1 RULES1.1 TheeventwillbegovernedbytherulesasdefinedinTheRacingRulesofSailing

–WindsurfingCompetitionRulesandTheClassRulesoftheparticipatingclasses.

1.2 Nationalprescriptionswillapply.1.3 IfthereisconflictbetweentheNoticeofRaceandtheSailingInstructions(SI’s),the

SI’swilltakeprecedence.1.4 IfthereisaconflictbetweenlanguagestheEnglishtextwilltakeprecedence.1.5 Techno293PlusYouthChampionshipsistheContinentalQualificationEventfor

the2018YouthOlympicsGames(YOG)–YOGQualificationSystems.ThetoprankedmalecompetitorandtoprankedfemalecompetitorfromthefirstthreeAsiancountries(asdefinedbyWorldSailing)intheT293PlusYouth(under19)ChampionshipshallqualifythatcountrytocompeteintheMen’sWindsurferandWomen’swindsurfereventsintheYOG.Toqualifyacountryacompetitorshallbebornbetween1stJanuary2000and31stDecember2003.

2 ADVERTISING

Boardsmayberequiredtodisplayadvertisingchosenandsuppliedbytheorganizingauthority.WorIdSailingRegulation20‘AdvertisingCode’applies.

4 ELIGIBILITYANDENTRY 4.1 AllentriesshallmeettherequirementsofWorldSailingRegulation19-EligibilityCode.4.2 CompetitorsshallbemembersofaNationalClassAssociationwhichisacurrent

paidupmemberoftherelevantinternationalclassassociation.Membershipformalitiescanbecompletedonsite.

5 FEES

5.1 TherequiredentryfeeforcompetitorsisS$80forRaceboard&Formula;&S$180forRS:X&RS:One,Techno293andTechno293Plus.

6 RACEFORMAT

6.1 EacheventintheOpenChampionshipshallbeasinglediscipline,courseracing,“Openentry”event.

6.2 Menandwomen,boysandgirls,mayracetogether.6.3 Classesmayhaveseparatestarts.6.4 Classesshallraceamaximum4racesperday,inamaximum8raceseriesfor

FormulaWindsurfing,Raceboard;and12raceseriesforRS:One,RS:XandTechno293andTechno293Plus.

Thesailinginstructions(SI’s)willbeavailableuponregistration.AnychangestotheSI’sshallbeapprovedbytheClassRepresentativeattheevent.

10 COURSES

Courseswillbeasdescribedinthesailinginstructions.11 PROTESTCOMMITTEE

An‘IndependentProtestCommittee’willbeappointedaccordingtoWCR91(a).12 SCORING

12.1 ScoringwillbeaccordingtotheWCRAppendixA,exceptasamendedbelowfordiscards.

12.2 Whenfewerthan4raceshavebeencompleted,aboard’sseriesscoreshallbethetotalofherracescores.

12.3 When4to7raceshavebeencompleted,aboard’sseriesscoreshallbethetotalofherracescoresexcludingherworstscore.

12.4 When8raceshavebeencompleted,aboard’sseriesscoreshallbethetotalofherracescoresexcludinghertwoworstscores.

13 SUPPORTBOATS

Supportboatsshallberegisteredattheraceoffice.Limitedchartermaybeavailableandmaybeappliedforusingthecoachentryform.

14 SAFETY

EverycompetitorandsupportboatcrewmembershallwearapersonalflotationdevicethatshallconformtotheminimumstandardofISO12402-5(level50),orasspecifiedintheSI’s.

15 PRIZES

Prizeswillbeawardedtothefirstthreecompetitorsofeachproperlyconstitutedclass/division.

16 OFFICIALCEREMONIES

Competitorsarerequestedtoattendtheevent’ssocialfunctions;however,theorganisingauthoritymayrefuseentrytothosewhosestandardofattireisnotcommensuratewiththeoccasion.

17 DISCLAIMEROFLIABILITY

Competitorsparticipateintheevententirelyattheirownrisk,seeWCR4-DecisiontoRace.Theorganisingauthorityoranyoftheirofficialsorrepresentativesorthesponsorsortheirofficialsorrepresentativeswillnotacceptanyliabilityformaterialdamageorpersonalinjuryordeathsustainedinconjunctionwithorpriorto,duringoraftertheevent.

18 INSURANCE

Eachparticipatingboardshallbeinsuredwithadequate,andvalid,thirdpartyliabilityinsurance.

19 RIGHTTOUSENAMEANDLIKENESS

Inregisteringfortheevent,competitorsautomaticallygranttotheOrganisingAuthoritytherightinperpetuitytomake,useandshowfromtimetotimeattheirdiscretion,anymotionpictures,stillpicturesandlive,tapedorfilmedtelevisionandotherreproductionofthem,takenduringtheperiodoftheevent,forthesaidEventasdefinedintheNoticeofRaceandSailingInstructionsinwhichhe/sheparticipateswithoutcompensation.
