INCU ObjectivesINCU is an international not-for-profit organisationestablished in 2005 to:• promote the academic standing of the Customs profession;

• promote academic excellence in Customs matters;

• support research in Customs matters;

• generate greater public awareness of the Customs profession;

• provide the World Customs Organization and other organisations with a single point of contact with universities and research institutes that are active in the field of customs research, education and training;

• provide a global resource for governments and the private sector, and an educational source for students and researchers wishing to further their knowledge in customs and related fields.

INCU-WCO Memorandum of Understanding

• Signed in September 2009 to promote cooperation in the development of world-class customs training, education, capacity building and research.

• The MOU was renewed in September 2012.

China & Netherlands• Type of activity: study program

• Name of activity: Lectureship Program from Netherlands to China

• Participating organisations: Shanghai Customs College & Netherlands Customs

• Current status: ongoing since 2013

• Details: Each year since 2013, SCC would invite one lecturer from NL Customs to China, who is supposed to deliver one international course for bachelor-degree students. Duration: 2-4 weeks. Lecturer: senior officers of NL Customs. Subjects: Trade Facilitation, Risk Analysis and Management, CBM, Single Window, Air-cargo E-freight Technology, Pre-arrival and ENS Analysis, etc. Working language: English.

China & Netherlands• Type of activity: attachment program/internship

• Name of activity: Attachment Program from China to Netherlands

• Participating organisations: Shanghai Customs College & Netherlands Customs

• Current status: ongoing since 2014

• Details: Each year since 2014 (except in 2015), SCC would send faculty and students from China to NL Customs, who are supposed to have profound academic discussions and real frontline fieldtrips with customs officers of Netherlands. Time: in April or May. Duration: 2 weeks. Personnel: faculty and students of SCC. Working language: English.

• Details: Special MPA Program which only open to the current officials of the Customs. Around 40-50 officials are accepted every year.

• Name of activity: Internship at Regional Customs Office

• Participating organisations: University of International Business and Economics (Beijing) & China Customs Regional Offices

• Current status: ongoing

• Details: Regional Customs will receive fixed-number of the intern which last about 5 weeks every summer. Around 20-30 students are accepted every summer.

Germany & Kenya• Type of activity: capacity building

• Name:

• Participating organisations: University of Muenster, Kenya School of Revenue Administration & Kenya Customs

• Current status: ongoing

• Details: University of Muenster is cooperating with Kenya School of Revenue Administration in building capacity of Kenya Customs. Other Customs administrations in the East African region will eventually come on board.

• Name: Bachelor in Customs and Excise, Diploma I of Customs (1 yr) and Excise, Diploma III of Customs and Excise (3 yrs)

• Participating organisations: State Finance of Polytechnic STAN & Directorate General of Customs and Excise

• Current status: ongoing

• Details: Conducting education for becoming employees of Ministry of Finance. Customs and Excise graduates will work for Directorate General of Customs and Excise of Ministry of Finance (Echelon I unit). Collaborating with DG of Customs and Excise to design the program and curriculum. Providing lecturers. More than 1000 students of Diploma I program and more than 500 students of Diploma III program

Latvia• Type of activity: research project

• Name: Border Management in Central Asia – Phase 9 (BOMCA 9)

• Participating organisations: Riga Technical University, State Border Guard of Latvia, Customs Department under the Ministry of Finance of Lithuania, Food and Veterinary Service of the Ministry of Agriculture of Latvia, State Revenue Service of Latvia, ICMPD

• Current status: ongoing

• Details: EU funded international project for 5 Central Asian states. RTU is a leader of one of the project components.

• Name: Executive Master in Customs and Supply Chain Compliance

• Name: Associate Degree in Customs Management

• Details: commenced in 2014. 2-year program for Qatar Customs officers

Russia• Type of activity: research project

• Name: Customs Administration in 21st Century

• Participating organisations: North-West Institute of Management & Russian Customs Service

• Current status: ongoing for 3 years

• Details: Since 2014, the Institute's teachers have been involved in the project of the Vyborg and Baltic Customs to monitor and develop proposals to the customs authorities to reduce the administrative impact of the risk management system on the performance of customs representatives. The working group includes officials of a number of customs, also undergoing short educational programs for customs examination with demonstration of skills in working with technical means of customs control.
