Introduction

Our world continues to evolve. Every

sector is affected by this process. Along with the

positive such as prosperity, there is also a

continued evolution by those who wish to do us

harm. Security programs are modified to meet the

challenges that lie ahead, however, it is the goal of

this program to ensure the practitioner is able to

adapt.

Security experts tell us that attacks will

continue to occur. Adding layers of security is

designed to detect and deter.

The Situation Awareness Specialist™

program was created to educate the participant in

the discipline of situation awareness, thereby

producing a security aware practitioner capable of

understanding the dynamics of random and

potential threat events, while planning day to day

activities or conducting surveillance operations.

Upon successful completion, the participant will be

recognized as a certified Situation Awareness

Specialist™ by the Arcuri Group LLC Examiners

Panel.

ACHIEVE CERTIFICATION

Certification can be achieved in one of two

methods. You must NOT be any of the following:

A currently incarcerated criminal prisoner.

A member of a known criminal organization.

A member of a communist party nor reside in

a country under communist rule.

Program Authorized Provider. Instructors are

available both inside and outside the United States

and can respond to your location to teach your

organized group. *

*Minimum group size restrictions apply based upon location.

Method II:

Achieve certification through our Professional

Standards Comparative Compliance Evaluation

Process. You must be one of the following to

qualify for evaluation:

1. Active or Former Police Officer

2. Active of Former Military Personnel

3. Active or Former EP/CP Personnel with

documented training and experience.

Certification through the Professional

Standards Comparative Compliance Evaluation

process requires submission of the Request for

Comparative Compliance Evaluation form and a

CV/Resume outlining documented training and/or

experience comparative to the course curriculum.

We will also accept a detailed LinkedIn profile

instead of a resume. Our SAS Examiners Panel will

evaluate your request and render a decision within

two weeks from the time of submission. The

evaluation process is free. If your background

supports the issuance of the certificate, payment is

then made on our Live Course Payment page.

Once payment is received a certificate will be

issued. The Request for Comparative Compliance

Evaluation packet can be found on our website.

Program Description:

This course is designed to educate the

participant in the discipline of situation awareness,

thereby creating a security awareness practitioner

capable of understanding and dealing with the

dynamics of random and potential threat events,

while planning day to day activities at various

venues.

The participant will demonstrate his/her

understanding of the principals of situation

awareness through live interaction and be a

recognized by the Situation Awareness Examiners

Panel as a Certified Situation Awareness

Specialist™.

Program Duration: 8 or 16 Hours (Extended

Format) A 1-hour general situation awareness

Program Guide and Topic Descriptions:

1. Introduction to Situation Awareness

SITUATION AWARENESS DEFINED Situational awareness is the state of mind and perception of environmental and human elements with respect to time and space, the interpretation of their meaning, and the forecast of their impact with both unrelated and related changing variables.

2. Situation Dynamics

A look at the world around us and what may be happening in society in a normal day such as traffic, conducting business, schools, services etc... Includes discussion on urban vs. rural areas, how weather conditions, and how lighting/time of day changes routine and activities. “Situation” is a state of constant change and requires constant adaptation. Focus points include environmental conditions, human perception, proximity geography and human physiology.

3. Vulnerable Vs. Formidable

Outlines mindset and preparation together to form a formidable practitioner.

Vulnerability is addressed through a series of example discussions. We present alert status and outline how detection is in part performed by examining things around you as presented and as they unfold, not after events are already in the happening-now cycle.

4. Awareness Planning and Day Preparation

Lecture on the conscious decision to be alert, remain alert and to fight complacency while planning and conducting daily activities. The tactical advantage of being alert is presented. Preparing for the day activities is integrated with the unplanned events that are common such as traffic, unexpected changes in meeting times/venues, phone calls, visitors and medical emergency. We discuss the situation awareness mindset evolution with planning for an event such as active shooter, explosive device, robbery.

5. Controlling and Using Your Senses

Use of sight, hearing, smell and feel with respects to information gathering conducive to situation awareness and alert status are examined. Discussion on decisions that can be made based upon input under various

unfolding events as well as calm and integrated states of awareness with use of senses.

6. Understanding and Controlling the Angles

Includes the importance of recognizing and using angles during surveillance and navigation both on foot and while mobile. Identify angles at work in the topography of your area of responsibility (AOR), urban vs. rural area etc. This includes altitudinal and the use of angular cover approach, surveillance positioning, reflective surfaces, reactionary-gap for controlling angles for information gathering. Angles can also be used to identify defensive positions as well as where attacks may originate.

7. Behavior Detection – Sizing Up the

Population Around You and Transparent

Anomaly

This block of instruction outlines behavior clues that can be interpreted as part of a potential threat situation or a period of plotting. Included are discussions on human physiology, micro expressions, evasive activity and overt actions. Specifically, topics to be presented also include several examples of threat

indicators and plotting behaviors. This segment includes an introduction into pattern deviation with respects to crowd behavior, traffic flow and surveillance field of operations. Pattern deviation may indicate attack pre-curser and participants learn how to score pattern deviation for further investigative action.

8. Situation Awareness – SELECT SPECIALITY

FOCUS:

General Practitioner: Residential

Neighborhoods Vs. Commercial Zones

GENERAL PRACTITIONER Focus: RESIDENTIAL VS. COMMERCIAL Outlines the difference in foot traffic and auto traffic from residential neighborhoods vs. commercial zones. Expectation of movement and intention differs between the two zones and is part of the forum. DRIVING Examining a vehicle prior to use is presented. Operating with a forward-looking focus is established as well as discussions on reading traffic flow. Having a route plan and alternate route is presented along with the importance of maintaining space for decision making, changes in direction, quick action etc.

In this block having a self-aware and self-defense plan in order for intersections and crowded areas outlined.

Transportation Sector Specialist: Airports,

Cruise Ports and Train Stations

TRANSPORTATION Focus: Outlines foot traffic and auto traffic at port facilities and how they differ from commercial areas. Discussions include port activities, port staff, passenger processing and travel coordination when presenting the awareness baseline as a deployed craft at transportation hubs There is an elevated state of awareness require to move around a busy port facility. Practitioners are presented with a variety of activity that is not readily seen in residential and commercial zones. The dynamics of passenger travel and transportation support creates a unique environment. This means establishing your own capabilities and staying within the scope of your proficiencies. Lecture is designed to place emphasis on the participants total awareness outlook synchronous with personal ability. Structures such as buildings, checkpoints, baggage areas, open areas and commerce zones are discussed with respects to operating on foot or conducting business.

Educational Institution Specialist:

Universities, Colleges, Technical Schools,

High Schools, Middle Schools Etc.

EDUCATIONAL INSTITUTION Focus: The focus of this specialty block is to identify why situational awareness is a key factor in the identifying of vulnerabilities and detection of potential threats. Student traffic, perimeter control, on campus business and housing are topics of discussion to acclimate the SAS Operator to patterns associated with campus operations and traffic. Communication channels and information flow are presented as a mechanism to establish planning real-time action and emergency services notification.

9. Operating on Foot

There is an elevated state of awareness require to move on the busy thoroughfares. This means establishing your own capabilities and staying within the scope of your proficiencies. Lecture is designed to place emphasis on the participants total awareness outlook synchronous with personal ability. Structures such as buildings, street design, roadways, open areas and commerce zones

are discussed with respects to operating on foot and conducting business.

10. Attack Methodology

This lecture is designed to outline the major attack methods for violent criminals and terrorists to create and initiate a counter-attack planning process. From active shooters, to IED use, knife attacks and physical violence of person, these processes are examined to identify attacker vulnerability and pre attack behavior/indicators. Use of traffic control, defense barriers, lighting, distance and surveillance are outlined as counterattack tools.

11. Unexpected Threat Events

An SAS Operator should understand the states of readiness as presented by the course. Rather than the traditional awareness state colors taught in other courses, Cold, Warm and Hot are used to outline states of readiness for an SAS. Dealing with unexpected threat events requires an understanding of how to respond in all states of readiness, elevating and augmenting as events unfold.

12. Crowded Places and Confined Spaces

SAS Practitioners should understand the dynamics of large and crowded venues and confined spaces. Line of sight, sound identification and crowd reading are brought forward for the students so they can practice and become efficient in evaluating large venue vulnerabilities and planning for potential and unexpected threat events. This brief is used to identify the changes in capability under confined circumstances and is designed to create a practitioner that can be dynamic in various confined spaces. Confined spaces limit access to normal response channels, therefore, planning is emphasized for students to gain pre-confined space readiness and response mindset.

13. Physical Surveillance and Adaptation

Conducting surveillance operations requires a specific mindset and controlled objective. Not every operative is suited for undercover surveillance. Surveillance can be conducted through technology but oftentimes requires an agent to infiltrate the Field of Operations and blend in with the population while conducting observation duties. This segment introduces the agent to the concept of surveillance as well as presents

potential variables that may require the agent to adapt and unplanned intervals while continuing to focus on the objective.

14. Mental Mapping the Field of Operations

Learn to understand the field of operations with respects to whatever task has been assigned, whether conducting surveillance of a specific area, foot patrol over a large venue or even mobile operations in a district or zone setting. These tasks require that geography/topography, environmental and traffic intelligence is gathered and used in creating a segmented picture of assigned locations. The process assists in differentiating between each area, flow patterns, operational areas, potential hazards and industrial elements, insertion and extraction points as well as emergency ingress/egress for the population influencing the field of operations. It is also part of the Situation Awareness Specialist's toolbox to understand fixed vs. fluid elements within the field of operations and how both can be used to enhance the mental mapping process.

15. Recording and Reporting

This module outlines both mental and physical note taking and the report writing process for those that are required to make a verbal or written statement of events.

1. What is a Situation Awareness Specialist?

A SAS is a person that has dedicated

considerable effort and time to learning and

expanding the craft of situational awareness

and uses it in an operational setting.

2. Does this certificate make me an expert?

No. Becoming an "expert" in situational

awareness requires years of time using the

craft in real world settings and a continued

practice to keep skills sharp.

The SAS Certificate assists the practitioner

in preparing for the pursuit of expertise by

introducing the craft for professional use. A

"specialist" is someone that trains and then

places his/her training credential and craft into

operation.

3. How will this certificate help my career?

Marketing yourself is everything. If you

broadcast your training credential and are able

to articulate how the craft and your training

enhances your capability, then you are on your

way. If you show your level of alert and

commitment to threat mitigation, then the

certificate will compliment your efforts by

putting a credential on paper to go with your

training. It is up to you to get your credential

out there and make it valuable in your career.

The Examiners Panel is comprised of consultants from the military and law enforcement industries both internal and external to Arcuri Group LLC. Career level expertise, training experience and program development are the benchmarks for the Examiners Panel Members. Service includes both foreign and domestic, during calm and conflict, leadership and operational experience in locations around the world as well as training and administration experience.

The Examiners Panel acts as a board of approval for our programs and our instructor pool. Programs that are developed are not always approved by the Panel. Training classes must carry specific industry impacting information consistent with program objectives.

About Founder Dominic J. Arcuri

Dominic J. Arcuri has coupled a decade of police service with years of providing capacity development and training programs in numerous nations. He has served in operational police capacity both inside and outside the United States in destabilized environments.

Some of his posts include service as Unit Chief for the United States International Police Contingent in Kosovo under the United Nations International Police Task Force (IPTF-UNPOL), Team Leader and Lead Instructor to the Iraqi Police Service teaching survival awareness, response to emergencies and building search. Dominic also served as International Police Advisor to the Southern Sudan Police Service Police Commissioner’s Offices assisting in the development of readiness capability and emergency deployment programs. In the aviation sector Dominic provided security services, including assisting on contract in

the Commonwealth of the Bahamas and then with the United States Department of Homeland Security/TSA. Later, under private contract he assisted foreign partners such as in the training of hundreds of aviation security cadets in Abuja, Nigeria. He has conducted training site inspections and passenger screening assessments on site at Nigeria's Nnamdi Azikiwe International Airport and delivered live report to the Embassy of Nigeria USA. He spent several months in the Southern Philippines and has extensive global travel experience. Dominic is an International Police Instructor and Program Trainer certified by the Organization for the Security and Co-Operation in Europe (OSCE). He has a bachelor’s degree in Business and numerous specialized training accomplishments including Physical Surveillance School at RCTA, Naval Air Station Meridian, MS; Tactical Drug Operations School at Camp Blanding, FL and more.

He authored "The Formidable" Series of books for the citizenry and his Situation Awareness Specialist™ (SAS) program has delivered certifications to counterparts around the world.
