The age of Smart Cities and Communities is now upon us. Rapid urbanisation along with the increasing digitisation of our everyday lives is making the development of smart cities and communities not just unavoidable, but highly desirable. Unsurprisingly, it is now a key consideration for our urban planners, local councils and property developers. It is no longer a question whether we should adopt smart city policies and programmes, but rather how we can best drive the creation of efficient and successful smart city developments that deliver real benefits to urban dwellers.

Mass migration of inhabitants from rural areas to urban centres in search of employment opportunities and a better way of life is putting untold pressures on city administrators and local councils. They need to plan carefully for this rapid growth of urban populations to ensure the most efficient day-to-day management of issues such as mass transportation, traffic optimisation, utilities performance, energy consumption, waste disposal, safety and security, infrastructure maintenance, customer services, revenue generation and more. The introduction of smart services, solutions and applications also raises questions about the optimal business models for the effective implementation and ongoing management of smart cities.

Unfortunately, these pressures also highlight that a knowledge gap has opened up among key industry stakeholders, including local councils, state and federal governments, regulators, property developers, urban and town planners, architects, solutions providers, telecommunications companies and many others. This knowledge gap relates not just to the core ecosystem of smart cities, but also issues around the economics, business models and governance of smart cities.

It is clear that the move towards smart cities and smart communities is set to have a huge impact on our daily lives, helping us to reduce traffic congestion, improve care for the elderly, create smarter homes and offices, increase manufacturing efficiency, and more. The challenge for policymakers, regulators and industry stakeholders is to ensure they unlock the full benefits for this new smart ecosystem for the people who live in these cities. The Converged Telecommunications Policy and Regulations (CTPR) Professional Master Class in Smart Digital Nation, Cities and Communities (SDNCC) is designed to help these key stakeholders address these challenges by plugging knowledge gaps through capacity building. It will bring a range of international and local industry experts, as well as implementers, to the table to discuss, rationalise and share knowledge related to the latest developments in smart cities and smart communities. This intensive three (3) day programme will consist of presentations, strategic panel discussions and workshops. It will tackle head-on questions related to smart city ecosystems, as well as the business models of IoT solutions and governance of smart cities. By covering these topics in detail, the programme has been carefully crafted to address the most pressing issues faced by those in the industry today. Furthermore, the range of local and international expert speakers included in the programme will ensure participants gain an in-depth understanding of best practice in how smart cities are developed, sustained and governed around the world.

About Malaysian Communications & Multimedia Commission (MCMC)

MCMC implements and promotes the national policy objectives for the communications and multimedia sector in Malaysia. It is charged with overseeing the regulatory framework for the converging industries of telecommunications, broadcasting and online activities in accordance with the national policy objectives set out in the Communications & Multimedia Act 1998 (CMA). MCMC also has the responsibility for postal services and digital certification under the Postal Services Act and the Digital Signature Act 1997 respectively. The Act provides that MCMC undertakes a policy implementation role, while policy decision making is vested with the Minister.

PROFESSOR MATTHIAS FINGER Swiss Post Chair, Management of Network Industries (MIR) Director, Institute of Technology and Public Policy (ITPP) Ecole Polytechnique Federale de Lausanne Switzerland

PROF. MATTHIAS FINGER received his Ph.D. in Education in 1986 and his Ph.D. in Political Science in 1988, both from the University of Geneva. After having been Assistant Professor at Syracuse University, New York (1989-1991) and Associate Professor at Columbia University, New York (1992-1994), Matthias Finger was appointed Full Professor at the Swiss Graduate School of Public Administration (IDHEAP) in Lausanne[1] in 1995. This is where he developed his research on the transformation of the network industries in the postal, the telecommunications, the railways, the electricity, the air transport, and the water sectors. In his research, he reconciles the liberalization of these sectors with public service objectives by means of new regulatory arrangements, while at the same time promoting a more entrepreneurial behavior of the operators. Matthias Finger was appointed Full Professor at the Swiss Federal Institute of Technology in October 2002 and Dean of Continuing Education in May 2003. Prof. Finger is the Academic Program Director of Executive Master in e-Governance and the Dean, School of Continuing Education in College of Management of Technology in EPFL

MR. ZAMRY IBRAHIM is the Chief Marketing Officer in VADS Lyfe. He has a wealth of experience in the property development industry, and thus would propel VADS Lyfe’s aspirations in the real estate vertical. His experience spans over more than 24 years, serving notable property developers such as Naim Holdings Berhad, MRCB, UEM Sunrise Berhad and UM Land Berhad. He holds a Bachelor of Business Administration in Finance from Wilkes University, USA and an MBA from Lehigh University – College of Business and Economics, USA

DATUK AR. NIK AHMAD FAIZUL MALLEK Vice President, Malaysian Industry-Government Group for High Technology (MIGHT)

DATUK AR. NIK AHMAD FAIZUL MALLEK is currently Vice President of Special Projects of the Malaysian Industry-Government Group for High Technology (MIGHT). As the Program Director, he has led the implementation of several mission oriented national initiatives and projects namely the National Technology Foresight Project, Science, Technology and Innovation (STI) Strategic Plan) and Innovation SME Certification Program (1-InnoCERT). He is currently leading the National Smart Communities Program with the objective to accelerate the greening of cities as engine for Industry Driven Economic Growth through Investment, Jobs and Innovation. This program focuses on industry driven, project based, partnership centric and facilitated by government. Datuk Nik has over 25 years of diversified, both industry and government experience in Policy, Strategic, Sectoral Development and Mission Driven High Impact Projects related to Infrastructure, Buildings, Science, Technology and Innovation.

MR. MASSIMO MIGLIUOLO Chief Executive Officer, VADS Lyfe

MR. MASSIMO MIGLIUOLO was appointed Chief Executive Officer and Executive Director of VADS Berhad, a subsidiary of Telekom Malaysia Berhad (TM) on 1 February 2015. He has been with TM for over two (2) years and recently, he also assumed the role of Chief Executive Officer of TM’s Smart City services arm, VADS Lyfe Sdn. Bhd. to focus on Internet of Things (IoT) and its Smart Cities projects and appointed Chief Executive Officer of GTC Global Sdn Bhd effective from 1 September 2015. He holds a degree in Business Economics from Boccioni University in Milan. Massimo brings with him more than 20 years of experience in the telecommunications and ICT industry. Over the years, he has cultivated a deep interest on mobility and subsequently on IoT and relevant services models. His primary passion and objective is to understand technology evolution and how to create and deliver valuable ICT services to end users. Before joining tm and Intelsec, he spent 12 years at cisco systems where he was Vice President of the Go to Market (GTM) strategy and segments group for the emerging markets theater. He also led CISCO’s global mobile market segment and implemented the company’s vision for mobile service providers. Prior to that, he led the development of the GSM mobile market for AT&T and lucent technologies. Throughout his career, he had successfully brought new business opportunities to life for CISCO, lucent technologies and AT&T. he also served in a number of company boards as director and non-executive director. 9

DATUK IR. AHMAD FAUZI HASAN Chief Executive Officer, Energy Commission

DATUK IR. AHMAD FAUZI HASAN is the Chief Executive Officer of the Energy Commission of Malaysia since April 2010. Prior to this position, he has held several positions in the Energy Commission, namely as Chief Operating Officer, Deputy Chief Executive Officer and Director of Gas Regulation. Before joining the Energy Commission, he has also served in the Department of Electricity and Gas Supply and the Department of Occupational Safety and Health. He is a professional engineer with over 38 years of regulatory experience, including in the areas of technical, economic and safety regulation and development of the electricity and gas supply industries. He is also actively involved with industry stakeholders in the development and implementation of energy policies, plans and standards as well as in awareness programmes at the national and international levels. He is a Member of the Atomic Energy Licencing Board of Malaysia and President of the National Committee of the International Electrotechnical Commission. Datuk Ir. Ahmad Fauzi received his Bachelor’s Degree in Mechanical Engineering from the University of Manchester Institute of Science and Technology (UMIST), United Kingdom, and his Master’s Degree from the University of Michigan, United States of America.

JOHNNY KIM has joined GSMA since March 2015 and previously was the Managing Director/Country Manager for Global Intelligence & Media Korea Limited (Part of the Progressive Media Group) at Gangnam-gu, Seoul, Korea. His responsibilities included Establishment and setup of Progressive Media Group's subsidiary company, Global Intelligence & Media Korea Limited, in Seoul, Korea and Tokyo, Japan in 2011. Prior to this, he was the Managing Director/Country Manager for Ovum Korea Limited/Ovum NEA/Datamonitor Korea. Amongst where he has setup and managed the development of Datamonitor's research and consulting businesses in Korea and Japan. He also facilitated and directed large consulting studies for operators, vendors and regulators in the IT/Telecommunications verticals in Korea and Japan and managed the selection of, collaboration and cooperation with indirect business channels and agents/partners for Ovum in Japan. MR. NIALL MAGENNIS Content Director, GSMA

MR. NIALL MAGENNIS works with subject matter experts within the GSMA to develop and manage the content for all of the GSMA’s Capacity Building training courses. He also serves as a trainer for courses on Mobile Regulation for Socioeconomic Development and the Internet of Things. Further to this, Niall compiles and edits the GSMA’s Mobile Policy Handbook, the publication which details all of the GSMA’s public policy positions. Before joining the GSMA, Niall worked as a freelance journalist covering developments in the technology sector for many of the world’s leading magazines and newspapers. He holds a BA in Journalism, Film and Broadcasting from the University of Wales.

DR. HAZMAN is a PhD holder in Conservation and Traditional Arts/Architecture, University of Wales at Prince’s School of Traditional Arts, London United Kingdom; Master Degree in Visual Islamic and Traditional Arts, University of Wales at Prince’s School of Traditional Arts, London United Kingdom; Bachelor degree in Arts Architectural Stained Glass at Swansea Institute of Higher Education, University of the West of England, Wales, United Kingdom and also a Diploma holder in Architectural Studies, University Technology Malaysia. His early training was as an architect and an educator with vast experience in project management, national and international seminar & event, collaborative research and consultancy. He held the position as the first appointed head for the Department of Applied Arts & Design in 2004; served the International Islamic University Malaysia as an Assistant Professor and a senior lecturer in the Kulliyyah of Architecture and Environmental for 15 years before joining Core Expert System Sdn Bhd as a 3D visualization consultant and then Covista Resources Sdn Bhd (a digital & IT security Consultant Company) as one of the company’s directors. Over the years he had developed expertise in the areas of conservation and preservation architecture; digital documentation techniques in heritage management; and guideline for professional conservation practice in Malaysia. In 2013, Dr. Hazman founded Global Heritage Consultancy Sdn Bhd, a Consultant Company that focuses on providing professional services in Conservation and Heritage Management practices.

MR. SEBASTIANO ROCCA Chief Executive Officer, DOING

MR. SEBASTIANO ROCCA became CEO of DOING after Dnsee merged with Hagakure and Bansai Consulting in early 2015. Before that, he had served as CEO of Dnsee since 2013, after about a decade as a business consultant in a major consultancy firm, Value Partners. There he worked for top TELCOs in Europe and Asia. Sebastiano also served as CMO for Aria, the first Italian WiMAX operator, bringing Broadband services to all 20 regions, with a special focus on bridging the Digital Divide. DOING combines business experience with creativity and technological knowledge. Their approach is to try new and different solutions for each project. They believe that only good ideas connect products to people, and that people’s satisfaction with the brand experience will improve the business of their customers. The company was recognized in 2014 as a Deloitte Technology Fast 500 EMEA company. DOING is “home” to 240 digital natives and is organized into four main offices in Rome, Milan, Turin and Modena. MS. LINDY WONG is the Managing Director for Asia Pacific and China at StreamWIDE. Before joining StreamWIDE, she has held key positions in sales and marketing with the satellite operator Asia Satellite Telecommunications Ltd in Hong Kong. She has also worked as a marketing executive with the BBC World Service in London. Most recently, she has established and is managing the China and Singapore subsidiary of StreamWIDE. StreamWIDE is a leading communications software technology provider in the areas of secure mobile communication solution, call completion services, visual voicemail, virtual numbers, and charging, conferencing and call center solutions with worldwide reach. The company has been providing communications solutions to enterprises and operators for more than 15 years. Headquartered in Paris, France, with subsidiaries in USA, China, Singapore, Romania and Tunisia. StreamWIDE is listed on Alternext Paris (NYSE Euronext).

MR. AZRIN ARIS Chief Technology and Partnership, VADS Lyfe

MR. AZRIN ARIS started his career at Telekom Research & Development as a program leader for Access Network Technology in 2007. He was managing and leading technology research for Wireless, Wireline, Antenna & Broadcast and Systems. In 2012, he became the General Manager for Enabling Sciences at Telekom Research & Development where he focused on research and innovation as well as product design and innovation. In 2014, he became the Head of Technology for R&D at Intelsec Sdn. Bhd. And in 2016 he takes on the appointment as Chief Technology and Partnership for VADS Lyfe Sdn. Bhd. Mr. Azrin graduated with Bachelor of Engineering in Electrical and Electronics Engineering from Universiti Sains Malaysia in 1996; Master of Science Electrical and Electronics Engineering from Universiti Sains Malaysia in 2001 and Master of Science in Business Leadership from the University of Northumbria at Newcastle in 2011.

MR. VENKATESWARA ROA brings over 20 years of telecom operator experience working in South East Asia Region. He was successful in building and leading large project organizations to design deploy and operate robust mobile and fixed networks across large geographical areas. Exceptional at breaking down operational strategies into tactical plans and processes to achieve maximum results. In-depth experience in Program Management specializing in Telecommunications Go To Market Strategy, Service Fulfilment, Managed Services, Network Sharing and Engineering & Operations. Prior to joining Huawei, he worked as SVP for PT Smartfren, Program Director for Maxis, DiGi Telenor and PT Axis. Rao holds a Masters degree in Business Administration at the University of Strathclyde, and has a degree in Electrical Engineering from the National University of Malaysia.

MR. JULIEN AVARRE Technical Project Manager, Actility

MR. JULIEN AVARRE is currently the Technical Project Manager of Actility which is a strong leader in IoT that is based on LoRa wireless protocol and he has been in charge of the POC with Actility’s Tool suite called Thinkpark Wireless Cloud. In 2013, he was the Service Delivery Manager of Extia and Project Management Officer at Ingenico. In 2009, he was the Integration Engineer for Voxmobili; IT Consultant for ALTEN in 2008; System and Network Engineer at NOC for B3G Telecom in 2006 and IT Consultant in UNIX System Administration for Meotec. He is endowed with ITILv3 Certification (Link) PEOPLECERT.

DATO’ SRI DR. HALIM BIN SHAFIE was the Secretary General in the Ministry of Energy, Water and Communications, Malaysia in 2000. Dato’ Sri Dr. Halim has served the Malaysian Government in various capacities. He started his career in the Ministry of Education, Malaysia in 1972 followed by appointments at INTAN in 1976 and Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) in the Prime Minister's Department in 1987. He held senior positions such as Assistant Secretary, Ministry of Education, Senior Research Officer, National Institute of Public Administration (INTAN), Programme Coordinator, National Computer Training Center, National Institute of Public Administration (INTAN), Director of Information Technology Division of the Malaysian Administration Modernisation and Management Planning Unit ("MAMPU"), Director of National Institute of Public Administration (INTAN) in 1994 and Deputy Secretary General 1, Communications & Multimedia Sector, Ministry of Energy, Communications and Multimedia in 1999. He was the Chairman of Telekom Malaysia and Multimedia University from 2010 until 2014. He has been appointed Chairman at Malaysian Communications & Multimedia Commission for the second time, since January 2015. Previous to this he was Chairman of the Malaysian Communications & Multimedia Commission (MCMC) since April 3, 2006, where he served until May 2009. He obtained a Bachelor of Economics (Hons.) from the University of Malaya in 1972, Masters in Economic Development, Public and International Affairs from the University of Pittsburgh, USA in 1980 and PhD in Information Transfer from Syracuse University, USA in 1988.

DATUK ISMAIL IBRAHIM received his early education at the Malay College Kuala Kangsar and went on to further his studies in town planning at the Heriot-Watt University in Edinburgh, Scotland. He is registered with the Board of Town Planners Malaysia and started his career in the civil service in 1983 as a town planning officer attached to the Federal Department of Town and Country Planning, Ministry of Housing and Local Government. Seven years later, he was awarded the British Council Fellowship to specialise in Planning Law in Newcastle University in England. In April 2003, he was appointed as Penang State Town and Country Planning Department Director and also Secretary to the Penang State Planning Committee. In February 2006, he was seconded as Khazanah Nasional's Senior Vice President of Special Projects to oversee the planning of the southern economic zone in South Johor, known today as Iskandar Malaysia. The following year, he was seconded to Iskandar Regional Development Authority (IRDA)'s as a Senior Vice President and in October the same year, was appointed as the first Federal Commissioner for the Authority. Effective 1 January 2010,Ismail Ibrahim assumed his position as the Chief Executive for IRDA. His interests are in the areas of organizational development, economic and land use, planning administration, heritage and environmental preservation law. He is an active speaker in seminars, forums and workshops locally and internationally on the mentioned areas.

MR. AKRAM MACKEEN Chief Operating Officer, VADS Lyfe

MR. AKRAM MACKEEN has more than 16 years of experience in operation, product innovation, design & development and business solution that spans across various industry segments such as telecommunication, electronics, automotive and medical devices with MNCs such as Siemens Group, Flextronics, Design Asia, Telekom Malaysia R & D and Celcom Axiata. He began his career in Singapore in 1999, within various companies of Siemens Group and moved to Flextronics Design Asia before returning back to Malaysia to head Telekom Malaysia R & D Team for product design. Moving to Celcom Axiata, he had successfully launched Celcom app Developer Ecosystem Programme (LEDC) and driving products and services for corporate market by providing business solutions that cover enterprise cloud applications, machine-to-machine (M2M), Internet of Things (IoT). Leaded Lines, Fixed Mobile Convergence, Telematics and many more. He is currently driving smart services as the COO at VADS Lyfe. He graduated from IIUM with Bachelor of Mechatronics Engineering. 19

IR. DR LEONG SIEW MUN is Professional Engineer and Chartered Engineer who graduated from University Malaya. He obtained his MSc from University of Bradford, UK and Ph.D from Renssellear Polytechnic Institute , USA specializing in the field of transportation system engineering and planning. He is currently Director of the Urban Transportation Department in Kuala Lumpur City Hall in Malaysia and has served for 34 years with the organisation. Ir. Dr Leong is responsible for the planning, design and implementation of urban transport facilities in Kuala Lumpur City as well as the operation of the computerised traffic signal control system, the Traffic Surveillance and Monitoring System using remote CCTV cameras and the Intelligent Transport Information System applications for urban traffic management. He is also responsible for managing the implementation of Urban Transport Infrastructure Projects in Kuala Lumpur. In addition, he is also council member for ITS Malaysia, Chartered Institute of Highway and Transportation (Malaysian Chapter), Road Engineering Association Malaysia. He is currently the chair for the National Committee on ISO/TC204 (Intelligent Transportation System) for Malaysia. He has presented many technical papers relating to urban transport management and Intelligent Transportation System applications locally and abroad.

PROFESSOR DR. SARAVANAN MUTHAIYAH is currently the Director of Graduate School of Management. He teaches and conduct research in the area of database management, computer networking, accounting information system, knowledge management, service oriented architecture, data mining, green technology and digital economy. His corporate experience includes working as a systems analyst for IBM World Trade Corporation for 7 years in developing Financial Accounting Systems for enterprise wide accounting applications. Prior to that he worked for Author Anderson as an auditor. He has consulted with numerous companies including those in the USA (GMU Business Alliance and INTEL), IBM, Siemens, MDec Malaysia, Maybank, LPN, UMCCED, MAKPEM, Pacific Tech, Sri Lankan MOHE, Telikom PNG (Papua New Guinea), TelBRu Brunei, GTC (Global Training Consulting) UK, IPMA UK, Proton and Telekom Malaysia among others. He holds a Bachelor Degree in Accounting and Finance, MSc in Information Technology and a Doctoral Degree in Computer Science from the US.

PROFESSOR DR. SARAVANAN MUTHAIYAH Director, Graduate School of Management, MMU

PROFESSOR DR. HAIRUL AZHAR ABDUL RASHID is a Professor at the Faculty of Engineering, Multimedia University, Malaysia. He is currently serving as the Director of Research Management Center, MMU where he overseas research planning, management and monitoring in the university. He has served MMU for over 18 years in several capacities including Dean of Research and Director for Research Collaborations. Resulting from these research endeavours, he has published 102 peer-reviewed journals and 55 conference papers. He has filed 2 patents and granted 6 Industrial Designs (ID). The research team has collaborated extensively, both nationally and internationally, spanning across academia and industry.
