name, address,telephone number, and the riding numberof person protesting the event. A $50 feemay be required. If the protest is upheld,the fee will be returned.

f. The club or District referee may notaccept any protest that is not properly filedand accompanied by the required fee.g. Appeals of Competition Committeedecisions must be in writing and filed withthe AMA within 10 days after the decisionhas been made and shall be accompaniedby a $250 fee.h. All Appeals regarding National orRegional championship classes will godirectly to the AMA.

Section 17 The entire Competition Committeeand all officers may, by a 75% vote, modify theapplication of an existing rule when, in theiropinion, circumstances involved are of such anature that the strict enforcement of the rulewould be contrary to the best interest of thesport.

Section 18 Clubs that do not attend themandatory referee and risk manager meetingwill be fined $100.00.

Section 19 A rider must sign an entry form foreach race entered (except GP events where oneentry can be used for multiple races) and mustlist their riding license number(s) for which theydesire to receive points. A rider under 18 yearsof age must have the signature of a parent orlegal guardian on each entry application, or anotarized race application.

Section 20 Any rider that does not run atransponder will receive a 2-minute time penalty.

Section 21 For ATVs, the number plate shallbe mounted under the handle bars in a verticalposition and the fender card shall be mounted

on the left-hand front fender as close to thenumber plate as possible.

Section 22 Crates will not reserve starting linespot --to hold a spot, either entered race bike orrider must be there.

Section 23 All riders competing for pointsmust use the "official numbers" supplied by theCompetition Committee. Riders may also elect touse numbers on preprinted backgrounds, if theyare visually (font, size and color) the same asStated in the preprinted background instructionsposted on the District 37 website. Ridersdetermined to be displaying or utilizing non-compliant numbers and/or backgrounds etc.may be disqualified or receive a time penalty.

a. All Desert classes shall run blacknumbers on white backgrounds.b. Numbers must be run on front numberplate for Desert and Enduro events.c. All GP classes shall run black numberson yellow backgrounds. Pro racers who alsohold D37 licenses may run their designatedpro number and background. Numbersmust be run on the front, right and leftnumber plates.

Section 24 Pit speeds for all District 37sanctioned events is 15 MPH or less! Noexceptions.

Section 25 Rider skill level advancementsearned at events held after September 30th ofeach year will remain at their current skill levelthrough the end of the year unless the riderrequests the advancement in the current year.

Section 26 Riders may join or becomemembers of any number of District 37 clubs.

a. A Rider must work an event to beeligible for work points.b. Riders must have a current card(s) foreach class points are to be paid in.c. Work points are to be paid at the clubreferee’s discretion.d. Work points shall be posted on theofficial (District 37, MotoTally or other asappropriate) website and are final at thetime event results become final, and noprotests are pending.e. Riders are to receive work points equalto second place in their respectiveclass/skill level they’ve attained at the timeof the event worked. If the event earns at125% then all event workers will earn workpoints at the 125%.f. Prior to the start of the event ridersare responsible to provide (as a minimum)the club’s Referee with their respectiveDistrict 37 riding number, class, skill leveland AMA number for work points beingrequested.g. A rider meeting the aboverequirements is eligible (per calendar year)to receive work points in the followingmanner:

i. One (1) Enduro work points may beearned.

ii. Two (2) Desert work points may beearned. They may be applied to thesame class or different classes.

iii. Four (4) GP work points (each mustbe applied to a different class/card).

Section 27 Work points cannot be earned inany class that has been excluded from the eventbeing worked.

Section 28 Riders not holding a current District37 card shall not accrue points for that event.

Section 29 Finishing position shall bedetermined by order of finish at the checkeredflag with all legal consecutive checks (asdetermined by the promoting club) completed.Except at GP events.

Section 30 Sound testing of participants atDistrict 37 points paying events shall beperformed by clubs and promoters inaccordance with Federal and State agencyrequirements, AMA and District 37 rules andguidance.

a. Participants at each District 37 eventshall be subjected to random sound testing.b. Determination of testing will be basedupon the participants District 37 assignedriding (license) number (odd or even).c. Random testing shall be based uponmonth number of the Sunday on theweekend of the event (even or odd).d. If Sunday’s month number is an oddnumber, then participants who have an oddriding (license) number will be responsibleto obtain and pass sound test prior to thestart of the event. If Sunday’s monthnumber is an even number, thenparticipants with an even riding (license)number will be responsible to obtain andpass sound test prior to the start of theevent.e. Riders not obtaining and passingsound test prior to the start of the event

shall not receive a start mark and shall notbe considered as a participant in the event.f. It is the intent that selectedparticipants need be tested only once perweekend event, even though there may bemore than one race or heat per weekendevent.g. In the event a participant does notcurrently hold a District 37 assigned license,the pie plate number (odd or even)assigned by the club will be used todetermine if the participant’s machine is oris not to be sound tested.h. District 37 and Event officials reservethe right to sound test or retest an eventparticipant’s machine prior to, during, orafter an event.i. Up to three non-club members whoperform sound tests will be consideredevent workers and will be eligible forworker points as specified in theCompetition Rules Supplement Section 26

Section 31 Points will be paid separately in allrecognized Divisions: Enduro, Desert, and GPclasses under the AMATEUR RIDERS' POINTSYSTEM ARTICLE XXI.

Section 32 In the event a club submits laterace results all members of club will be penalized50% of their work points for the event.

Section 33 At District 37 events (excluding GPs,or Specialty events) paying District 37 points;inclusive of National Hare and Hounds and WestHare Scrambles shall be scored by the District 37Scoring Administrator.

ARTICLE II. Grand Prix:

Section 1 A Grand Prix is a closed-courseevent. The course should include both naturaland graded or paved terrain.

Section 2 Grand Prix events shall pay onlyGrand Prix points.

Section 3 Points shall be based on District 37cardholders only in respective classes.

Section 4 The approximate length of thecourse and the amount of time for each raceshall be advertised.

Section 5 All clubs/promoters promoting GPevents shall abide by Article 1 Section 1 of theCompetition Rules Supplement.

Section 6 Grand Prix results (Standing RulesSections 11 and 12) to respective stewards shalllist GP numbers in that class and division aslisted on the application. (Non-District pie-plates are not to be listed.)

Section 7 Riders are considered finishersprovided they make 50% of their class leader'slaps and receive the checkered flag. Exceptionsto this are: Beginners, Masters, Legends, MiniNovice, Women / Women 35+ Novice, andMagnum Novice; who need only to receive thecheckered flag. Overall results must shownumber of laps ridden.

Section 8 Grand Prix Club members cannotride their own club's Grand Prix.

Section 9 To receive points, riders must holda card for the class they ride in. Riders may holdcards in more than one class. Riding outside ofhis assigned skill level or class will disqualifyrider from all events of the meet.

Section 10 No Club/Promoter shall put onmore than one (1) Grand Prix event in any one(1) calendar year.

Section 11 Racers shall be grouped into racesaccording to posted schedule.

Section 12 All sections of Article IV areapplicable to Grand Prix events with theexception of sections 3b, 5a, b, c, d, f, g, and 6i.

Section 13 Grand Prix points for earnednumbers shall be calculated from all events forthe year, less one.

Section 14 Contestants found practicing onthe course prior to or during the running of theevent (without being entered in the event), shallbe grounds for disqualification from the event ormeet.

Section 15 Vintage class – up to 1974motorcycles, modifications are allowed with theexception of the following modifications: no discbrakes (front or rear), no single rear shocks,unless provided as original equipment that yearby the manufacturer, no water-cooled motors,and only up to five inches of shock travel in therear, and up to seven inches of front fork travel.Exempt from sound testing, where permitted bystate law.

Section 16 Classic class– 1975 to 1979motorcycles, modifications are allowed with theexception of the following modifications: no discbrakes (front or rear), no single rear shocks,unless provided as original equipment that yearby the manufacturer, and no water-cooledmotors.

Section 17 Evolution Class - 1980-1985motorcycles, original manufacturer with air orwater-cooled engines, with and without rear linksuspension.

Section 18 Revolution class Motorcycles: 1986to 1995 year of original manufacture.

Article III Grand Prix Youth Classes:(See Youth Rulebook)

ARTICLE IV. General Rules Applyingto Desert Events:

Section 1 Advertised mileage must be within10% plus or minus.

Section 2 Contestants found practicing on amarked desert course prior to or during therunning of an event shall be disqualified fromthe event.

Section 3 The area from the starting line tothe smoke bomb is not part of the markedcourse and may be scouted before the startingtime. The marked course begins at the smokebomb and may not be scouted before thestarting time. Contestants must pick up thecourse near the smoke bomb and remain oncourse thereafter. Any rider obviously off-course

will be subject to disqualification. It isrecommended that the course continue in astraight line after the bomb for a minimum of 1mile whenever feasible.

a. A rider shall be considered to be"obviously off-course" at any time a rider isobserved riding on the course at a distancegreater than 50 feet (approximately 8 bikelengths) from the marked trail. The ridermay also be considered "obviously off-course" if he is within 50 feet of the markedtrail but on terrain that gives the rider adefinite advantage over the rider that is onthe marked course, such as a road orjumping out of a sand wash or missing acheckpoint.b. The sponsoring club will provide abomb return trail which will be clearlymarked with 7" x 9" white card with a 3"diameter red dot in the center. The Districtwill provide a distinctive ribbon. The bombreturn will be a minimum of 1/4 mile fromthe bomb run, utilizing Off-Road trails only,to insure the safety of riders going to thebomb. No dirt road may be used.

Section 4 All riders must remain on courseand approach checks from the proper direction.All checks should be arranged to eliminatecourse cutting.

Section 5 The start may be a banner typestart with, as far as possible, at least one mile ofopen terrain.

a. All mass start type events will bestarted by the promoting club at theirdiscretion when all the engines on the lineare dead and by the dropping of a banner.

Starting banner must be in front of thestarting line centrally located in such a waythat it can be seen by all contestants.d. No vehicle or banner other than thatof the promoting club or emergencyvehicles may be in front of the starting linewhen a race is being started. Noexceptions.e. Riders with running engines will bedisqualified.f. The start line must be sufficiently longto provide room for the estimated numberof entrants per start to line up side-by-side,one deep.g. Each end of the start line must beadequately marked, including at least 15feet of ribbon tied perpendicular to the lineto retain riders within this boundary.h. If a larger than expected entry requiresthat the start line be extended on the dayof the event, only the end with the leastadvantage will be moved.i. The promoting club will start classstart type events at their discretion.j. A class start will be a dead enginestart.k. Clubs may combine classes at theirdiscretion, provided no combination ofclasses exceeds 25 racers.l. No beginners will start before anynovices.m. No novices will start before anyintermediates.n. No intermediates will start before anyexperts except Vintage and Legend classes.

o. All practice of the bomb area will cease10 minutes prior to the scheduled startingtime of the event.p. This will be so designated by five, 7" x9" fluorescent day-glo orange cards on an8-foot pole displayed on the banner vehicleand will remain up until last start.q. European Scrambles refer to ArticleVII, Section 2.r. In case of false start (the starting ofengines and proceeding forward to bombby some riders before the official bannerdrop), roll-up banner while in verticalposition and take down slowly, leave day-glo cards up, wait a minimum of 30minutes, remark tank cards and proceedwith official banner drop start.s. At the club referee’s discretion,he/she can start the race sooner than 30minutes if he/she deems the course is clearand safe.t. The bomb run must be re-swept at aminimum.u. Any club starting a Hare and Hound,Desert Scrambles, or European Scramblesshall use the banner start or class start.v. Section 6 Course Markings:a. Shall be ribbon, arrows, andfluorescent day-glo orange 7" x 9" cards.b. When arrows are used for marking,each turn shall be marked with black arrowson a contrasting day-glo background on 4-foot stakes one placed 100 feet before theturn, one placed 50 feet before the turn,and one at the turn.

c. When the course continues straightthrough a crossroad, one (1) arrow at theroad.d. Markings must not be over 200 feetapart, or whenever possible each markshould be visible from previous marking.e. Danger marking shall consist of downarrows on course sufficiently in advance ofhazard to allow even fast riders time toslow down for the danger and shall consistof a minimum of four (4) fluorescent day-glo orange 7" x 9" cards (2 for Enduros) aminimum of 100 feet (75 feet for Enduros)in advance of the hazard on both sides ofcourse.f. Road crossings shall be marked withday-glos on both sides of the course.Hazardous road crossings shall also bemarked with fluorescent day-glo orange 7"x 9" cards as in Sec. 6(e) marked with ablack "X".g. Course markings and methods mustbe stated in the rider instructions.h. Penalty Structure:

i. The Competition Committee shallfirst hear any violation of any safetyrule.

ii. Its recommendations shall be givento the Off-Road Committee.

iii. A fine to the club of $1.00 per riderand loss of next year's race for notusing day-glo cards and fine of upto and including $1.00 per rider forinadequate danger markings may beimposed.

i. A club must place observers on anyalternate route for specific classes topositively identify riders taking the wrongroute and so are obviously off course

(unless a legal check is on the prescribedroute).j. There must be a "funnel" 300 yards widestarting 300 yards before the bomb tofunnel all riders into the main trailhead.k. The end of the bomb must be clearlymarked using ribbon, flags and poles orsome other distinguishing materials.

Section 7 Finishing position shall bedetermined by order of finish at the checkeredflag with all legal consecutive checks. Clubs willuse two (2) back up sheets to record ridersthrough each check including the finish. Anyrider racing/passing after the checkered flag issubject to disqualification.

Section 8 A check shall be considered a legalcheck if at least 75% of the riders who check inat the next following check were in at check inquestion.

Section 9 Desert courses shall provide aminimum fifty-foot wide lane through pit andspectator areas, per distancing requirements ofthe BLM Special Recreation Permit Requirements(SRP).

Section 10 All sponsoring clubs who have theneed to provide gas pitting will post signs andenforce a mandatory 15 mph speed limit in pits.

Section 11 Club will provide signs stating 15mph at the beginning and throughout pit lane.

Section 12 Any rider failing to comply bygoing around pits or using excessive speed willbe disqualified or receive a time penalty.

Section 13 It is the promoting club'sresponsibility to make sure that all entrants arein from the course.

Section 14 Sweep riders shall not pass racersstill competing on the course.

Section 15 At European Scrambles, a sweepcrew must cover the entire course between eachrace.

Section 16 A sponsoring club is responsiblefor reporting to a central control point thenumbers and locations of stranded ridersanywhere along the marked course.

Section 17 All desert events are subject tocourse inspection before the event by theCompetition Committee.

Section 18 Riding Enduros for Desert Points:a. If a rider has both a Desert and Endurocard, they can earn points for bothdivisions.b. Enduro clubs must send the desertsteward the reports listing all District riders(Enduro and Desert) and their Districtnumber.c. A desert rider who completes less thanthe required distance for his desert classwill be scored to his last completed checkand receive 70% of his points. NoviceWomen/Women 35+ who complete lessthan one loop will receive 50% points.d. Item c does not apply to SprintEnduros. See Article IX.

Section 19 At European Scrambles, DesertScrambles, and Hare and Hounds, techinspection shall be done on the starting line.

Section 20 An Overall number one will receivea trophy. Points will be calculated by scoring thetop 20 riders using the National scoringprocedure and calculated from the total numberof mass start or time-adjusted Hare and Houndsand Desert Scrambles events for the year, lesstwo.

Section 21 Top 20 desert race points gotoward year-end desert points.

Section 22 Riders may elect to ride one loop ortwo loops during the event.

a. A rider that enters the one loop finishwill receive 70% points unless they are in aone loop only class.b. Any rider that leaves the Pits and startson the second loop must complete thewhole second loop or they will receive aDNF.c. Riders must ride the event with thecorrect numbers displayed on their numberplates.

Note: Section 22 a-c does not apply atSprint Enduros, Euro Scrambles and GPs.

Section 23 All entries must have a muffler orsilencer attached to their machine's exhaustsystem for the duration of the event to "legallyfinish" and acquire points.

ARTICLE V. Hare and Hounds:(Refer to Standing Rules and General Rulesapplying to Desert Events Article IV)

Section 1 A Hare and Hound is a markedcourse over natural-type terrain, 60 miles inlength or longer.

Section 2 For checking purposes all ridersmust stop and be checked for positiveidentification. Consecutive type of marking suchas first check to be No. 1 or A, second check tobe No. 2 or B, and thirdcheck to be No. 3 or C, must be used. Lap checkcard shall be affixed to the top of the frontfender directly under and forward of the numberplate,

Section 3 Finishing chutes shall be "V"shaped with standard finishers entering on left,one loop (halfway) finishers on right, and be clearlymarked accordingly.

Section 4 No rider shall be considered a finisherunless he has traversed the entire course asprescribed by promoting club for his respective classor division. Example--Beginners go one loop.

Section 5 Clubs may close the course no soonerthan one hour after the first Novice finishes the entirecourse, unless otherwise specified in the riders'instructions.

ARTICLE VI. Desert Scrambles:(Refer to Standing Rules and General Rulesapplying to Desert Events Article IV)

Section 2 Competition Rules SupplementArticle IV sections 1 through 5 above areapplicable to Desert Scrambles.

Section 3 Expert and Intermediate ATVs willgo two- loops. Novice ATVs will go one-loop.

ARTICLE VII. European Scrambles:(Refer to Standing Rules and General Rulesapplying to Desert Events Article IV)

Section 1 A European Scrambles is defined asa mass start desert-type event. It shall be runover closed course 6 to 16 miles in length witheach event of definite time duration, minimumof 45 minutes and a maximum of one hour inlength. Events must consist of separate races foreach division.

Section 2 Course will be closed to all practiceand pre-running. Any rider caught on coursewill be subject to disqualification.

Section 3 Lap check cards are not used, andchecks are of the written chain type withoutstopping the rider. Checks should be arrangedto make any course cutting impossible withoutmissing a check. Riders' numbers must berecorded at the starting line prior to start of race.

Section 4 Each club promoting EuropeanScrambles shall have dual courses. A back-to-back European Scrambles will have four courses.

Section 5 A rider is considered a finisherprovided he makes 50% of his class leader's lapsand receives the checkered flag. Exceptions forthe following classes: Beginners, Masters,Legends, Mini Novice, Women/Women 35+Novice, and Magnum Novice; who need only toreceive the checkered flag. In the event an oddnumber of laps is completed the total laps todetermine a finish will round down. Expert riderswhen the leader of their class completes an oddnumber of laps the total laps required will berounded up to determine a finish. Clubs musthave the number of laps completed by eachrider listed on the results.

Section 6 European Scrambles shall have amarked bomb-run and return trail, which shallbe open for practice prior to the first race only.See Article III, Section 3 and 5.b. No funnel willbe required.

Section 7 The following classes shall becombined at all European Scrambles, except asin Section 8:

ARTICLE VIII Team Races:(Refer to Standing Rules and General Rulesapplying to Desert Events Article IV)

Section 1 Both members of each team mustride same displacement class machine.Exceptions are Women/Women 35+ (All), ATVs,60+(Masters) and 70+(Legends).

Section 2 Like skill levels and class mustteam together.

Section 3 Each team will have a numberedbandoleer corresponding to their team numberfor the event. Bandoleer will be issued to therider starting the event at the starting line. Onlyone bandoleer will be issued per team--verifiedby a check-off list.

Section 4 Arrival at any checkpoint withoutbandoleer is cause for disqualification or a timepenalty.

Section 5 Promoting club must verify numberon bandoleer with team number at finish line.

Section 6 All clubs promoting a Team Raceshall submit an outline of their event to theCompetition Committee 120 days in advance.

Section 7 Teams will be limited to Ironmanclass or two riders per team.

Section 8 Results must include overallfinishers listed with each team riders name, AMAnumber, District 37 number, class and skill.

ARTICLE IX. Sprint Enduros:(Refer to standing rules)

Section 1 Rider Classificationa. To earn Enduro points, a rider must

hold a card for the Enduro Divisionin the class the rider wishes to earnpoints. Riders may hold cards inmore than one division.

b. An Overall “AA” & Amateur numberone will be trophied at the end ofthe year. By using the total numberof events for the Sprint EnduroSeries for the year, less one.

Section 2 Starting Positionsa. When drawing starting positions by

class, i.e.; AA’s First etc, no rider shallride on a minute allocated to ridersof a higher classification, i.e.; B’scannot ride on designated Aminutes and C’s cannot ride ondesignated B minutes

b. When a rider starting positions aredrawn at random, this will not apply.

c. Clubs will indicate how startingpositions will be issued on the flyerand in rider’s instructions.

Section 3 Formata. The number test sections will be

determined by the club andadvertised on the flyer and in therider’s instructions.

b. 2-day events may reverse course forsecond day of racing.

c. Riders will have 5 hours to completethe scheduled number of tests. Thistime can be shorter at the racereferee’s discretion for purposes ofracer, and course workers safety.

Section 4 Coursea. Test sections will be 2-7 miles in

length and shall consist of variousnatural terrain.

b. There may be transfer sections, theyare meant to connect two testsections together and are notscored on during the test.

c. All loops must be run in consecutivesection order.

d. The riders test times will berecorded at the end of each testsection, in minutes and second. Atthe end of the event all test scoreswill be totaled up and the lowestscore wins.

e. In the event of a tie, the tied riderslast test score will break the tie. Ifthere is a still a tie, the first riderwith the better time in the nextpreceding test wins.

f. All Sprint Enduro shall use a “liveengine” start at the beginning ofeach test section.

g. Riders must remain within 25 feet ofthe marked course. If a rider leavesthe marked course the rider mustreturn to the course in a mannerthat no advantage was gained.

h. Any section of course that is markedon both sides with ribbon or

pennant is considered closedcourse. In these sections Section 4gdoes not apply. You must remain inbetween the course markings.Anyone seen outside of this area willbe penalized or disqualified at therace referee’s discretion.

i. No Enduro start or finish shall runthrough the general pit area.

j. Danger markings shall consist of aminimum of two (2) fluorescent day-glo orange cards, 7”X9”, a minimumof three feet above the ground anda minimum of 75 feet in advance ofthe hazard.

k. Hazardous road crossings shall bemarked with two (2) fluorescentday-glo 7”x9” cards with an “X”.

l. Course requirements for each classwill be listed on the race flyer.

Section 5 Start Procedurea. Riders will begin the test sections

one rider at a time at an interval ofat least 20 seconds per rider.

b. Course workers will motion the riderto the starting line and record theirstart time.

c. At the rider’s start time courseworkers will signal the rider to starton the test and the rider will beginto accrue points.

Section 6 Scoring Resultsa. For the purpose of recording a

rider's arrival at the start of a test,check officials will record, as theWHOLE MINUTE, all seconds up to

and including 59 seconds after theminute.

b. For the purpose of recording arider's arrival at the end of a test,check officials will record, as theWHOLE MINUTE, all seconds up toand including 59 seconds after theminute.

c. The Club Referee must notify, inwriting, riders who filed a protestwithin ten (10) days of the event, theclub's decision on the protest. If theprotest is upheld, any moneydeposited by the protested ridermust be returned at this time.

d. Results shall list the following:i. Riders in overall finishing

position per number of testridden. (Example: If "C"riders ride 2 test, they willbe listed apart from theother riders.)

ii. Time accrued in testsections

iii. Position in classiv. District 37 riding numberv. Division, Class, Skill

vi. Bike manufacturervii. Rider's club

viii. If official results are postedat an event, then:

1. The protest period(minimum protestperiod--30minutes).

2. The posted resultsmust show the timeat which theybecome official and

3. Subsequent resultsmust match theposted resultsexactly, subject tocorrections due toallowed protest.

Section 7 Disqualificationa. Any rider on the marked course

(excluding commonly used trails inpit area) prior to their starting timewill be disqualified. Walking thecourse is permitted, no othermanner of previewing the coursewill be permitted.

b. Each sponsoring club shall performa sound test on each entrant'smotorcycle before the start of theEnduro. The motorcycle must meetcurrent AMA sound requirementsbefore being allowed to participatein the Enduro. District 37 will supplythe sound meter.

c. All entries must have a muffler orsilencer attached to their machine'sexhaust system for the duration ofthe event to "legally finish" andacquire points. Promoting clubs mayat their discretion require streetlegal and licensed machines.

Section 8 Pointsa. Enduro points for earned numbers

shall be calculated from the totalnumber of events for the year, lessone.

Section 3 An entrant in the Women/Women35+ class may enter and ride the samemotorcycle in other District 37 classes on thesame day, provided the classes are not runningconcurrently.

Section 4 The Women/Women 35+Classesshall not pay points in any class other than theWomen/Women 35+ class.

Section 5 Rider Classification.a. Women's Class riders shall be classifiedas AA, Amateur Experts, Intermediates andNovices.b. A new rider in the class shall beclassified as a Novice unless she has earneda higher rating in a corresponding divisionof racing.c. Transfer rides earned previously inDistrict 37 shall be honored in theappropriate Women’s Class.

d. A woman who earns a higherclassification in another District 37 Divisionshall be automatically raised to that rating inthe appropriate Women's class in the otherDivisions.e. A non-District 37 "pie plate" entrantshall be defined as any rider who is noteligible to earn points in theWomen/Women 35+ class that day. A pieplate entrant from another series may useher classification from that series.

Section 6 Women Novice or All Women 35+will go one loop. Exception: Women 35 + Expertand Intermediate at European Scrambles eventswill follow Article VII European Scramble section5.

Section 7 At Grand Prix eventsWomen/Women 35 + Class shall run the fullcourse and the full time as all other classes.

Section 8 These rules shall supersede anyother conflicting District 37 rules when applied

to any Women's class. Any situation that is notcovered by the Women's class rules, the regularDistrict 37 rulebook shall apply.

ARTICLE XVI. Amateur Mini Class:

Section 1 Must be 12-16 years old. Riders'age on January 1st will determine their age forthe year (i.e., if they turn 17 years old after Jan1st, they can elect to stay in the mini class forthe entire year).

Section 2 Riders may move to the next higherclass if they become eligible to do so at any timeduring the year.

Section 3 Mini class shall consist of one class:66 - 85cc.

Section 4 All Mini class riders will ride one-loop at desert events.

Section 5 Minis may compete for points inany AMA District 37 sanctioned event.

Section 6 Grand Prix - Mini Class shall runthe full course.

Section 7 Minis racing at all District 37 sponsored National Hare and Hound or Western Hare Scramble events which pay District 37 points will receive desert points from the Youth race if they are prohibited from riding in the Adult race by AMA rules or another sanctioned club at the event. The MotoTally Administrator will add Minis to the desert race with no lap times in the order of their finish.

ARTICLE XVIII. Side Hack Class:

Section 1 Side hacks start with ATVs.

Section 2 Side hacks go one loop at desertevents, pay one admission (signatures for eachparticipant required), entitled to only one trophy,and participants must hold current AMA cards.

ARTICLE XIX. Vintage Desert andSprint Enduro:

Section 1 Vintage class – 1995 or older

Section 2 Vintage go one loop distance atdesert and sprint enduro events.

Section 3 No skill level will be assigned

ARTICLE XX. Semi-ProfessionalEvents:

Section 1 A Semi-Professional event isdefined as one, which awards money, prizes to"AA" class riders up to the limit as set by thecurrent AMA Amateur/Semi-ProfessionalRulebook.

Section 2 The Pursea. If the "pay back" method is used, theamount of the purse is computed based onthe number of entrants in each AA classpaid that day.

b. A "guaranteed cash purse" must beawarded in its entirety, but may besuspended in case of rain IF so noted onthe poster and in all advertisements.c. A schedule of purse distributionaccording to race position must bedisplayed as early in the day as possible.d. Purse prizes must be awarded in cashon the day of the event unless theCompetition Committee grants priorapproval.e. Positive identification is required ofeach purse winner, and his signatureacknowledging receipt of the correctamount, before he may obtain his pursemoney.f. Money prizes won in Desert or GrandPrix events may, at the discretion of thepromoting club, be distributed by check orcash at the same time as the trophies. Thecustomary 10-day protest period forwritten results would then apply.

Section 3 “AA” classes competing for moneypurses may be combined with other classes, butmust be given separate start ahead of the non-paying classes except for Desert mass-startevents.

Section 4 A AA rider may take a "Sportsmanoption" wherein the lower Sportsman entry fee ispaid, but he is then not eligible for a cash prize.

Section 5 Only District 37 cardholders whoare competing for points in that class areallowed to exercise a "Sportsman option".

Section 6 Sportsman Experts shall start, raceand be scored with the Semi-Pro entrants, and

may be awarded trophies at the discretion of thepromoting club.

Section 7 Same Day Results.a. Results at track events must bedisplayed as soon as possible after eachSemi-Pro event, moto, or heat, to allow forprotest time before the purse is distributed.b. Time of posting must be noted on theface of the results sheet at the time theyare first displayed.c. Contestants have one (1) hour fromthat time to make written protests to thepromoting club's Referee.d. Awards may not be made to the Semi-Pro entrants until this time has elapsedwithout protest.e. Protests of corrected results must bemade within 30 minutes.f. Results are considered final at the endof the last protest period for each event,and are no longer subject to protest.

ARTICLE XXI AMATUER RIDERS'POINT SYSTEM:

Section 1 Points shall be awarded forfinishing position for all types of events for allclasses.

Section 2 Points will be awarded separatelyfor each division of racing.

Section 3 Only those riders who are assignedand use their permanent numbers (Exceptions:AMA national numbers) may be awarded points.

Section 4 Points shall not be awarded a riderwho has not been assigned a permanentnumber.

Section 5 Riders (without a permanentnumber assigned) who signed up on atemporary application will be listed in the resultsand will receive points.

Section 6 Riders with Temporary District 37License Cards will be scored and displayed in theresults by their Temporary card designations i.e.Desert = “D”, all other non-District 37 rides shallbe listed as Pie Plates = “P”.

Section 7 No points will be awarded unlessthe specified number plate, with correct numberas assigned, is affixed to the front of the rider'smachine during the entire running of the event.

Section 8 Enduro riders will display numbersas assigned by the promoting club.

Section 9 Finishing positions for all types ofevents for all classes shall be reported on thestandard finishing position report forms. Thesereport forms will be available to member clubsfrom the Competition Committee.

Section 10 Points shall stay with the club towhich rider belonged when earned.

Section 11 A rider who quits a club is noteligible for points from that club's event for 90days from the day he quits the club.

Section 12 Sports riders' numbers andcompetition cards showing the rider's name,riding number, and class will be issued following

point computation each year. The Off-RoadCommittee will determine registration fees.

Section 13 Mid-season point’s standings willbe updated no later than August 1 and will beconsidered final on August 10. Rider’sresponsibility to validate all points prior toAugust 1.

Section 14 At the end of each year, points willbe totaled and riders' numbers for the followingyear will be assigned in order of finishingposition.

Section 15 Earned numbers not applied for willnot be issued to any other rider.

Section 16 Year-end point’s tiebreaker will beas follows:

a. Ties for top-10 positions will be brokenby determining which rider has the mostfirst-place finishes, and then by which riderhas the most second-place finishes, etc.until the tie is broken.b. If this does not break the tie, then therider with the lower number from theprevious year will win the tie.c. Work points will not be used tocalculate tiebreakers.d. Ties outside of the top 10 will bedecided by which rider has the lowerearned number.e. The Competition Committee will breakany other ties.

ARTICLE XXII RIDERS'CLASSIFICATION SYSTEM:

Section 10 To compete for District 37 pointsand awards, every rider residing in District 37shall have both a current District 37 and AMAcard.

Clubs are recommended to charge ahandling fee of $10.00 from each non-District 37 pie plate entrant, in addition tothe regular entry fee.c. APPENDIX IAssumption of Risk and Release andWaiver of LiabilityMotorcycle and ATV riding is a potentially dangerous sportthat can result in serious injury or death. Participation in allaspects of the sport is voluntary. The ultimate responsibilityfor participant and vehicle safety lies with the participant,vehicle owner, rider and crew-members.

The participant agrees that by entering an event, theparticipant has had the opportunity to inspect the event siteand acknowledges that the event site is safe and suitable forracing. The participant also acknowledges that byparticipating in the event, the participant may suffer bodilyinjury or death or loss or damage to property. Theparticipant further acknowledge that the participant hasvoluntarily assumed the risk of bodily injury or death or lossor damage to property and waives any claims for bodilyinjury or death or loss or damage to property against theAMA, ATVA, its directors, officers, employees and agents,event officials, event sponsors, racetrack operators and otherparticipants; discharges such persons and entities fromresponsibility for such losses; and covenants not to sue suchperson and entities for bodily injury or death or loss ordamage to property.

IN CONSIDERATION of being permitted to compete,officiate, observe, work for, or participate in any way in theEVENT(S) or being permitted to enter for any purpose anyRESTRICTED AREA (defined as any area requiring specialauthorization, credentials, or permission to enter or any areato which admission by the general public is restricted orprohibited), EACH OF THE UNDERSIGNED, for himself, hispersonal representatives, heirs and next of kin:

1. Acknowledges, agrees, and represents that he has or willimmediately upon entering any of such RESTRICTED AREAS,and will continuously thereafter, inspected the RESTRICTEDAREAS which he enters, and he further agrees and warrantsthat, if at any time, he is in or about RESTRICTED AREAS andhe feels anything to be unsafe, he will immediately advisethe officials of such and if necessary will leave theRESTRICTED AREAS and/or refuse toparticipate further in the EVENT(S).

AMA: American Motorcyclist Association

Amateur riders: Motorcycle riders age 12 years old or oldercompeting in an Amateur class (not Youth) and ATV riders16 years old or older competing in an Amateur class (notYouth).

ATV - All-Terrain Vehicle: A four-wheel vehicle, 50 inchesor less in width used in competition that receives powertransmission to the drive wheels from one motorcycle-typeengine. The vehicle must be controlled by the use ofhandlebars and must be equipped with a seat that requiresthe rider to straddle the vehicle. All AMA rules apply to ATVsas well as motorcycles, unless otherwise defined in the ATVChapter or Supplemental Rules. All class structures shouldbe based on the ATV Chapter's listings. ATV age restrictionsmust be followed.

Authorized adult: Any person over the age of majority, notthe parent or legal guardian, who is given the responsibilityin writing and notarized, for a minor on a given day.

Classic - Vintage: Applies to motorcycles or events thatfeature motorcycles that are non-current models of 1974 andearlier.

Medical Release: Authorization from the parent or legalguardian required by a hospital before it can treat a sick orinjured minor.

Meet: An activity during which one or more motorcycle/ATVevents and related practices for such events are conducted.

Motorcycle - (except for sidecar): A two-wheeled vehiclereceiving power to one or both wheels from a singlemotorcycle engine. The minimum wheelbase is 51 inches.The minimum rear wheel size is 16 inches.

Multiday Meet: A single meet type held at the same locationon consecutive days with overall awards.

OEM: Original equipment manufacturer.

Pit Crew: Mechanics or assistants to a rider entered in ameet.

Protest: Written disagreement with an official decision madeinvolving AMA competition. A protest must be filed asoutlined in Chapter 6 of these rules.

Rider: Any person who has completed an entry andcompetes in a meet.

Side hack: A small passenger-carrying car attached on oneside to a motorcycle and supported on the other side by awheel of its own.

Suspension: In the context of penalties, the loss of all rightsto compete as a rider or member of a pit crew for a specifiedperiod.

Wheelbase: The length of a horizontal line connecting twovertical lines drawn from the center point of each axle.Wheelbase shall be measured with the machine in anupright unloaded position.

Youth Meet: A series of contests or games for youth ridersin which prizes are limited to trophies or merchandise.

Youth Rider: Any riders, age eligible to compete in a youthmeet.
