While the world is full of so much sadness we must celebrate how fortunate we are to be able to celebrate Christmas with our families in such a beautiful part of the greatest country in the world. We feel so very sad for the people in the Esperance region who have had to endure such dreadful fires and our hearts go out to the families of those who lost their lives. They are a strong, connected community and I am sure that they will work together to repair the damage and move forward together towards a brighter future. When I was elected Shire President in October I moved into my office in the Shire building and have been here just about every day since. I am slowly getting a handle on the job that needs to be done and although it takes a huge amount of my time, I am really enjoying being back at the coalface once again as I love working and meeting people. My role is very much to place the Shire of Dandaragan at the forefront of the minds of politicians and those making important decisions so that we are able to benefit from the large range of opportunities on offer in this state. Colin Barnett came to visit Jurien Bay and view the plans for the proposed new bike and walk trail between Jurien Bay and Cervantes. The Premier was so impressed with the new Civic Centre and the jetty precinct that I am told he has not stopped talking about it. I have been out and about with Tony Nottle our CEO talking to people who are interested in making major investments in our region. Not just in the coastal towns but in the inland areas as well. Last week we visited Cataby Beef, the abattoir seeking to start operations very soon which should bring in 120 jobs to our towns. This is a state of the art operation which now has new owners and we can’t wait to see this happen. People are starting to notice Jurien Bay and we are getting plenty of interest from major operators wanting to see how they can fit into our future. I hope to be able to deliver some very exciting news in the New Year regarding some of these proposals. We are currently talking to an organisation keen to deliver a Residential Aged Care Facility with ancillary services to Jurien Bay. This is something we have been aware the public have a great desire to see happen and I am sure that planning this 60 bed facility will commence soon. Together with the ancillary services and more interest from the medical sector, the need to move to the city for this type of care should be diminished. Some other exciting ventures in the pipeline are the plans for a complete redevelopment of the Apex Complex. FROM THE PRESIDENT’S DESK…FROM THE PRESIDENT’S DESK…FROM THE PRESIDENT’S DESK…FROM THE PRESIDENT’S DESK… It is a great opportunity for me to be able to communicate with all the people in our Shire at this festive time of the year.

We feel so very sad for the people in the Esperance region who have had to endure such dreadful fires and our hearts go out to the families of those who lost their lives. They are a strong,

When I was elected Shire President in October I moved into my office in the Shire building and have been here just about every day since. I am slowly getting a handle on the job that needs to be done and although it takes a huge amount of my time, I am really enjoying being back at the coalface once again as I love working and meeting people. I have been a volunteer at the tourism desk in the Civic Centre and had a great time meeting tourists, and giving them information which will hopefully keep them a bit longer and get them out and about throughout the while Shire. I have been talking to people in Badgingarra who have been very happy with the amount of visitors to the town to see the wonderful array of wildflowers this season. Great to see the town now has a very active Chamber of Commerce and I am hoping to get there for their next meeting. It is important for all our towns to share information which helps to inform business and assist with ensuring their success.

Congratulations to all involved with the Indian Ocean Festival this year. It was a great event, well attended and enjoyed by all who attended.

I went to Aggies Cottage pop up event the other day and I found it really delightful. The great range of high quality products on offer kept us all engrossed all afternoon. What a lovely setting that is and I am sure the inventive young crowd in Dandaragan, will continue to grow the opportunities for such a unique site.

Cervantes Art Festival was probably the best yet. The range and quality of the art presented was superb. The Committee ably led by the wonderful Dianne Knight made the town come alive with all the little figures and flags. Nobody does it better than Cervantes when it comes to invigorating their town at this time of the year.

We are very lucky to have a new headmaster for the Jurien Bay District High School and I look forward to meeting him in the New Year. I also had an enjoyable time at the Cervantes Primary School Assembly celebrating the new covered library reading area.

I am very fortunate to have a group of very hard working councillors who are dedicated to helping us succeed in delivering as much as we can to our Shire to make it a better place to live. Our income comes predominately from rates that you pay and anything else comes from grants that our staff constantly review to see if we can apply for funding that will help our major projects. Many people ask me why we do not have all sorts of things and my answer has to be, because we don’t have the funding. We do not want to burden the community with more and more rates so we have to be inventive on what we can bring in from outside.

I have had the pleasure of morning tea with all the staff, both inside and outside the office. I told them that I have absolute confidence in their commitment to their roles within the Shire and how much I am looking forward to working with them. I will be a very positive Shire President, which is important if we are to attract investors to our region.

My door is always open and I look forward to meeting each and every one of you to talk about how we can improve on our lives in this amazing Shire.

COMPULSORY MICROCHIPPING FOR ALL DOGS

COMMENCED 1 NOVEMBER 2015

Amendments to the Dog Act 1976 made in November 2013 provided that from 1 November 2015 the owner of a dog that has reached three months of age must ensure that the dog is microchipped.

A dog is exempt from the microchipping requirement if a veterinarian issues a Certificate stating that the implantation of a microchip may adversely affect the health and welfare of the dog. The certificate cannot apply in respect of a dog that is under three months of age.

When a person registers their dog, they will be required to provide proof that the dog has been microchipped by providing their local government with the microchip number.

BUSHFIRES AND WATER SUPPLIES

2015/2016 BUSHFIRE SEASON

Do not rely on scheme water supplies during a bushfire

Residents living in or near bushland are reminded not to rely on public water supplies if they plan to stay and defend their homes during a bushfire.

If you plan to defend your home, public water supply may not be available due to damaged infrastructure, extreme demand depleting supply and pressure, or a cut to power which is used to pump water.

The Water Corporation really wants to get the message out to everyone living on rural acreage blocks that they need to have an independent water supply, such as a concrete or steel tank with a minimum 20,000 litre capacity.

Some other aspects to think of:

• what to do if you lose power

• what generator you will need

• what pipes and fittings you will need as well as length and type of fire hoses

We have prepared our equipment and systems to cope with extreme conditions such as bushfires. Despite these efforts, it is likely that there will be a reduction in water pressure, and scheme water supply tanks may run empty in the event of fire.

BUSH FIRES ACT 1954 Shire of Dandaragan - Firebreak Order 2015 / 2016

Prohibited Burning Period, 1st November to 28th February - Strictly No Burning.

Restricted Burning Period, 19th September to 31st October and 1st of March to 1st of April - Permits are Required.

Notice to all owners and/or occupiers of land in the Shire of Dandaragan.

Notice is hereby given to landowners/occupiers within the Shire of Dandaragan that fire-breaks must be installed by 1st November 2015 and maintained clear of inflammable material up to and including 30th April 2016 as per the requirements in relation to Section 33 of the Bush Fires Act 1954.

Firebreak Standards

Properties 20 hectares (50 acres) or larger

Clear a firebreak consisting of mineral earth, to a width of no less than 3m, as close as practical, inside the

external boundaries of the property.

Fire-breaks must be maintained to provide a vertical clearance of a minimum 4m so as to allow adequate access for fire appliances subject to the satisfaction of the Council's appointed officers.

Construct a 5m mineral earth firebreak immediately surrounding all fuel and chemical storage areas.

Clear inflammable material within 20m of all dwellings to construct a 20m circle of safety. This can be maintained through domestic grass, mulch or slashed native grasses.

Areas cleared and piled for burning require a 20m mineral earth firebreak.

All other Non Urban Land

Properties 2,023m2 (half an acre) to 20 hectares (50 acres) (Rural residential, rural development)

This category relates to nearly all lots in all industrial estates and the subdivisions of Jurien Bay Heights, Alta Mare, Marine Fields, Kooringal Vale and Hill River.

Clear a 3m wide mineral earth firebreak (clear of all inflammable material) with a vertical clearance of 4m high, clear of any obstructions (no hanging tree limbs or objects) immediately inside or as close as practical inside all external boundaries of the land to allow for the unobstructed movement of Fire Appliances.

On heavily vegetated or grassed blocks, implement supplementary fuel reduction for a further 5m inside the firebreak. Subject to the satisfaction of Council's authorised officers.

Clear all inflammable material within 20m of all buildings to construct a 20m circle of safety. This can be maintained through domestic grass, mulch or slashed native grasses.

Urban Land (All town sites)

Land 4,000m2 or less

Clear land of all inflammable material on the entire property shall be reduced and maintained to a height of less than (5) centimetre.

Land larger than 4,001m2

A firebreak of at least 3m wide shall be installed or constructed immediately inside all external boundaries of the land and so immediately surrounding all buildings situated on the land.

Plantations

Tree plantations of more than 3 hectares but less than 10 hectares

Construct a 10m wide mineral earth firebreak with a vertical clearance of 4m high; clear of all inflammable material immediately surrounding the plantation (adjacent areas of the same property subject to provisions as for rural areas).

Plantations larger than 10 hectares

Comply with the Code of Practice for Timber Plantations in Western Australia Guidelines for Plantation Fire Protection. A copy is available from the Shire of Dandaragan Administration Centre upon request.

Alternative Alignments and Variations to Firebreak Notices

If it is impractical to have a firebreak immediately inside a boundary, for environmental or any other reason/s, you are required to apply to the Shire of Dandaragan in writing, before 1st October to obtain permission for firebreaks to be installed in an alternative position or for alternative measures to be put in place. Once approval is granted, there is no need to re-apply each year, unless circumstances change or a duly appointed officer feels that the conditions of the Firebreak Variation notice are not being met.
