Nestled in the foothills of the Olympic Mountains, the students in the Peninsula College Carpentry and Green Building program have been hard at work learning new skills and helping out the com-munity. Under the direction of Pat Nickerson, students are learn-ing carpentry skills from the ground up, with the ability to begin at their own skill level, whether they’re brand new to the use of power tools or have been building houses for years. Each quarter students focus on projects aimed at teaching speci� c skills with hands-on ex-perience. Last quarter students built a deck and ramp for a member of the community that required an escape ramp for a wheel chair. Students researched, designed, and built a completely unique and original deck to directly � t the needs of the customer.

Previous projects have included a geodesic dome, now living a happy life as a unique treehouse for a member of the community, a gazebo, designed, built and then reassembled on site for another member of the community, as well as a two-story tiny home com-plete with water and electrical hookup, that currently sits next to the carpentry building at the Lincoln Center for educational purposes.

� is winter students are working on multiple interesting proj-ects. � e Port Townsend Parks Department has asked students of the Carpentry and Green Building Club to make two benches for a new park they are building. Students also are working on designing a soap box derby ramp and car, with the hopes of racing against some of the other Peninsula College clubs, as well as allowing the campus clubs to show o� their creativity and artistic talents.

� ey are always looking for new students to join the program. Peninsula College o� ers two programs of study in carpentry and green building: a two-year Associates in Applied Science degree, and a one-year Green Building Carpentry certi� cate. Student learning outcomes include the safe use of hand tools and power machinery, performing all aspects of basic carpentry, research, planning, de-signing, layout and construction of residential structures.

Saving energy, increas-ing e� ciency and conser-vation are all terms used to describe ways we can reduce our overall energy consumption.  It might seem obvious why we do it for our homes and busi-ness; to save money by re-ducing our electrical bill. But why is it important for Clallam County PUD, a

community-owned organization dependent on elec-trical sales for its revenue, to conserve energy?

At � rst glance, it seems ridiculous for a company to encourage its customers to use less of its product. Does General Motors urge us to carpool and keep our cars longer? Does Pizza Hut tell us to eat more veg-etables and fruits and avoid fatty cheeses and meats?

Electric utilities are di� erent. � ey are regulated monopolies. If you don’t like one brand of stereos, you always can buy another. But if you don’t like your local utility, you have to move outside its service area to be able to buy electricity from another entity. Because of utilities’ monopoly status, they are regulated by state agencies, public utility commissions or, like Clallam County PUD, by local elected governing boards.

Over the years utilities have learned that we can meet future energy needs not only by building new power plants but also by reducing energy demand. For this reason, energy e� ciency can be viewed as a resource for meeting future energy needs by reducing customer demand. � e cost-e� ectiveness of energy e� ciency resources can be evaluated using the same tests that are used to evaluate building new power plants. � e reality is that new power plants are expen-sive. � e costs of building and operating plants only increase with the likelihood of new federal regula-tions. � e least expensive way to control costs over the long term is to reduce waste by building energy e� ciency resources.

COMMUNITY PARTNERSHIPSIn addition, reducing customer energy bills and

creating business opportunities around energy ef-� cient products and services, energy e� ciency pro-grams keep dollars in the community, supporting job creation and other local economic development ben-e� ts. And that’s just what energy e� ciency is about for us at Clallam County PUD. It’s a means to work collaboratively with our customers to help reduce the e� ects of price increases that are outside of our con-trol.

DUCT SEALING

Whether you have an electric furnace or heat pump, leaky ductwork is the equivalent of throw-ing hard-earned cash out the window. A majority of the homes, regardless of age, have duct systems that waste energy and money.

� at’s why Clallam County PUD is running a duct sealing program. Fixing leaky ductwork can save you around $90 a year. If you have the duct sealing done by an approved PUD contractor, we will pay up to $250 of the cost.

DUCTLESS HEAT PUMPSAre you thinking about upgrading from your old

electric baseboards or wall cadets? Or are you think-ing of replacing an electric furnace with an e� cient heat pump? Employers in Washington are locked into a state-run monopoly insurance mandate that requires they pay a per hour/per work-er premium to the Washington State De-partment of Labor & Industries. As employers you are all too aware of the costs to employ workers and no matter how well you follow all the requirements, and no matter how safe your work place is, you only see that premium increasing.

Those in the construction trades have the opportunity to participate in programs that might get them some of those L&I premiums back. Are you in a risk pool? There are several available to construction trades – that term is very broad so you should assume it includes you! The larg-est risk pool in the state is the BIAW ROII® Select program. This program is available

to safe companies (you pay L&I more than L&I pays out to your workers) that are members of a local association (like the North Peninsula Building Association) and

agree to have policies and practices consistent with the require-

ments of the program. Would you be interested

in learning how you could get back 5 percent of the premium you’ve paid to L&I in a given year? What if it were 10 percent? Would

15-20 percent get you go-ing? There are no guarantees

with a risk pool, but the ROII® Select program has two decades of ex-

perience in selecting companies, helping participating companies handle claims and educating employers about the proper way to deal with claims. If you’re operat-ing a safe company, think you are paying

L&I too much and would like to find out if you could qualify to get some of it back, then you need to complete the ROII® Se-lect request form. You do not need to be an Home Builder’s Association member to find out about the program or to get pre-qualified, but you will need to join your lo-cal HBA before you can join the risk pool. HBA Membership is required during all years you are in the program.

� e only people who bene� t when a house is built are the family members who get to live there and the builder who constructed and sold the home, right?

Wrong. � e positive impact of new resi-dential construction is far-reaching, bring-ing bene� ts to families, businesses and ser-vices throughout a community immediately, as well as for years to come.

According to economists at the National Association of Home Builders, the one-year estimated local impacts of building 100 single-family homes in a typical metro area include $21.1 million in local income, $2.2 million in taxes and other local government revenue and 324 local jobs.

But what does the economic impact mean

New homes benefit more than just buyers and builders

in the real, day-to-day lives of community residents?

� ink about it. When a new family moves to a community and buys or builds a new home, they likely will shop at local stores. For instance, it’s more than likely they will need to buy furniture and accessories to decorate their new home. � ey will need to � ll their car’s gas tank at local gas stations so they can get to the stores. Local mechan-

ics may need to work on their car when it breaks down or needs an oil change or even buy a new car at a local dealer when it’s time to replace the old one.

� e family may need to hire local compa-nies for regular maintenance services such as landscaping, gutter cleaning and house cleaning.

� eir children will enroll in local schools. � is increases enrollment, meaning more teachers, janitors, cafeteria workers and other school support sta� will need to be hired. � ose also kids will join local sports leagues and other extracurricular activities, they will need to buy equipment and pay registration fees that then provide stipends for coaches and referees.

It’s easy to see how all of this economic ac-tivity puts income into the pockets of local business owners and their families, who can then go out and spend money themselves

recycling even more money into the com-munity’s economy.

Let’s talk about taxes. � is new family also will pay local and state taxes. � ese tax rev-enues help pay for a wide range of govern-ment services, including school teachers, police departments, refuse collection, parks maintenance and road repairs.

Over the long term, as these new families become part of the community, their posi-tive impact continues. NAHB estimates that those 100 new homes also provide the com-munity with additional, annually-recurring impacts of $3.1 million in local income, $743,000 in taxes and other revenue for local governments and 53 local jobs.

Families who buy a newly built home en-

joy bene� ts including safety, amenities, ener-gy e� ciency and � oor plans to � t a modern lifestyle. But the advantages of new homes extend far beyond the buyers and the build-ers. Residential construction has a positive and direct impact on a local community’s economy for years and years to come.

Upgrade insulation in walls, floors and ceilings forimproved comfort or use wall systems with integratedinsulation such as SIPs (structural insulated panels) orICF (insulated concrete forms).

Your roof’s ability to effectively shed water, snow andheat dramatically affects your home’s longevity andyour comfort.

Install roofing materials with at least a 25-yearwarranty such as concrete or clay tile, metal, orasphalt roofing with 30-year warranty.

Use roofing materials that allow rainwatercollection— metal, tile, and slate provide cleansurfaces so that water can be used for irrigation inyour landscape.

Use FSC or SFI-certified sustainable wood forplywood, tongue-and-groove boards, oriented strandboard and paper fiber, and wood products that donot contain urea formaldehyde.

Install flashing around all openings. Install a vegetated or planted roof that helps slow

and treat stormwater, prevents heat islands, providesinsulation and helps preserve the roofing membrane.

Use the roof as a power supply for solar hot water andelectricity with photovoltaics.

Recycle or salvage old materials. Select light-colored roofing to reduce heat island

effect.

Protect existing trees as assets to your property. Use pervious and permeable pavements that allow

rainwater to seep into soil. Plant native, hardy landscapes that are mulched to

retain moisture. Use captured rainwater, such as from a rain barrel

hooked up to a downspout, for irrigation. Install natural, local materials for walls or other

elements. Salvage stone, brick or plants from other sites or

projects and reuse. Amend the soil with compost for healthier plants. Ensure all landscape elements such as furniture are

made from sustainable materials such as recycled“plastic” lumber or FSC-certified woods.

Choose countertops made from recycled contentmaterials such as ceramic tiles or fiber composites.

Install Energy Star appliances and lighting fixtures. Use low-flow faucets or flow-restrictors can

sometimes be retrofitted to existing fixtures. Choose all surfaces for their ability to be cleaned

easily with soap and water instead of harsh chemicals. Choose flooring made from hard surfaces such as

hardwood, tile or stone that are durable and easier tomop up with soap and water.

Install sustainably produced wood for flooring,framing, trim or cabinetry.

Opt for cabinetry made without urea formaldehydeand without high-volatile organic compound (VOC)varnishes, or made with rapidly renewable materialssuch as strawboard.

Select operable windows that will bring in daylightingand natural ventilation.

Enhance space for storage of recyclables andcompostable materials.

Use non-toxic finishes, paints, cleaning products. Go for a dish-drawer dishwasher that can accommodate

smaller loads and save water and energy. Refurbish existing cabinets with new doors or

countertops if structural parts are in good shape. Install water filtration unit at faucet.

Put in operable, energy efficient windows for naturalventilation.

Remove carpet and install hard surfaces with area rugs. Use organizing systems without urea formaldehyde. Select bedding linens and mattresses made from all-

natural, non-toxic materials. Pick furniture that is made from sustainably produced

material such as FSC-certified wood, and fabrics thatare natural fiber, naturally-dyed fabrics and stuffed withnatural materials such as wool and painted with low orno VOC paint.

Protect existing trees as assets to your property. Use pervious and permeable pavements that allow

rainwater to seep into soil. Plant native, hardy landscapes that are mulched to

retain moisture. Use captured rainwater, such as from a rain barrel

hooked up to a downspout, for irrigation. Install natural, local materials for walls or other

elements. Salvage stone, brick or plants from other sites or

projects and reuse. Amend the soil with compost for healthier plants. Ensure all landscape elements such as furniture are

made from sustainable materials such as recycled“plastic” lumber or FSC-certified woods.

Choose countertops made from recycled contentmaterials such as ceramic tiles or fiber composites.

Install Energy Star appliances and lighting fixtures. Use low-flow faucets or flow-restrictors can

sometimes be retrofitted to existing fixtures. Choose all surfaces for their ability to be cleaned

easily with soap and water instead of harsh chemicals. Choose flooring made from hard surfaces such as

hardwood, tile or stone that are durable and easier tomop up with soap and water.

Install sustainably produced wood for flooring,framing, trim or cabinetry.

Opt for cabinetry made without urea formaldehydeand without high-volatile organic compound (VOC)varnishes, or made with rapidly renewable materialssuch as strawboard.

Select operable windows that will bring in daylightingand natural ventilation.

Enhance space for storage of recyclables andcompostable materials.

Use non-toxic finishes, paints, cleaning products. Go for a dish-drawer dishwasher that can accommodate

smaller loads and save water and energy. Refurbish existing cabinets with new doors or

countertops if structural parts are in good shape. Install water filtration unit at faucet.

Put in operable, energy efficient windows for naturalventilation.

Your roof’s ability to effectively shed water, snow andheat dramatically affects your home’s longevity andyour comfort.

Install roofing materials with at least a 25-yearwarranty such as concrete or clay tile, metal, orasphalt roofing with 30-year warranty.

Use roofing materials that allow rainwatercollection— metal, tile, and slate provide cleansurfaces so that water can be used for irrigation inyour landscape.

Use FSC or SFI-certified sustainable wood forplywood, tongue-and-groove boards, oriented strandboard and paper fiber, and wood products that donot contain urea formaldehyde.

With the economy and hous-ing market still recovering, some potential first-time home buyers may be hesitant to invest in a new home. Yet there are several reasons why now is a great time for millennials and other first-time home buyers to start build-ing their American Dream.

Today’s home owners and buyers are looking for ways to incorporate home technologies that increase the long-term value of their house but also provide convenience, safety and comfort. Energy man-agement is a highly-desired feature in both newly built and existing homes, along with multi-zone heating, ventilation and air-condi-tioning (HVAC) systems and light-ing controls. Not only are these features easy-to-use, but they also provide energy-e� ciency.

By incorporating the following technologies, home owners can save money on their utility bills:

• Automated HVAC systems can maintain a more energy-e� cient temperature while the home owners are away at work, but switch to a more comfortable temperature prior to their arrival home. Zones also can be created to heat or cool only the areas most used by the occupants, keeping other areas, such as guest bed-rooms, shut down until they are needed. � ey also can combat the problem of heat rising, keeping upper � oors cooler in the summer without freezing the lower � oors in a home. According to ENERGY STAR®, a joint program of the U.S. Environmental Protection Agency and the U.S. Department of En-ergy, programmable thermostats can save consumers about $180 per year in energy costs.

• Water heaters with a timer can be turned o� when the occupants are traveling, then can turn on and begin heating the water in prepara-tion for their return home. Tank-less gas water heaters — which only activate when residents start to use hot water and immediately de-activate when they are done —

are also a great option and can re-duce water heating costs up to 35 percent annually.

• Lighting can make up 10 to 20 percent of the total electrical usage of the home. Installing an automatic dimmer, which adjusts to the home owner’s needs based on time of day or occupancy, will lower electricity bills and increase the life expectancy of light bulbs.

• Blinds and drapes can be programmed to close during the warmest part of the day to block out the sun; keeping the house cooler. In the colder winter months, they can open up to allow the sun in to warm the house, which helps regu-late the room temperature.
