SITE INSPECTION REPORT OF SEA FOR ASHA DALLAS. DSL Prasad assisted by D Vathsala Introduction: Society for Education and Action – SEA is a Not-for Profit, Non -Governmental, Non-Political / Non- religious, registered charitable Society registered under the Tamil Nadu Societies Registration Act of 1976. It has also registered under the Foreign Contribution Regulation Act (FCRA) of 1975 with the Government of India. SEA is also exempted from Income Tax under section 80 - G of Income Tax Act. SEA is located at Mamallapuram in Kancheepuram District, Tamilnadu state. SEA works at 32 villages in and around East Coast Road (ECR) among fishermen and Dalit salt pan workers and their families. SEA was founded by like-minded community development workers and village youth, who were dedicated to the ideal of working for a society without discrimination of caste, creed, religion and economic status. Schools Funded by ASHA for Education: The picture below depicts in primary schools. The students neatly dressed in their uniform. They are well mannered and very receptive. These teachers are in charge of primary education. There are seven schools where ASHA teachers are fully employed by the Primary Schools. These schools are spread across Kalpakkam Taluq.

Schools Inspected: We inspected the following schools. These schools are located in interior villages where largely fisherman community lives. The distance of these schools from SEA office at Mamallapuram will be about 50 to 60 KMs. These villages are well connected through well laid black top roads.

Observations/ Impact: Panchayat School at Mugaiyur:

1 This is exclusively a primary school with classes from 1 to 5. 2 Good working relationship between the teacher and the headmistress. 3 Teacher is able to communicate well with the children. She is a local person, familiar with the

families of the children. She ensures their regularity of attendance. 4 She is trained to conduct classes as per ABL (Activity Based Learning) method adopted by the

Tamilnadu Govt. Education Dept. instructions .She teaches from class1 to 4. 5 The children are receptive and seem animated and enthusiastic. 6 The headmistress is highly appreciative of the contribution made by Ms Surekha. She

attributes the good attendance in the primary classes to the teacher’s efforts. 7 The impact of ASHA’s presence is visible.

Panchayat School at Alambaraikuppam:

1 This is a bigger school with classes up to the 8th class. 2 The teacher is quite diligent and interacts well with the children. 3 She teaches classes 1&2 as per ABL curriculum. 4 She is a trained teacher for the above curriculum. 5 The headmaster is happy with her work. 6 The teacher is once again a local person and the children in her class are enthusiastic and

happy. 7 The impact of ASHA’s presence is evident.

Panchayat School at Perunthuravu:

1. This is a primary school with classes 1to 5. 2. The teacher is well qualified with a post graduate degree. 3. She is fluent in explaining the requisites and details of the ABL syllabus. 4. She demonstrated the working of the ABL system with her students. 5. The headmistress is also committed to her task of ensuring attention to all students. 6. She is very keen on procuring extraneous financial support to add a staff member at her

school. 7. She is happy and satisfied with the teacher provided by ASHA’s support and ASHA’s impact is

visible. The teachers are paid by SEA from ASHA funds on an average of Rs 3000/ per month. There are 7 teachers in all covered by Asha’s funding in the seven Panchayat schools. During the year2016-2017 ASHA has funded Rs 3, 88000 and the total expenditure is Rs 3, 87270.From the inspection of the schools we can reasonably assume that SEA has effectively utilized the funds allocated. The headmasters/ headmistresses, teachers, parents and children are grateful ASHA for its funding. The children find themselves immensely benefitted by the presence of a committed teacher in the remote Panchayat schools .SEA should be complimented for identifying good teachers and mostly from the local areas to teach in the primary schools which would have otherwise fallen into a state of neglect.SEA is also periodically reviewing the performance of the teachers and is acutely aware of the inadequacy of the income to the teachers in the changing economic context. It is trying to garner more financial support in order to raise the income. The school management is also looking at ASHA as a possible donor for additional teachers. While ASHA may have constraints in extending further financial support, it would be welcome to the schools which are in dire need.

Anjalamal School:

Anjalamal School Class room The Anjalamal Special School for mentally retarded children of the extremely backward fishing community living along the East Coast Road extending from Kovalam to Kadapakkam is located at Kalpakkam with strength of forty children as of now. A brave effort by SEA it is run with great commitment by Mr. Desingu, the founder and executive organizer of the organization. Since its inception4 years ago, the school has striven towards enabling the disabled children to meet the challenges of the world on equal terms as their normal peers. Equality is ensured by imparting an awareness of rights, education (both academic and relating to life skills), and nutrition and medical care for good health. By ensuring all of these the school strives to achieve for its special students non discrimination from society as well as encourages self determination; it tries to create equality of opportunity so that the student can enjoy inclusion into the mainstream of education and activity. ASHA has been funding the school for the last 3 years in the areas of education and its requisites (books, stationary, toys, art material, and other props.) The school has 40 children. There are 18 boys and 22 girls. The mental disability wise children data is already available with ASHA. There is no change in the same. Site Inspection and Observations:

1. The visit was conducted on 22nd of June 2017. 2. The school has shifted to a new rental building closer to the Chennai- Pondicherry highway,

at Kalpakkam. 3. The building is more spacious and better ventilated than the previous premises of Anjalamal. 4. There are 6 rooms including the kitchen, a covered back area used for dining purposes, wash

area, 2 large bathrooms with toilet facility. 5. There are 3 teachers for the three groups into which the students have been divided as per

the level or degree of their disability. 6. The most immobile who are 4 in number share space with the headmaster who gives them

special attention. 7. There is a person who cooks the breakfast gruel, lunch comprising of rice, greens and

vegetable stew, and a snack consisting of sprouted pulses or nuts. 8. While the headmaster deals with physiotherapy, there is a special therapist who makes a

weekly visit. 9. There are 2 doctors specialized in disability disorders who check and evaluate the students

periodically.

10. The disabilities range from mental retardation, cerebral palsy, and muscular disability to autism, hearing disability and learning disability.

11. The children have clean uniforms; look well kept, and healthy. 12. The school has special equipment like walker, CP chair, corner chair, special shoes, calipers

etc for its students’ use. 13. There are 2 vans that transport the students daily to and from their school. 14. General medical camps are conducted and field trips are organized. 15. All the students have been provided with a Disability ID card. 16. Many of the students have been enrolled for Aadhar cards. 17. The headmaster maintains the attendance register for the students as well as for the teachers.

They come under government’s purview for a periodic up gradation of their teaching skills in their specific area.

18. The students are evaluated for their progress in identified areas (around 30 in number), and graded with a colour code of blue and red

19. In the current month some of the students will be participants at the state level sports meet for the mentally challenged.

20. Four of the students have progressed to the extent of being included into the mainstream curriculum school. They attend normal school twice in the week and the remaining days attend the special school. Out of the 4 students, D Vignesh has been promoted to the 10th Std. and will be taking the public exam in March 2018. This is a great achievement for Anjalamal School.

Upon interaction with some of the parents of the disabled children it is observed that they are very happy with the progress made by their wards. They are optimistic about their children’s future development and are grateful to all those involved in making the Anjalamal school function. The social skills of the children are seen to have significantly improved since the last inspection. The children are involved in constructive pursuits like using recyclable trash for making simple yet impressive handiwork- sea shells, empty egg shells, pencil shavings, ice cream sticks, broken glass bangles have all been used to create interesting and meaningful items. The attached pictures highlight their artistic feats. Thanks to ASHA’s initiative SEA regularly conducts at the school physiotherapy, occupational therapy, speech therapy, sensory development, sports and games, yoga, parents’ counseling and training. The school has organized its annual day program where the MP of Kanchipuram district and the MLA of Cheiyur were the chief guests. The school has achieved local recognition and distinction. Other donors for Anjalamal: While transport, food and nutrition are being taken care of by a M/s Latent View Anaylytics., whose contribution is around 7.3 lakhs per year, SEA itself provides uniforms of the children. Local philanthropic individuals are also supporting the cause of Anjalamal. Future Plans: Anjalamal has acquired a plot of land where it proposes to construct a 2 storied building with a total carpet area of about 2500 sq ft. Art and Handicraft Work of Anjalamal School MR children are trained to do meaningful art and handicrafts by the teachers. This is an excellent efforts students and teachers. Budget for 2017 -18 SEA has prepared the budget for the year 2017-18 which is placed in the attachment. SEA has budgeted for Anjalamal school Rs 7,26,000/- and for primary education Rs 3,88,000/- From the inspection carried out at both the locations as detailed above, the budget projected by them is reasonable and can be accepted. They did not fully spend money last year under the heads of account under general medical camp, and exposure visit for Anjalamal School, but considering their efforts so far, we can expect them to do better this year and the allocation under the above heads should continue for the current year. No financial audit was conducted. Conclusion: SEA is doing excellent work. Through their work, they have enhanced the image of ASHA for Education Dallas USA at all the primary education schools as well as at Anjammal. Mr Desingu and his team are dedicated to the task. The team has earned tremendous goodwill from the local population.
