Background

The Constitution of Lesotho entrenches the right of citizens to participate in public affairs. However, there are limited platforms for citizens to participate in the implementation of national and local democratic processes and development initiatives.

The “Participatory Initiative for Social Accountability” (PISA) aims to contribute to a vibrant and open democracy in Lesotho, where citizens know, demand and exercise their rights and responsibilities, and in which government is accountable and transparent. Promoting constructive dialogue between citizens and duty-bearers (such as elected officials, traditional authorities and service providers) will ultimately lead to a higher responsiveness of government to the needs of citizens and improved service delivery - which will then foster the citizens’ trust in Lesotho’s democracy. PISA’s slogan is “Boikarabello ke ba Bohle” (Sesotho for “Responsibility is for all of us”). It in this spirit of shared responsibility that PISA creates

different dialogue platforms for Basotho to discuss the challenges that their communities face and together agree on measures to address them. While citizens should hold duty bearers accountable, PISA also encourages communities to take responsibility and commit to contributing towards finding solutions.

PISA is a programme jointly funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) under a Financing Agreement with the Ministry of Finance for the Government of Lesotho. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has been commissioned as implementing agency. The first phase runs from June 2016-May 2019. The programme operates country-wide across Lesotho with offices and staff located in all ten districts. A Project Management Unit (PMU) located in Maseru provides strategic oversight. PISA is a broad-based multi-stakeholder initiative that is governed by Steering Committees at national and district level made up of government and civil society stakeholders. PISA aims to contribute to a vibrant and open democracy in

Lesotho by supporting activities in three results areas: civic education; citizen-state dialogue; participatory local government. Its role is to inform citizens, promote their public participation and organise opportunities to engage. To this end, PISA and its staff act as credible and neutral facilitators.

Citizen’s issues

Experience shows that democratic participation does not happen automatically. Rather, citizens pick an interest in public affairs and are spurred into action when issues that matter to their everyday lives are the centre of attention. Consequently, the choice of topics to be tackled in the dialogue sessions is crucial. Communities in Lesotho face a multitude of challenges. However, in the dialogue sessions the focus was on one “citizen issue” per council. The PISA team therefore conducted community-based analyses prior to the forums to identify the most pressing challenges in the eyes of the citizens and then selected one priority “citizen’s issue”.

The selection was based on a set of criteria. Firstly, the issues should be citizen-centres in that they represent genuine concerns of the citizens. They should also be “low risk” in that for the individual citizen the benefits of participation must outweigh the risks; if citizens feel that issues are “unspeakable” then these will not lead to meaningful public participation. Having a local champion of change spearheading public participation on an issue is helpful in reducing the barriers for citizens to also speak out. Ideally, there should be overlaps in the interest of citizens and leaders, rather than an antagonistic relationship - when citizens and leaders work together for a common purpose, change is more likely. Lastly, the identified “citizen’s issues” should be actionable. Often, participation of communities leads to no tangible change, creating frustration and resistance for involvement in the future. It is therefore important that public participation deals with issues that are “actionable” and where citizens and local institutions can actually make a change.

The result of this process was a list of “citizen’s issues” per council covering the diversity of challenges, from inadequate access to services and poor infrastructure to issues around land use, to name a few. In many cases, the issue identified was on the list of the councils’ development priorities.

Citizen dialogue forums

PISA promotes various formats for citizen-state dialogue. One such format are “citizen dialogue forums” that are held at the level of urban and community council. Between July and September 2017 PISA facilitated 76 forums, one in each urban and community council.

It is important to note that the dialogue forums are not the same as participatory research or planning exercises. The “citizen dialogue forums” did not focus on the identification of problems, but rather aimed at stimulating a discussion around possible solutions and how they may be tackled and overcome through garnering contributions from stakeholders at different levels, including action by empowered communities themselves.

The “citizen dialogue forums” were facilitated by the PISA District Facilitators (DF) who mobilised communities, government departments, stakeholders and community councils in preparation to participate. The numbers of citizens taking part ranged from 20 to 180 community members. The forums were facilitated within a council in the presence of traditional leadership (chiefs) and Councillors or Community Council Secretaries. Other stakeholders were also invited to the dialogues where their role was to be part of the discussion and provide guidance without displaying any supremacy. Formal presentations were not encouraged during the dialogue but rather the sharing of ideas and guidance on the proper channels to be followed in addressing the identified challenge. The sitting arrangement in a dialogue setting was preferably in a horse-shoe set up, but remained flexible depending on the community without major disruptions on their normal way of sitting in their own meetings.

PISA has facilitated “citizen dialogue forums” in all 76 councils across the country, including community councils, urban councils and the municipality of Maseru. In these forums participants discussed selected “citizen’s issues” that represent a pressing challenge. They analysed the sources of the challenges as well as their consequences or effects. Thereafter, possible solutions to address the said problem were generated. This part was the centrepiece of the deliberations. In exploring the possible solutions, members of the communities

identified ways in which they can contribute using the available resources within their communities. They further agreed on the areas where they may need support from the council, district and national government. To further clarify the role stakeholders should play at each level, the participants specified the areas of support and the things that need to be done by each level.

It should be noted that the process was not designed to deliver a detailed action plan, but the summary sheets may serve as a starting point for participatory planning of community projects. That said, since the commitment was made by all members of communities within a council, it was imperative that they identify some citizens to form an action team, which would follow up on commitments and provide feedback to the rest of the community. Where possible the existing community-based structures were used. The main purpose of the action team was to get in touch with the relevant offices (with guidance of PISA, where requested). Action teams from different councils have been in touch with relevant ministries and departments. An example can be made where some councils are in discussion with the department of Rural Water Supply to address the shortage of water, while some are in talks with the District Health Management Team regarding environmental health issues.

Feedback from citizens captured through the PISA monitoring system indicates a high level of appreciation by citizens for the platform provided by the “citizen dialogue forums”. Some of them said:

“This gives us an opportunity to look into our problems on our own and contribute towards solutions”; “It is true that no one will know our problems better than we do, we have to something to solve our own problems”; “We thought you are coming to give us jobs. We appreciate your support in helping open our eyes and see that we can do things for ourselves”

The above mentioned process was a first for PISA therefore a lot of experimentation went into it. Through constant learning and reflection, PISA will enhance the methodology over the coming years. Inputs by citizens and stakeholders alike are highly welcome.

Way forward

This report presents the results of all 76 “citizen dialogue forums” at council-level facilitated by PISA between July and September 2017. Each council is represented by a summary sheet indicating challenges communities face, the commitments they have made and the type of support they need from stakeholders. Naturally, every forum had its own dynamic and so the summary sheets differ from one to another in terms of the level of detail presented.This report publishes the deliberations at the forums, thereby turning them into public information for further use and action. PISA invites everyone - including individual citizens, civil society organisations, government ministries and/or departments - to read and pick areas of interest to which they would like take action or take the debate further.

Problems Defined

• There are no access roads leading to poor access to essential services.

• This results in increased school dropout rate as children are not able to travel long distances.

• Increase in gender based violence.

• Service providers are reluctant to come to some villages.

• More people are dying due to travelling long distances before they can get help.

• Local government destroyed many of their roads while fixing others.

• More health stations need to be established to bring health services closer.

• Schools need to be built within the council to allow children to go to school .

• The roads need to be constructed to improve access to essential services.

• When one wants to sell or transfer livestock it is not easy as there are no livestock registration services.

• Government should hire relevant officers to solve citizen’s challenges.

• Those positions in relevant Electoral Divisions should be filled.

• District Administrator’s office is to be approached to deal with that.

• Furniture breaks before they reach homes due to bad roads.

• It is necessary to have proper roads footbridges.

• Citizens will collect stones through organised village groups to rehabilitate roads and footbridges.

• The council will work with the Member of Parliament to agree on the type of support they can offer.

• Assist with transporting stones for building the road and footbridge.

Problems Defined

• Four to eight communities in Tṡa-le-moleka community council have insufficient portable to use in their households for various needs.

• This is caused by an increased population and depleted reservoirs/sources and poor or no network system of taps or water pipes.

Solutions / Actions proposed

• Establishment of a committee from different villages to work closely with Department of Rural Water Supply to help with technical know-how for construction of alternative water sources.

• Communities have also collected stones to construct new water tank to supplement existing tank and communities have also started to voluntarily contribute money to drill an additional borehole.

Problems Defined

Community members defined their problem as shortage of portable water for household use. This problem is caused by drying up of water sources, stolen water pump which pumps water at village, poor range management, climate change, plantation of pine trees which uses lots of groundwater (absorb approximately 200 litres of water).

Solutions / Actions proposed

Community members proposed that follow ups should be done by selected community members to work with relevant government departments to address the problem, particularly department of rural water supply, ministry of forestry and range management as well as ministry of water and meteorology. These line ministries are responsible to assist citizens to solve the problem.

• Community members would be available to cut down pine trees which consume lots of ground water.

• Community members would develop associations which will contribute in the protection of wetlands.

• Police officers must always be visible at all times and available to attend to crime scenes when needed.

• Community policing group must be trained to improve their skills on how to deal with crime as a support structure to police.

• There is need to regulate public bars closing time and minimize movement during the night as criminals take advantage and disguise at night when there is frequent movement of villagers.

Citizen’s issue Broken bridge which connects Botha-Bothe urban council and Maisa-Phoka community council.

Problems Defined

During rainy seasons movement from Botha-Bothe to Maisa-Phoka community council is adversely affected because people from Maisa-Phoka cannot cross to Botha-Bothe, vice versa. Children who attend school in Botha-Bothe fail to go to school during the rainy period. Because of the community council’s proximity to Botha-Bothe, people buy their items in Botha-Bothe, their movement is also affected because of difficulty in crossing the bridge especially in harsh weather conditions.

Solutions / Actions proposed

• It is important to invite Disaster Management Authority, Ministry of Roads and Public Works to assess the bridge and advise on how the problem can be dealt with.

• The communities pledge their availability if they are required to provide labour to address the challenges they face with the bridge. This they can do by collecting stones, sand and working on the bridge if they required to do so.

• Invitation of Media to create awareness about the problem especially to the responsible offices.

• Government officials must pay focus to citizens needs hence prioritise their plans and budgets according to the needs of the citizens. Water sources survey must be done in order to identify additional water sources to augment the current water supply.

• To consult department of rural water supply who had promised to construct a water system, to check on the progress made and the level of implementation of the project.

Shortage of water has caused quite a substantial amount of negative consequences to the lives of citizens. These include fights over water, water-borne diseases caused by use of contaminated water from springs as an alternative and theft of water from individual household taps. Blockage of taps and or tanks in existing water systems contributes to the water shortage problem.

Solutions / Actions proposed

• Invitation of water affairs, WASCO and department of rural water supply to discuss the issue at length and come up with viable solutions.

• Village water minders need to be trained to do maintenance of minor challenges in tanks and pipes to address issues as soon as possible.

• There is need for construction of additional water sources to curb the problem.

• People of Hleoheng face shortage of local transport to their village.

• This is caused by the fact that there is a law that stipulates that mini taxis (4+1) can only transport people within 10 kilometres radius distance.

• Community members are exposed to long distance walk to their homes, late arrivals at work leading to loss of jobs.

• Sometimes community members are trapped by criminals as a result of travelling late or walking long distances.

Solutions / Actions proposed

• Citizens need to be made aware of the Public Transport Act for them to know what the conditions set by the law.

• Community members should write a letter of request the Road Traffic Department to visit the council where citizens can have a platform to clearly explain the challenge and together come up with feasible alternatives.

• In the meantime the mini taxis should be allowed to ferry citizens to Hleoheng council.

• This delay leads to loss of jobs especially for people working in South Africa.

• It becomes even more difficult to have documents for children who have lost parents as they cannot access their parents’ documents which are needed to get the identity document.

• Invite responsible offices to make a presentation to citizens on the requirements for citizens to get IDs.

• A list of requirements should be made available at the local authorities offices for easy reference by citizens.

• This delay has adverse effects on the health of the community as the village health workers become reluctant to provide basic health care services and support to community members.

• The established team should report back to the village health workers and the citizens on progress made in addressing the issue.

• The introduction of information technology exposes children to new things; even television exacerbates the situation by introducing children to what parents cannot control.

• Early sex debut by children due to factors such as peer pressure, love for material items and exploitation.

• Boys say they need to test girls otherwise untested girls won’t get married in future, this leads to teenage pregnancy.

• In some cases boys are forced to marry early in cases where they have contributed to teenage pregnancy.

• Gender equality initiatives and/or policies should be revisited to align with household and cultural practices including responsibility.

• Construction of health facility but mean time they need a health post. They said they are proposing construction of health facility because it was a plan that even started but never started except stone collection by community.

Problems Defined • Due to shrinking and insufficient rangelands, there is stiff competition for grazing areas, for both intra and inter-village communities.

• A task team to collaborate with both chief and the incoming councillor as well as community for collective planning to solve the problem.

• Need to take care of rangelands and grow grass to cater for livestock.

• Some community members graze deliberately on the rested areas.

• Another major problem is lack of transparency in handling grazing fees, which triggers wasteful reaction from villagers and rebelling, which leads to total collapse of any control on the rangelands.

• There is feud between councillor and chief in enforcing compliance. This often opens gap for conflicting views and non-compliance to set control by one faction against another, hence perpetual waste of rangelands.

Problems Defined

• Water is important all plants and animals must have water to survive.

• All diseases are in dirty water which human beings drink then they are in sick.

• Water absence hinder service delivery at the clinic taking medication.

• Absence day to day service as well as those in labours cause more death.

• Open defecation causes environmental enteropathy which is a sub-clinical disorder characterised by lack of toilets. No life without water and toilets. Walking long distance to find unclean water from the river can cause more diseases and deaths.

Solutions / Actions proposed

• When supplying water to the community strong and reliable water source should be used and when surveying community should be part of the process.

• Toilets be there to avoid the spread of diseases.

• There should be access to clean water wells be protected.

Contributions

Community• Collect stones for toilets ,dig toilets holes.

• Protect the unprotected wells using locally available resources.

Community Council

• Council follow-up the issue of lack of water and toilets then give feed-back as.

• File whatever attempt being made, so that in future they can follow-up even if the government has changed.

visit them monthly or quarterly to monitor their system(tanks, sources) where available to clean it and see if is still in good conditions.

Problems Defined

• It is for to go to Quthing hospital, where at times one came back without being helped.

• Very sick people not accepted in Public transport therefore have to hire of which they do not afford.

• Sometimes patients are returned from the hospital without being given any medication after travelling long distances.

• People on prolonged medication miss their monthly supply as well as follow-up visits become a challenge.

• Pregnant women give birth at home and at times die in the hands of some community members.

Solutions / Actions proposed

• The site can be provided for an erection of a health facility.

• The health facility should be connected to water and roads services.

• Mobile Clinic outreach at least twice a week can help ease the burden.

Problems Defined

• Herders associations died resulting in herders burning the grass (Rangeland).

• Herders are not trained or given awareness on rangeland issues, instead farmers receive such.

• Herders are not including in important matters like protection of the rangeland.

Solutions / Actions proposed

• Herders association should be revived so that they can protect the rangeland.

• Trainings and awareness of rangelands be provided to herders not farmers.

• Herders be included in the rangeland conservation projects including poverty alleviation projects where people are removing the shrub. This will allow herders participation in improving and protecting the rangeland.

• Will facilitate revival of the herder associations that were protecting rangeland.

• We are forced by this to graze animals at the river sources which is not allowed.

• We inform the ward chief for Mashai that we take the matter to the principal chief.

• The principal chief should mark C area for Masokoaneng as well as his B & A areas which are for the animal posts.

• The principal chief to mark his B areas which is used when we run away from snow.

• We have elected a term that will lead the process to the ward and principal chiefs.

• Villagers from Ha Letuka – Khohlong were instructed by RWS to collect stones years back but water project didn’t commence.

• More people are still drawing water from unprotected springs.

• DRWS come and inform the citizens as to where they have been hiding.

• DRWS fix the damage caused by the road construction.

• DRWS support the citizens with technical knowhow when the protected their water sources especially at Ha Letuka – Rothe where the spring is right by the graveyard.

• DRWS come and assess the current situation and fix the problem.

• DRWS should relocate the tank which is by the graveyard.

• DRWS use water sources that are identified by the citizens.

• Ministry of Health (Public Health) should come and inspect the suitability of the water tank current location and make recommendation.

• RWS allow citizens to sell solar panels for the old water system as a way of generating funds for a new water system that will use gravity.

Citizen’s issue Poor access to health services.

Problems Defined

• Patients are denied access to service if they arrive around mid-day.

• Patients are not respected by one nurse. Patients claim the nurse insults and beats them.

• There are no services during lunch time, but those who stay until lunch time is over, won’t be assisted.

• Services are offered only in two days in a week.

• Due to poor services, most people from the Katse Health Centre catchment resort to go to Thaba-Tseka, Khohlo-Nts’o or ‘Mamohau for health services, which are very far.

• People who can’t afford transport to health services outside Katse, don’t access health services at all.

• No more health service outstation at Ha Rapoeea after the nurse physically fought with one lady that was not happy about her conduct.

Solutions / Actions proposed

• The nurse in question should be transferred as she doesn’t change regardless of several initiatives made to discipline her.

• The Health Centre should provide outpatients services throughout all days of the week.

• Patients should be respected especially by the nurse in question.

• The outstation service at Ha Rapoeea should be resumed to meet citizens half way.

• The medication prescriptions should be clearly written to help patients take them as directed.

• Respect the nurse in question and welcome her all the time.
