No. 19-123 Dear Shawn, Verde Environmental Co. (Verde) completed a wetland delineation on the above referenced property on February 15, 2019. The property was traversed on foot, and the landward extent of all wetland habitat and other surface waters was delineated in accordance with the methods outlined in the Florida Unified Wetland Delineation Methodology (Chapter 62340, F.A.C.) and the Army Corps of Engineers Wetland Delineation Manual (1987). The wetland-upland boundary was marked in the field using numbered segments of pink flagging tape. The location of each wetland flag was recorded using a handheld GPS. The extent of onsite wetland habitat is shown on the enclosed Wetland map. In total, 3.68 acres of wetland habitat was identified and mapped within the parcel boundary. The wetland habitat consisted mostly of Fresh Water Marsh surrounded by a Mixed Forested Wetland community. Dominant species included: water lily (Nymphaea sp.), torpedo grass (Panicum repens), Carolina willow (Salix caroliniana), red maple (Acer rubrum), swamp bay (Persea palustris), swamp tupelo (Nyssa biflora), wax myrtle (Morella cerifera), cabbage palm (Sabal palmetto), laurel oak (Quercus laurifolia), camphor tree (Cinnamomum camphora), bald cypress (Taxodium distichum), coral ardisia (Ardisia crenata), sword fern (Nephrolepis cordifolia), swamp fern (Telmatoblechnum serrulatum), royal fern (Osmunda regalis), Virginia chain fern (Woodwardia virginica), Brazilian pepper (Schinus terebinthifolia), elderberry (Sambucus nigra), and common dayflower (Commelina diffusa). Wetland soils were characterized by the hydric soil Sandy Redox. Tussocks and cypress knees were noted as indicators of the wetland’s hydrology. The upland habitat was dominated by live oak (Quercus virginiana), laurel oak, cabbage palm, cherry laurel (Prunus caroliniana), Brazilian pepper, slash pine (Pinus elliottii), red cedar (Juniperus virginiana), camphor tree, black cherry (Prunus serotina), earpod tree (Enterolobium contortisiliquum), sword fern, coral ardisia, and bracken fern (Pteridium aquilinum). No hydric soils or indicators of wetland hydrology were observed within the uplands. Once you are ready to proceed with development, you will need to have a professional surveyor create a property boundary survey that includes the location of our wetland line. This survey, along with a detailed development plan, will then be submitted as part of any application for a construction and/or wetland permit from Orange County. Furthermore, you will also be required to obtain an Environmental Resource Permit (ERP) from the Florida Department of Environmental Protection (FDEP) prior to impacting the wetland habitat.

We believe that it is in your best interest to hire Verde to be present during the CAD review. Thus, you would need to add Verde as an Authorized Agent on the CAD application. Also, we recommend delaying the surveying of the wetland flags until after Orange County completes their CAD determination if possible.
