Inaugural SessionThe 2nd National Conclave on Mines & Minerals was inaugurated by Shri Balvinder Kumar, Union Secretary of Mines, at 10.30 AM on 15th February, 2017 at Convention Hall of Hotel Ashok, New Delhi. The Convention Hall with a capacity of 400 delegates was completely full with the overwhelming participation.

At the outset, Shri R. Sridharan, Spl. Secretary (Mines), GOI welcomed the delegates and invitees. In his welcome address he briefed about the developments that have been taken place since the 1st NCMM held at Raipur, Chhattisgarh, held in July, 2016 and narrated the objectives of organising this conclave which provides an effective platform to receive feedback from the stake holders of the mining industry.

Secretary (Mines) inaugurates by lighting the lamp the 2nd NCMM and Shri R. Sridharan, Spl. Secretary (Mines), GOI welcomed the delegates and invitees.

Speaking on the occasion, Shri R.N. Mohanty, Vice President, FIMI, complimented the Ministry of Mines for organising 2nd NCMM. He expressed concern for the continuous fluctuations in the mineral market, and that though the MMDR amendment in 2015 has brought desired transparency but at the same time feeling the pinch of the additional costs. He advocated for considering further policy changes to improve the health of the mining industry.While delivering key-note address, Shri Balvinder Kumar, Union Secretary Mines expressed gratitude for the overwhelming response for the NCMM which provides close interaction with the stake holders mining industry to address various issues and policy formulation. He informed that during the current financial year up to December, 2016 the metallic sector has witnessed 17.6% growth while 4% in that of non-metallic sector. Inviting attention to the initiatives taken by MOM he informed that so far 21 blocks have been auctioned which is likely to fetch more than 73thousand crores to the Government exchequer. He further informed that in the coming months, the various State Govts. are likely to put 280 blocks for auctioning. Lauding the efforts of the 11 State Governments regarding creation of District Mineral Foundation, Secretary (M) informed that so far 5800 crores have been collected and these are being spent for various schemes under PMKKKY. Under the National Mineral Exploration Policy, 100 mineral exploration blocks have been identified, out of these 30 each are being further developed by GSI & MECL, 10 by Central & various

State PSUs and 21 mineral exploration blocks are being proposed to be given to private sector. Under the Obvious Geological Potential Areas, about 2 lakh sq. kms. Area has been identified for aero-geophysical survey. He also highlighted the proposed initiatives of the Govt. for accelerating mineral development in the country. In this regard, he specifically mentioned about the proposed National centre for Mineral Targeting which will provide opportunities for educational and research potential in the mineral exploration. He has also mentioned about the National Geoscience data repository being set up with the assistance of GSI. In future, the mineral regulation will be carried out by IBM with the help of drones which will eliminate physical presence. He also highlighted the two MOUs being signed between TERI & IBM regarding preparation of action plan for remediation of abandoned mines and TERI & NALCO on remediation of red mud. While elaborating regarding ambitious project on Mining Tenement System being developed by IBM, he indicated that in future all the life cycle activities of a mine will be available on the portal including all statistical information. The project is expected to complete within 18 months and already an award has been given to WIPRO.As envisaged in the National Mineral Policy 2008, a Star Rating System of evaluation has been developed under the frame work of sustainable development. The star rating system gives a ready reckoner to assess the various initiatives made by the mining industry towards sustainable mineral development.Secretary (Mines) also highlighted the success of the Mining Surveillance System (MSS) Project which is a handy tool for detection of illegal mining activities using satellite imaginery. He mentioned that in January, 2017 and a Mobile App has also been developed under MSS project through which a common man can also make complaint regarding illegal mining activities. As regards the ease of doing business, he indicated that MOM is being followed up with Ministry of Environment, Forest & Climate Change to revise the guidelines for exploration in mining in forest areas. He further emphasised that there is a need to have single window clearance for various approvals has been taken up in the Committee of Secretaries to GOI on Energy & Environment expressed hope on the endeavour for grant of single window clearances.Summing up, he also indicated that a vision document for mining 2030 is being prepared in consultation with NITI Aayog which would provide a road map for accelerated mineral development in the country.

Technical Session I: Auction Mineral Block & implementation of PMKKKY

Presentations on auctioning of Mineral Blocks & implementation of schemes under PMKKKYBy the State Governments – 1. Chhattisgarh,2. Odisha3. Maharashtra 4. Telangana

SESSIONS ROUND-UPThe session was chaired by Sri R Sridharan, SS and organised along with Sri Sudhaker Shukla, EA as Rapporteur with Shri Rokhum Lalremruata & Smt. Promodita Sathish in the panel on the dais. So far 21 mineral blocks in 7 states have been auctioned with cumulative revenue of Rs.73360/- crores accruing to the states over the lease period. The PMKKKY is aimed for developmental and welfare programs in mining affected areas and will be implemented through DMF having expected annual contributions of Rs.6000/- crores.

The first presentation was given by Ms.ReenaKangale, DMG,Govt. of Chattisgarh. The salient points of the presentation are as follows:1. The successful organisation of auction is a result of the holistic efforts of forest,Mining and en-

vironment department and also by keeping the tender price low.It was also emphasised that the State Government is proactive in addressing the queries raised by the industry so far.

2. The Govt. of Chattisgarh is leading/first in the auction of Gold block and Minor Minerals and also implementation of NMET.

3. It was also discussed about the blocks proposed to be auctioned in 2016-17 and 2017-18 with specific reference to the infrastructure development-Highway & Railways.

4. Out of the lapsed applications under section 10A(2)( C), 13 blocks will also come under auction inthe 1st phase

5. In the State of Chattisgarh,Rs.1042crore rupees has been received under DMF. More than 31586 schemes have been approved under this scheme.

The second presentation was given by Sri S K Popli,Special Secretary,Govt. of Odisha. The salient points of the presentation are as follows:1. It has been informed that two blocks have been auctioned in the previous year.One for Lime-

stone and other for iron ore for setting up of Integrated Steel Plant. Further, he shared his experi-ence of auctioning during the previous year.

2. He also deliberated the readiness of State Govt. of Odisha for auctioning of eleven blocks(09 for iron ore,01 Limestone & 01 Graphite).

3. Sixty two cases have been lapsed under section 10A(2)(c ) have been lapsed. Out of these 18 have gone to court for appeal.

4. He also raised certain issues like exploration of Bauxite blocks by MECL through NMET also requested Odisha Mining Corporation to be notified as an exploration agency under section 4(1) of MMDR Amendment Act 2015.

5. Also informed about notification of rules under DMF. And also collected around Rs.2000 crores. The thrust has been given on providing health & Sanitation, Skill Development, Education as

stipulated under the PMKKKY scheme. These funds are supplementing the existing schemes as extra budgetary support and not replacing the State budget.

The third presentation was given by Sri B R V Susheel Kumar,Director,Dept. of Mines & Geology,Govt. of Telangana. The salient points of the presentation are as follows:1. He informed that 34 blocks have been identified for auction and three cases which are lapsed

under section 10A(2)(c ) of the Act.2. Priority areas fixed as per the provisions of PMKKKY.Proportionate distribution of amount has

been made for various schemes. The fourth presentation was given by Sri Apoorva Chandra,Principal Secretary (Ind& Mining),Govt. of Maharashtra. The salient points of the presentation are as follows:1. He informed that 75% of Maharashtra is covered by Deccan Plateau leaving less scope for min-

ing areas.2. The thrust is mainly on the Eastern part of State. Coal & Limestone are the major Minerals.The

State is preparing for auction of some of the major minerals like Gold,Tungsten.He discussed about his previous experience about auction.

3. Two blocks have been identified for exploration under funds provided by NMET.4. Advanced technology using remote sensing by way of 3D is being used for curbing illegal mining

and carrying out volumetric assessment in the mines.

Special Secretary sought Shri Prithul Kumar, Director, Ministry of Mines to apprise Principal Secre-tary, Govt. of Maharashtra about the latest efforts of the Ministry of Mines about the volunteric assess-ment of mining excavations, who informed that the Drones have been tested on pilot basis in TATA Steel, which had been launched by Secretary Mines recently, and have found been to be extremely accurate with error restricted to below 3 %. Principal Secretary, Maharashtra welcomed the sugges-tions & assured to utilise the technology.The Meeting ended with Thanks to the Chair.

SESSIONS ROUND-UPThe second session chaired by Shri Balvinder Kumar co-chaired by Sri R Sridharan, SplSecretary and organised along with Sri N.K.Singh, Joint Secretary, MoM as Rapporteur and DG GSI- Shri M Raju & Shri Joyesh Bagchi in the panel on the dais.

The first presentation of the session was given by Shri Mohan Raj, DDG GSI on exploration of blocks allotted various Government exploration agencies and public sector enterprises. It was in-formed that 100 exploration blocks at G4 level have been earmarked for exploration andupgradation to G2/G1 level by various agencies like MECL, GSI, PSU’s and revenue sharing. The revenue shar-ing model of exploration is planned to be undertaken for base and rare earth metals.

The second presentation of the session was given by Shri S.V.Prasad, V.P, SBI Caps. He deliber-ated on the incentives scheme for attracting private explorers in the Indian Mining sector. He also spoke of the contractual framework in this regard.

The third presentation of the session was given by Dr Dinesh Gupta, ADG, GSI on the nation Aero geophysical mapping projects. Heinformed about the status of India viz-a-viz other countries like Australia and African countries. Thus making the point that India with a vast mineral potentiality, presently does not possess a country wide baseline aero-geophysical data to share with the stake-holders.

The fourth presentation was on the project taken for exploration through National Mineral Explora-tion trust. This presentation was given by Shri GopalDhawan, CMD, MECL. He deliberated about the structure, constitution of NMET trust. He also informed about the selection process of explora-tion blocks. . He also informed the gathering about the status of Approval of the exploration blocks and the status of projects taken by MECL.

SESSIONS ROUND-UPThe third session chaired by Sri R Sridharan, Spl Secretary co-chaired by Shri Arun Kumar, Special Secretary, GOI and organised along with Sri Subhash Chandra, Joint Secretary, MoM as Rapporteur along with Shri Manoj Kr. Singh, Joint Secretary, Nikunj Bihari Dhal, Joint Secretary, Shri Prithul Ku-mar, Director& Shri Ranjan Sahay, CG, IBM in the panel on the dais.The objective of this session is to showcase the best practices being adopted by the Indian Mining Industry and share their experi-ences. The best mines were selected from out of the 5 star rated mines to make presentations about a particular important aspect of mining contributing for sustainable development.

A Presentation on innovative methodologies adopted for environmental impact mitigation was given by SMIORE (M/s Sandur Manganese and Iron ore limited). The spending on corporate social responsibility was showcased to have been done many times more than the statutory requirements. The holistic ef-forts to make the villages free of open defecation free by way of not only constructing required number of toilets but also providing for regular cleaning, maintenance, water & light supply through solar panels. The efforts towards afforestation and dump stabilization by coir mattings were showcased. ‘M/s Tata Steel’ in their Presentation on leveraging modern technology in mining discussed about the unique practices being adopted by them like digitalization in mining operations. Scientific ex-ploration, mine planning, mining and beneficiation to ensure mineral conservation. The efforts in reducing the tailings and containing the ill effects of tailing were showcased. In their presentation Hindustan Zinc Limitedalso showcased the modern technology being used in drilling and blasting, mine planning and designing, bigger fleet with real time management through Truck Dispatch System (TDS) , use of modern machinery in underground mining.A presentation on socio-economic development of local communities was made by NMDC. It showcased the focus on education and skill development in the neighbouring communitied of the belldilla iron ore mine. The initiative of ‘Saksham’ for the children with special abilities was appreciated and applauded. The free access to the healthcare facilities for the local communities was also showcased.A presentation on Rehabilitation of mined out areas was done by Gujarat Ambuja shocaseing the 100% employments given to displaced peaople toworking towards their socio-economic status and suatainable livelihood. Skill deveopment, public transport facilities, recreational facilities and access to education for the community were showcased.The session ended with thanks to the chair.

SESSIONS ROUND-UPAt the end of conclave award ceremony was held. Secretary Mines the Hon’ble Minister of Mines (I/c) Shri Piyush Goyal was the Chief Guest. He gave a round up of all the technical sessions in the conclave and expressed satisfaction with the intense discussions and outcomes of the technical sessions. He expressed satisfaction over the efforts being made by the States for auctioning and apprised that a total of about 280 blocks will be put up on auction in the coming year by the mineral rich states. He apprised that the State Governments are committed to expedite the implementation of projects under the PMKKKY from the money being collected under DMF. He was also apprised of the aero-geophisical suyvey is to be started shortly. He apprised the Hon’ble Minister that the Star Rating of mining leases has been started for implementation of Sustainable Development Framework (SDF) which is a self-driven mechanism for compliance of statutory provisions and adopting best practices. In first round 560 working mines have filed online templates for Star Ratings out of which 32 mines got 5 star ratings which have also been validated by IBM. He apprised that the best mines were selected from out of the 5 star rated mines to make presentations about a particular important aspect of mining contributing for sustainable development. The session on showcasing and sharing of best practices will not only help the mining industry to implement the SDF but also eliciting good public opinion about the mining sector across the country.

A presentation highlighting the importance of ‘Mining Tenement System (MTS) Implementation and roles of State governments’ was made by Shri Ranjan Sahay, CG IBM and Shri T Chattopadhyay, Director, Wipro Ltd. which was highly appreciated by the Hon’ble Minister.

System (MSS)’ developed by the Ministry through BISAG by leveraging space technology to curb il-legal mining activities in the vicinity of existing leases. He presented the challenges and way forward requesting the State governments to develop quick response system for the triggers generated in the MSS and also asked miners to act as vigilante and report any illegal activities through the citizen mobile app of MSS.

Two MOUs were also signed during the conclave (i) between TERI and NALCO on remediation of red mud & (ii) between TERI and IBM on preparation of action plan for remediation of abandoned mines. These MOUs will help to have more efficient utilization of mined out areas including ambitious 3-year project with TERI for remediation of Red Mud Dumps of NALCO and An Abandoned Mine Initiative (AMI) to assess and remediate the abandoned mines in the country in a time bound manner.

Hon’ble Minister Shri Piyush Goyal addressing the National Conclave

Hon’ble Minister in his address in the second National Conclave said that the mining sector has a pivotal role to play in the ‘Make in India’ vision of the Prime Minister. With the anticipated growth of the Indian economy in the years to come, there will be a renewed thrust on infrastructure and manu-facturing sectors. The timely supply of minerals, which form their basic raw materials, would be key to the rapid infrastructural development. Mining sector (including fuel, atomic, major and minor min-erals) contributed about 2.4% of GDP in 2014-15. The non-coal & non-fuel minerals contribute only 0.76 % of the GDP. He emphasized on the resolve to double this contribution and asked all stake-holders to put their best efforts in achieving the same. He apprised that there has been a notable turn around ever since government has taken initiative for policy reforms. He cited that this turnaround is very much visible in terms of growth in Gross Value Added (GVA) in mining and quarrying sector. There is a noticeable surge in mineral production in India in the recent times. It is heartening to note that production of major minerals during 2015-16, has recorded the growth of 9 % in comparison to same period last year. The real contributor to this growth story have been Bauxite ( 27 %), Chromite (33 %), Copper Concentrate (30 %) , Iron ore (21 %) and Lead Concentrate (32 %) in the metallic segment. This growth story is significant as international commodity market is still struggling to come out of the state of turmoil, owing to weak signals coming from the Chinese economy.

Hon’ble Minister said that the initiative of developing Mining Surveillance System (MSS) with the use of space technology for curbing illegal mining through satellite images overlaid on geo-referenced mining maps, will go a long way in promoting the mining sector and will encourage systematic mining.

Hon’ble Minister expressed that the Mining Tenement System (MTS) development work has actually started now, a project which had been conceptualized 7 years back. Hon’ble Minister informed that it will bring in requisite transparency and efficiency in all facets of mineral administration by automation of entire mineral concession life cycle starting from identification of areas for mining / exploration and ending with closure of the mine. It will have online filing and collation of all returns enabling dynamic database of exploration, reserves, production sale and dispatch of minerals.

Hon’ble Minister applauded the organization of the conclave and said that it has provided an effec-tive platform for intensive discussion among various stakeholders viz. the representatives of central ministries, state governments, mining industries, industry associations, financial & academic institu-tions and others, on the issues, challenges and opportunities in the mining sector. The participation of industry leaders has greatly enhanced the success and effectiveness of the conclave. It will help the Central Government to further improve the policy environment to promote best practices and ad-dressing various issues in the mining sector. Hon’ble Minister also commended the initiatives taken and pro-active approach of Secretary(Mines) Shri Balvinder Kumar of solving problems of the mining industry. Hon’ble Minister appreciated the immense contributions of Secretary Mines for the growth of the mineral sector in his tenure and that initiatives like MSS, Star Rating, MTS, NMEP, and many more, will always be remembered as his legacy. He presented a memento to Secretary (Mines) Shri Balvinder Kumar.
