OverviewPS basic measurement (Cell) involves the ordinary counters usedto measure the PS service performance and status, such as theuplink (UL) /downlink (DL) TBF counter, the flow counter, theUL/DL PACCH counter, the UL/DL RLC counter, the UL/DL GPRSdata counter, the UL/DL EGPRS data counter, and the PS resourcecounter.

The measurement takes cell as the statistics unit.

C900040001 Numberof GPRS DL TBFestablishment successon PACCH

Description This counter counts the number of successful DL GPRS TBF estab-lishments on the UL/DL GPRS TBF PACCH.

    MeasurementPoint

When the DL GPRS TBF is established on the UL/DL GPRS TBFPACCH and a message indicating assignment success is sent, thiscounter increments. The measurement points are A as shown inFigure 1 and Figure 2, and A2 as shown in Figure 3.

C900040002 Number ofGPRS DL TBF release dueto N3105 overflow

Description During the DL TBF transmission, the DL block RRBP bit is set toask MS to respond with a Packet Downlink Ack/Nack message.

If the specified block of BSC fails to receive response from MS,then the N3105 counter increments; otherwise, it has a clear. If noresponse comes from the MS, then the RRBP bit is set again to askMS to respond with a Packet Downlink Ack/Nack message; if theN3105 counter reaches its maximum value, it is considered thatthe radio transmission fails and the DL TBF is released abnormally.

    MeasurementPoint

When the N3105 counter value exceeds N3105Max, this counterincrements. The measurement point is A1, as shown in Figure 4.

Description When BSC is transmitting the last DL TBF RLC block, set FBI to1, set RRBP to ask the MS to respond with a Packet DownlinkAck/Nack message, and at the same time, activate T3191. If thespecified block receives the MS response, then T3191 will stop andthe DL transmission ends normally. If T3191 overflows, then it isconsidered that the radio transmission fails and the DL TBF is re-leased abnormally.

Description When the user plane is transmitting the DL TBF, at least one blockmust be transmitted in every 5 seconds. After a DL TBF block istransmitted, BSC will start or restart a 5-second DL block assigningtimer. If the timer expires, it is considered that the user plane hasan instance suspension and the DL TBF is released abnormally.

Description According to the type of the transmitted UL data, TBF has twocategories: signaling TBF and data TBF.

This counter counts the number of establishments of GPRS DL TBFfor UL signaling transmission. The UL signaling involves some ULprocesses such as ATTACH, PDP activation, and routing area up-date.

    MeasurementPoint

If T3191 overflows, then it isconsidered that the radio transmission fails and the DL TBF is re-leased abnormally.
