Hybrid Communications Laboratory (HCL) is a world-class research and testing facility that hosts full-cycle research, testing, simulation, evaluation, and demonstration with an emphasis on network infrastructure and application technologies.

Wireless Technology Laboratories —a group of centers dedicated to testing, staging, and integrating wireless technologies and finding innovative solutions

Common Criteria Test Laboratory (CCTL), which is one of only seven accredited common criteria test laboratories to test information security in the United States.

Center for Network Analytics and Solutions (CNAS)—Booz Allen hosts CNAS, a world-class analysis team and state-of-the-art technology resources to meet network design requirements. The CNAS includes extensive modeling and simulation software capabilities, including analytical models and discrete event simulation tools, for designing networks and examining their costs, performance, and vulnerabilities. 

Information Assurance (IA) Laboratory is designed to support research and development efforts related to network security and IA product testing, integration, and demonstration.

We are supporting FHWA with development of a broad-based Dedicated Short Range Communication System (DSRC) vehicle-to-vehicle and vehicle-to-infrastructure communication system

Our Role– Booz Allen is acting as system integrator for VII– We are designing the DSRC VII network

architecture. We will build, test, and integrate a proof of concept system as part of the VII development test environment in Michigan

– Teammates include Raytheon, Telcordia, and Iteris

Project Description: DOT has FCC approval for exclusive use of 5.9GHz spectrum for dedicated communications between vehicles and roadside access points. DSRC equipment and supporting infrastructure is being developed as part of DOT’s Vehicle Integration Infrastructure (VII) initiative to support safety, mobility, and commercial services to the driver.

We are assisting FHWA to develop service concepts for operations during emergency events, assuming VII-like communication systems are deployed

Project Description– Develop and detail a variety of “service concepts”

(or applications) enabled by advanced vehicle-to-infrastructure communications that offer the potential to enhance transportation operations during emergency or non-recurring events and incidents.

– The potential benefits (both in terms of safety and efficiency) of applying such technology and concepts are substantial—and would likely have application for major transportation emergencies (such as evacuations) and for more routine traffic incidents.

We are assisting FMCSA by evaluating brake condition sensors for heavy-duty trucks on a closed course test track

Project Description. The Federal Motor Carrier Safety Administration contracted with Booz Allen to evaluate commercial and prototype sensor packages capable of measuring the condition of the brakes and estimating the stopping potential of the vehicle in “real-time”. The truck was equipped with 6 sensor packages. Brake problems were induced. The truck was subjected to controlled braking maneuvers on a test track at the Transportation Research Center in East Liberty, Ohio.

Our Role– Develop test plan– Identify and procure sensor packages– Oversee installation of sensor and testing

instrumentation– Analyze data and determine sensor performance– Manage track testing– Interfacing with numerous tier 1 auto suppliers

We are assisting NHTSA with the evaluation of advanced braking technologies for heavy-duty trucks

Project Description. NHTSA entered into a cooperative agreement with Freightliner to field 48 tractors and 100 trailers equipped with brake “by-wire” control systems, air disc brakes, adaptive cruise control, and stability control programs. These tractor-trailers are equipped with sophisticated data loggers that record information from the engine, vehicle, and braking control units and stand alone sensors continuously at ten times a second. The vehicles are operated by Wal*Mart out of their Loveland, CO distribution facility.

Our Role– Assist with developing the test program – Assist with program management– Provide independent data analysis– Determine maintainability, resistibility,

compatibility, and safety benefits of advanced brake systems

– Develop a market and/or regulatory based deployment program

We are supporting FTA by providing engineering support for their bus testing program

Project Description. FTA is required by law to evaluate every new bus model purchased with Federal funding. The buses are evaluated for maintainability, reliability, safety, performance, fuel economy, noise, and structural durability. Testing is performed on a closed course test track in State College, PA (Penn State). Previously tested buses that undergo major modifications may require additional testing to evaluate the change. This program is intended to provide transit authorities with information to make educated purchasing decisions.

Our Role– Evaluate manufacturers’ changes to previously

tested buses– Provide FTA with recommendation as to whether

change is “major”– Recommend partial testing– Assist FTA in managing program

We are assisting FMSCA develop wireless commercial vehicle safety inspections concepts

Project Description. FMCSA is interested in electronically collecting safety related data from commercial vehicles and transmitting this data wirelessly to road-side inspection stations. Vehicles would transmit this data over Dedicated Short Range Communications (DSRC) to a road-side inspection “hot-spot”. The technology might be leveraged and integrated with emissions monitoring regulations being developed by EPA, as well as security based applications being considered by DHS.

Our Role– Evaluate technical and operational requirements– Develop alternative concepts of operations – Develop deployment plan for wireless inspection

technology including a business and technology “roadmap” for FMCSA

We are assisting FMSCA with evaluating the application of commercial Vehicle Event Data Recorders (EDRs)

Project Description. Commercial airline and rail passenger carriers are required to have on-board event data recorders, “black-boxes”. FMCSA is interested in EDRs for commercial trucks and buses. EDRs would record critical crash data in the event of a collision, including vehicle speeds, acceleration rates, airbag deployments, brake application, and seatbelt use. EDRs could also be used to record operational data to aid in vehicle maintenance. Booz Allen is assisting FMCSA in understanding state-of-the-practice in EDRs for commercial trucks and buses and developing alternative EDR concepts.

FMCSA hired Booz Allen to evaluate cost-effectiveness of lane departure warning system technology

Project Description. As part of its mission to improve motor carrier safety, FMCSA is evaluating safety technologies, including lane departure warning systems (LDWS). LDWS alert drivers when their vehicles travel near or over lane stripes. As an alternative to regulation, FMCSA seeks to evaluate the viability of LDWS and to facilitate broader deployment of promising safety technologies through marketing efforts.

Our Role– Assess LDWS technology, vendors, and market

penetration– Perform cost-effectiveness analysis from the

perspective of motor carrier fleets, segmented by carrier type, fleet size, and other characteristics

– Using cost-effectiveness data, develop deployment plan and deployment monitoring plan for FMCSA and vendors to use in marketing LDWS to motor carriers

For NHTSA and FMCSA we are evaluating the integrity and robustness of vehicle data bus networks to support safety critical applications

Project Description. The SAE J1939 communication standard is a control and information data bus that supports critical safety related systems on heavy-duty tractors, trucks, and trailers. Systems that utilize this network include engines, transmissions, drive slip control, ABS, collision avoidance, and lane guidance systems. J1939 is an advanced high-speed network and the number of subsystems utilizing this network, both safety critical and non-critical systems, will increase on commercial vehicles. Therefore J1939 requires testing of its capacity and performance.

We are assessing and evaluating on-board sensors and systems for tire pressure management and maintenance, for FMCSA

Project Description. The assessment and evaluation of tire pressure monitoring and maintenance systems is part of a series of subtasks under the Safety Technologies Diagnostics and Performance Enhancements Program supported by FMCSA. Track testing of the sensor systems was performed on a tractor-trailer and a motor coach to determine if commercially available tire pressure monitoring systems improve vehicle performance and safety, increase tire life, and reduce maintenance costs.

Our Role– Research and recommend products for testing– Develop plan to test tire pressure sensor

systems– Obtain test vehicles, install sensor systems, and

perform testing– Analyze test results and perform additional

Booz Allen Hamilton assisted the Toyota Motor Group in assessing the market potential of the Intelligent Multi-mode Transit System (IMTS) in the US marketplace

Project Description. IMTS uses conventional automotive technology, augmented by several innovative automated control features (magnetic guidance system, radio-based train control allowing for tight vehicle platooning and driverless operations).

Our Role– Conducted focused interviews at several major

US transit agencies and commercial interests. Interviews were designed to yield feedback on IMTS’ core technological features and potential applicability in US operating environments.

– Performed preliminary cost analysis, comparing IMTS to other modes

– Identified regulatory and institutional barriers that must be overcome in order to successfully implement IMTS in US

Booz Allen participated in Georgetown University’s fuel cell bus program

Project Description. Design, develop, and test a commercially viable methanol fueled 40-foot fuel cell-powered transit bus. The project produced two vehicles with two different types of fuel cell technologies. These hybrid electric buses use 100 kW fuel cells as primary energy source; traction batteries provide surge power and a means to recover braking energy by regeneration.

Our Role– Overall system integration – Evaluation of US-produced 40-foot, 12-year transit

buses to select the bus platform– Development and evaluation of performance

specifications that would be necessary for a fuel cell powered transit bus to meet federal requirements

– Development of computer simulation tool that evaluated vehicle's performance for traction and accessory system component selection

– Design of heat exchangers and cooling systems for fuel cell and reformer systems

For the Delaware Valley Regional Planning Commission (DVRPC), we are supporting the development of a Regional Integrated Multi-Modal Information Sharing System (RIMIS)

Project Description. RIMIS will support the effective management of daily operations of the highway and rail passenger transportation system in the Delaware Valley through improved interagency communications and real-time information sharing. It is also intended to support better management of planned and unplanned events and incidents through more efficient communication and resource sharing.
