In the context of OSI–S strategy for development, the year 2004 was a key one in the efforts of Open Society Institute – Sofia to strengthen its position as an organization committed to developing and implementing new public policies, based on the principle for utmost protection of public interest.
This role was operationalized primarily through experts’ work in a variety of areas: legal system, central and local government, public health, education, integration of Roma, civil society. Mobilizing its potential and attracting in a close partnership a large number of experts and organizations, OSI–S elaborated and presented a series of papers: long-term and visionary strategies for the country’s development (“Bulgaria 2005–2010: Sectoral Policies”), as well as targeted and highly specialized expert analyses on decentralization, regional planning, EU accession, etc. Some of the outputs of this expertise were immediately implemented in the practice of both public administration and NGOs who serve as a corrective of the official public policy.
OSI–S sees its mission first and foremost as being an active agent of change. To this end, the “hidden” cabinet work of our expert teams in all cases evolved into public discussions, organized in a variety of formats: from focus groups to presentations on the national media.
Public discussions and efforts to change public attitudes are always complemented by limited in number and scope, but targeted projects, which test the feasibility of certain practices. Regardless of whether they are meant to assess readiness for conducting reforms in education (“Developing a Secondary School Monitoring System in Bulgaria”) or in state administration (“Distance Learning Program for State Administration Officials”), these initiatives are targeted primarily to identifying possibilities for improving public environment and public policies.
Convinced that an open society is built on the principles of rule of law and unfaltering respect for human rights, the Open Society Institute – Sofia launched several strategic initiatives imposed by the dynamics of public processes. Some of them are traditional for the Institute’s profile: support for organizations defending the rights of minorities, refugees and disadvantaged groups, while other propose and introduce innovative approaches to solving law enforcement problems: Access to Justice Project, Community Policing Project.

One of the remarkable achievements of the Institute was that it managed to win the trust of representatives of political parties, organizations, public institutions, and think-tanks from the entire political spectrum. This not only legitimizes the activity of OSI–S in society, but also contributes to formulating clear and transparent positions on certain issues, as well as reaching consensus whenever possible. The Civil Convent for Amendments to the Bulgarian Constitution, for example, emerged as the most powerful factor in changing the attitude of constitutionalists and the general public on the need for and the type of necessary constitutional reforms.
For the Open Society Institute – Sofia supporting meaningful and consistent reforms and providing targeted technical assistance to public institutions does not invalidate the need for conducting persistent civil control. Monitoring the activity of the Sofia Municipal Council, analyzing the independence of television stations in Bulgaria, and collecting information on cases of violence during detention are only a few examples of the tools that OSI–S employs in an effort to guarantee transparency and efficiency in those institutions, which are responsible for democracy to work.

Financial Profile 2004
I. Income The recognized contribution income, verified based on reported expenses for
achieving the goals of each grant, amount to 4.8 million US dollars. The reduction, compared to previous years, results from the implementation of the strategy for transforming OSI–S into a public policy institute and the ensuing decrease in the core budget of the Open Society Institute – Sofia from 5.5 million US dollars in the year 2000 to 2.2 million in 2004.
Pursuing its strategy to broaden funding sources, the Open Society Institute –
Sofia has increased its income from EU programs and other donors outside the Soros Network from 171 thousand US dollars in the year 2000 to 672 thousand US dollars, which includes also resources attracted under projects of consortia led by OSI–S.

II. Expenses In 2004 program expenses amounted to 4.1 million US dollars, which according
to the International Accounting Standards and the Foundation’s accounting policy include current liabilities on contracted grants, which have not been paid, totaling 2.2 million US dollars as of December 31, 2004. By way of comparison, in 2003 program expenses amounted to 5.2 million US dollars.

Most of the projects have been implemented by partner NGOs on topics agreed
with the Open Society Institute – Sofia. Approximately one fourth of program expenses have been made on projects, administered by OSI–S.
In 2004 the budget spent for administrative operations of the Institute amounted
to 455 thousand US dollars compared to 473 thousand in 2003. Administrative expenses come to 9 percent of the total spending.
The total expenditures of the Open Society Institute – Sofia in 2004 amounted to
4.8 million US dollars. Spending exceeds income by 131 thousand US dollars because internal reserves were used to cover payable rent to the Institute’s affiliate company, BCF, thus reducing a loan of 93 thousand US dollars. The difference between income and expenditure also results from the accounting policy of the Open Society Institute in recognizing income from fixed assets.

III. Accountability and control Grant-making decisions are taken by independent experts, based on publicly
announced principles and priorities, and detailed operation procedures designed to ensure impartiality, transparency, and avoidance of any conflict of interest. The financial operations of the Open Society Institute – Sofia are recorded and accounted for in compliance with Bulgarian accounting laws, international financial reporting standards, and the established standards within the International Soros Network.
Financial reports are audited by an internationally recognized auditing firm. The
Open Society Institute – Sofia is registered as a public benefit organization and issues a publicly accessible annual report on its activity.
IV. Resources The net assets of the Institute amount to 4.9 million US dollars and have
increased by 1 million US dollars compared to 2003, as a result of a revaluation of net investment assets in the affiliate company, Bulgarian Charity Fund.
OSI–S uses an office at 56 Solunska str., with 35 computer-equipped working
stations and two conference rooms. Program activities are carried out through the combined effort of the Institute’s
staff of 20 permanently employed individuals, in partnership with a broad community of experts.
The Institute publicizes information on its program activity through the web
sites: www.osf.bg, news.osf.bg; the special project web sites: constitution.osf.bg, communitypolicing.osf.bg, www.ethnos.bg, www.bgngo.bg and others.
In the context of its priority to organize public debates and develop public

Public Debate Program The setting up of the Public Debate Program in the program structure of the
Open Society Institute – Sofia, follows the strategy for transforming the Institute into a public policy institution. The mission of the Program is to act as a public mediator among different institutions with a view to influencing the political system into adopting the civil society agenda. The Program’s priorities include conducting research studies, elaborating social development strategies, and organizing debates.
In 2004 the Program developed 10 long-term strategies for the development of
Bulgarian society until and after the country’s accession to the EU, 2005–2010 in areas such as: EU accession; administrative reform; judicial reform; macroeconomic and structural policy; regional development and local government; social sphere development; public health; secondary education development; national security. The public presentation of these strategies continued throughout 2005. The elaboration of a Marine Strategy for the Development of Bulgaria was also launched.
To ensure public debate and public awareness, the Institute attracted OSI
fellows, experts in different areas; partnership projects in the development of electronic media were implemented in cooperation with the InfoSpace Foundation and the New Europe Foundation. European Integration and Regional Stability Program The key objective of the European Integration and Regional Stability Program is
to facilitate and accelerate the process of Bulgaria’s integration into the European Union and NATO and to promote regional cooperation and stability through active civic involvement. The Program implements projects and initiatives in partnership with a broad range of NGOs or government institutions, addressing issues of strategic importance for the integration process and promoting cross-border civic partnerships for regional integration and stability.
In 2004 the Program launched a pilot project for online learning targeted to state
administration and aimed at increasing its capacity to absorb EU pre-accession (PHARE, ISPA and SAPARD) and structural funds in an efficient and sustainable manner. The pilot project will be implemented between October 2004 and October 2005 in cooperation with the Anticorruption Coordination Committee of the Council of Ministers of the Republic of Bulgaria and the Public Administration and European Integration Institute, which will issue certificates to successful graduates.
17 Bulgarian experts developed 15 training modules for the pilot phase of the
distance learning project, which is targeted to central and local administration officials.

The Group is an open analytical and discussion forum established within the European Integration and Regional Stability Program of the Open Society Institute – Sofia, which brings together the efforts of various analytical centers (think-tanks) in the country, as well as those of experts to identify long-term problems in the context of Bulgaria’s accession to the EU and the country’s membership in NATO, and to propose feasible solutions. The Group for European Analysis and Prognosis elaborates research studies and analytical papers on issues of special importance for the process of Bulgaria’s integration to the European Union. Law Program Access to Justice In 2004, one of the key priorities of the Program was to improve the access to
justice for members of disadvantaged groups. In pursuing this priority, the Program developed a wide range of activities in partnership with local NGOs and government institutions. Based on the experience of the pilot Legal Aid Bureau (established in 2003 in the city of Veliko Turnovo), the Program cooperated with the Ministry of Justice and the Supreme Bar Council to develop a concept for reforming the national legal aid system and elaborating a Draft Legal Aid Act. Meanwhile, the Program continued to support the operation of legal clinics at various law schools in the country, financing in 2004 projects of four existing clinics and establishing two new ones – in the Bourgas Free University and the Veliko Turnovo University. In addition to providing legal aid to disadvantaged citizens, the legal clinics emerged as an adequate mechanism for improving the practical education of law students, giving them the possibility to work on real cases under the guidance of law professors and legal practitioners. In order to ensure sustainability of the legal clinics as part of legal education, the Program cooperated with the American Bar Association to elaborate national standards for clinical legal education, which are expected to be approved by the universities in 2005.
Equality and human rights protection An important part of the Program’s activity was to strengthen the capacity of
Bulgarian human rights organizations. In 2004 the Program supported projects of 15 NGOs, specialized in working with ethnic minorities, people with disabilities, refugees and migrants. The projects involved mainly providing legal aid and conducting public interest lawsuits. The supported NGOs have an essential role in ensuring effective implementation of the newly adopted antidiscrimination legislation in the country.
Rule of law and reform in the judiciary The Program actively supported reforms in the country’s judicial system. The
Civic Convention for Amendments to the Bulgarian Constitution continued to work for a second year, emerging as a key forum for discussing social problems of vital importance and identifying alternative solutions. The Convention is a unique assembly of representatives of national institutions, civic organizations and experts. Its sessions, held each month, focus on specific topics of significance for shaping the constitutional vision for Bulgaria in the 21st century.
The Program confirmed its sustainable commitment to reforming the Bulgarian
police by continuing its support for the implementation of the Community Policing Strategy adopted with an ordinance of the Minister of Internal Affairs in 2002. The Program supported projects of various Bulgarian NGOs that offer innovative practices for solving local security problems and introduce mechanisms for transparency and accountability in the activity of the police.

In 2004 the Program launched a Court Watch Project, which envisages mainly conducting systematic monitoring of court cases involving violence against women and children. The goal of courtroom monitoring is to identify negative trends, practices and problems in the judicial system and to propose possible solutions, to improve public awareness and strengthen public confidence in the judicial system, as well as to collect and process statistical data on court cases involving domestic violence and sexual harassment against women and children. The initiative is being implemented in four Bulgarian towns: Bourgas, Varna, Razgrad, and Sofia by the Demetra Association, the Youth Alliance Association – Varna, the Razgrad NGO Center, and the Bulgarian Gender Research Center.
Last, but not least, in the 2004 the Program completed the final phase of the
initiative for introducing alternatives to imprisonment. Governance and Public Policies Program In 2004 the Program promoted participatory democracy and good governance by
stimulating the process of decentralization, encouraging public-private partnerships, and supporting public administration reform.
The efforts of the Program were targeted to strengthening civic participation in formulating national policies at local and central levels, as well as to modernizing public policies.
To pursue its goals, in 2004 the Program worked in the following priority areas: 1. Decentralization 2. Reform in social services 3. Introducing new models of public-private partnership 4. Building public administration governance capacity
Throughout the year, the Program supported the elaboration of a series of comparative legal studies of European and Bulgarian legislation on issues of crucial importance for fiscal decentralization at the current stage. The analysis was targeted to areas such as: secondary education governance and financing at the local level; local government taxation powers; regional policy, public services and territorial organization of public service provision; types of social services delivered locally and related local government responsibilities, etc.
The Program also launched the elaboration of decentralization models in three sectors: education, social policy, and regional development, which will present a strategic vision for the process in these areas.
A critical assessment of secondary legislation related to the Regional Development Act was also conducted. It offers comments on proposed methodology, criteria, and indicators for identifying targeted impact regions and makes an independent evaluation of the social, economic, demographic, and infrastructural situation of municipalities in Bulgaria. Proposals were made for changes and additions to the system of criteria and indicators used in identifying the municipalities within each region, which are to be supported. A methodology for elaborating municipal development plans was also suggested.
Civic monitoring of the activity of Sofia Municipal Council was launched successfully. It is conducted by a coalition of 14 NGOs, which monitor three areas: economic policy; municipal property and municipal budget; urban planning, architecture and building; ecology and land use. The goal is to improve transparency in the activity of Sofia Municipal Council and to guarantee open and publicly accessible decision-making.
The Program continued its efforts to improve the capacity of public administration and NGOs for delegating/providing social services. A sample municipal regulation for cooperation between local governments and NGOs was elaborated; it regulates both the possibility to organize tenders and the distribution of funds to NGOs in areas, other than social service provision. Civil Society Program The activities of the Civil Society Program are targeted to strengthening civil
society institutions in Bulgaria, developing modern, liberal public attitudes, based on respect for human rights, and encouraging public policies of civic dialog and participation.
In 2004 the Program worked in the following priority areas: • NGO development Under the project for developing a Long-term Strategy and an Action Plan to
support the financial sustainability of the non-governmental sector in Bulgaria, a methodology was developed and an assessment of the sector was conducted, which outlines the place and role of NGOs in the social and economic structure of the country. Based on the results of the assessment, indicators and indexes were identified, which would help monitor trends in the development of the Third Sector and compare data across years and by different indicators.
In 2004, the Program created an Internet portal of Bulgarian NGOs, www.bgngo.org, which provides information on changes in the legal framework of the non-governmental sector, suggests amendments to existing legislation, and publicizes current events, analytical and research studies, and training opportunities.
• Antidiscrimination and tolerance In 2004 the Program continued to encourage the development of effective models
for eliminating discrimination on the grounds of ethnicity, religion, and sex, as well as for improving the status of vulnerable social groups and minorities.
In 2004 the Civil Society Program cooperated with the Roma Media Center in launching the Media Image of Roma Project, which aims at building a more positive image of the Roma minority in the media. In 2005 the project will issue a special report, which will assess the attitude of different local and central media to Roma, the specifics of covering certain issues, and the changes in the way media treat Roma issues in general.
• Media and civil society In 2004, cooperating with the Roma Program, the Civil Society Program
continued to encourage the development and presence in the national media environment of printed and electronic products and media reflecting the specifics of the ethnic minorities in Bulgaria. The Internet portal of ethnic minorities in Bulgaria (www.ethnos.bg), which was created under a joint project of the Open Society Institute – Sofia, the National Council on Ethnic and Demographic Issues and the Bulgarian Helsinki Committee, was further developed and updated with new information. The key task of the portal is to serve as a means for better communication among all partners who work to facilitate the integration of minorities in Bulgaria – central and local government institutions, non-governmental organizations, donors, media, and universities.

Roma Program
In 2004 the Program encouraged initiatives, which provide for equal participation of members of the Roma community in political and public life.
The Program continued to support the development and strengthening of the network of Roma Community Centers (RCCs), which emerged as an effective mediator between the Roma community and local governments. The RCCs address some of the most essential problems areas for the Roma population, such as employment, social status and living standards, education and healthcare, housing, equal access to public services. Some of the centers focus on improving the information services provided to Roma. The efforts of the Program were targeted to improving the cooperation between RCCs, local governments, and other NGOs.
The Program developed training modules and trained NGO teams, which provide mainly social services, how to organize advocacy campaigns at the local level. The goal of the training was not only to improve the teams’ capacity, but also to encourage NGOs to take independent actions for changing existing local policies and programs.
In 2004 the Program launched its initiative for establishing the Studii Romani Library, which has the ambition to bring together all specialized texts, papers and books related to Roma and other ethnic minorities. The library will provide access to international magazines and newsletters, as well as to materials and archives, which have not been published before.
The goal of the project is to create a specialized library for books, periodic publications, audio and video materials, etc. with an archive, which would be constantly updated and expanded.
The project also envisages the creation of an electronic version of the library, which could be accessed through the Internet at a separate site or within www.ethnos.bg.

Education Policies Program In 2004 the Education Policies Program continued to pursue its strategic goal of
supporting the process of reforming higher and general education in Bulgaria by facilitating changes in the content and organization of the teaching and learning process; providing equal access to quality education for everybody, and involving society in the process of discussing, developing, and monitoring the implementation of education strategies and policies.
The three main priority areas of the Program were higher education, education policies, and general education. To achieve these priorities, the Education Policies Program implemented a series of partnership projects and organized several calls for proposals.
Under the Higher Education Priority two traditional calls for proposals were
announced, both targeted to improving the quality of higher education: • Modernizing the Higher Education Content and Methodology in Social
Sciences and the Humanities • Strategic Regional Cooperation among Higher Education Institutions in the
Region. Approximately 15 projects of leading Bulgarian universities were supported in
an effort to promote and strengthen the intellectual, research, and teaching capacity in Bulgaria and in the region.
• A competition for equal access to higher education was organized for the second year in a row; it aims at encouraging universities and colleges to develop services, which would attract young Roma and would facilitate their equal access to higher education.
The Education Policies Priority is an important element in the Program’s strategy, as the projects implemented under this priority are a powerful reform tool.
• In 2004 the Program supported the development of a Strategy for External Assessment at the end of grades 4, 8, and 12, based on the national education standards for the content of education in Bulgarian language and literature and mathematics. The Strategy envisages the development of a tests’ bank and proposes a system for conducting external assessment. A pilot implementation of the tests for fourth grade is pending with a view to their gradual introduction in all schools.
• Several roundtable discussions and conferences on education were organized, bringing together a wide circle of experts, representatives of political parties, school directors, representatives of Regional Inspectorates on Education, etc.
Several strategic projects could be highlighted in under the General Education
Priority. • The Open Society Schools Project entered into its second year. Based on data,
collected in the previous phases of the project, a secondary schools’ monitoring system was developed. It consists of 25 indicators to monitor and assess education services offered at secondary schools in Bulgaria. The system can be implemented individually by the schools participating in the monitoring.

• The Program also organized a call for project proposals on the topic: “The School: Good Quality Management Practices”. The goal of the competition was to support successful partnerships between school administrations, parents and students targeted to improving school environment. Twelve projects were supported.
Equal access to quality education for Roma children and desegregation of/integration in education is a key priority for the Education Policies Program.
• 2004 was the second year in the implementation of the project for improving the access to quality education and facilitating desegregation of Roma. The project is being implemented in the town of Lom, the village of Glojene, and the town of Blagoevgrad. It is carried out in partnership with the Step by Step Program Foundation, the Bulgarian Reading Association, and the Roma – Lom Foundation. Throughout the year, the three schools involved in the project participated actively in achieving its goals with their own initiatives.
• The project “Training Education Administration in Efficient Roma Integration Management” also continued successfully. In pursuing its goal to identify mechanisms for supporting local governments in the process of desegregating Roma education, the project was extended to include 7 new municipalities. Training seminars and communication campaigns were organized under the project in 13 municipalities. The initiative is being implemented by the Interethnic Initiative for Human Rights Foundation. Public Health Program The activities of the Public Health Program are targeted to encouraging the
development and implementation of evidence-based public health policies, which guarantee equal access to health services and active civic participation.
In 2004 the Program worked in the following priority areas:
Protection of people with intellectual disabilities
The Program continued to encourage the integration and active inclusion of people with intellectual disabilities in public life by:
• Creating early intervention programs for children with developmental problems;
• Developing a integrated employment model for people with intellectual disabilities;
• Supporting the implementation of the National Mental Health Policy. In 2004 the Program launched a project for creating a regional network and an information system to collect social and health information on the provision of community-based mental health services. The project is being implemented by the National Center for Public Health Protection under the Stability Pact mental health project “Strengthening Social Inclusion by Improving the Provision of Public Mental Health Services in Southeastern Europe”.
• Supporting NGO projects targeted to introducing new mental healthcare practices and improving the access to quality services.
• Improving public awareness and changing public attitude towards people with intellectual disabilities. In 2004 the Program financed two documentaries – “The Invisible Children” and “The Yellow Prince” – which were produced in cooperation with the Public Perceptions Foundation. In 2004 preliminary work on the development of a mental health Internet portal began under a project implemented by the Adaptation Society.
Roma health
In 2004, in an effort to secure equal access to healthcare services for the Roma population, the Program continued to support programs for introducing health mediators and promoting mediators’ activities in the Roma neighborhoods in Stara Zagora, Lom, Kyustendil, and Shoumen.
Under a Cooperation Agreement with the Ministry of Health, the Program developed a Health Strategy and an Action Plan for disadvantaged ethnic communities. The Program will continue to cooperate with the Ministry of Health in implementing activities envisaged in the Action Plan.
Healthcare system reform
• In 2004 the Program supported the development of a methodology for restructuring municipal hospitals in Bulgaria with a view to improving the quality and efficiency of health services and ensuring equal access to hospital care. The

project is being implemented under the Biennial Collaboration Agreement between WHO EURO and the Ministry of Health, 2004/2005.
• Health Reform Assessment. In 2004 the Program launched a project for assessing health reform results for 1991–2004; identifying the logical link between measures taken and results achieved; analyzing the extent to which implemented activities have contributed to achieving the key goal of the reform, i.e. to improve the nation’s health status.
• Advocacy for reasonable legislation affecting drug users. The goal of this project is to analyze the impact, which newly adopted amendments to the Penal Code, criminalizing the possession of addictive substances, had on injection drug users, to evaluate this impact against social and health risks, and to initiate a public debate on the effectiveness of such restrictive measures in the efforts to limit the circulation of addictive substances in the country. The project is being implemented in four cities – Sofia, Plovdiv, Bourgas and Veliko Turnovo, in partnership with the Initiative for Health Foundation - Sofia, the Panacea Foundation – Plovdiv, the Dose of Love Association – Bourgas, and the Open Society Club – Veliko Turnovo.
Palliative care
The Program continued to work for improving the quality of life of terminally ill patients and their families by:
• Supporting initiatives targeted to providing access to high quality home-based palliative care;
• Creating and developing training programs in palliative care, structured as in-service training courses or as part of the general education in medical universities and colleges;
• Developing palliative care standards; • Increasing awareness of the palliative care philosophy and the hospice
movement; • Elaborating a comprehensive national program for the development of
