Dear Readers,

A group of German providers of link collections on Eastern Europe has opened a new website http://www.osteuropa-netzwerk.de/. The initia-tive for this project had been taken by the De-partment of Information Transfer Eastern Europe at the GESIS Branch Office, the �Deutsche Gesellschaft für Osteuropakunde� and the East-West Centre (Kassel). As already reported in our March 2001 issue (pp. 20f), two workshops gathered interested institutions from the German speaking countries to develop ideas and first steps in the direction of a joint internet service. In October 2001 this service went online. It is structured by regions and countries. Within these, different types of infor-mation are assembled like information on insti-tutions, facts, technical literature, media and practical references, e.g. tourist information. So far, nine institutions make up this internet service. In a few months several other institu-tions will add their link collections and even more have indicated their interest in joining in the future. We will be happy to welcome more participants in �osteuropa-netzwerk.de� and ask you to contact us at [email protected]. Collegium Budapest launched a project entitled �The State of Three Social Science Disciplines in Central and Eastern Europe�. The project is supported by the 5th Framework Programme of the European Commission �Improving the Hu-man Research Potential and the Socio-economic Knowledge Base� (Accompanying Measures) and functions as a step towards the

creation of an operational network of social sci-entists in Europe on the way of integration. Two conferences - a preliminary worshop held in Oc-tober 2001 and a final conference to be held on January 23-26 2002 in Budapest - make the core activities of the project. The papers pre-sented during the January conference will con-stitute a handbook containing country reports on the state of the art of the three social macro-disciplines: sociology, political science and eco-nomics in ten East European EU accession countries. The handbook will be printed in co-operation with IZ Sozialwissenschaften (Berlin) and Maison des Sciences de l�Homme (Paris). The content of the handbook will be presented also via the Internet and is expected to be con-tinued as �work-in-progress�. We wish you a Merry Christmas and a Happy New Year. Editorial Board

Conservatism in Transition: the European Tradition and Russian Experience The project "Conservatism in transition: the European tradition and Russian experience", supported by the Civic Educational Project - Russia, has the purpose to involve scholars into discussion about historical roots of conserva-tism as a global phenomenon, as well as spe-cific of conservative ideology in the various European countries. It is expected that the con-ference will promote an exchange of ideas, formulation of new estimations and develop-ment of the methodological approaches for re-searches on conservatism. We wish to invite a maximum wide circle of the researchers. Historians and philosophers, from Russia and countries of East and Western Europe are invited. We also open a section for CEP students. Working languages of the con-ference will be English and Russian. The project will be realised in two stages: • The first stage - Internet-conference. The

participants can send articles up to 15 pages (MS Word format, font 14, and interval 1.5) and filled application form to our e-mail [email protected] till December 15th, 2001. All received articles will be placed on web site http://www.conservatism.samara.ru February 20-21st, 2002 the Internet-conference will be held. During two days, everyone can state his opinion about texts and to take part in the discussion on-line.

The Vth Congress of the International Asso-ciation of Ukrainian Studies (IAUS) The Vth Congress of the International Associa-tion of Ukrainian Studies (IAUS) will convene in Chernivtsi on August 26-29, 2002. It will be the first Congress to take place after a decade of Ukrainian independence. The Executive Committee of IAUS and presi-dents of the IAUS national affiliates hereby in-vite submissions from all scholars who deal di-rectly or indirectly with Ukrainian culture, his-tory, literature, language, social and cultural studies, and politics and government. IAUS will accept proposals for individual papers within the applicant's area of specialization. Individual submissions will be assessed and grouped with thematically similar papers into panels. IAUS also invites proposals for symposia, panels, and roundtable discussions, especially those that focus on the main themes of the Congress as outlined above. When organizing symposia, panels, or roundtable discussions, we ask that special attention be paid to facilitating the inclu-sion of the younger generation of scholars, as well as balancing international representation. (Proposals with participants from different na-tional affiliates are especially encouraged.) Austrian Institute of East and Southeast European Studies (OSI), Austrian Science and Research Liaison Of-fices (OSI branch offices in Central and Southeast European Countries) Management: Vogl, Josef (co-ordinator) 1010 Wien, Josefsplatz 6 Tel: +431-512 189 545 A scientist from Austria and a local assistant hosted by a scientific partner institution initiate contacts, meetings and projects in all fields of science between institutions in the host country and in Austria. OSI established branch offices in Bratislava (Slovakia), Ljubljana (Slovenia) and Budapest (Hungary) in 1990, in Brno (Czech Republic) in 1991, in L'viv (Ukraine) in 1992 and a branch office in Sofia (Bulgaria) in 1994. Unfortunately the branch office in L'viv had to be closed in December 1996. Planned is to establish in 2002 a branch office in Belgrade. The branch offices operate on the basis of agreements with partner institutions in the re-spective host countries, usually a university or the academy of sciences. Each office has a scientific director, who is an Austrian citizen with a command of the language spoken in the host country. The partner institution contributes a secretariate equipped with a bilingual secre-tary and accommodation for the director. OSI refunds its partner institutions for their on-site expenditures by supporting research projects and providing scholarships for research in Aus-tria. The branch offices' main task is initiating and facilitating contacts between scientific insti-tutions of all kinds in their host country and in Austria. In this capacity they co-operate closely with the Austrian diplomatic service, Austria's culture institutes and Austrian libraries. They also provide for common projects, organise seminars, workshops, conferences, excursions, lectures and participate in joint publications. Since Austria's integration into the European Union (1995) support of transnational EU scientific programs like INCO is also on the branch offices' agenda. Its Bulgarian partner is the General De-partment of the State Archives at the Council of Ministers of the Republic Bulgaria (Glavno upravlenie na archivite pri ministerskija savet na Republika Balgaria). In addition to the usual tasks of the branch offices the Sofia branch acts as an administrator of the Austrian Ministry for Science and Transport`s scholarship pro-grams for students and young researchers up to the age of 35. About 2000 applications per year are forwarded to the Ministry. The main target for initiatives in the first years was therefore to stimulate cooperations in the sphere of strengthening Hungarian civil so-ciety. Within the various disciplines of the hu-manities, conferences and workshops were or-ganized mostly in cooperation with Hungarian partner institutions, aiming at creating projects to encourage civil education and other aspects central to the process of transformation in the host country. Recently, the activities of the branch office have also turned into other direc-tions. On the one hand, one of the main fields for activities forms the question of the enlarge-ment of the European Union. Not only are its various aspects discussed by Austrian and Hungarian experts in a series of lectures. The branch office also tends to function more and more as a centre for networking regarding vari-ous EU-projects and gets gradually more active in regional trans-border cooperations. It initiated a project on the teaching of aspects of envi-ronmental protection in schools. On the other hand, the branch office sticks to its "traditional" topics, with laying a stress on multidisciplinary approaches. It organized, for example, a work-shop in cooperation with the Collegium Buda-pest on the topic of the border, with the partici-pation of geographers, sociologists, historians, political scientists, as well as experts on inter-national law. Another conference, in coopera-tion with the University of Szeged, touched the topic of national stereotyping in literature, a field quite undiscovered, yet highly relevant for Hun-garian humanities. A well-founded basis had already been laid by the Working Commu-nity Alps-Adriatic, in which Slovenia as well as Austrian provinces were members and which had also established scientific co-operations of a special quality, a.o. by its conference of uni-versity rectors. Nevertheless, the branch office was able to enlarge these contacts, e.g. by ex-

tending them to additional scientific institutions and fields of science. Notwithstanding its com-pliance to the general tasks the branch office displayed a special focus on history, geography and environmental studies. An outstanding achievement is the scientific, financial and or-ganizational support of the faksimile-The Jose-phine Land Survey 1763-1787 (1804) on the Territory of the Republic of Slovenia".

Research funds

Social Science Research Council, New York The Global Security Program of the Social Sci-ence Research Council announces a competi-tion for research grants to qualified teams of in-dividuals (e.g., scholars, NGO practitioners, ac-tivists, journalists, lawyers, etc.) who currently reside or work in places where there are long-standing, intractable, or widespread violent con-flicts. These grants are designed to fund re-search advancing new theoretical perspectives or seeking to develop new approaches to un-derstanding the root causes of conflict in those places. Purposes of the Grants: The research team should submit a joint proposal with one person desig-nated as the principal investigator. The pro-posed research should contribute to the gen-eration of new perspectives, knowledge and data about underlying causes of violent con-flicts. The research could also contribute to the critical analysis or evaluation of the practices, policies, and politics of actors involved in peacemaking or conflict-prevention processes. The Global Security Program is particularly in-terested in applications proposing innovative forms of collaboration between researchers from different professional backgrounds. The research project should lead to the production of tangible outputs such as jointly authored arti-cles for academic and policy/practitioner audi-ences, research reports, edited volumes, listserves, web sites, or symposia for the public dissemination of research findings. The Global Security Program will, where appropriate, assist in the dissemination of research findings. Eligibility: The person designated as principal in-vestigator should have between 5 and 15 years of professional experience related to under-standing or ameliorating the causes of violent conflict OR a post-graduate degree with sub-stantial research experience. PhD holders must have received this degree no more than 10 years ago. Applicants should either reside or work in a zone of conflict. There are no nationality or citizenship restrictions. The SSRC particularly encourages applications from women.

Pitirim Sorokin in Slovenia From September 18th - 20th 2001 the section Eastern and Central-Eastern Europe at the German Society of Sociology held a convention at Preddvor Castle, near Ljubljana, Slovenia. The main topic was �Pitirim A. Sorokin - Life, Work and Influence.� This event continues the section�s tradition of not only dedicating its conventions to the prob-lems of research on Eastern and Central-Eastern Europe, but of visiting various countries of the region as well. What does Pitirim Sorokin have to do with Slovenia, a country not far from integration into the European Union and coping quite well with the transition process, you may ask. The answer to this is directly nothing, yet indirectly everything. The convention essentially focuses on the question of whether Sorokin would, above all, be significant for the history of sociology or, for instance, be of interest to mod-ern societies. Other transition societies are ad-dressed likewise. Professor Frane Adam of the University of Ljubljana hosted this convention. We are grateful to him and his associates for the excellent organization of the convention and the related program which offered great politi-cal, economic and geographic insights into the country. Much of the discussion revolved around the connection between Sorokin�s biography and his work. The strong connection between So-rokin�s life and his work is not seen with any other theoretician of sociology. Erhard Stölting (Potsdam) introduced exactly this point under the heading of �World History, Biography, The-ory.� He touched upon Sorokin�s change in per-spective from Russia to the USA and brought up questions which surround the history of So-rokin�s marginalized impact. Balint Balla who, at the 1998 Congress by the German Society of Sociology in Freiburg, initially came up with the idea to organize this convention on Sorokin

went deeper into this topic �Sorokin: Social Or-der and Order of Ideas.� Balla presented a dense summary of the relationship of Sorokin�s work and life thereby revealing breaks as well as mysteriously recurring motives. This in-cluded, for instance, correspondences of triadic experiencing and the significance of the triad in Sorokin�s thinking. �The Triadic Scheme of So-rokin�s Social Theories,� presented by Endre Kiss (Budapest), offered an interpretation of the tension in Sorokin�s work from a philosophical perspective - between empiricism and holism. The first level of discussion was furthered by Frank Ettrich�s contribution (Berlin) on the con-vergence and divergence of theoretical concep-tions by Parsons and Merton, this led the topic to the theoretical dimension. Rather than view-ing Sorokin�s and Parsons� rivalry as a personal problem, Ettrich embeds this conflict within the 20th century history of sociology. This led to a discussion as to whether Sorokin could be con-sidered a thinker of the 19th or 20th century, a question which dominated much of the discus-sion up to the end. Wolfgang Geier (Leipzig) offered an answer to this question from a historical viewpoint placing Sorokin in the Russian humanities: �Sorokin on Danilevski.� Quite contrary to that, Igor Vachovez presented a reflection on Sorokin against the backdrop of post-modernism: �So-rokin and the Question of Post-modernism.� Rather than analyzing post-modernism in and of itself, he questioned what significance So-rokin�s works might have for reinstating the loss of meaning in modernity. This demands a con-scious return to a state of society governed by reason. Sorokin as anti-sociologist was the thesis un-derlying the general debate carried on by Justin Stagl (Salzburg). This concerned Sorokin as a man who critically made fun of his fellow col-leagues, quite frequently in an unskillful man-ner, showing that he is �out of step with the times� or �outlived his time.� Stagl confirms that there is indeed a range of possible Sorokin in-terpretations, as previously mentioned. Concrete analyses of Sorokin�s works substan-tiated the theoretical points brought up in the discussion. Ilja Srubar (Erlangen-Nuernberg) of-fered proof of affinities with Luhmann�s theory of Autopoetic systems in her study on Sorokin�s cultural theory. This part of Sorokin�s work was discussed in-depth by Martin Albrecht (Berlin) in �Sorokin�s Cyclic Model and Cultural Theory� and Simone Hohmeier (Berlin) in �Sorokin�s Work and Cultural/ Art Sociology Aspects.� Along with a very successful exegesis on So-rokin, both of these presentations also gave in-sight on which examples Sorokin borrowed from music theory, another aspect that adds to the understanding of his work. Srubar went fur-ther by explicating approaches to an empirical

sociology of knowledge from Sorokin�s work, which served to add credence to the compari-son of K. Mannheim and Sorokin (Vera Spar-schuh). Friedrich Fuerstenberg�s analysis of the con-cept of socio-cultural fluctuation suggests that Sorokin�s concepts be understood not just sim-ply as a complete schema but that the possibili-ties therein which arise through continuously newly emerging variations be considered as well. During the debate it appeared that So-rokin�s concept of the nature of cycles which eventually caused his marginalization, may re-quire further attention from today�s viewpoint. Guenter Endruweit (Kiel) devoted himself to the question as to how far Sorokin might have con-tributed to the exportation of theories from Europe to America. Some reports on Sorokin�s concrete sociologi-cal ideas followed. Stephan Beetz (Potsdam) gave a well founded description of Sorokin�s thoughts on agrarian sociology which up to date represent the non-marginalized part of his work. Susanne Pickel (Greifswald) analyzed Sorokin�s internet presence. In terms of a quantitative as-sessment, Sorokin can be easily considered as belonging to the modern section of the history of sociology. Anton Sterbling (Rothenburg) ap-plied Sorokin�s concepts of social mobility to the countries of Central-Eastern Europe; his contri-bution was presented as a paper. Lastly, Heinz Zipprian (Berlin) made an attempt to give a full wrap-up of Sorokin in all his facets - from strict empiricism up to the philosophy of history and social utopia. Unfortunately, the convention lacked presenta-tions on how Sorokin is received in today�s Russia and the United States. Alla Tschernych from Russia had been invited to speak on this topic but was unable to participate as planned.

International Conference: “Science for European Integration” (October 11th � 13th 2001, Bratislava)

The conference was organised by the Slovak Academy of Sciences in cooperation with UNESCO. The main objective of the conference was to evaluate the role and contribution of sci-ence in the European integration process and to demonstrate how the integration process in-fluences scientific research and the position of science in European countries. The emphasis was put onthe situation in the Candidate Coun-tries. At the same time the objective of the con-ference was to elaborate a few basic recom-mendations for decisive sphere.

The conference Science for European inte-gration discussed impulses of: World Confer-ence on Science organised by UNESCO and ICSU at Budapest in the 1999 (Document: Dec-laration of science and the use of scientific knowledge, Science agenda � framework of ac-tion) meeting of Ministers responsible for scien-tific policy of Central and Eastern European countries organized by UNESCO at Budapest in 2000 document of European Commission: �Toward the European scientific area� and �Making a reality of the European research area: Guidelines for EU research activities (2002 � 2006)�. The first day of the conference was devoted to general views on the role and position of sci-ence in the integration process and three open-ing papers dealt with this issue: President of the SAS �t. Luby delivered a lecture �Science as a driving force for European integration�, Vice-president of the Polish Academy of Sciences W. Ostrowski spoke about �Science as the open system in the unification of Europe� and G. Fayl from the European Commission delivered a lec-ture �Scientific advise in the context of Euro-pean RTD co-operation�. The considerable space was dedicated to the relationship of the Candidate Countries to the shaping process of the European Research Area. In this section following papers were presented: �Principles and effects of the World Conference on science by A. Mesko (Hungary), �Reflections on the World Conference on science and research in-frastructures in Slovakia and other Candidate countries� by J. Slezák (SAS), �Slovak science in the context of the EU countries� by A. Klas (SAS), �Slovakia and the next framework pro-gramme� by D. Valachovič (Ministry of Educa-tion, SR), �Participation of the Czech Republic in COST programme. Impact on research community and European networking� by V. Sklenička (Academy of Sciences, Czech Re-public), �The brain-drain from science in Po-land� by H. Szymczak (Polish Academy of Sci-ences), �East-West Task Force � a tool of co-operation within the European Physical Society� by J. Nadrchal (Academy of Sciences, Czech Republic). Besides general issues devoted to the position of science and science policy the conference was dealing with some selected scientific areas and their role in the integration process: environmental questions, information and communication systems, economic issues and state of the society in Slovakia (as an ex-ample of integrated country). In the programme section Environmental issues these papers have been presented: �State of the environment in Europe� by G. McInnes (Great Britain), �Con-sequences of non-ecological relation to the en-vironment� by J. In the programme section Information and communication systems two papers have been presented: �Building information society in Slo-vakia� by L. Molnár and �Data fusion for flood analysis and decision support� by L. Hluchý. In the programme section Science, economy and integration three papers have been pre-sented: �Czech and Slovak economies on the road towards EU� by Ivan �ujan, �Quality of working life and foreign capital-attitudes and evaluations by M. Čambalíková, �International competitive strategies and changing regulations focus on corporate level in the EU countries� by D. Brzica. In the program section Society these papers have been presented: �Homo economicus: generational experience of the European scien-tists in the humanities� by R. Kostolanský, �Slo-vak public and integration efforts of the Slovak Republic� by V. Krivý, �Family and demografic behaviour in Slovakia at the turn of the century� by M. Piscová. In the written form was pre-sented a paper �Slovak Youth and Youth Euro-pean Policy� by L. Macháček. During the conference �Informationszentrum Sozialwissenschaften, Abteilung Informations-transfer Osteuropa in der Aussenstelle der GESIS, Berlin (Dagmar Sucker) presented its products, databases and services. Conclusions & Recommendations of confer-ence: 1. Science is a driving force of the European

integration and a crucial element of eco-nomic growth in the Candidate Countries. Science in Europe is already integrated be-cause the Candidate Countries participate in all scientific programmes of the EU. This formal equality has its �reverse side�: ine-quality between the West and the East in in-frastructure of sciences and in financial sources supporting science. This gap be-tween the Member Countries and the Can-didate Countries increased considerably during the last 10 years.

2. An important precondition for a creation of the European Research Area lies in preser-vation of the �critical mass� of research and educational capacities at the national level. It is necessary to avoid the transformation of the natural mobility of researchers into a one way-brain drain to the West. It is the role of governments of the Candidate Countries to include the data on the brain drain / brain gain into standard statistics.

3. A united and effectively working European research area requires:

• �positive discrimination� of the Candidate Countries by the EU authorities;

• adequate support of science by the deci-sion-makers in the Candidate Countries. The input into R&D from state budgets in the Candidate Countries has to reach an EU average (0.8% � 0.9 % of GDP) before 2005. This should be reflected in a considerable improvement of R&D in-novative potential of the Candidate Coun-tries.

4. To increase the acceptance of science is an important perspective goal for the entire academic community.

Workshop on Strategies for Revitalising East European Cities (Prague, 21 � 22 September 2001)

The collapse of communism in Central and East European countries left a difficult legacy in terms of their economic, social and political structures, which could not easily be adapted to Western notions of politics and economics. Many are now in the process of joining the EU and preparing for the implementation of com-munity legislation and to meet the requirements of the European social and political model es-sential to membership in the Union. Consider-able effort has been put into ensuring the at-tainment of these conditions with regard to the national legal, political and economic systems of these countries. More recently, considerable attention has been focused also on the issues of regional development in the East and Central European countries, particularly on regional disparities and regional policy. Less attention has been, however, given to the problems which communism bequeathed to the Central and East European cities. Many of them have been confronting environmental degrada-tion, housing shortage, neglected infrastructure, alienation of their citizens. New problems ac-companying the post-communist transformation have been added to this difficult heritage in some of the East and Central European cities after 1989 � 1990, such as unemployment, poverty, social segregation, crisis of urban planning, uncontrolled urban sprawl. At the same time, the new democratically elected city governments have been taking great pains to deal with these issues, many with considerable success. To contribute to redressing this deficit and to discuss the problems and strategies of urban revitalisation in East and Central Europe a workshop was organized in Prague on Septem-

ber 21 � 22, 2001 jointly by the European Ur-ban Research Association (EURA) and the In-stitute of Sociology, Academy of Sciences of the Czech Republic. Thirty five urban sociolo-gists, geographers, urban planners and archi-tects from eight East and Central European countries and four West European countries, Canada and the USA - established academi-cians, doctoral students as well as practitioners, met to hear and discuss twenty-four papers. The program was structured into several the-matic blocks dealing with 1. metropolitan devel-opmental plans and strategies � both on more general terms as well as in the specific contexts of Prague and Budapest, with revitalisation of city centers and old residential areas and with management of urban growth (contributions by M. Plicka, M. Turba, I. Tosics, M. Weiss, V. �il-hánková, A. Steinfuehrer, A. Valenzuela, L. Sýkora), 2. with the housing problems in the post-communist cities and the specific issues of revitalisation of the communist era housing pro-jects, particularly as experienced in Prague (contributions by K. Maier and T. �tědrá, S. Kabisch, S. Erdosi. E. Somogyi, J. Vida), 3. with the economic aspects of urban development (presentations by F. Serrano, J. Holm-Hansen and O. Kaganova) and, 4. with issues of gov-ernance and citizens� participation in the post-communist cities (contributions by P. Swi-aniewicz, A. Fagin, Y. Shomina, M. Horak). One workshop was devoted to presentations based upon research conducted by cultural anthro-pologists in the Baltic, Russian and Polish cities (contributions by K-O. Arnstberg, U. Berglund, T. MISCELLANEOUS CD-ROM: “Election Studies from Eastern Europe 1989-1998 Data and Documentation" The CD-ROM contains the data and documen-tation of 50 studies on elections and political at-titudes from 24 East European countries, span-ning 1989-1998. The data are prepared for secondary analysis according to the archival standards and are available with the documen-tation (study descriptions, questionnaires, codebooks and information on publications).
