Subj: SMP Monthly Meeting Minutes
1. A SMP meeting was held 03 October 2019 at 43 Area SMP Recreational
Center. HM1 Loaiza called the meeting to order at 0900. List of those
in attendance is provided on the sign in sheet (attachment 1).
2. Mrs. Danielle West - SMP Coordinator – Last month’s minutes can be found at www.mccscp.com under the recreation / SMP tab.
3. SgtMaj Hackett – SgtMaj MCIWest-MCB CamPen – HM1 Loaiza reminds everyone that the purpose of the meeting is to
pass all information to each representative’s respective unit and to please refer to the agenda for further information and
reference.
Sgt Hosch to encourage questions regarding any new business and moved on to speaking about the logo competition currently going on
in base. The deadline for submissions is 19th of this month.
Patrons are invited to turn in their submissions as quickly as
possible. This logo will be the foundation of what we use for the
new symposium happening this upcoming July.
4. CG (Brigadier General Connelly – CG oversees Camp Pendleton and six other bases. He outlined that
there are three primary concerns as CG, the first one being the
ability to facilitate Marines and Sailors to train and fight. The
second being the care of every supporting aspect of the first.
This includes infrastructure, barracks, programs that support
behavioral health, quality of working spaces, etc. The last, is to
oversee programs that support quality of life. This would, of
course, include the Single Marine Program and a great part of the
items discussed training, to include quality of working spaces and
special programs. The last piece is the quality of life. The CG
reminded everyone that the Corpse is very apt to change. More
junior Marines may currently encounter a large amount of changes
regarding upper chains of command, and even task changes in the
upcoming months and years. Unit structure and deck plate
leadership methods and procedures should be changing in the next
coming months to address a shift into planning for potential
engagements in the Pacific as opposed to the current mission.
5. Mr. Michael Rumbaua, Bachelor Housing Manager – Michael Rumbaua is the assistant manager for all housing on base.
His job includes providing oversight for all the barracks on base.
They perform inspections with the help of the S-4 and collect
data. Through this program, it has been found that base occupancy
sits at 62% but Michael recognizes that errors in reporting might
be part of the problem.
Michael asked if there were any problems at any barracks to bring up. He reminded everyone that there was a washer and dryer
problem, which appears to have been largely addressed, as Michael
put out a lot of useful information regarding how to address these
issues.
There is a service called no cost billeting and currently houses about 15000 people. This program helps to address a vacancy
problem that most barracks on base regularly suffer from. Since a
vacant barracks deteriorates faster than one being occupied, this
program fills barracks with different groups such as the devil
pups and boy scouts among others. Marines are reminded that some
groups wear the Marpat uniform but are not part of the service, so
please be mindful of that when approaching these individuals.
Another service the program provides is BAH assistance. This program is able to provide service members with assistance
submitting a request. There are rules regarding the instruction on
how to do that (7 rules currently outlined over previous meetings.
Sgt Major Hackett intervened that Rules 2,4,6 and 7 are never approved aboard Camp Pendleton.
Michael stated that the crime rate on base has risen from last month. 14 area hosts the most incidents on base. Self-help is one
of the programs for doing things like painting, battery
replacements and things that the service members are able to take
care of on their own, with minimal supplies and without
professional qualification. This is another benefit of BEQ
management and FMD.
5. Ingrid Melvin – Base Recycling – They have two stations that members are able to use the prevent
landfill dumping when recycling is one of the options. They will
dispose of ink toners but reminds everyone that they do not take
electronics on base, but they are able to provide direction on who
to talk to and be able to dispose of it.
There are pamphlets being provided at the meeting which lists what kind of material can be turned to the recycling service and which
cannot.
HM1 Loaiza asked a question regarding reiterating to members in attendance about what the funds from recycling are used for. Fund
usage includes computers, bleachers, paddle boards and oars
available to rent and many other items. CG points out that 1.2
million dollars that have been locally generated. Members are
invited to promote more recycling and know that they can advocate
for how these funds are spent.
6. Ms. Faith Frey, Youth Sports & Athletics – CG Cup Cornhole Tournament- competitions normally started at 0830. Doug Hall can be reached for questions regarding that event and

The Athletes of Valor event is not listed in the flyer but will be taking place at the Paige Field House. They are always looking for
coaches for youth, and members can apply through a website as well
as in person at their office. There were a couple of previous
coaches in attendance who speak positively of their experience.

7. Ms. Arden Mattachini - Human Performance Supervisor– The HP coach on base and is located on Camp Horno and offers
dietary advise as well as oxygen usage under stress testing, and
skin fold testing for body fat percentage readings. They also
provide coaching for smoking cessation, sleep schedules and a few
others. They can speak to members in classes or in 1-1 settings.
Nutrition 101 is a day long course and the next one is offered
Dec 4th. Meal prep days are also offered There is one on 04Oct
and OCT10 at area 41.
Through a question from the attendees, it was asked if this
program is staffed on weekends, but they are not.
8. Mr. Bruce Carroll – Career Readiness – He introduces himself as the point on contact aboard Camp
Pendleton. He brings up that there were 20,000 people placed
last year for employment just at this base. Their service
includes resume coaching, salary negotiation, and interview
skills as well as pointers on growing your brand.
Service members are encouraged to attend hiring events because
companies contact this program to set up events on a regular
basis. There, attendees and service members are place
immediately.
Chevron was used as an example. Last cycle saw a hiring wave
with employees starting salary of 93k a year. They came back
again this past February and hired 60 more service members. All
starting at the same salary. The next event takes place OCT16
and will host the FBI as one of the hiring parties.

11. Conclusion – Meeting ended at 1013. Next Meeting will be held 07 November at 0900 at Marine Memorial Golf Course.
