1. INTRODUCTION

1.1. About KVARTA For more than 20 years, Kvarta has been developing products for Broadcasters and CATV providers. Our devices are used by major radio and television broadcasters and regulatory agencies.

Broadcasting is our passion. We know what you want and we have designed many devices, which are perfectly adapted to your needs. These include RDS encoders, FM Radio monitors and CATV systems. KVARTA has a reputation for excellence and innovation among its clients and partners.

Our CATV, DVB Monitoring devices and RDS/RBDS encoders are growing in popularity due to their reliability, quality and functionality at exceptional prices. 1.2. About DVB

Digital Video Broadcasting (DVB) is a suite of internationally accepted open standards for digital television. DVB standards are maintained by the DVB Project, an international industry consortium with more than 270 members, and they are published by a Joint Technical Committee (JTC) of European Telecommunications Standards Institute (ETSI), European Committee for Electrotechnical Standardization (CENELEC) and European Broadcasting Union (EBU).

Our comprehensive digital video system monitoring products ensure consistent, high-quality content delivery by providing continuous logging and monitoring of multiple signal types in digital TV.

1.3. About IPTV

IPTV means Internet Protocol Television. It is a system of distribution for digital television under the Internet Protocol that works over broadband data networks.

The main difference between traditional television and IPTV is that traditional television broadcasts simultaneously all channels (the user selects one and ignores the rest). In IPTV, the receiver only receives the channel selected. To change channel, the decoder sends a request to the content server, which sends a new data stream to the client with the selected channel.

IPTV uses two transmission modes depending on the network: Multicast and Unicast.

3. GETTING STARTED

3.1. Switching on the device • Switch on the device, from the power button • A loading screen will appear while the operating system gets ready • Wait until the loading screen finishes, and the device home page appears

3.2. Display Interface

• - sends you back to the starting home page

• - the battery indicator

• - sound volume control

• - full screen button

• and are for tuning frequency left and right

• - select between the variations of a modulation(T or T2 ; S or S2)

• and - switch between SCAN ON and SCAN OFF

• - opens a drop-down menu, featuring several options for the currently selected modulation or feature

4. CONFIGURATION AND OPERATION

4.1. TV Measurements

The complex state of today’s video delivery chain makes troubleshooting more difficult and monitoring more important than ever before. Effective monitoring will make sure that all broadcast, cable, DSL, and telco operators can isolate and troubleshoot video signal problems before they interfere with the viewer experience. Therefore, advanced signal monitoring technology is crucial for delivering the absolute highest quality of experience (QoE) for audiences watching at home, on computers, mobile devices and so on.

4.1.1. Configuration

• After the device has finished loading, a menu displaying all available modulations will appear • Select the modulation type, or any of the other features you wish to check:

DVB-C / DVB-T/T2 / DVB-S/S2 / Analog / IPTV / Internet / Optic / General Info

• Pressing from this page, reveals a few extra available menus, regarding the devices

IP, LAN, WIFI and Brightness settings • You can also select to Restart or Shut down the device from here

• After choosing a modulation the interface will change to display the measurements for the selected modulation

4.1.2. RF Measurements

• Checking the status and measured values

• Press and select the Measurements menu

• This page constantly displays the measured RF parameters – Demodulator lock, Bitrate, SNR, CNR, MER, BER, CBER, VBER and other measurements depending on the modulation type

• Pressing and selecting Settings will open an advanced settings menu where you can select bandwidth, symbol rate, as well as set thresholds for the parameters of the currently selected modulation. These parameters include - Level, C/N, MER, BER, CBER, VBER, SNR, Bitrate, Delay, CC errors (depends on the selected modulation)

4.1.3. Constellation diagram

• Press and select Constellation from the drop-down menu and the constellation diagram for the selected modulation will be displayed

• You can use and to cycle trough the available frequencies

4.2. IPTV Measurements

The Smart Penguin provides measurements to understand, identify and fix problems emerging in multicast television networks over IP (IPTV), which are widely used in hotels and other large television networks. The metric of quality parameters in IPTV at the last stage of transmission is of great help during installation and maintenance of these networks

The Smart Penguin can receive IPTV television programs and display them on screen along with other important information service... In this way, besides an RF field strength meter it is also an advanced IPTV tester

4.3. Optical Power Meter

4.3.1. About

The evolution of the telecommunications market, more and more demanding in quality standards, speed, services and so on and also economical and competitiveness factors has changed the trend in telecommunications installations, and increasingly, fiber-optics is being imposed on traditional ADSL twisted-pair copper lines. For this reason and in anticipation of an increase of fiber-optics installations, the Optical Power Meter was added to the Smart Penguin. It allows measurements on optical fiber networks, which are necessary to certify an installation according to the parameters set by local policies.

4.4. Internet Speed Check

With the Smart Penguin in hand, performing regular Internet speed tests gives you the basic amount of data to begin to diagnose any media streaming problems on your network.

The service level of your ISP account is normally based on the promised download speed when you first signed a contract, usually expressed in megabits per second (Mbps). A speed test verifies your download speed as well as other related data, including upload speed and network latency (Ping).

Download Speed: Download speed denotes how quickly Internet content is transferred to your computer or network in Mbps.

Upload Speed: Upload speed is naturally the opposite of download speed, describing how quickly you are able to upload content to the Internet.

Ping (Latency): Ping reflects the amount of latency in a computer network, denoting the amount of time it takes data to travel from one computer to another on the network. It is normally expressed in milliseconds.

• Once the internet button has been selected, a progress bar will start to fill

• When the bar reaches 100%, the Smart Penguin will display the internet speed results, along with some other helpful information – your ISP, server and overall grade of the internet scan

• Selecting the Restart Internet Check button will start a re-scan of the Internet speed
