No creolized language is found in Puerto Rico, where slaves were a minority who took on the language of the dominant community. This comprehensive, informative set of papers regarding developmentissues in Latin America provides an overview to major challenges thatplague the region, e.g., democracy, education, employment, health,poverry. Papers are a result of the first region meeting of the CopenhagenConsensus held in Costa Rica in 2007. Chapters are an interesting mix oftheoretical and applied papers, and the goal of each is to use cost-benefiranalysis to prioritize policies, with the ultimate objective of moving theregion closer to meeting development goals. Each paper is followed by analternative viewpoint to add depth to the discussion. Andrew Morrison,in the last paper, in which he presents an alternative view on the violenceand crime chapter, sums up the weakness of many papers: "over-reliance on one landmark paper," "lack of attention to several promisingapproaches," and "use of somewhat out-dated" information. Despitethese limitations, this volume is a good general inrroducrion and couldserve as a supplement for graduate courses in development and LatinAmerica. agenda in both the US and Europe, After WW II, these once-prosperous

industrial cities experienced significant population and job loss with

devastating effects on their built environments. More recently, they

have witnessed noteworthy efforts to stem decline and spur growth.

Phoenix Citiesdocuments and assesses these efforts for seven European

and, to a lesser degree, six US cities, including Leipzig, Torino, Belfast,

Saint-Etienne, and Pittsburgh. Drawing on numerous data sources,

the authors provide case studies that focus on the history, demographic

changes, industrial activity, and labor markets of each city across its

trajectory of growth, decline, and (attempted) resurgence. '111e remaining

chapters compare the cities descriptively and then systematically rank

them in terms of their success. According to the analysis, Bremen

and Bilbao achieved the most progress in rebounding from decline.

Illustrated with a multitude of tables, graphs, and images, this volume

is a useful compendium of facts about these "weak market" cities. Itis also noteworthy for its comparative methodology for evaluating city

performance, a methodology that has become quite common in policy

'The World Trade Organization (WTO) and its predecessor, the

General Agreement on'T;ll'ifls and Trade (GAT'r), have proven to be the

most effective force Ior growtb in international trade and specialization,

and therefore economic growth in general, since the end ofWW II.

This volume addresses the need to reform the WTO as protectionist

forces mount after the economic and financial turbulence of the 2000s

and as the most recent trade liberalization initiative, the Doha Round,

has run aground and individual countries busily cut their own bilateral

trade deals. Contributors do an excellent job laying out the key issues.

The book begins with the underlying rationale for WTO reform and

then discusses in detail the w'ro's decision-making machinery and its

internal management; the role of transparency and public participation

in its workings; and the threats and opportunities caused by regional

trade initiatives, which have now been around long enough to assess

their efficacy. As a work by multiple authors, the volume is inevitably

somewhat uneven. And the content: level in parts is so detailed as to

sometimes obscure key discussion points. On the whole, however, this

is an important resource for readers interested in this critical dimension

For Reich (Univ. of California, Berkeley; Supercapiialism; CH,

Apr'08, 45-4504; former US secretary of labor), income inequality is the

great threat to American prosperity: when inequality becomes too great,

as in the 1920s and again after 2000, spending lags production, causing

depression and stagnation. For Reich, the period 1945 to 1975 was

the Great Prosperity, a result of New Deal reforms. After 1980 growth

was unbalanced as people began to trust in a "fallible and unreliable

market," rather than a "strong and reliable government." He relies little

on economic research to support this nontraditional interpretation of

economic history. Instead he makes his case by quoting Marriner Eccles,

who was head of the Federal Reserve hom 1934 to 1947 but rarely

considered a notable economic thinker. Reich int:ermingles wealth and

income and mistakenly has Merrill Lynch acquiring Bank ofAmerica

(rather than vice versa). Some of Reich's policy recommendations, such

as redistributing income with the tax system, are predictable, given his

premise. However, his advocacy for a means-tested school voucher

program is surprising. Ajiershocl? is not a scholarly work. It is political

persuasion-a short:, easy-to-read, clear exposition of a worldview

In his preface, Throsby (Macquarie Univ., Australia) clearly stares his

objective: to prevent the marginalization of public policy to irrelevancy

by outlining the theoretical and practical need for policy analysis based

on more or less mainstream economic analysis. His credentials enable

him to discuss the issues with authority, given his extensive list of previous

publications in the area. 'T11e text owes a great deal to his articles and

previous writing, but there is merit in the reworking and collecting of

these various strands into one volume, which is suitable for a textbook.

Throsby covers much ground, including the essentials of demand and

supply and, of course, the impact public policy has on the markets for

cultural goods. In a global context, he examines trade in cultural markets,

economic development, and issues of cultural heritage and diversity. A

chapter on education is particularly interesting in that ir considers both

universal arts education and individual artist training and the positive

externalities that derive from both. In short, an excellent, nontechnical

presentation of the usefulness of economic analysis to an important

component of national welfare. Summing Up: Highly recommended.

For an academic economist to appeal to a general audience, the

message must be worth communicating and written in an entertaining

style with a theme that unifies the work. Though he produces a solid

work, Wright (Augustana College) does not hit the mark for all criteria.

Wright's past scholarship in most of the seven topics included in the

book (e.g., the recession, suhprime mortgages, health care) allows him

to do more than demonstrate the economic approach to a variety of

issues. He presents original contributions in discussing how British

macroeconomic mismanagement contributed to the American Revolution

and how asymmetric information distorts custom contract construction.

Although his writing can be entertaining, as in his passionate critique of

higher education, frequent asides meant to be humorous are often merely

annoying. Attempts to unity disparate topics with the assertion that all

are FUBAR ("fouled" up beyond all recognition), caused by a hybrid of

market and government failure, seems contrived to this reviewer. However,

threatening UK economic and financial srability and the stability of the

international monetary sysrem, multilateral support programs were agreed

upon. 'These programs allowed the UK to end sterling's reserve role

gradually, orderly, while honoring irs commitments. The author suggests

the decline of sterling's reserve starus may carry lessons for the future

of the US dollar as an international reserve currency. It is noteworthy,

however, that when srerling's reserve role was being questioned by markers

and others, the US dollar was already serving as the dominant reserve
