Purpose
Government of Punjab (Planning & Development Department) in collaboration with World
Bank Group is implementing Punjab Tourism for Economic Growth Project with the total
project cost of USD 55 million over five years. The project aims to promote tourism sector by
strengthening the institutional capacity through better skills development, increase private
sector participation and improve infrastructure services in support of the tourism sector in the
province of Punjab. One of the selected project sites is Kartarpur due to its immense heritage
and cultural value. Furthermore, in the wake of accelerated economic activity, Kartarpur has not
only garnered worldwide attention in terms of both touristic and heritage value, but also as a hub
of investment opportunity.
The ground-breaking of the Kartarpur Corridor in district Narrowal, Punjab was recently
performed to facilitate visitors and to generate economic activity in the vicinity of the site. In this
regard, the huge potential of the hospitality industry alongside the corridor needs to be capitalized
on for developing tourism in the area. Keeping in view, the importance of seeking investments in
the tourism and hospitality industry, a short documentary on the Kartarpur Corridor shall be
prepared, intended for international viewership which will not only help promote culture, heritage
and tourism but also promote a softer image of the country besides generating healthy economic
activity in the form of trade and investments. The documentary would potentially contribute
towards opening up avenues for promoting investment opportunities through portrayal of a vibrant
and secure image of Pakistan within the international community.
Main Features of the Documentary
A short documentary in high definition (HD) quality aimed at delivering the significance of the
Kartarpur Corridor in relation to Investment opportunities for Foreign Investors and Diaspora,
its economic benefits and its cultural value to tourists all over the world is required. The
documentary should outline the following main features.
Highlight the strategic location of Pakistan as a hub of culture and heritage with reference
to the importance of other historic relics and monuments in the region.
Portray an image of openness, security as well as friendliness to the foreign investors by
showcasing Punjab’s rich cultural experiences and elements of tolerance and diversity. The
documentary could help build concrete facts and eliminate many myths and
misconceptions about security, isolationism, intolerance and poverty in the region thereby
encouraging foreign tourists, students, spiritualists, academics and researchers to learn and
enjoy the many benefits of travelling to Punjab and experience its history, art, music, food,
festivals, hospitality and recreation Highlight the recently revised visa policy for countries like UK, Malaysia, and Turkey
along with 70 other countries to which Pakistan is giving the facility of visa on arrival.
Present opportunities and incentives for international investors to transform the dusty roads
leading to the Kartarpur shrine and the surrounding areas into a bustling network of tourists
and pilgrims and showcase Pakistan as a safe zone for economic investment.
Highlight the investor-friendly policy initiatives undertaken by the present government
such as carrying out serious reforms to bring ease of doing business and introducing tax
reforms enabling foreigners to make money by investing in Pakistan.
Depict the particular significance of Gurdwara Darbar Sahib (Kartarpur) to improve
international ties and exchanges.
Show expected infrastructural, hospitality-sector and recreational developments in and
around the Kartarpur Corridor and therefore pave the way for economic flourishment.

The targeted audience for the documentary will mainly include the following:

Diaspora could also be seen as making investments e.g. hotels, resorts, cultural promotion
of heritage sites.

Process of Selection
Consultant Qualification Selection (CQS) as defined in the Procurement World Bank guidelines
for Employment of Consultant 2011 revised in 2014.
Profile of the Documentary Firm
Extensive experience in producing heritage, culture and tourism related documents for
publication and documentaries for national and international organizations with the aim
of reaching both local and international audiences.
Excellent technical capacities (state of the art filming equipment including drone camera
preferably High Definition) to ensure smooth and high quality production.
Experienced and qualified team for shooting, editing, audio, mixing, voiceover, graphics
etc.
Payments:
The payments will be made as per following schedule:

EOI SUBMISSION
A consulting firm consortium will purely be selected on merit in accordance
with the criteria mentioned in the shortlisting and procedure laid down in the World Bank
guidelines 2011 revised in 2014 under Consultant Qualification Selection (CQS).
However, shortlisting of any firm/consortium does not guarantee award of work and it
would depend on evaluation of their proposals (technical and financial) submitted by the
shortlisted firm at later stage. Expressions of interest must be delivered by hand or
dispatched by post at the address given by 03:00 PM in our office on or before June 17th,
2019.
