A Travis Credit Union employee named Robert recently helped a member whose stove, refrigerator and washer all broke down within weeks of each other. She couldn’t afford the upfront costs of new appliances and needed a hotplate to cook her food, which was stored in a neighbor’s refrigerator. After listening to her concerns, Robert suggested a home equity loan to cover the costs. The member cried with joy when her loan was approved, saying Travis literally changed her life for the better.
This is one of the many stories that occur each day at Travis that highlight our mission of helping people. In fact, you could say our members define who we are. Members such as yourself guide our approach to service, the types of technology we use, the way we train our employees and even how we design our branches. From tellers and other branch personnel to those providing operational support, every employee is focused on improving your financial well-being.
The ways we help youOne of the ways we assist our members is through our commitment to community service. Over the past few months, we’ve organized free tax-preparation workshops for low-income individuals and families to ensure their taxes are filed on time. In May, we’re holding a free shredding event in Contra Costa County so residents can properly dispose of unwanted financial and business documents. This summer, we’re hosting our annual teen financial workshops so young people can learn good money management skills that they can use throughout their lives.
Our member advocacy extends into the products and services we offer. In this issue of Smart Money Matters, we explain how we’re utilizing the latest computer chip technology in our credit cards to better protect our members from identity theft and other crimes that involve credit card fraud. We also talk about the latest updates to our mobile apps that make it even easier to do your banking with Travis.
Coming this fall, we are planning major upgrades to our internal systems which will allow our employees to provide you with even better service. We’ll discuss this more in our next issue. And on the topic of service, Travis Credit Union was again voted the Best Credit Union in 2014 by readers of the Fairfield Daily Republic. We’re humbled at this recognition and will continue to do whatever possible to ensure our service meets your high expectations.

TCU President and CEO Barry Nelson and Board Chair Patricia Moreno will
review 2014’s accomplishments and financial performance. They’ll also
highlight the credit union’s priorities for 2015.
Board elections will also be held at this meeting. The Nominating Committee
has recommended Dee Alarcon, Mary Coburn and Tim Truesdale for re-election
to three-year terms on the board of directors. Recommended for re-election to
a three-year term on the Supervisory Committee is Doug Beaumont.
All candidates running for the Board of Directors and Supervisory
Committee are unopposed and will therefore be elected by acclamation
at the meeting in accordance with the credit union’s bylaws.

how does this chip technology work?
These new EMV (EuroPay MasterCard and VISA) cards use a computer chip that
securely stores the card data that is currently found on your card’s magnetic stripe.
The use of chip technology makes it nearly impossible for a criminal to create a
counterfeit EMV chip card. The computer chip ensures a more secure processing
by producing a one-time use code for each transaction.
More and more U.S. retailers and merchants are transitioning to chip-activated
terminals, which have been in use in Europe for decades but is just now being
introduced in the United States. This type of EMV technology will also be used in
the future to enable a one-time use code for mobile transactions and other security
improvements such as tokenization.
how do i use it?
The checkout process for EMV cards is only slightly different than usual. If a retailer has a
chip-activated terminal, you simply insert the chip end of your card into the terminal face
up and follow the prompts on the screen. You’ll receive a printed receipt once you remove
your card. While you don’t need to enter a PIN, you may need to sign for your purchase.
when will i get my new credit card?
We will be reissuing all Travis Credit Union credit cards so cardholders will receive a
new chip-embedded card no matter what their current card’s expiration date may
be. This replacement will occur in phases over the next two quarters of 2015. If you
have any questions about this change, please call our Member Service Center
at 1 (800) 877-8328.

Recent updates to FHA lending
You may have heard in the news recently that President Obama
approved a reduction in the monthly mortgage insurance
premium charged on FHA loans. This reduction from 1.35% to
0.85% was recently put into place and is now effective. This has
many people asking if now is a good time to refinance their FHA
loans. In fact, you will likely get offers from lenders to do just this if
you currently have an FHA loan.
Generally speaking, now is a terrific time to consider a refinance
to either lower your payment or reduce the term of your loan, as
mortgage rates are near their all-time lows. Daily Real Estate News
recently reported that one in three FHA borrowers (or 2.4 million
borrowers) could benefit from a refinance.
When it comes to refinancing an FHA loan there are many things
to consider before taking the leap. First, when did you take out
your FHA loan? If it was before June 3, 2013 then your annual
mortgage insurance will drop off when the loan-to-value hits
78%. If your loan was taken out after June 3, 2013 and you
refinance while at 90% LTV or higher, the annual mortgage
insurance premium cannot drop off. This could be a costly
mistake that would all but eliminate potential savings over time.
Second, you should consider the closing costs. Generally
speaking, you should look to recoup these costs with the
savings on the new loan within 3-5 years. Determine your
break even period and compare that to how long you intend
to remain in the property to see if it makes sense for you.
Regarding closing costs, you will incur a new up-front mortgage
insurance premium. This can be offset with a credit toward your
initial premium depending on how long you had the loan. You
receive a credit of 58% of the initial premium after one year,
34% after two years and 10% at three years.
For many this sounds complicated and technical. Fortunately

your situation. They are not compensated based on the type
of loan you obtain and are able to provide an unbiased analysis
of your options. These options include an FHA Streamline
refinance and a refinance to a standard conforming loan -
possibly with no mortgage insurance depending on your
home’s value.

very viable option (conforming only).

Travis Credit Union’s Contra Costa branches participated in the
Contra Costa County Toys for Tots Program. They collected new,
unwrapped toys that were delivered by the U.S. Marines Reserves
last December.
Operation Cookie DropTravis Credit Union employees helped bring holiday cheer
to airmen living in dormitories at Travis Air Force Base with
Operation Cookie Drop. Volunteers from the Officers and
Non-Commissioned Officers Wives Clubs distributed dozens
of cookies last Dec. 11.

Seven things to do before you buy a new car
Purchasing a vehicle can be incredibly exciting process
if the right deal can be made for the perfect car or truck
of your dreams. But the auto buying process can be
daunting, with plenty of options and avenues to pursue
your next set of wheels. Here are some things to know
before you visit a dealership floor.
1. decide on the type of vehicle you want/need
It’s easy to want a certain vehicle but it doesn’t mean it’s the one
you need for your everyday life. If you have a family, a minivan or
SUV may be the way go. If you’re a construction worker, a pickup
truck is probably a better choice. If you’re a young adult, the
attraction of a muscle car or speedy import may seem like the
perfect two-door option for a single person. But just because you
can doesn’t mean you should.
2. determine a budget for all monthly expenses before purchase
A smart car-buyer factors the car payment, insurance and gas and
other expenses into the mix when calculating how much vehicle he
or she can afford. These costs can build up over time and lead to an
actual “cost to own” number for car owners.
The costs associated with owning a vehicle add up as well. The
price of insuring a new vehicle will surpass that of a used one.
Pickup trucks usually cost more to operate due to their more
powerful engines, which consume more gas. Young adults
driving fast cars has led to higher insurance rates. It’s the items
that are associated with purchasing a certain class of vehicle
that can eat away at your monthly budget even if your monthly
auto loan payment is manageable.
3. purchase what you can afford with your budget
One way to determine if you can afford a car is the well-known
20/4/10 rule: Pay 20 percent of a vehicle’s price as a down payment,
never have the term of a loan go for more than four years (48
months) and avoid monthly transportation costs that surpass 10
percent of your gross monthly income.
4. evaluate effects on your debt-to-income ratio
It’s important to ensure your overall vehicle expense won’t cripple
or provide a substantial blow to your income-to-debt ratio. If you
have student loan balances which cost hundreds of dollars per
month to pay, adding a vehicle payment may push your debt ratio
past a point where you save little to nothing.
5. shop around and get options
Don’t settle for a single dealer’s quotes. Decide on your preferred
make and model and visit several dealerships to see what they
offer for the same car. Comparing side-by-side pricing is a smart
way to car shop.
6. test drive
Make sure the vehicle you’re investing your money into is
something you’re going to want to drive for a long time. Even with
cars, looks can be deceiving. Take a test drive and determine your
comfort level with the vehicle. Does the seat provide the proper
line of sight for you? Can you easily reach the accelerator and brakes
without stretching? Is the coffee cup holder at the right spot? The
more comfortable you are with the vehicle the more likely you’ll
want to drive it for years to come.

The best way to approach an auto dealership is with an auto

The number and sophistication of phishing scams sent out to
people continues to increase dramatically. While online banking
and e-commerce are very safe, as a general rule you should be
careful about giving out your personal financial information over
the Internet, including email. You should be suspicious of any email
with urgent requests for personal financial information.
Phishing scams involve emails that get people to react immediately
in an effort to get them to click on a fraudulent link or reveal
their personal or financial information. These emails may be
personalized to look like they’re from your credit card company, an
online retailer, financial institution or other business. They typically
ask for information such as user names, passwords, credit card
numbers, Social Security numbers, date of birth, etc.
what to do if you receive a phishing email
If you believe you’ve received a phishing email, don’t click on the
links in the email, instant message or chat. This is especially true if
you suspect the message might not be authentic or if you don’t
know the sender or user’s handle. Avoid filling out forms in email
messages that ask for personal financial information.
Instead, call the company or log onto its website directly by
typing in the Web address in your browser. Remember, you
should only share information such as credit card numbers
or account information via a secure website or by telephone
from a call you initiated.
other ways to spot phishers
Phishers today are able to forge the URL’s that you normally
see when you’re on a secure Web server to make it appear as a
legitimate-looking address. To protect yourself, make it a habit
to enter the URL address of any banking, shopping, auction or
financial transaction website yourself.
Phishers may also forge the yellow lock you would normally see
near the bottom of your screen on a secure site. The lock has
usually been considered as another indicator that you are on

So you’ve made up your mind to buy a new car. Before you
stop by the dealership, be sure you understand there are
other costs associated with buying a new car, especially if it
is your first one, that’s not related to the sticker price.
auto insurance: If you’re financing your vehicle, your lender will
require that you submit proof of full auto insurance coverage of
your car at the time of purchase. The cost of auto insurance varies
by insurer, type of coverage, your age and driving history. The cost
generally averages over $100 a month.
routine maintenance: Automakers provide a regular
maintenance schedule for their vehicles so owners can keep them
in top performance. The costs will depend on the type of work
needed, based on the car’s mileage, and where you go for the
service. Regular maintenance servicing can cost hundreds of
dollars with each visit, but it can extend the life of your vehicle,
especially if you plan to keep it for more than a few years.
fuel costs: If you’re using your new car for your commute to
work or school, be sure to factor in the cost of gas. Calculate the
miles you’ll drive on an average week and divide that by the miles
per gallon your vehicle can achieve. Once you know how many
gallons of gas you’ll use in a week, you can multiply that number
by the current price per gallon of gas to get your weekly fuel cost.
depreciation: Auto industry experts say the average vehicle
depreciates about 65 percent over five years, meaning your
vehicle’s value at the time of your purchase drops by that much
over that period. This loss in value is the largest cost factor in
owning a car. Some vehicles depreciate faster than others.

This service provides professional financial counselors that can help you take care of debt and money management issues, financial education, teen money matters and more!

They can also answer questions about a variety of credit and money management questions, including whether you should buy or lease your next car to how you can get out of debt.
This service is free and anonymous – you don’t need to reveal your identity to receive financial advice. Members can contact BALANCE counselors, from Monday through Thursday, 5 a.m. to 8 p.m., Friday, 5 a.m. to 5 p.m., and Saturday, 8 a.m. to 5 p.m.

This 3½-hour simulation gives high school students a sense of adulthood with income
and bills to pay. Each participant is assigned a temporary identity, including occupation,
salary, debt, marital status, children, etc. They visit nine “merchants” in Mad City to
choose housing and transportation and to purchase necessities and wants. The goal is
to simulate the realities of approaching financial responsibilities.
Session objectives are to:
n Practice budgeting as an adult with realistic circumstances;
n Identify and experience the consequences of poor decisions;
n Develop good judgment regarding spending and making a budget;
n Understand that budgeting is a necessary step in good money management and
that it isn’t difficult.
