Between October 95 and Feb 96, the nomadic peoples of N\4I Sichuanexperienced the u'orst snovl' storms in living mcmory resulting in hardship,suffering and death.
Friends of China (FOC) and Curre and Share Foundation (CSF), rvere alertedin late Jan and up to RM8750,00 was promised fiom friends in 11 countries.
Medicines, food, firewood, & clothing were purchased mostly in Chengduand a small team was able to visit Shiqu courrtv in March 96.
The worst of the disaster was nearl)' ot'er by the time the team arrived,although many nomads had lost all their livestock, which representstheir l 'uture livelihood.
The government would like to purchase 50,000 new Yak which representsabout 20o/o of Yak losses. They hope to be able to secure 30mRM1l for llakpurchase and would value help {iom the international communitv for thebalance of LOmRMB.
FOC has been invited to send a small teamwith livestock purcha.se.

1.1 lntroduct ionShiqu County is located in Ganzi
' [ ibctan i \utononrous Prel 'ecture in North Western
Sichuan Province. I t . is bordcred by both the Tibetan Autonornous l tegion and QinghaiProvince. l t comprises 25,141 km2 and al though i t is thtr largest Carrnty in SichuanProvince it is thc most remote and least dcveloped. The administrative capitalShiqu (or Dzabchuka) is located (32" 58.78N 98" 06.128) forrr days drive fronr theProvincir l Cnpital , Chengdu.Tlre County is elevated on the Qinghai-Tihetan Plal.eau at a mean height of 4265m andnormally experiences l'airly extreme wqrther conditions with an average oi'83.3 days ofsnow each year.There is very little agriculture and livestock (750,000 in 9/95) are thc most importantresource for the mainly nomadic herclsrnen.
The county is subdivided into 23 r.rnits (Xfun) and 163 villages and comprises 63,258 people(57,486 rural).
1.2 The Worst l)isaster in Livins MemorvOn the 18th of October 1995 the lirst "biq snords" nrrived, in parts of the count-v, w'iLhternperaturc's as low as -45"C (-20"C inside). Snou' coveled the ground to a depth of60cm on the plains and 80cm on the mountains. The snow persisteg and spreadeventually alfecting most of the county (18 Xians & tr1.1 villages 52,353' people) andfell heavily again around "Spring l-estival" (19-23/3196). Many villages were cut-offcornpletely with no etectricitv, firervood or fodder.
Large numbers of livestock died (ca 220,00O 29.3n/o by mid March), or afrorted(124,950). The government estimate that by the end of illay 330,000 livestuck (250,000Yak) wi l l have died.
1470 farnilies (7326 people) Iost all their livestock and the government estimate that by theend of May an additional 1423 families (7250 people) will have lost most (i.e less than 3)of their livestock Q893 families 14,576 people). The government estimate that eachfanrily need a minimum of 3 Yak to survit'e (Yaks cost about R-h,IB 800 each).
42 people died, 1700 people rvere affested by frost bite or snow blindness tnd 747amputations were done.
691 tents and 1864 rooms/houses (29,82d m2) were rendered useless and damageestimated at RIMB 18,600,000 rvas done to goods, medicines, furniture, vehicles, and officeequipment

Friends ol' China (FOC) learned of thc disaster, in late January, and alter meeting
Shiqu County olTicials was able to alert CSf,' and fricnds overscas and begin to raisefunds. The imnrediate needs vrere identified as :- food, fuel, clothing & medicines. n'OC
had hoped to arrange a rel icf tnip to Shiqu in rnid Fcbruary butthis was postponed unt i l
early March (see 6) due to:- delays in telegraphic transfers, truck availability &permissions. By'the time the team lef't about RMB 750,000 had been promised by friends
in l1 countries.
2-3 Other Non-government OrganisationsMedecins Sans tr'rontieres (IVISF) and Tibet Development X'und (TDI) lryere also
involved in rel ief assessmentin Shiqu County and FOC was ableto contact them in order
to coordinate relief effbrts better. Livestock purchase, tor example, would be outside the
MSF mandate.

6.1 TI{E RELIEF'TRIP
a)Thd si tuat ion in ShiquI think all of us had expectcd more snow. rvere prepared for very lowtemperatures and expected to see more frost bitten people. Most of the snow had melted bythe time we arrived, temperatures were still around -20oC and most cases of frost bitehad been treated. We were struck by degraded pasture and hundreds of dead livestock.Man-'- ' of the most impoverished nomads had becn moved into government housing.
b)Government Disaster Contingencies.,Although this disaster was exceptional and the government actcd promptly tbere are neverthe less lessons vve can learn from it. There is a need to expfore the possibility of a captivebreeding program for non-nrarket predators. (e.g. hawks & eagles) and lbr grassland

The cold weath€r has delayed the germination of winter wheat and subsequently theI'armers of Dengke have requested assistance with the purchase of artificial fertil izer.Dengke is certainly not a priority area as it has escaped the worst of the weather and isnot so dependent on livestock- As a major supply base for the rest of the County it doeshave a strategic importance, but one would have to question both the environmentalimpact and the dependency resulting from artificial fertil izer.
d)Plouehine Yak fDeneke)Dengke has lost 26 ploughing Yak as a result of the weather. While this representsa considerable loss to ttre oyvners and ploughing potential for the comrnunity weconsidered it of secondary importsnce to a relief program

The County indicated that it was interested in a longer ternr integrated developmentproject and that it would welcome as a first step a feasibility study. fhere is potentialfor agriculture, animal husbandry, lbrestry, education . .t. lrealth. A feasibility .study couidonly be expedited by IrOC or other foreign agency if the Government were able tosecure the necessary permits and permissions and to lircilitate transportation andaccommodation.

When they learnt that Shiqu Cunty dad a reallyterrible snow disaster. They immeditalycontact€d Friend of China Fourdation, Care &Share Foundation and other friends in elevencountries. They were promised seven hundredand fifty thousand RMB.
March 8, they arrived in lGngding, Mr JohnJohn Studley told jounarlists that he and MissBarbara Forbes have worked on poverty alleviationrn Shiqu County twice. They did lots of helpfulthings to nomads and became good friends ofShiqu pepole. The purpose of this time for themis to bring above four hundred and one thousandRMB and various relief goods to victims bytlemselves.
