Property clutter poses problems for county regulators

One man’s trash may be another’s treasure. But what happens when a neighbor’s “trea-

sures” become an eyesore or worse — a threat to public health and safety?

People make around 200 complaints every year to the Island County planning depart-ment for a variety of code violations, for things such as junked cars, garbage in the yard and improper storage of hazardous materials. The majority of complaints are resolved in a few months.

But a few properties — about eight a year countywide — receive multiple complaints, and the owners are unable or sometimes unwilling to do anything about it.

“It’s something we and every other jurisdic-tion struggle with,” said David Wechner, direc-tor for Island County Planning and Community Development.

In April a woman died in an early morning fire in the Dugualla Bay Heights neighbor-hood. County officials had a long history with the property, which was subject to multiple complaints for health department and county code violations.

An overloaded extension cord caused the fire but the accumulation of newspapers and other items in the home likely contributed to the speed and heat of the fire, officials said. Afterward, some people questioned why offi-cials couldn’t have done something.

It’s difficult for county officials to do much about problem properties, Wechner said. The biggest challenge is money.

Hospital approves purchase of new medical supplies Whidbey General Hospital Auxiliary Board recently

approved the annual Medical Equipment Wish List for 2015, according to a recent news release.

The list is funded by sales from the volunteer-operated hospital gift shop, hospital vendor

sales and funds raised through the Polly Harpole Hospital Guild. In its best return to date, the auxil-iary approved funds of a little more than $59,000, according to the release.

The funds for this year’s wish list were raised throughout the past year under the direction Jan Hays, who was Auxiliary Board president at the time.

“The Gift Shop is run entirely by volunteers who provide excellent personal service to our customers,” said WGH Manager of Volunteer Services Nancy Bailey, in the release. “Under the leadership of the Gift Shop Manager Michelle Suggs, our shop has grown in popularity in the community.”

The shop offers cloth-ing, handbags, scarves, gift items, locally-made products, books by local authors, fair trade mer-chandise and See’s Candy.

The Polly Harpole Hospital Guild formed prior to the hospital open-

ing in 1970. According to the release, Bailey said the guild has been a continual source of support for the

hospital since that time. Bailey added that Chief

in ensuring that the items on the list will be used by several departments to help patients in a variety of ways.

Items on the list include: BiPap equipment for ventilator support and a telemetry transmitter for the Medical/Surgery Unit; an oximeter and micro-scope for the Whidbey Family Birthplace; a blan-ket warmer, fluid warmer and fetal heart tone ultra-sound Doppler for the Emergency Department; a patient monitoring machine for Diagnostic Imaging; PFD equipment and two thermometers for Medical Ambulatory; two Difficult Airway Carts for the Surgical Services/Emergency Department; manikins and simula-tion software for Nursing Education; and a central line training manikin for Medical Staff.

They’re baaaack. Carol Osterman’s famous

herd of landscape clearing goats returned to South Whidbey last week, and as usual they came ready to work… er eat. Arriving at the Inverness Inn Friday in one large trailer, they poured out the back gate with little urging and vora-cious appetites.

“They rushed over and started chewing,” laughed Julie Bean, the inn’s owner.

The only thing on the menu was blackberry bushes, but the prickly fare didn’t seem to bother the goats any; they spent sev-eral days munching away in obvious delight. As of

Tuesday, the herd had deci-mated the small patch, and Bean was sending them to another nearby.

A real estate broker in Freeland, Bean has been beating back the blackberry bushes for years. Though she usually relies on heavy machinery, it’s expensive and the tenacious weeds always return. She’d heard about Osterman’s goats and decided it was time to try something new.

Also, they made extra sense this year because the blackberry bushes had overtaken septic system

inspection lids, and uncov-ering them required a light-er touch than a backhoe.

“This is kind of an experi-ment,” she said. “I think it’s going to be fun.”

Osterman’s herd, now numbering 36 strong, has made headlines in regional newspapers for years. That includes The Record and Whidbey Examiner. Their home base is Akyla Farms in Birdsview, about five miles west of Concrete, but they make semi-reg-ular forays to Whidbey. Several years ago, they were hired by Coupeville to

clear ivy from Town Park, and they’ve been utilized by many private landown-ers on South Whidbey as well. In fact, they were at a Langley property just prior to coming to the inn. That landowner preferred to remain anonymous.

Osterman said the herd is a mix of a least six dif-ferent breeds including: boer, cashmere, Lamancha, Anglo-Nubian, Kiko, and Saanen. The recipe she looks for is largely hardi-ness and self-sustainability, for they’re left alone over-night protected only by an electric fence. These are work goats, not pets, said Osterman, though about half have earned them-selves names. They’re based on the impressions they leave, such as trip-lets named Bow, Luke and Daisy.

“But not all of them are positive,” Osterman laughed.

Bean said she had been hoping the goats would completely eradicate the pesky blackberry bushes — they strip leaves and

most of the small branches but leave behind thicker stalks — but in no way was dissatisfied with the ser-vice. However, it’s compa-rable in cost to using heavy machinery without most of

the clean up. It’s also much more sustainable.

“All in all, it’s been fun to have them here,” she said. “I’m not disappointed.”

Eric Levine joins council race

Langley voters have a bona fide election race ahead of them for city council position 3.

Eric Levine, an ardent proponent of a funicular to connect the marina to the city’s commercial core, filed Friday on the final day of filing week. According to the Island County Auditor elections website, he officially filed at 1:55 p.m. May 15, challenging new-comer Ursula Shoudy. She filed Tuesday, May 12 for the open position. The incumbent, one-term Councilman Jim Sundberg, is not seeking re-election this fall.

Two other Langley City Council positions were sought by only one can-didate each, and both were incumbents: Bruce Allen and Robin Black.

Langley’s mayoral race has three candidates — Tim Callison, Sharon Emerson and Thomas Gill

— that will force a prima-ry election in August.

Tweak eyed for camping rules

Prompted by an unwel-come visitor to the Island County Fairgrounds campgrounds, the Langley City Council is looking to write rules outlining the length of stay for campers in city limits.

The council took up the issue during its meeting May 18 and heard of the change from Police Chief Dave Marks.

Marks said his depart-ment has been contacted several times about a family staying at the campgrounds, which is county property located just outside of city limits. The derelict state of the

camping trailer and sur-rounding area has caused consternation from some passersby and residents, but Marks can’t evict them as long as they pay the fee.

Langley does not have any codes restricting the length of stay in a camp-er, contrary to popular belief of a two-week limit.

“You want to make sure you have something in your hand when some-one calls your bluff,” Marks said.

The city is looking to adopt a $100-per-day fine after the two-week limit, based on a state policy for Washington State Parks.

“What we’re doing is consistent and quite defensible with the state,” Director of Community Planning

Michael Davolio said. One of several excep-

tions is a 30-day permit during a six-month win-dow. Councilman Jim Sundberg asked that the city planner take into account seasonal residents who host family and friends in campers during the summer.

Councilman Thomas Gill said he was also concerned that this may impact college students who are home for the summer staying in a par-ent’s recreational vehicle. He also asked for an exception for residents needing disaster relief who may need to stay in a camper while their house is unsafe for occu-pancy.

Davolio said the Community Planning department would use discretion when enforc-ing the rules, designed to prevent a temporary residence from becoming “a dump.”

The rules were approved to have a sec-ond reading by the coun-

cil at its next meeting, June 1.

Firehouse gets one proposal

Langley is looking to sell the firehouse on Second Street, and so far it’s received only one bid.

Director of Community Planning Michael Davolio said it was the sole pro-posal submitted as of the noon deadline Monday, May 18. It was turned in that day, after weeks of notice for request for pro-posals. Callahan McVay, the current tenant who leases the former fire sta-tion from the city, is the lone applicant.

Davolio said he needed more time to review the offer made by McVay, which was not solely dependent upon a dollar amount, before making a recommendation to the city council.

Pace your pooch at 5K race

The PAWZ 5K run/walk is returning to Langley for a third year this Memorial Day holiday weekend.

Known for its inclu-sion of pets of all sorts, the race course winds through the Village by the Sea at 9 a.m. Monday, May 25.

Soroptimists to host hoedown fundraiser

Replacing old lines and enticing new hookups are the top priorities for Langley’s sewer system, according to a report from the city’s contracted engi-neering firm.

Susan Boyd, vice presi-dent of engineering firm PACE, presented the ini-tial report to the city coun-cil Monday that covered everything from a push to make the system work with gravity rather than grinder pumps to the environmen-tal needs of a seaside town like Langley. About 60 per-cent of the city’s residences are connected to the sewer system. The rest are on sep-

tic systems, according to Langley Utilities Supervisor Randi Perry. That means 60 percent of the people are paying for 100 per-cent of the work that goes into maintaining and investing in a sewer: the pipes, the pump stations, the treat-ment facility, etc.

“Sewer systems, there’s nothing sexy about it,” she said.

According to the report from PACE, there are 450 connections in Langley and 6.87 miles of pipe to three pump stations.

“There’s enough capac-ity,” Boyd said.

The issue for Langley is conv inc -ing those not cur-r e n t l y h o o k e d up to pay the price of a con-n e c t i o n .

It’s not cheap, and the city knows it.

Langley leaders have long sought ways to offer payment systems or rebates. Boyd said that part of PACE’s work on the city’s sewer comprehensive plan is to look at programs other cities implemented and apply it to Langley

when possible. Several council members

said that when the sewer plan was last updated a decade ago, the language about penalties for resi-dences that didn’t connect to the sewer line was soft-ened. Now, the city has lit-tle recourse to make prop-erty owners connect, and Langley wants to change that.

“We need ideas for chang-

ing the ordinance’s lan-guage to be more aggres-sive for hooking up,” Mayor Fred McCarthy said.

The sewer plan from PACE will be designed to guide Langley as it goes forward with sewer work and development. Some of the goals include extending to areas without sewer lines so that if a property owner’s septic system fails and they are ready to connect, they

can; address infiltration and inflow problems to existing lines; renewal and replace-ment of the lines via the city’s capital improvement plan; and pump station upgrades.

“I really hope it serves you for years to come,” Boyd said.

The week I get a subscription renewal request, you pub-lish an intolerably racist “cartoon.” With stories of young black men being brutalized by law enforce-ment agencies appearing almost weekly, you choose to publish a “cartoon” showing poor dirty Harry being unable to dispatch his “punk” because his body camera demands that he be responsible for his actions. And the “punk” in question? Young and black of course. Your editorial staff is in dire need of cul-tural sensitivity training. In the meantime, you can can-cel my subscription.

Work together for a better LangleyEditor,

Being against the funicu-lar doesn’t mean anything except that the person thinks a funicular is a bad idea, for all the reasons that have been brought up by so many people for so long. It doesn’t mean that the person is opposed to change, or wanting to go back to the horse and buggy era, or uninterested in the welfare of local busi-nesses. It just means that we think there are more effective and less expen-sive and destructive ways to help local businesses.

For example, the mayor and the planner are work-ing on getting bus service from the ferry to Langley on weekends. That’s awe-some. Properly promoted

and marketed, a car-free way to visit Whidbey, avoiding ferry lines, could be a great help in increas-ing traffic and would fit with Langley’s values far better than a funicular.

I have other thoughts on how to help businesses, and I’m sure many other people do as well. The city has only to ask in the right way to get a whole lot more ideas to work with. Let’s work together to create a better, stronger Langley.

It is no surprise, then, that May is the month that is chosen to show apprecia-tion for those who serve as foster parents. The month of May takes us well into springtime, the season that embodies the promise of life renewed.

Communities across the nation are stepping up to show their appreciation to foster and relative parents, family members, child wel-fare professionals, volun-teers and policy makers for their effort on behalf of children who are in foster care. The same is true in Island County.

To Island County social workers, CASA’s, Family Court judiciary and all oth-ers who are stepping up for children who are in foster care, thank you for your tireless efforts.

To Island County foster and relative parents, your community is grateful to you.

You are the ones who follow the rules, keep the records, attend the appointments, get chil-dren to school, wash the clothes, heal the wounds, celebrate the joys, wake up at night to comfort and soothe restless children.

You are the normal in children’s lives. You hold the tender hearts of family in your hands. Your self-less commitment embod-ies the protective graces of community in children’s lives.

100 deadly days of summer

“Summertime and the driving is... scary,” to paraphrase an old song.

That’s because even before sum-mer, Memorial Day weekend to Labor Day, more traffic fatalities occur due to an increase in road-way travelers and drinking during summer get-togethers. The U.S. Department of Transportation cites the Memorial Day, 4th of July, and Labor Day holiday weekends as hav-ing some of the highest numbers of

DUI crashes and fatalities.While most DUIs involve alcohol, the Centers for Disease

Control and Prevention reports drugs other than alcohol, including prescription, over-the-counter and illegal drugs, are involved in the remaining percentage of DUI deaths. In Washington State that includes marijuana, which though legal for those 21 and older, still impairs driving abilities. Often these other drugs are used in combination with alcohol.

Driver impairment continues to be the most frequent factor contributing to traffic deaths in Washington State. And it’s hold-ing steady since 2011 with over a third of all traffic deaths in our state involving an impaired driver, according to the Washington Traffic Safety Commission. During the 100 deadly days of 2008 to 2013, that rose to nearly half of the 961 traffic fatalities in our state caused by alcohol or other drug impairment.

This year the Impaired Driving Impact Panel of Island County once again hopes to raise both awareness and funds during this dangerous season with KISS — Keep It a Safe Summer. The safety campaign kicks off May 22 with a series of awareness activities.

Returning KISS sponsors are: Farmers Insurance/Voit Agency, Harada Physical Therapy, HomePlace Special Care Center, Martin’s Auto Electric, Munros’ Driving Instruction, Oak Harbor Les Schwab Tire Center, State Farm/Landry Agency, Tradewinds Insurance and Whidbey Weekly.

All donations will be matched up to $5,000 by Island Thrift to benefit IDIPIC’s DUI and underage drinking prevention work in local schools and aboard Naval Air Station Whidbey Island.

Since 2000 IDIPIC’s mission has been to deter driving under the influence and underage drinking in our communities through education and awareness. Now with over 70 dedicated volunteers, IDIPIC has done this by providing 445 impact pan-els in Oak Harbor, Freeland and NAS Whidbey Island reaching over 30,000 attendees. This has included offenders, driver’s education students and their parents, and military personnel. The panels are free to the general public.

As families get ready to kick off the summer and honor our military heroes this Memorial Day weekend, IDIPIC urges motorists to stay safe on the road during the 100 deadly days by:

•Planning a safe way home. Use a taxi or a desig-nated driver who’s had NO alcohol or impairing drugs.

•Not driving at night unless you must. More than half of nighttime crashes

occur 9 p.m. to midnight.•Wearing a seatbelt.

Seatbelt usage is one of the best ways to stay safe on our roadways.

•Slowing down. Respect all posted speed limits.

•Being aware. Pay atten-tion to other drivers, avoid those driving erratically and report any unsafe driving.

You can also help others to not drive under the influ-ence by being a responsible

host. Offer non-alcohol alter-natives, don’t let guests make their own drinks, stop serv-ing alcohol at least an hour before the party ends and ensure your guests are safe to drive home.

With a trip to the state 1A boys soccer championship on the line Saturday, South Whidbey senior Jeff Meier scored a penalty kick and an overtime goal to secure the Falcons’ spot.

The two scores were a bit of redemption for Meier, who missed a penalty kick during the 1A District 1 champion-ship match against King’s the week prior.

“When you take a penalty kick you’ve gotta be loose,” Meier said Monday during a rare non-practice afternoon.

When he stepped to the line to take the kick 12 yards from the goal, he said he thought about his missed shot against King’s, and the lost chance at an automatic state berth then and there.

Another shot presented itself to him with his team trail-ing 1-0 in regulation. This time, relying on a shot he said he practiced hundreds of times, he wouldn’t miss.

“We were going to leave everything on that field no mat-ter what,” Meier said.

His shot sailed into the net for the tying score in the sec-ond half with about 25 minutes remaining. The rest of the way, a formation change and some player rotation ensured that the Falcons wrested possession away from the Pumas.

But it was far from over, and Falcon senior goalie Charley Stelling needed to make a diving, one-handed save to keep the score tied.

“Any coach who tells you they’re not nervous is either dispassionate or lying,” Falcon co-head coach Emerson “Skip” Robbins said. “Of course I was nervous, but I was confident.”

Midway in the five-minute overtime period, Meier threw in the ball near the University Prep goal. It crossed in front of the goal to Falcon senior Oliver Saunsaucie, playing with an injured foot, who passed it back across the goalie box to Meier who headed it over the defenders for the game-winning goal.

“I was very surprised because both of their center backs are very tall, and I’m short,” Meier said. “It was euphoric. I was trying to run away from Kai [da Rosa]. He tackled me.”

South Whidbey baseball collected 11 runs on 10 hits in a pair of elimination games in the 1A bi-district tournament Saturday to punch their ticket to the state championship.

The Falcons played good enough to edge out University Prep 8-3 in the first round, then kept Cedar Park Christian in check for a 3-1 victory that sent South Whidbey onward and ended the Eagles’ season.

“We rushed the field,” Falcon head coach Tom Fallon said in a phone inter-view Monday. “It’s very sat-isfying to be a public school and compete against these private schools like we do.”

In a win-or-go-home game against a familiar foe, South Whidbey made the most of its opportunities. Against fellow Cascade Conference team Cedar Park Christian, South Whidbey scored three runs on four hits and held the Eagles to just one run on eight hits.

“I’ll take my best nine against anybody’s best nine, any day,” Fallon said.

From the first inning, South Whidbey (8-9 Cascade Conference, 12-12 overall) held the lead. Falcon junior leadoff batter Ricky Muzzy hit a single and was scored on a RBI single by sopho-more Connor Antich.

Cedar Park got two run-ners on base in the follow-ing frame, but a grounder to

second baseman Antich was flipped to Muzzy for the dou-ble play throw to first base.

Muzzy brought sopho-more Will Simms in with a grounder up the middle in the second inning to extend the lead.

Cedar Park again got a pair of runners on base in the third inning, but they were stranded by South Whidbey’s defense and starting pitcher Mo Hamsa.

From there, the defense held together and only

allowed a run in the fifth. Hamsa gave up four hits in a row for the Eagles’ first score with only one out.

F a l l o n r e l i e v e d him from the mound and put in Muzzy to close out the con-test. Muzzy struck out the first batter he faced and got the next to fly out, stranding three Eagle batters on base.

“I was nervous the whole game,” Fallon said. “It was

a very tight game.”

Hamsa later scored Muzzy on a hit to right field in the sixth for the Falcons’ final run.

Softball blasts island rival in home finale

South Whidbey fastpitch won its final home game 11-3 against its island rival Coupeville on Friday.

The Falcons jumped on the ball at the plate, taking a 6-0 lead after the first inning and adding a run here and there the rest of the non-league game at South Whidbey High School.

Falcon freshman Bellarae Northup led the way from the pitcher’s circle. She struck out three batters against five hits and two walks that led to three runs in the win.

She was relieved by fellow fresh-man Mackenzee Collins in the third inning. Collins allowed four hits, two walks and no runs while strik-ing out seven Wolves.

Collins also powered South Whidbey at the plate. She went 2-for-4 with a pair of singles and three RBI. Senior Sarah Merrow col-lected a pair of singles and a pair of

steals to go along with her pair of RBI. Chloe Huffman, a senior, also hit two singles as the Falcons tallied 11 hits and committed only one error on the day.

rebounded from an early 1-0 deficit. A few scores by Falcons Brent

Piehler and Charlie Patterson put them ahead for the rest of the game.

University Prep came close in the second inning with another run, but Simms and the Falcon fielders

stranded a couple of runners to keep their lead.

South Whidbey jumped further ahead on a two RBI triple. Muzzy, who went 2-for-2 at the plate with a pair of walks, knocked the ball to deep right-center field and wheeled himself around the bases. His shot scored Austin Sterba and Campbell Albertsen, who reached base on three walks and scored a run, and

seemed to put the game out of reach for University Prep.

A series of singles in the fifth inning padded South Whidbey’s lead, which was needed as University Prep scored another run in the bottom of the inning.

The Prep Pumas loaded the bases in the seventh inning with only one out, but Simms got consecutive bat-ters to fly out in the infield to close

out the contest and send his team on to the winner-to-state contest against Cedar Park Christian (10-7 Cascade Conference, 14-10 overall).

“We continued to work out of trouble,” Fallon said. “We get run-ners on, we don’t panic. Our pitch-ers make pitches when they need to.”

In the final inning, Muzzy got two batters to fly out to the outfield and

the third to ground out to shortstop. South Whidbey plays Seattle

Christian at 10 a.m. Saturday, May 23 in Anacortes for the first round of the state 1A baseball tournament. The loser is eliminated and the win-ner advances to play later that day.

“I told him this, ‘I’m really proud of you for not being afraid to fail. For having the courage to miss, for not let-

ting the fear of missing keep him from kicking,’ ” Robbins said of Meier, the team’s leading scorer who tied the school’s single-season record with 24 goals.

Like all stories of victory, South Whidbey’s winner-to-state, loser-out contest against University Prep came at a cost. The Falcons suf-fered a series of injuries; it’s unclear how most will affect four players heading into their first-round match

against White Salmon on Wednesday, May 20.

“The ref didn’t throw one yellow card,” Falcon co-head coach Emerson “Skip” Robbins said in a phone inter-view Monday. “There maybe should have been 10 thrown.”

“They weren’t a dirty team, they were just super physical,” Robbins said of University Prep, adding that

his team committed fouls deserving of official warn-ings just as much as the opponent. “They weren’t malicious fouls.”

South Whidbey travels south to White Salmon at 5 p.m. Wednesday, May 20. The state tournament is sin-gle elimination, meaning the loser is out of the race.

unknown because she is well aware of the area’s com-mercial struggles in recent years. But Cameron has full confidence Make Whidbey will succeed because of her past experience build-ing the wood goods com-

pany up and relocating from Vancouver, B.C. to their workshop in Clinton.

Picking Clinton over the downtown charm of Langley or the bustling commerce of Freeland was a simple choice for Janae Cameron, who is running the new ven-ture independently from her husband.

“This is where I’m from,”

she said in the new store occupying the old Dodge Building across from Cozy’s on Highway 525. “We’re a working-class family from Clinton.”

The 1,275-square-foot space will serve three dis-tinct but connected func-tions, she said.

First, it is Turnco Wood Goods’ flagship store after being featured in dozens of shops across the country, internationally and most recently on South Whidbey.

Second, the children’s crafting area — dubbed Make and Take by Cameron — allows youngsters a place to color and create to their hearts’ content.

Finally, Clinton again has a morning gathering place to enjoy some drip coffee and a pastry (or two, or three) from The Essential Baking Company in Seattle.

“The point is to have peo-ple come often,” Cameron said.

Outside in the parking lot adjacent to the highway sits the Lunch Box. Cameron’s small trailer has made the rounds at farmers markets in past seasons and now gets rented to would-be food truck chefs who don’t have a truck but want to sell their food. It won’t be part

of the Make Whidbey busi-ness, but rather is meant to serve as attraction to pass-ing motorists.

Her plan is to have it out front most weekends, start-ing with this Friday, to catch the ferry crowd with an assortment of grab-and-go foods like breakfast sand-wiches or biscuits and gravy provided by one of several vendors. She plans on focus-ing her time inside the main store.

Stephanie Cook, owner of Cozy’s Roadhouse just across the street, said she was excited to see another cafe open. Having met with Cameron and had her as a customer, Cook said Make Whidbey was poised for suc-cess.

“We’ve had cafes down

here before but for one rea-son or another they didn’t succeed, usually for person-al reasons,” Cook said.

Traffic speeding up the highway from the ferry has long been derided as both a source of opportunity and challenge for businesses in Clinton. Cook, whose res-taurant and lounge is often packed on the weekend and some weekday evenings, said a business owner has to make their location a desti-nation for patrons.

“They actually have to want to go to your place,” she said. “This new business is going to be a destination.”

The Make and Take children’s area will have a per-hour charge of $5 and includes a handful of activi-ties from a menu. Coloring,

wool-stuffed doll-making, small wooden people cre-ations are all available from the menu.

Most of the play space that occupies the back of the shop has been kid tested by Cameron’s two children, 4 and 2 years old. During an interview Monday, her children played and sang and colored, demonstrating that the area is suitable for children.

“They’ve spent a lot of time here,” Cameron said as her daughter and son played tag and hide and seek.

She knows that people say there are no children or young families on South Whidbey. But when she registered her daughter for kindergarten, she met other young families who all said the same thing: there is nowhere to spend time with their children indoors and not at home on the South End.

“The whole idea is it’s something you do with your child,” Cameron said. “It’s not a drop off.”

Drip coffee and pastries won’t be more than a couple of dollars. Cameron said she priced everything to be affordable and accessible.

“I’m cost conscious because we’re a young fam-ily,” she said.

Hoping to make shop-ping local easier for all income levels, Bayview Farmers Market is once agin accepting SNAP ben-efits.

The market is in its second year of promoting the use of SNAP benefits (formerly food stamps) for purchasing from Whidbey vegetable, fruit, and dairy farmers. Here’s how it works: A shopper makes a purchase at a qualified market stand using their SNAP card. They get a receipt to take to the market manager who then matches what they spent with up to $10/day in free market bucks to use at any food stand. This doubles SNAP cus-tomers’ spending power, and makes it easier for everyone to shop local and eat healthy, said Annie Jesperson of Deep Harvest Farm.

“The matching fund program helps low income community mem-bers afford fresh, local, healthy produce for their

families while supporting local farmers,” Jesperson said.

The Bayview Market donated $500 in 2014 to kick off the program, all of which was distributed to low-income customers, according to the release. This year Goosefoot, Coastal Community Bank, Island Athletic Club and individual donors all made contributions to ensure this program continues to thrive.

The market hopes to receive enough funding to be able to also offer matching funds to cus-tomers using WIC and Senior Nutrition Program coupons.

lic affairs officer for Naval Air Station Whidbey Island, Navy EOD teams are qualified to ren-der safe all types of explosive hazards and occasionally assist law enforcement with danger-ous explosives. In this case, they responded to a request for assistance from state and island police.

While the team did remove the old dynamite “remotely,” Welding declined to go into details, saying it’s Navy’s prefer-ence not to disclose the exact methods of the extraction. He did confirm, however, the means of disposal.

“Burning it was the safest thing to do,” Welding said.

The road was closed as a safe-ty precaution based on the Navy team’s minimum safe distance perimeter.

Wallace said this type of inci-dent is not new to Island County. Previous finds of old dynamite have been treated similarly, though he said this was the larg-est amount he’d encountered.

“It’s happened before, not to this quantity,” he said, citing the rural nature of Island County and the use of dynamite to demolish old structures or clear out prop-erty of stumps or boulders.

Wallace said dynamite is high-ly regulated in how it is stored and who may possess it. He rec-ommended that anyone with old dynamite contact the sheriff’s office before trying to move it.

“If people have explosives, they need to be disposed of prop-erly,” he said. “We can’t even do it.”

Island County law enforce-ment does not have its own

bomb squad. Instead, the sher-iff’s office has a list of agen-cies to ask, starting with the Washington State Patrol. Wallace said the WSP was not able to mobilize as quickly, so the sher-iff’s office deferred to the Navy.

“There’s a protocol in place, and Navy came down and took care of it,” Wallace said.

People can become “over-whelmed by the effort required to clean up or even maintain the property,” Wechner said.

About half the time the owners don’t live on site or can’t be found.

“In a lot of cases, resources are zero,” said John Clark, who works on code compliance for Island County. “No vehicle, no money and no way to clean up their prop-erty.”

While the county has plenty of rules that address problems on properties, officials have little power to make people fix the problem. In extreme cases, county officials can clean up the property, place a lien on the land and refer the case to the prosecu-tor for possible civil or criminal action. That rarely happens.

The county usually gets stuck with the bill, or more accurately the taxpayer does.

Property owners often can’t pay and the money is rarely if ever recouped by placing a lien on the land, Wechner said. That’s because it may take years for the land to be sold, there may not be any equity left in the property and if there is, the county is one of the last in line to get it.

Instead, the county tries to work with the owner to solve the prob-lem, not collect fines, Wechner said. That tends to yield better results.

In one instance, an Island County property accumulated thousands of dollars in fines. An elderly woman lives on the prop-

erty and didn’t have the means to deal with the junk stacked around the house. Family mem-bers stepped in and spent tens of thousands of dollars helping her clean it up. The county dropped the lien on the property “because

compliance had been achieved,” Wechner said.

Even when property owners can pay the fines or the property is cleaned, they often return to their old ways.

“And in many cases once com-pliance is gained and the pres-sure to comply is off, the tenant

or owner returns to old habits,” Wechner said.

There are resources available to help indigent property owners including a half-off dump pass provided by the Opportunity Council that’s valid for a year and

nonprofits such as Hearts and Hammers, which helps rehabilitate homes.

People have a legal right to live as they wish inside their homes. The health department only steps in when a property becomes a threat to the greater public health such as when improp-erly stored chemicals might

seep into groundwater or some-one is dumping garbage on their property, said Keith Higman, director of the Island County Public Health Department.

“If someone is hoarding items within their home, that’s not a public health issue,” he said.

The health department used

to issue tickets with a monetary fine, much as a police officer would issue a parking ticket. But the fines at $75 weren’t enough, Higman said. People would often pay the fine and not fix the prob-lem, or just not pay. People could also contest the tickets at district court.

Other cities clean up the prop-erty and send the owner a bill. If the bill isn’t paid, a lien is placed on the property. The problem with that approach is it requires a hefty start up fund to pay for the clean up, Higman said.

In Oak Harbor, Mayor Scott Dudley put a special emphasis on code enforcement a few years ago after the aftermath of the reces-sion left a lot of foreclosed and abandoned homes. If an owner won’t cooperate, the city con-tracts with a business to clean up the property, then files a lien to recoup the cost.

Larry Dobson is an expert at putting the “fun” in funda-mental forms.

The Clinton resident, known for his numerous

appearances ascending a pair of stilts in parades and com-munity events throughout the decades, is an inventor and architect specializing in fundamental geometry.

“As a society, we’ve been formed by the cube, the cubi-cle,” said Dobson. “We see things in the right angle. The right and wrong dualities are integrated into our perspec-tive on everything. There is also a dual perspective that is related to us being upright on the earth.”

Dobson explained that the relationship between humans and right angles is some-thing he has been exploring for some time. Fundamental forms encompass everything from crystals to atoms, none of which are cubic, he said.

Fundamental geometry is also at the heart of the “Attitude Adjuster,” one of a number of innovative tech-nologies and designs Dobson has created since he began his work in the 1970s.

The Attitude Adjuster is a human-powered crystal-shaped structure from which hangs several swings to sling riders through the air. Friends and cohorts of Dobson’s contend that, true to its name, it always pro-vokes a smile.

It’s a symbol of Dobson’s longstanding goal to make the world a more fundamen-tally enjoyable, cooperative space.

In his most recent endeavor, Dobson, along with a group of like-minded community members, are working to establish an inten-tional, affordable, ecologi-cally conscious community within Dobson’s 10-acre plot of land.

“There are a lot of open minds here, people who would love to see change, people who came here to get away from that rat race mentality and scarcity, auton-omy,” said Dobson.

Duran Laframboise, him-self an artist and builder, currently lives in a brightly-painted 1970s Winnebago on Dobson’s property along with Katy Lambert.

Laframboise and Lambert are two of Dobson’s five cohorts who have spent

the last few months busily researching and working to develop a plan to bring before Island County repre-sentatives for approval. He noted that he has spoken with Bridget Smith, a county code and compliance advisor, and is in the process of deci-phering what is permissible and feasible.

Neither Smith nor Dave Wechner, director of Island County Community Planning, could be reached for comment prior to press time.

The ideal representation of their vision, Laframboise explained, would be to devel-op a community land trust similar to those established in nearby Lopez Island.

Lopez Island currently contains five such communi-ties, in which the land has been preserved for afford-able, ecologically sustainable housing. Two of the Lopez Island communities are “net zero” meaning that a renew-

able source of energy offsets all of the households’ annual energy consumption.

Loren Churchill, another resident of the property and longtime friend of Dodson’s, said the purpose of a land trust is to protect the land while taking it off of the speculative market.

Dobson first envisioned the concept of intentional communal living while serv-ing in the Peace Corps in India. He said he was greatly impressed by the resource-fulness and harmony with which thousands of Indian villagers lived on small plots of land with little or no nega-tive ecological impact.

After Dobson moved to Whidbey in the 1970s, he began working to create a similar community, complete with a school.

The community eventually dissipated, but has estab-lished a smaller-scale haven for artists and fellow gaia-enthusiasts on his property.

Dobson met Laframboise, Lambert and others while involved with Geoship SPC. It was upon this meeting that the concept of a community land trust began to emerge. Geoship’s website describes it as a Decentralized Autonomous Social Purpose Company based on Whidbey and in Reykjavik, Iceland. Laframboise explained that they are currently taking a hiatus from Geoship in order to pursue their own vision while the CEO seeks funding from venture capitalists in San Francisco.

Dobson’s hope is to encourage conversation and participation from neighbors and community members in order to create a diverse network of participants rep-resentative of different age groups, backgrounds and specializations in order to build a “beautiful, harmoni-ous paradise.”

“All of our skills overlap and complement each other really, really well. It really illustrates how diversity equals unity,” Laframboise said.

Each of the participants’ philosophies and project ideas share the common thread of living in close con-nection with the earth.

Dobson hopes that, more than an ecologically sustain-able community, it will also become a place of healing where people may hold workshops and events.

He is interested in help-ing others to realize their dreams, he said. He added

that he considers his com-munity vision to be a “living organism,” the project repre-sentative of a symbiotic rela-tionship between individuals, the earth and one another.

“I think there are a lot of people who don’t know what compassion and uncondi-tional love is,” said Heather Wilkins, participant and resident. “I think people need to be shown that in order to express it.”

“The idea is to empower the community,” said Wilkins, adding that she hopes to eventually develop a food co-op to source South End neighbors with produce harvested from the property.

In tandem with their work to establish an intentional community and land trust, the group has been heading a weekly work party to assist South End neighbors with various tasks, similar to the work of Hearts & Hammers.

Most recently, the group salvaged the materials from the last of the former Robinson’s Resort cabins. The wood will be used in making structures such as sheds and a tiny house.

“It’s all evolving rather serendipitously,” Laframboise said of their efforts.
