Literature Review

This literature review summarizes the conclusions of several reviews and critiques of the growing body of research on the topics related to how Community Development Organizations (CBO’s) like the AAMU CDC can utilize the Supportive Housing Program to increase its economic base, in continuing its non-profit missions abroad. The research topics will include;

• What is Supportive Housing?• Models of Supportive Housing• How CDC’s can maintain their non-profit status while

increasing its economic base outside of Federal, State, and local grants, or donations.

• Community Based Organizations and Case Studies of Supportive Housing Programs

Figure 2.0 depicts the following;•432 men women and children were living in emergency shelters, transitional housing or on the streets in 2012.•586 men women and children were living in emergency shelters, transitional housing or on the streets in 2012.

• The homeless demographic throughout the Huntsville Alabama MSA increased by 36% from 2012 to 2013.

Figures 4.0 and 4.2 depicts the following:

•Based on the Market averages for 1-bedroom and 2-bedroom Multi-family rates the AAMU CDC would be projected to raise funding from Supportive Housing Rental units in the amount of $23,500 per month.

Figure 4.4 depicts the following;

Based upon projected funding generated by Supportive Housing rentals, the AAMU CDC is estimated to make 282,000 the first year, and $1,410,000 by year 5 of the Supportive Housing Program

Figure 4.6 depicts the following;• Based upon trend analysis from the Alabama Department of Medicaid, and The Department of Veterans Affairs, Case

Manager Billables are calculated on 10% of the total estimated clients in the 1 st year, 20% in the 2nd year, maximum estimates at 30% over a 5-yr period.

• Average annual estimates for individual clients are based on $10,000 per client• Total estimated funding for billed to Medicaid for Case Management Services are 50,000 1 st year, $100,000 2nd year,

and estimated maximum to be $150,000 per years 3 through 5.

• AAMU CDC Supportive Housing Budget PlanBased upon data analysis, estimates, and budget projections, the researcher ascertains that the AAMU CDC over five years of providing a Supportive Housing Program for Chronically Homeless Veterans in the Huntsville, AL MSA, could increase its economic base by $1,782,930
