Founded in 1962 and registered as a membership-based society, we are Singapore’s oldest think tank SIIA is a non-profit, non-government institution which focuses on a broad range of subjects and programmes, including regionalism, geo-politics and economic development, as well as the environment and resources. 1. SIIA CHAIRMAN’S REVIEW

The Singapore Institute of International Affairs celebrated our 50th year in 2013, a significant milestone for a civic institution, especially given the relative youth of our country. This has been an auspicious, rewarding and also challenging year for us. Details of our work in the past year are set out in following pages of this Annual Report. Allow me as SIIA chairman to simply highlight a few matters briefly – both things achieved and upcoming challenges. Policy Research and Programs The SIIA is growing the impact of our policy research and the quality of our programs and events. A global survey released in early 2013 ranked the SIIA as the No. 1 think tank in ASEAN. In early 2014, the same global survey confirmed our top ranking, not

only in ASEAN but also counterparts in Australia-New Zealand and India. Over the last years, we have consistently been well ranked but these are our highest rankings to date. In areas of policy research, we have continued our focus on ASEAN (which includes ties with the rest of Asia and the Pacific, especially the USA), and added two additional programs. For ASEAN, we were honored to help Brunei as the 2013 chairman and, for the current year, to advise Myanmar. The SIIA’s flagship ASEAN and Asia Forum continued to grow into its 7th year to be relevant to businesses based in Singapore that work in the region. Looking ahead, while there are many political and security issues facing ASEAN, the SIIA is focusing in particular on ASEAN Economic Community 2015, to understand the key countries and institutional pillars for the group. Our second key program is Environment and Resources, with a focus on sustainability issues. This develops our many years of work on the haze pollution, climate change and clean city air. In 2013, after haze pollution hit a record high of 400PSI, we convened a panel that brought together key actors in the palm oil sector: producers, major buyers and sellers, and financiers. In Nov 2013, we hosted leading NGOs and experts from the region to analyze what went wrong and what needs to be done. For 2014, we are initiating the first Singapore dialogue on Sustainable World Resources, to try to address haze problem in the broader context of the sustainability of this important economic sector. Our third key program is the “F50”, which looks at the 50-year future for Singapore in Asia and the World. This was launched towards end 2013 with guests of honor from the government –Speaker of Parliament Halimah Yaacob at our first soft launch panel, and Education Minister Heng Swee Keat at our first official workshop. F50 however remains an independent effort, directed by SIIA Executive Director Nicholas Fang and Senior Fellow Parag Khanna, that we hope will stir many more to think of our country in a longer time frame and broad context as we go forward this year. In addition to these three key policy research programs, the SIIA remains active in convening events and discussions that relate to other areas of international affairs and that promote Global Citizenship among Singaporeans and residents. In total, the SIIA convened 33 events over 2013, averaging one event in two weeks or so, for our different types and tiers of membership. Our Impact: Working as Networked Think Tank Even as the SIIA’s grows our programs, we recognize there are other think tanks that do many more events and publications. As chairman, I therefore believe that it is the impact of what we do that is key. To that end, the SIIA positions itself as a networked think tank.

This approach expands beyond our in-house researchers to bring different expertise to different issues appropriately, whether as Associate Fellows or working in collaboration with experts from other countries. Across the different program areas, we consciously and actively reach out to different stakeholders such as policy-makers and politicians (both in Singapore and abroad), the corporations with businesses overseas, the nascent non-governmental organizations in Singapore and the regional and international media. Working through the media has been a key effort. Throughout 2013, SIIA continued to be quoted across international and regional media, and contributed commentaries that ran in the newspapers of the region, including TODAY, the South China Morning Post, the Nation (Thailand), Jakarta Post and China Daily. Of particular note were comments that the SIIA made in October 2013, after US President Barack Obama cancelled his visit to the region: the SIIA was quoted in almost 1000 media outlets, from the Washington Post to newspapers across the USA like the Alaska Daily and Marietta Times. Resources and Our Membership Having discussed our priorities in policy research and how we try to work for increased impact, allow me to discuss issues concerning our membership and resources. In terms of our finances, I am pleased to report that our accounts are healthy, with revenues for 2013 at some $1.4 million -- being the highest for the last years. This generated a modest surplus in excess of $30,000. This in in tandem not only with the growth in our policy research programs and events, but also with a modest up tick in the number of staff in the SIIA secretariat from 9 to 12pax in 2013. This is notwithstanding our effort to recruit and retain staff with salary and bonuses that are in line with comparable organizations and the market. When we consider our current ranking, we should feel both honored and also humbled. The SIIA remains a small institution with modest resources in funding and staff and many people have helped us over the years. Of these, allow me to mention especially those who have given their time as our advisors and Council members; our Honorary Members, Mr SR Nathan the 6th President of the Republic and Ambassador-at-Large Tommy Koh; and our patrons -- the Lee Foundation and Mr Alan Chan of Petroships. There are also corporate and individual members who have been loyal and supportive. Several of you make voluntary donations to the SIIA, on top of their annual dues, and some are generous sponsors. At our 50th anniversary dinner, the SIIA was proud to recognize three special members who contributed much time and effort – Messrs Chandra Das, Lau Teik Soon and Philip Ng. They are our first Life Members. I hope that others may also be inspired to participate actively and contribute generously of their time, ideas and – where they can –funding for the efforts of the SIIA to grow further. To this end, it is my hope that 2014 will see the SIIA make a special effort to grow our membership and involve members even more in our events and programs. While the SIIA’s work and activities may not be for everyone, more and more of us are finding that our work is impacted, for better or worse, by developments in the region and the wider world. We will gain by knowing more about the politics, economics and social issues beyond Singapore. Additionally, and perhaps even more fundamentally, the sense of global citizenship is growing, beyond and indeed before our business interest. There are issues that seize our attention – whether these are humanitarian crises abroad or more broadly giving voice to how we think Singapore society itself needs to position ourselves in the years to come. The work that the SIIA is undertaking, and the recognition that has come, is not only for the SIIA. We can and should be a resource to help our members and other stakeholders, Singaporeans and residents, to

access analyses and have a voice so that they can best adapt and respond to a rising Asia and changing world. The goal of making the SIIA of greater impact and relevance is as such aligned to our effort to make the institute better resourced and sustainable.

2. HIGHLIGHTS & ACCOMPLISHMENTS OF 2013

PUBLIC EDUCATION AND POLICY RESEARCH

The SIIA strives to highlight issues facing Singapore, South-east Asia, and the world via research and analysis on international affairs. We aim to deliver vital insights and policy-relevant recommendations to government officials, the private sector and our members. In 2013, our work focused on the following areas: 1. ASEAN and Asia 2. Environment and Resources 3. Future 50 4. Global Citizens and Other Research Areas

1. ASEAN and Asia

A core part of the SIIA’s work is to promote awareness of the Association of Southeast Asian Nations (ASEAN), ASEAN’s activities, and to encourage processes of regional cooperation. The SIIA also focuses on ASEAN’s relations with the wider Asia-Pacific region, and countries such as China and the United States. In 2013, the SIIA assisted the Brunei government to convene Key Track 2 meetings. ASEAN has set the goal of creating an ASEAN Economic Community (AEC), with a common market and production base, by the end of 2015. With this deadline fast approaching, the SIIA has focused efforts on analysing progress towards the AEC. In August, the SIIA’s annual ASEAN and Asia Forum (AAF) addressed the ASEAN Economic Community as a key theme,

with the keynote address for the AAF delivered by then-ASEAN Chair and Brunei Second Minister of Foreign Affairs & Trade Pehin Lim Jock Seng. Over the course of 2013, other seminars, workshops conducted by the SIIA also addressed pertinent ASEAN issues and related topics affecting the economies of ASEAN.

The SIIA released a special report in 2013, ASEAN-Hong Kong: The Case for Cooperation, examining economic and socio-cultural relations between the ASEAN member states, Hong Kong and China in the context of the proposed ASEAN-Hong Kong Free Trade Agreement that ASEAN economies are negotiating with Hong Kong.

The SIIA also partnered with the Economic Research Institute for ASEAN and East Asia (ERIA) in 2013 on several ASEAN-wide economic research projects commissioned by the ASEAN Secretariat, with findings conveyed to the ASEAN ministers. Papers were also published in 2013 addressing other aspects of ASEAN integration, such as Growing an ASEAN Voice?: A Common Platform in Global and Regional Governance by SIIA Chairman Prof. Simon Tay. The past year has also seen the Japanese government under Prime Minister Shinzo Abe increase its engagement with South-east Asian nations. In light of this, the SIIA’s research in 2013 paid special attention to ASEAN-Japan relations with the contribution of a chapter by SIIA Chairman Simon Tay and researcher Aaron Choo to Beyond 2015: ASEAN-Japan Strategic Partnership for Democracy, Peace, and Prosperity in Southeast Asia, published by JCIE. In addition to our work on the Asian region, the SIIA also highlights issues in individual Asian countries. Since 2012, the SIIA has been analysing the political and economic environment in Myanmar in light of the country’s reforms, aiming to make useful recommendations for policymakers, private sector firms and other groups with an interest in Myanmar. The SIIA has also served as a partner of the Myanmar Institute of Strategic and International Studies (MISIS), advising the Myanmar government on regional affairs and diplomacy as it assumes the 2014 chairmanship of ASEAN. In August 2013, a team from the SIIA led by Prof. Tay went to Naypyidaw and Yangon to brief Myanmar government officials on the latest developments in ASEAN and advise them on steps to be taken during their chairmanship. The SIIA also met with members of the Myanmar Peace Centre (MPC) and other NGOs, discussing developments in ASEAN, the role of civil society, and peace initiatives that MPC coordinates in Myanmar. The SIIA also reached out to members of the media who attended the briefings in Myanmar, promoting public awareness of ASEAN and offering comments on how Myanmar can manage the media spotlight when chairing ASEAN in 2014. The SIIA continued to liaise with MISIS over the following months, in preparation for a workshop held in Myanmar in January 2014. The workshop, entitled "Myanmar's Chairmanship of ASEAN - The Way Forward" brought together speakers and experts from across ASEAN in order to give their views on issues facing Myanmar during its chairmanship year. The SIIA also made another trip to Naypyidaw in January 2014 to continue briefing and advising Myanmar government officials on ASEAN-related matters.

The SIIA is also keeping watch on Indonesia's 2014 general election, as well as its economy, which has faced trouble over 2013. Over the course of 2013, Prof. Tay has addressed the state of the Indonesian economy in media commentaries and notes to corporate members. The SIIA aims to continue research and hold further events on Indonesia’s politics and economics in 2014.

2. Environment and Resources

In mid-2013, the haze caused by forest fires in the region reached historically record highs, dramatically illustrating the need for action from governments, the private sector and the public. In 2013, the SIIA has released five commentaries on haze and, through our commentaries, has sought to increase people’s attention to the haze issues. In the aftermath of the worst haze episode, the SIIA commentaries have turned to address cross-cutting issues surrounding the haze, while highlighting multi-layered cooperation across different stakeholders including governments, corporations and non-governmental organisations (NGOs). Haze was one of the key themes addressed at the 6th ASEAN-Asia Forum (AAF) in 2013. The key corporate players involved in the palm oil supply chain, namely Wilmar, Olam, Unilever and Standard Chartered Bank, have gathered for the panel discussion titled “ASEAN’s Resources: Solving the Haze, Sustaining the Future” to review efforts made by palm oil industry. The invited speakers also discussed how to address the prolonged haze and move toward sustainability. In October 2013, the SIIA convened the Concerned Citizens and Expert Panel Discussion titled “Haze and Singapore Perspectives”. This roundtable discussion brought together NGOs and experts in Singapore to review the Singapore government’s response to the recent haze occurrence and civil society’s initiatives pertaining to the environment. The participants also discussed how different stakeholders can work together to tackle the haze and achieve regional sustainability. On 1 November 2013, the SIIA organised the “NGO Roundtable on Environment, Sustainability and Climate Change” in Singapore. More than 30 representatives from NGOs and universities in Indonesia, Malaysia and Singapore gathered together to share their advocacy and on-the-ground activities for the environment. The participants also discussed the recently adopted ASEAN Haze Monitoring System (HMS) and brainstormed ideas on the role of NGOs in pushing for sustainable development in the ASEAN resource sector. This was the first-ever meeting among NGOs in the region since the haze peaked in June 2013. The SIIA has been actively raising awareness among stakeholders towards clean air issues in Singapore and Asia by writing insights and reports since the Clean City Air Coalition (CCAC) initiative was officially launched in 2012. In February 2013, the SIIA launched the Special Environment Report titled “Clean City Air & The Haze: A Three-Fold Approach Towards Breathing Easy”. The SIIA was invited, along with other CCAC members, to a Pre-COS Consultation Session on Clean Air hosted by the Singapore Ministry of the Environment and Water Resources (MEWR) in January 2014. Haze and sustainability go beyond better land use management. It ties in closely with other factors such as deforestation, biodiversity, labour rights and carbon emissions, and remains a multi-layered global, regional, national and local issue. Bearing in mind that there is no “one-size-fits-all” solution for the complexity of the haze pollution, the SIIA plans to organise the inaugural Singapore Dialogue on Sustainable World Resources (SDSWR) in May 2014. Through the dialogue, the SIIA aims to address the recurrent haze problem in a broader context and create a networking platform for the different stakeholders to provide solutions for agroforestry issues and sustainability.

SIIA Chairman Simon Tay participated in the Asia-Pacific Water Summit (APWS) in Chiang Mai, Thailand, in May 2013, and has assumed Vice Chairmanship of the Asia-Pacific Water Forum (APWF). The Summit presented best practices for water resources management, promoted active dialogue among regional leaders, and sought to bring about more effective regional cooperation and coordination in water security in the Asia-Pacific. SIIA Chairman Simon Tay has assumed to contribute to the urban water theme through an analysis of current policy initiatives. The SIIA has also continued to monitor efforts in the ASEAN region to build nuclear power plants. Although Thailand, Malaysia and Indonesia have delayed nuclear energy plans following the Fukushima Daiichi nuclear accident in 2011, these plans have not been cancelled entirely. Vietnam is also proceeding with its nuclear energy development. In November, SIIA Executive Director Nicholas Fang participated in a panel on nuclear safety cooperation as part of the Singapore International Energy Week, organised by the Energy Studies Institute (ESI) and S. Rajaratnam School of International Studies (RSIS), and will be contributing a chapter based on the SIIA’s research for a to-be-published volume by ESI-RSIS.

3. Future 50

In 2013, the SIIA launched the Future 50 (F50) programme to explore “The 50 Year Future for Singapore in Asia and the World”. F50 was launched in conjunction with the 50th Anniversary of Singapore’s independence in August 2015, and the SIIA aims to publish an F50 report next year bringing together original research as well as perspectives from thought leaders and industry practitioners. Via discussions and papers, F50 examines political, economic, social, environmental and other trends for the next 50 years and beyond, considering not only the future for Singapore but also the wider regional and global context. A preview session for F50 was held in July, coinciding with the SIIA’s 50th anniversary celebrations as Singapore’s oldest think tank. In a panel discussion, Speaker of Parliament Halimah Yacob and Co-Founder of the Centre for Strategic and International Studies (Indonesia) Jusuf Wanandi shared their views on the future of Singapore and the ASEAN region. The theme of exploring the future was also taken up by Singapore Foreign Affairs Minister K Shanmugam, in his speech at the SIIA’s 50th anniversary dinner later that evening. F50 was officially launched by the SIIA in August, at a launch event titled “An International Conversation: The Next 50 Years for Singapore”. The launch featured a dialogue with Mr. Heng Swee Keat, Singapore Minister for Education and Chairman of Our Singapore Conversation (OSC) committee. Mr. Heng is also the Chairman of the Singapore50 (SG50) committee, the Government body set up to conceptualise and coordinate plans to celebrate Singapore’s 50th National Day in 2015. However, in his remarks, Mr. Heng highlighted the differences between the SIIA’s independent F50 programme and the Government’s official initiatives, saying that the F50’s focus on the international context is “exciting and important”. F50 aims to bring an international context to discussions, both in terms of topics and people involved. The dialogue with Mr. Heng was attended by some 100 participants, comprising both Singaporeans and foreigners based here, 70 of whom remained behind for interactive breakout sessions. the national, regional and global levels, and what needs to be done to secure Singapore’s future. Key points and ideas raised in the discussions were summarised in a brief report distributed at the SIIA’s 6th AAF conference in September. In October, the SIIA held an F50 event on China, “A Changing China: Vision and Values”, exploring the country’s domestic politics and the future trajectory of its relations with the United States and the rest of Asia. In this session, Prof. Wang Gungwu, Chairman of the East Asian Institute and Mr. Alan Chan, Director of the Qufu Confucius Neo-Institute and Senior Fellow, Bond University shared their insights and perspectives. Following the morning discussion, a select group of participants joined Dr. Parag Khanna, F50 Co-Director and SIIA Senior Fellow for a lunch dialogue on relations with China. The SIIA’s Annual Members Circle (AMC) 2014, held in January, was also organised under F50, titled “Can Asia Keep It Up? Risks for 2014 and Beyond”. Some 30 Asia experts, economists and business leaders such as Mr. J.Y. Pillay, Chairman of Tiger Airways Holdings, Mr. Ronald Ong, Chairman and CEO of Morgan Stanley (Southeast Asia) and Mr. Tong Chong Heong, CEO of Keppel Offshore & Marine discussed topics such as whether Asia is becoming increasingly reliant on its neighbours and less on its Western trade partners, and what weaknesses are still present in Asian economies. Discussions also turned towards social trends in the region, in particular, the rise of populism and increasingly vocal citizens in Asia.

4. Global Citizens

An independent and non-profit institution, the SIIA strives to make Singapore a more cosmopolitan and internationally-minded society. Our Global Citizens initiative aims to promote the idea of active citizenship at the regional and global level. Over the past year, the SIIA has made efforts to increase public engagement via online platforms, such as our Facebook page and other social media, as well as improving the quality and frequency of featured articles on our website. The SIIA is the only Singaporean organisation to hold consultative status with the United Nations Economic and Social Council (ECOSOC). It is also a founding member of the ASEAN-Institutes of Strategic Studies (ASEAN-ISIS) network of think tanks, and the SIIA continued its regular participation in Track II dialogues as part of ASEAN-ISIS over the course of 2013. In addition, the SIIA is currently based at the International Involvement Hub (I2Hub) in The Atrium @ Orchard, sharing facilities with the Singapore International Foundation (SIF), the Singapore Red Cross (SRC) and Temasek Foundation, Singapore (TF). In 2013, the SIIA built on its existing principles of fostering close cooperation and networking with partners to work more closely with humanitarian organisations in Singapore.

In celebration of the I2Hub’s official opening in June 2013, we launched the ‘Making a Difference’ (MAD) Festival in collaboration with our partners, a series of events to promote awareness of various causes to the public; the SIIA’s seminars under MAD looked at life in North Korea as well as human trafficking in South-east Asia, a continuing issue the SIIA has been working on. The MAD Festival also marked a landmark ‘Making a Difference’ Roundtable organised by the SIIA, bringing together NGO representatives, academics, officials and social entrepreneurs active in humanitarian work to share their experiences and discuss ways in which Singapore organisations can better collaborate with each other to address needs in our region.

5. Other International Programs 2013 also saw follow-up workshops and the official European launch of the final reports for a joint research project between the SIIA and the Polish think-tank demosEUROPA, ‘Going Global in the Age of Uncertainty’, featuring papers by SIIA Chairman Simon Tay and the SIIA’s ASEAN Associate Fellow Dr. Tanya Laohathai. SIIA Chairman Simon Tay was also Singapore’s appointed representative to the Forum for East Asia-Latin America Cooperation (FEALAC) Vision Group, consisting of leading experts and diplomats from both regions. The Vision Group was created to review past progress in cooperation between Asia and Latin America, and recommend mid to long term goals for future cooperation between the two regions. The Vision Group submitted its final report to the Foreign Ministers of the FEALAC member countries in 2013, with SIIA Chairman Simon Tay serving as overall editor of the report.

KEY EVENTS

In 2013, SIIA events were centred on three broad programmes – Global Citizen, Future 50 and Environment and Resources. The office move was also a significant milestone for the institute. Since the move in late 2012, the SIIA leveraged the common facilities at the International Involvement Hub, Atrium@Orchard to provide greater value to members by hosting more in-house events. The following are some highlights of 2013:

1. Annual Members’ Circle

Though the Annual Members’ Circle, we hope to engage and involve SIIA’s members and friends to participate in candid discussions about current regional issues that will impact Singapore and businesses. The theme for 2013 was “Outlook 2013 in Global, Regional and Domestic Dimensions". We were honoured to have the following discussants this year - Mr. Michael Zink, Head of ASEAN, Citi Country Officer, Singapore; Dr. Robert Yap, Chairman and CEO, YCH Group; Mr. Baey Yam Keng, Member of Parliament for Tampines GRC, Singapore. Approximately 40 SIIA's members and friends, including many of Singapore’s business and thought leaders, as well as selected policymakers, were present to share their insights.

2. International Involvement Hub Festival In 2012, SIIA moved to the International Involvement Hub (I2Hub) at the Atrium@Orchard. To mark the launch of the I2Hub, the SIIA, along with its fellow tenant organizations (Singapore International Foundation, Singapore Red Cross, and Temasek Foundation), held a series of events to introduce its members and the wider public to its new premises and programmes. The talks aimed to strengthen synergies with the organizations in the hub, and to expand SIIA’s reach beyond its traditional membership in Singapore to stakeholders, such as civil society and those who may be interested in SIIA’s work. The festival was centered on “Making A Difference” and covered broad topics such as outreach and awareness, volunteerism and a North Korean experience.

3. 6th ASEAN and Asia Forum

ASEAN and Asia Forum (AAF) is an annual regional conference organized by SIIA. The forum aims to share insights and critical perspectives about the region’s economic and political conditions, and to address new challenges ahead for the people of ASEAN and Asia. The 6th AAF, titled “The Changing Paradigm: Conflict, Competition, Cooperation”, focused on the economic prospects and perspectives of the ASEAN community. By the end of 2015, ASEAN hopes to form a single market and production base. This year’s AAF explored the implications of greater connectivity and integration within ASEAN, from the impact on the environment and businesses, to the wider impact on ASEAN’s relations with trading partners like the United States, the European Union, China and Japan.

The 6th AAF brought together some 300 top officials, experts and business leaders, such as Pehin Lim Jock Seng, 2nd Minister of Foreign Affairs and Trade, Brunei Darussalam, H.E. Mr. David L. Carden, Ambassador, US Mission to ASEAN, Dr. Suthad Setboonsarng, Senior Advisor, BowerGroupAsia and Dato’ Charon Wardini Mokhazani, Chief Executive Officer Investment Banking, Chief Executive Officer, CIMB Investment Bank to share insights and perspectives. Through this dialogue, participants identified opportunities and key responses for both policymakers and the private sector.

4. Future 50

SIIA launched its newest programme entitled the Future 50 (F50) in August 2013, with the intention to map out “The 50 Year Future for Singapore in Asia and the World”. This two-year programme of events and research will culminate in a report to be published in 2015, coinciding with Singapore’s 50th National Day. Please refer to Appendix A for the full list of events.

MEMBERSHIP

The SIIA celebrated its 50th year in 2013 and implemented a number of new initiatives to expand the scope of programmes and enhance its relevance to members’ interest and business. This includes the hosting of private meetings and roundtable briefings with high-profile speakers and experts such as Mr. Abhisit Vejjajiva, Leader of the Opposition, House of Representatives and Democrat Party Thailand, Mr. Korn Chatikavanij, Shadow Deputy Prime Minister of Thailand and Deputy Leader of the Democrat Party Thailand, H.E Ambassador David L. Carden, United States Ambassador to ASEAN, Mr. Chan Chun Sing, Minister for Social and Family Development and Second Minister for Defence, and Ms Grace Fu, Second Minister for the Environment and Water Resources and Second Minister for Foreign Affairs. In July 2013, the SIIA held its 50th Anniversary dinner where many corporate members supported the SIIA by sponsoring tables at the event. A 1-year complimentary membership was extended to these companies as a token of appreciation for their support towards the institute. The table above shows that Membership numbers have decreased across all categories with the exception of Roundtable membership. This is due to an increase in membership fees to support the increased activities organised by the SIIA. Corporate membership rate was revised to $2,500 from $1,500 per annum and the individual membership rate was increased to $150 from $100 per annum. In 2013, the SIIA introduced a Premium Individual membership tier which offers individual members a complimentary pass to SIIA’s flagship event, The ASEAN and Asia Forum. In 2014, the SIIA will continue to improve the quality of membership offerings, and embark on a membership drive to increase its membership base.

ADVISORY

In March 2013, we launched SIIA Advisory Services to our corporate members. Post launch, it was a busy nine months leading up to the end of December 2013 with new advisory partnerships being agreed. The team maintained a strong focus on only accepting advisory engagements that aligned to SIIA's research strengths with potential projects in the telecommunications sectors, information technology and ASEAN government policy not being considered. During the course of 2013 the team successfully completed a number of engagements and at the end of 2013 commenced a new contract for an ASEAN based stock exchange.

Given the successes achieved in 2013, the SIIA will continue to offer advisory services to our members in 2014.

FINANCE

The SIIA’s principle funding sources of Income are as follows: 1. Sponsorships 2. Donations 3. Research 4. Consultancy/ Advisory Services 5. Membership Subscriptions

In 2013, the SIIA celebrated its 50th Anniversary with a Fundraising Dinner and held 3 major events, namely the F50 preview, F50 Official Launch and the ASEAN & Asia Forum 2013. This resulted in an increase in sponsorships and donations. In addition, there was an increase in consultancy/ advisory income. As for membership subscriptions, membership has increased due to a rise in membership fees, despite the lower membership numbers. Total collections for 2013, amounted to S$1,453,000 which was marginally above the past 5 years. As a result, the SIIA ended Financial Year 2013 with a healthy surplus and was able share part of this surplus through staff bonuses that are comparable with the likes of other organisations and the market. Total resources expended for the year amounted to S$1,419,081 and achieved a surplus of S$33,919.

GOVERNANCE

1. Endowment Fund

The Singapore Institute of International Affairs Endowment Fund has been approved as an Institution of a Public Character (IPC) under the Charities Act. The Ministry of Culture, Community and Youth (MCCY) has approved the Endowment Fund’s renewal application as an IPC for three years with effect from 1st September 2013. The Endowment Fund is governed by the Trustees, as listed in Appendix C. Donations received for the Endowment Fund are taken directly to the fund and qualify for 2.5 times tax deduction in calendar year 2013 (i.e. 1 January 2013 to 31 December 2013). Please refer to Appendix B for the full list of donors and sponsors secured from 1 January 2013 to 31 December 2013 and details of the endowment fund are listed on page 3 of the audited financial statements.

2. SIIA Reserves Policy

As a matter of practice, the Executive Council monitors the Cash at Bank for operational use on a monthly basis and is satisfied with the level maintained. In 2013, the SIIA has managed to increase its reserves slightly to cover nine months to ensure the stability of its mission, programs, employment and ongoing operations of the institute. Moving forward the SIIA needs to boost its level of unrestricted Reserves balance to ensure that they are adequate to fulfil our continuing obligations.

3. Declaration of Conflict of Interest All Council members are required to declare any personal or vested interest in business transactions, contracts and/ or join ventures that the Singapore Institute of International Affairs may enter into at the start of their term of office and as soon as such a conflict or the possibility of such conflict arises. For paid Employees and Related Parties, the Human Resource Policy Handbook covers the declaration of actual or potential conflicts of interest to the Chairman or the Executive Committee. When a conflict of interest situation arises, the Council Member, Employee or Related Party shall abstain from participating in the discussion, decision making and/ or voting on this matter.

4. Annual Audit

The accounts for the year were audited by PricewaterhouseCoopers LLP, Public Accountants and Certified Public Accountants. The financial statements of the Singapore Institute of International Affairs for the year ended 31 December 2013 were prepared in accordance with the Singapore Financial Reporting Standards.

3. LOOKING AHEAD

Future 50

The SIIA launched the Future 50 (F50) programme in 2013 to explore “The 50 Year Future for Singapore in Asia and the World”. F50 looks at the shifting international landscape of political, economic, social, environmental and other trends, examining the long-term implications for stakeholders in Singapore and the region. F50 was launched ahead of the upcoming 50th anniversary of Singapore’s independence, in August 2015. The SIIA believes that even as Singapore celebrates its accomplishments over the past 50 years, it is equally important to look forward towards the coming decades. F50 coincides with the SIIA’s 50th anniversary.

In Conversation F50 aims to gather perspectives via dialogue with a diverse range of stakeholders, seeking opinions on questions about the future in four key areas: 1. Geopolitical dynamics and security risks, particularly in Asia 2. Global economic shifts, new financial centres, and capital flows 3. Socio-cultural and demographic trends impacting Asia’s population and workforce 4. Environmental trends and global impact The SIIA believes it is important to hear from both globally-minded Singaporeans and foreigners based here to gain a broad and international perspective on regional and global trends. Feedback from the initial F50 sessions hosted by the SIIA in 2013 was positive, with participants expressing appreciation for the F50’s emphasis on interaction between peers. The SIIA is fortunate to have a strong membership, consisting of knowledgeable and highly-informed individuals. In 2014, the SIIA plans to host further F50 dialogues, focused heavily on hearing from our members as well as others in Singapore. Activities under the F50 programme will include talks and seminars, events intended for a wide group of participants. However, the SIIA also hopes to identify core participants willing to contribute in greater depth, with greater ownership of F50 activities and outputs. The SIIA will be engaging with members to be involved in smaller focus groups or contribute their views directly to F50 publications and other output.

Impact and Outreach The SIIA hopes F50 will contribute thought-provoking insights about potential future directions for Singapore and the region, including alternative and unorthodox perspectives. Key points arising from F50 sessions will be highlighted in publications over the course of 2014 and 2015. The final F50 report will build on this work, featuring a range of opinion articles and responses from SIIA fellows, members, and F50 participants regarding the future of Singapore and the region. A public launch is planned for the final F50 report in 2015. Forthcoming F50 sessions will address newsworthy and timely topics intended to attract attention and create visibility in suitable media channels. However, F50 will take a long-term view towards

these subjects. The SIIA hopes to direct attention towards the consideration of long-term existential questions regarding Singapore’s survival and future success, with this effort ramping up as the 50th anniversary of Singapore draws closer in 2015.

Opportunities for Collaboration The SIIA is also actively seeking to partner organizations, institutions and companies who share a similar interest in scoping the key challenges, opportunities and trends which are likely to affect Singapore, Asia and the world in the next five decades. In 2014, the SIIA will continue to seek sponsors and partners willing to support the entire F50 programme or specific areas of work within F50.

ASEAN Plus Programme

With Sino-Japanese tensions brewing over the East China Sea, 2014 could potentially see political and economic shifts rippling throughout ASEAN and Northeast Asian states. The SIIA’s ASEAN Plus programme focuses on the broad geo-political and economic trends within the region, and developments between ASEAN and other major regional partners. Given the current outlook for 2014, this year’s key focus will be the geo-political and economic implications for ASEAN as a result of the contentious relationship between China and Japan. Another critical area to examine will be how Myanmar, as the new ASEAN Chair, juggles the task of acting in the region’s best interests and working towards ASEAN’s goals, while maintaining positive relationships with both the Asian powers. The key focus areas for ASEAN Plus in 2014 will be:

1. SINO-JAPANESE TENSIONS China is an economic powerhouse with increasing tendencies towards military adventurism targeted at Asia. An equally nationalistic Japan has been actively wooing ASEAN countries through generous financial assistance and loans. While Sino-Japanese rivalry may have allowed ASEAN states to reap economic benefits from both countries thus far, such tensions in the long run are not good for the region. As economic and political partners both with Beijing and Tokyo, ASEAN states face the challenge of balancing relations between the rival states. This issue will be addressed at a seminar discussing China-ASEAN relations and at our flagship event, the ASEAN and Asia Forum, this year. The 7th ASEAN and Asia Forum, a full-day annual conference, will take place in August 2014. Pertinent topics of interest will be addressed to help business leaders and other experts understand the political, economic, and other challenges facing Singapore and ASEAN as they relate to the broader Asian region. In conjunction, the SIIA aims to conduct research on Chinese and Japanese investments in the ASEAN region and generate a clear understanding of which of the two Asian giants ASEAN states have chosen to align themselves closely with in recent years. This effort will culminate in a final research report.

2. MYANMAR

The SIIA was invited by our think tank counterpart, the Myanmar Institute of Strategic and International Studies (MISIS), to help advise the country’s government on its ASEAN Chairmanship this year. On top of our policy work in Myanmar, the SIIA is also conducting research on the country’s financial sector to gain a more holistic understanding of the country’s reform process. The SIIA plans to organise an upcoming workshop in Myanmar before August to continue discussions with

Myanmar government officials and key regional experts on issues Myanmar needs to address as ASEAN Chair. The themes that will be addressed include:

The Code of Conduct in the South China Sea, and the great power rivalry over Asia;

The East Asia Summit: Engaging external partners to shape its process and agenda;

The ASEAN Charter: improving ASEAN’s decision making process. On the ASEAN Plus Programme, there are four panels planned for 2014, with the following tentative themes:

Managing China-Japanese tensions: Economic implications for ASEAN countries - This panel aims to present the SIIA’s research findings on the extent of Chinese and Japanese investments among ASEAN countries. It will also examine how ASEAN countries can suggest using regional meetings, such as the East Asia Summit (EAS), as a platform for conciliatory dialogue between China and Japan. In addition, discussions will also turn to how Myanmar, as ASEAN Chair in 2014, and at the same time heavily dependent on Chinese and Japanese investments, manages its relations with both countries.

Elections and politics as key drivers of economics: A look at Indonesia and Thailand - As ASEAN countries move towards more mature levels of development, problems of income inequality and unequal distribution of resources can potentially shore up civil unrest. Such divisive protests tend to affect investor confidence in a country and slow down economic growth. What can businesses in Asia expect as citizens become more critical of their governments? This panel looks at the power of influence of citizen activism on policy making and the business environment in Asia.

ASEAN Integration: What achieving the ASEAN Economic Community (AEC) by 2015 means for businesses in ASEAN - Southeast Asia is on track to become a sprawling economic zone by 2015. But what does this mean for businesses and potential investors? This panel aims to discuss the opportunities and implications of the AEC on the private sector beyond 2015.

Sustainable resources: Working towards an ASEAN green economy - ASEAN needs to take a whole of government and society approach to tackle cross-border pollution (? A whole what?) caused by unsustainable industry and consumer practices. This panel looks at sustainable practices that have been adopted in the region and what should be done to develop and maintain them. It will also look at unsustainable supply chains in the region, and discuss how a concerted effort by government policy makers, business leaders and non-government experts need to be in place to help key stakeholders work towards a sustainable future.

Sustainable World Resources (SWR)

The SIIA is organizing the Inaugural Singapore Dialogue on Sustainable World Resources (Dialogue) on 20th May 2014 in Singapore.

We believe the Dialogue can play a major part in bringing together key stakeholders including policy makers, business leaders in relevant sectors, and non-government experts. The Dialogue would be broader than palm oil and include plantations and forests, and other key resources from Indonesia and other countries in the region.

The Dialogue would provide positive examples of leadership and transitions towards sustainability.

4. LEADING THE WAY

The work of the institute is guided by an elected Council, and by a small group of trustees, advisors and friends. The present Chairman of the SIIA is Professor Simon SC Tay, a professor of law at the National University of Singapore, and Senior Consultant of WongPartnership LLP. The SIIA’s founders include academics and enthusiasts, among them Professor Tommy Koh, Ambassador-at-Large. From the 1980s to the early 1990s, the SIIA was chaired by Dr Lau Teik Soon, former Member of Parliament who helped start the influential ASEAN Institutes of Strategic and International Studies network (ASEAN-ISIS), of which the SIIA is a founding member. In 2005, Former President S.R. Nathan became the SIIA’s first Honorary Member and in 2013, the SIIA was proud to recognize its first Life Members – Messrs Chandra Das, Lau Teik Soon and Philip Ng at our 50th Anniversary Fundraising Dinner. The current Council was elected in 2013 for a two-year term (2013-2015), with Associate Professor Simon Tay as Chairman, Dr Yeo Lay Hwee as the Honorary Secretary and Mr Collin Tseng-Liu as Treasurer.
