President’s Corner By Peter Kurz

Hello NASSCO members,

2018 brings new challenges and new opportunities to our Association. As most of you know, Ted DeBoda resigned as Executive Director on January 12th so that he can pursue other career opportunities. Ted instituted some positive changes during his 7-1/2 year tenure and we thank him for his dedicated service to NASSCO.

Our Board of Directors is engaged and our By-Laws outline a process to follow when an Executive Director leaves. We are fortunate to have a retired corporate “Admiral” at the helm in Mark Metcalfe, former NASSCO President, who will be serving as Interim Executive Director until a new Executive Director is named. A nationwide search has begun and we hope to have a selection of qualified candidates by NASSCO’s Annual Conference in April. If you have an interest in applying for the position, please send your resume (in confidence) to [email protected].

The change in leadership affords an opportunity to re-examine our focus and our goals for the future. Over the next few months, with the aid of the recent membership survey and subsequent SWOT analysis, the Board, Interim Director and NASSCO staff will be taking a close look at who we are and where we want to go. We need to adhere to our mission and respect our roots as a contractor-based association, but at the same time acknowledge the valuable knowledge and insight gained from our professional, supplier and municipal members.

With all that being said, our Annual Conference (April 11-14) will be an important event for our membership. We have put together an informative program with speakers from the industry, technical sessions and member workshops plus a fantastic venue. The La Cantera Resort and Spa in San Antonio’s Hill Country is the perfect place to meet, network and relax a bit. It will be a productive three days. The great thing about retirement is that it frees you up to do the things you love, so when Ted DeBoda resigned on January 12th I was more than happy to step in as NASSCO’S Interim Executive Director. While leaving the 75-degree

weather in Phoenix to spend time in Baltimore in the middle of winter wasn’t necessarily what sold me, I am very grateful for the opportunity to step in during this transitional period and work with the Board and staff to ensure continuity and focus.

During Ted’s seven-and-a-half years as NASSCO’s Executive Director he did a good job of building membership. While the nation-wide search for an Executive Director continues, I plan to make the most of my time in this role by doing my best to return NASSCO’s focus to those members and provide as much value to them as possible. The heartbeat of NASSCO lies in the ability of each one of us to get things done through active participation in our many committees, and while I recognize that our members are extremely busy, they somehow find the time and energy to commit countless hours to achieve committee goals. I also know that we can do better, and one of the initiatives I plan to pursue during my interim service is to identify ways to support our committees and increase the level of volunteerism, overall.

NASSCO committees are designed to collectively achieve our mission to set standards for the assessment, maintenance and rehabilitation of underground infrastructure and to assure the continued acceptance and growth of trenchless technologies. Everything we do turns back to this, and I believe NASSCO can do a much better job of supporting our committees to achieve this mission. One of the ways we can better support committees is by providing outside resources

and funding to do more of the heavy lifting to help our committees succeed.

Overall, I hope to see a greater sense of ownership among NASSCO members moving forward. For example, we exhibit at many industry conferences and tradeshows throughout the year with the intention to attract new members and share information with others aligned to our mission. Typically, the NASSCO staff greets visitors to our exhibit but I believe the members would be better suited to take turns manning the booth to share their experiences and the personal benefits they receive through NASSCO membership. This would also provide networking opportunities and turn the focus back on the members versus the organization. We will be reaching out soon to solicit volunteers for upcoming conferences, so please consider sharing your time and NASSCO knowledge with our industry.

In closing, we appreciate Ted’s contributions and wish him all the best in his new career endeavors.

Technical Director’s ForumBy Lynn Osborn, NASSCO Technical Director

The industry study on emissions from CIPP steam cure job sites has been awarded to the Center for Underground Infrastructure Research & Education (CUIRE) at the University of Texas – Arlington (UTA). Phase 1 is being led by Dr. Mo Najafi and includes two tasks. Task A involves a CIPP emissions literature review, and Task B is the development of a work plan and schedule for Phase 2, which includes air emissions testing of CIPP steam cure job sites.

Phase 1 began on December 1, 2017, and the first progress meeting was held December 13. CUIRE began the project by working on the literature review portion of Phase1, and by the second progress meeting on January 18, they had identified 153 CIPP literature topics, which could be an article, report, thesis or conference paper. Of these, 38 addressed steam cure. They are currently busy sifting through these documents to find those that address emissions. One of the deliverables of the Study will be an interactive database of all literature topics found. The projected completion date for Phase 1 is April 6, 2018, and we tentatively expect to advertise Phase 2 by May 1. If all stays on schedule, Phase 2 should be completed by November 1, 2018. Abstracts for papers and/or presentations have been submitted to WEFTEC and Tricon 2018 for the purpose of reporting on Phase 1 of the Industry Study and giving an update on Phase 2.

The original Styrene Guideline was written nearly 10 years ago and needed to be updated. We suspect that the completion of the Industry Study will lead to many modifications of the Styrene Guideline, but we did not

want to wait that long to update the document. So, through the Pipe Rehab Committee, the Styrene Guideline has been updated on an interim basis and posted on nassco.org. Thanks to Gerry Muenchmeyer and Kaleel Rahaim for their help with this document.

With the completion of the updated ITCP CIPP program, the next step is to prepare coursework for online recertification. The chapter presentations and scripts have been completed in draft form and are being reviewed by several Pipe Rehab Committee members. The deadline for finishing the reviews is February 15.

From the CommitteesInfrastructure Assessment Committee Laurie Perkins (Wright-Pierce), Chairperson

Last Meeting: February 16, 2018Meetings are typically scheduled for the 1st Friday of every month at 11am Eastern.

Some of our recent activities include:

1 – MACP/LACP online recertification complete.and was launched in January 2018

2 – Updates for MACP regarding Atypical Structures released with version 7.0.3

3 – Crossbore workgroup has completed developing language for PACP 4 – Task force for PACP Version 8.0 (2020) established. Preliminary brainstorming meeting to be held during Annual Conference, with kickoff meeting via conference call in May 2018

Other committee activities include creating an introduction to PACP, developing online training for Risk Management, updating PACP Condition Grades for version 8 and submitting articles for Underground Construction (Tech Tips), for TT Magazine and WE & T (Defect Detective), this includes establishing a library of articles that may be used in th future.

Please consider providing articles for TT Magazine - these can be case studies involving use of NASSCO standards, cleaning, televising, PACP, Risk Based Management, etc.

Government Relations Committee Jon Sickels (Advanced Drainage Systems), Chairperson

The Government Relations Committee is actively monitoring swift changes in Washington, specifically as they relate to the White House Infrastructure Bill. We are partnering with a lobbying firm to help with this effort and will have a comprehensive update in the near future.

RehabZone Committee Andy Rothenberg (PrimeLine Products), Chairperson

Thanks to the committee, we just hosted another successful RehabZone at UCT in New Orleans, LA!

We’d also like to thank our generous sponsors and other volunteers as we exceeded our fundraising goal by more than $10,000 so we were able to enhance the exhibit in several areas:

1 - Added a Health and Safety section which included a confined space entry trailer

2 - Added a Cutter Challenge area where attendees could compete to see who could cut the fastest with the most accuracy

3 - Purchased 40 tables/table covers for a more professional look and cost savings at future events

4 - Redesigned and replaced all of the informational signs/banners for a more uniform look and to ensure the content was up to date

5 - Purchased new storage boxes to organize and label all materials to ease future set up and tear down efforts

6 - Purchased Technical Advisor Safety Vests to help easily identify RehabZone experts

Manhole Rehab Committee Craig Gaul (Parson Environmental Products), Chairperson

The Committee is expecting to have final chapter revisions for ASCE MOP92 completed sometime in February.

Our third article for Trenchless Technology magazine was published in the February edition and is focused on stopping active infiltration prior to application of linings/coatings. The next is due by August 1 for publication in the September issue and will discuss various lining/coating technologies along with proper installation procedures.

Content for the RehabZone signage has been completed as well.

Some other items that have been completed include setting a plan for future articles and reviewing content for the updated NASSCO Manual of Practice.

Lateral Rehab Committee Brendan Doyle (BLD Services ), Chairperson

Our most recent activities include presenting a 4 hour timeslot at UCT in New Orleans, LA, preparing for a Lateral Webinar in March as well as updating the lateral rehab presentation.

Note that Jason Walborn with Pro-Pipe will be taking over as the chairperson in April. I’m sure the committee will be in great hands!

Pipe Rehab Committee Eugene Zaltsman (Aegion), Chairperson

Below is a brief outline of the committee’s recent activities:

1 - Participated in reviewing and contributing into NASSCOs MOP (Manual of Practice)

2 - Reviewing ITCP CIPP online recertification scripts

Operations and Maintenance Committee Joe Schotthoefer (Doetsch), Chairperson

The O&M Committee has been diligently working to complete the decision matrix as part of the large diameter cleaning guideline. This added feature will allow the user to understand how contract decisions can positively or negatively affect the project performance and cost. We have also kicked off the Jetter Code of Practice revision. This meeting was well attended and opened with much enthusiasm. We shared some great ideas to make this guide the best resource tool available to the industry to date. The committee is always seeking volunteers with ideas that can positively influence the safety and knowledge of our industry. We are only limited by your ability to contribute expertise.

Software Committee Ronnie Flannery (AquaData), Chairperson

We have been discussing items related to certification, application of the data dictionary vs. instructions in the manual, compatibility of current version and previous version of PACP/MACP/LACP and if re-certification of software following changes in the manual is required at this time. We are also looking at the certification process as a whole and see how it can be improved with the creation of the Vendor Certification Work Group.

NASSCO’s mission to set standards for the assessment, maintenance and rehabilitation of underground infrastructure includes making sure safety is priority number one. Recent reports have questioned the saftey of the CIPP process, specifically the use of styrenated resins with steam curing of the product. The primary report we are responding to was published in July 2017 by Purdue University, and is titled Worksite Chemical Air Emissions and Worker Exposure during Sanitary Sewer and Stormwater Pipe Rehabilitation Using Cured-in-Place Pipe (CIPP).

NASSCO is conducting a formal review of the Purdue study, as well as other studies on the topic to include additional sampling and analysis of emissions during the field installation of CIPP using the steam cure process. Research will be peer-reviewed to challenge or confirm the Purdue report. We will honor the findings and act accordingly.

NASSCO has awarded the review to the Center for Underground Infrastructure Research and Education (CUIRE) at the University of Texas at Arlington. The overall goal of this two-phase project is to evaluate the potential release of organic compounds during pipe rehabilitation using the steam cure CIPP method. Potential impacts on health will be assessed and policies will be recommended to protect construction workers, the public and the environment. You can learn more at nassco.org.

Tell us a little about you - how did you end up in this industry?I worked for the City of Cincinnati Sewer Dept. for 30 years in Collection System Maintenance and Inspection. I got into the industry because the Research and Development department that I was working for, moved to L.A. and only offered 10% raises.

Tell us about your company.My company consults on Collection System and Storm System Inspection and Maintenance. We also offer training in NASSCO PACP/LACP/MACP, Pipe Cleaning, Locating and ITCP.

Why did you join NASSCO?Originally, I had issues with PACP and wanted to help improve the program.

Sewer Line Rapid Assessment Test (SL-RAT®) Acoustic Standard Released by ASTM

ASTM’s recently published Standard Practice for Prioritizing Sewer Pipe Cleaning Operations by Using Transmissive Acoustic Inspection (F3220-17) provides a guideline for understanding and operating the Sewer Line Rapid Assessment Tool (SL-RAT®). The ASTM standard was developed with input from industry experts, and highlights the advantages of using an acoustic screening tool to prioritize sewer pipe cleaning. This technology allows for a quick, low-cost, but low-resolution view of blockage conditions in gravity sewer pipes.

This ASTM standard provides consistency for conducting SL-RAT® testing and managing data. The guideline highlights the importance of creating data quality management procedures to obtain clear and accurate data that can effortlessly assist in deploying cleaning resources. Going to Extremes: Innovative Manhole and Pipeline Rehabilitation Techniques Prove Worth in Two Very Different Situationsby Angus W. Stocking, L.S.

Canadian contractors are cost-effectively rehabilitating failing manholes (and sewers) without excavation or barrel replacement using the Permacast® and CentriPipe® systems developed by AP/M Permaform (AP/M) and distributed by Martech, Inc. of Edmonton, a Canada-wide sales and distribution company representing manufacturers focused on the construction industry. Edmonton-based OSCO Mudjacking & Shotcreting Ltd. (OSCO) has applied Permacast® on two manhole projects with widely varying challenges:

1) A new 9-meter (29.5 feet) manhole installed as part of Edmonton’s massive project converting the QE II Highway and 41 Avenue SW connection to a grade-separated interchange.

2) Six failing manholes in remote Carmacks, a Yukon village.

Where a horizontal application is required, OSCO is also finding success installing the CentriPipe® system, a centrifugally cast concrete pipe (CCCP) technology developed for horizontal applications based on the Permacast® technology used in vertical applications. And because manholes connect to sewers, and both are excellent candidates for centrifugally cast rehabilitation, offering both solutions where needed, enables licensed contractors such as OSCO to provide exceptional value and customer service to their clients.

In a 110 foot long twin steel sewer rehabilitation near Athabasca, CentriPipe® won the 2015 Alberta Government Minister’s Award of Excellence for Construction Innovation. The awards committee stated (emphasis added); “This innovative process is extremely fast with minimal digging required, which saves money, reduces environmental impacts and creates less disruption to traffic. In the ideal case, the cost savings can be 60 percent or more compared to conventional steel pipe lining option.”

Edmonton—Innovation in a Tricky SituationTo withstand increased loads from a new overpass being constructed as part of the interchange project, a 145-meter (475.7 feet) section of existing 54-inch concrete sewer line had to be structurally rehabilitated. To facilitate this work, a new 9-meter (29.5-feet) manhole was installed to provide access at the section’s midpoint.

The sewer itself was in reasonably good shape, but did display microbiologically-induced corrosion (MIC) in the top half, where concrete was exposed to hydrogen sulfide produced by thiobacillus bacteria. OSCO used CentriPipe® to create a new concrete pipe within the existing, damaged pipe. After dewatering, the CentriPipe® spincaster was inserted into the pipe through the newly installed manhole, pushed to end points within the pipe, and withdrawn while pumping an engineered fine aggregate concrete to the spincaster. The material used was AP/M Permaform’s PL-8,000, mixed with ConmicShield®, a concrete additive that inhibits microbial activity—concrete treated with ConmicShield® has been used for decades, and permanently prevents MIC. PL-8,000 is a fiber-reinforced cementitious mortar that adheres tightly to existing substrates—in this case, the original concrete sewer—so that no annular space is created for exterior water flow. In effect, a new, smooth, structurally sound, and waterproof concrete pipe is created within the old pipe. The fiber-reinforcement and other factors allows the use of thin layers, so sewer flow volume is only minimally affected. And the compact spincaster enables cost-effective use of this solution in situations where other technologies, such as CIPP, are unworkable.

The installed manhole was a new concrete ring structure that didn’t need ‘rehabilitation’. On the other hand, it is a large sewer installation that will remain important for access to a sensitive area, so the lead contractor asked OSCO to structurally reline this deep manhole to preserve it indefinitely.

For manhole rehabilitation, OSCO employs the Permacast® bi-directional spincaster, lowering it into the manhole and withdrawing it vertically. AP/M’s

MS-10,000 is used for manhole lining, also mixed with ConmicShield®. “Using ConmicShield® is a very good idea in any sanitary sewer, where organic material and turbulence lead to microbial damage,” says OSCO Owner Don Moroz. “It’s a ‘best practice’, and we recommend it to greatly extend the lifespan of concrete sewer structures.”

Surprisingly, the depth of the manhole was not really an issue. “Nine meters is unusually deep in this network,” Moroz concedes. “But it’s well within the capacities of the Permacast® system. We set up over the manhole, lowered in the spincaster, and withdrew it while spraying on MS-10,000. Sewer flow was not affected at all.” Two passes were required to build up an inch of thickness. As with the sewer rehabilitation, the process casts a new, joint-free pipe within the original manhole, and manhole diameter is not significantly reduced.

In addition to low cost and minimal disruption, another advantage of the spincasting solutions is speed; all told, OSCO spent just three days on site rebuilding 145 meters of sewer pipe and nine meters of manhole chimney.

Remote Location, Difficult ConditionsCarmacks, Yukon, is in some ways the opposite of Edmonton; it’s remote, boasts a population of just 503, and infrastructure is relatively undeveloped. “Basically, the sewer system is the only infrastructure—even water is trucked in,” says Darrell W. Peters, project facilitator at Yukon Engineering Services, Inc.

As part of a review funded by the Government of Yukon, Peters identified six manhole barrels that were leaking badly and overwhelming the community’s small wastewater treatment plant. “The system is near a big river, and main sewer lines are actually in the water table,” Peters explains. “The manhole barrels were just part of the project, but they were a main source of infiltration—I could see water pouring in like a garden hose, and I had to dewater just to get a good look at the situation.”

At the time, Peters installed plugs to temporarily fix poorly installed seals and cracked barrels. For a permanent solution, he decided to try Permacast®, as offered by OSCO. “I thought it could work here at a relatively low cost, and would be a good choice given the remoteness of the location—the nearest source of supplies is White Horse, about 200 km away.”

For OSCO, the main challenge was weather; at time of rehabilitation, nighttime temperatures were -15ºC (5ºF), with daytime temperatures climbing all the way up to 5ºC (41ºF). Herman Nelson heaters were brought on site, and connected to 12-inch hoses that brought manhole barrels up to workable temperatures. OSCO also had to contend with insulated frost lids, a unique feature of Yukon manholes used to prevent sewer freezing in winter.

Aside from those challenges, rehabilitation was routine. MS-10,000 mixed with ConmicShield® was again used, and all six barrels, about 3 meters (9.8 feet) deep, were repaired in just two days on site.

Peters considers the project a success, and says he is likely to use Permacast® again. And given the extreme range of challenges successfully met by these two early projects, it’s likely that the complimentary systems will be used routinely throughout Canada.

The City of Lebanon Authority serves as the water and wastewater authority for the City of Lebanon, Pennsylvania, and its surrounding municipalities. The Project of the Year for Rehabilitation is the West Palm Beach Force Main Rehabilitation Project. The project was broken up into six separate shots, with the largest measuring over 1,100 lf. This project was able to be pressure tested at 55 psi, which at 48 in. in diameter equals over 100,000 lbs of force.
