The year 2012 marks the 60th founding anniversary of our beloved col-
lege, the National College of Public Administration and Governance. For
60 years, the college has been the pioneering leader of the discipline in
the Philippines and in Asia.
Created in 1952 as part of the country’s war rebuilding efforts, UP NCPAG
has grown from the institute in Padre Faura dedicated to the study of the
discipline of public administration and the strengthening of the profession
and its practice in the Philippines, to the National College in UP Diliman
that offers education, research and training to students, professionals,
civil servants, and government officials alike.
The college has produced a number of outstanding alumni that have
been beacons of good governance in their own respective fields –DENR
Secretary Ramon P. Paje, Quezon City Mayor Herbert M. Bautista, and Ri-
zal Province Governor Casimoro Ynares III, in national and local govern-
ment service; Romeo B. Ocampo, Sukarno D. Tanggol and Proserpina P.
Tapales in the Academic and Public Management Education; Emmanuel
Buendia and Medardo Abad Jr., in International Organization Service.
Other notable Alumni are Senators Antonio Trillanes IV and Ralph G. Rec-
to, Governor Vilma S. Santos, and Representative Lucy Torres-Gomez.
In our celebration of the college’s diamond anniversary, the NCPAG Stu-
dent Government recognizes that there is nowhere to go but to move
forward. The student government is one with the college in moving for-
ward by moving for solidarity in the NCPAG community, moving for rele-
vance in the University and moving for good governance in the country.
The entire year is filled with a line-up of relevant and fun-filled activities
for everyone. The NCPAG International Conference, the Takbo para sa
PAgbabago: a Run for Good Governance, the UP Good Governance Ini-
tiative and the National Congress on Good Governance 2013 are some
of the activities during NCPAG’s 60th year.
As the year continues to unfold, let’s continue our celebration and be
one, as we move forward!
The newly created Gender Committee of UP-NCPAG Student Government, to-
gether with the University Student Council, held its pilot project Protecting
Gender Rights: A Forum on Gender Policies in Schools and in the Country on June 29, 2012 with an objective to increase awareness among UP students
and organizations about the importance of having gender-sensitive and gen-
der-inclusive policies in campuses as well as in the country at large.
The documentary Courage Unfolds, which tackles about Lesbian, Gay, Bisexual and
Transgender (LGBT) activism in Asia, was
shown while Gender and LGBT experts talked
about their expertise about gender-related
policies. Ging Cristobal of International Gay
and Lesbian Human Rights Commission
(IGHLRC), as one of the people behind the
said documentary, discussed and contextual-
ized the issues about LGBT activism in Asia
and in the Philippines. Eric Manalastas of UP Center for Women’s Studies
(CWC) talked about the importance of having gender-related school policies
in universities. Nancy Parreño of UP Diliman Gender Office (UPDGO) dis-
cussed about the status of the University regarding having gender policies.
While Jonas Bagas of TLF Share Collective talked about the Anti-
Discrimination Bill in the Philippines which aims to protect individuals, espe-
cially the LGBT, from discrimination practices based on sexual orientation and
gender identity in terms of employment, education, health and private and
government services. Risa Hontiveros of Akbayan! Partylist talked about the
Reproductive Health Bill which aims to empower women by offering and in-
forming them about possible choices and educate the people and students
about reproductive health. And Danton Remoto of Ladlad Partylist talked
about the role of the partylist in national politics in furthering the advocacy
protecting the sexual minority from discrimination and oppression.
Around 300 students coming from different colleges and organizations at-
tended the said event making the Palma Hall 400 jam-packed. 83 organiza-
tions participated in the forum, making it the most represented among the ten
ACLE Season 1 Required USC Events.
PROTECTING GENDER RIGHTS
The National College of Public Administra-
tion and Governance, in celebration of its
60th anniversary, convened its first ever Inter-
national Conference. With the theme: Public
Administration and Governance: Tradition
and Transformation”, the three-day confer-
ence was held at the EDSA Shangri-La Hotel,
Mandaluyong City, Metro Manila from 27-29
June 2012.
Plenary sessions as well as simultaneous panels were held during the conference.
The sub-themes for the conference are: Public Administration and Governance
Education; Excellence, Professionalization, Innovation, and Transformation; and
Public Administration Today and in the Future. NCPAG Dean Edna Estefania Co
delivered her welcome message while His Excellency President Benigno Simeon
C. Aquino III graced the event and gave his keynote speech. In his speech, Presi-
dent Aquino acknowledged the role of NCPAG in promoting good governance
by mentoring and shaping leaders on the country and within the bureaucracy.

rior and Local Government Secretary
Jesse M. Robredo, Senator and
NCPAG alumnus Antonio Trillanes IV,
UP President Alfredo Pascual, Manda-
luyong City Mayor Benjamin Abalos
Jr., and Governor Joey Salceda of Al-
bay among others. The conference
was also attended by delegates from
Japan, Malaysia, Indonesia, Botswa-
na, Zambia, Sweden, Switzerland,
United Kingdom, United States of America, Germany, India and the Philippines.
At the last night of the conference, the NCPAG Administration also conferred the
Outstanding Alumni award to various notable alumni of the college, as well as
awards and tribute for the faculty.

and the warm touch of the morning sun,
more than a thousand runners and friends
joined the University of the Philippines Na-
tional College of Public Administration
and Governance’s (UP NCPAG) Run for
Good Governance: Takbo para sa
PAgbaba60. Held on July 1, 2012, around
UP’s Academic oval, this run was orga-
nized by the NCPAG community spear-
headed by the NCPAG Alumni Association Incorporated and the NCPAG
Student Government in celebration of the college’s diamond anniversary.
The run entitled Run for Good Governance:
Takbo para sa PAgbaba60 aims to raise
awareness and share the principles of good
governance. These four principles being par-
ticipation, accountability, responsiveness and
transparency (PART), were incorporated into
the run’s singlet design. “We are PART of good
governance” became the chant on that Sun-
day as runners raced to the finish line.
Besides being a celebration of the college’s diamond anniversary (60
years), the run also served as a statement, a message to our leaders, spe-
cially to those who are running for the 2013 midterm elections, that we want,
deserve and demand good governance from them.
The run was made possible with the cooper-
ation of the Office of Senator Antonio Trillanes
IV, Philippine Charity Sweepstakes Office
(PCSO), Department of Public Works and
Highways, Manila Water, Metro Manila De-
velopment Authority (MMDA), Department of
Environment and Natural Resources, ROX, Lagalag, Secondwind Running
Store, 100 Plus and the UP College of Human Kinetics Student Council.
Held at the NCPAG Assembly Hall on July 26, 2012, NCPAG
had its annual acquaintance party with this year’s title of
NCPAG Diamond Promenade: 60 Years of Tradition and Trans-
formation. The dress code for the event was 60’s to present
cocktail or formal attire as a celebration of the continuous
transformation of the college for the past 60 years. Atty. Mark
Gamboa, a faculty member, formally started the program with
his welcome remarks, followed by an inspirational message
delivered by Dean Edna Co. She ended with a compliment on how everyone was
beautifully dressed that night.
NCPAG Idol and Prom Royalty were the two major activ-
ities on the list. NCPAG Idol is a yearly contest which is
now on its second year. It is a competition open to all
members of the NCPAG community such as faculty
members, students, staff, and alumni. Crowned as the
NCPAG Idol 2012 was Franco Oliva, a senior undergrad-
uate student, for his superb version of Lady Gaga’s Bad
Romance, while Elein Resos and Ariesa Contreras were
the 1st and 2nd runner up, respectively. Ima Bahjin, the NCPAG Idol 2011, graced the
event with a beautiful performance before turning over the award to the new Idol.
Another main event was the Prom Royalty where the
titles of Prom King, Queen, Prince, and Princess were
awarded to four individuals with the highest number of
votes. Earning the most points among the Prom King
nominees, Gian Pantaleon, an alumnus of the college,
took home the crown as well as the bragging rights to
claim the Royal title for the entire academic year. As
for the Prom Queen, Charlie Cadhit, a senior under-
graduate student triumphed. From the freshmen and sophomore, Charles Bautista
and Katy Trillana were crowned as the Prom Prince and Princess, respectively.
Capping off the party was a closing remarks from the NCPAG SG Chairperson The-
resa Carlos, thanking everyone who was involved in the planning and execution of
the event, as well as those who participated in the celebration itself, including the
NCPAG Idol judges and the Juanchito’s catering. Overall, the acquaintance party
was a good semester starter for the NCPAG community was not only able to get to
know more about each other, but also to showcase how talented NCPAG students
truly are.
Diamond Acquaintance Party
Special elections were held at NCPAG from Ju-
ly to August of 2012 for the positions of Internal
Affairs Administrator, Finance Administrator and
Graduate Councilor.
The Finance Administrator position was vacated
by Angelica Atadero, as stated in Resolution
No. 03, Series of 2012-2013, whereas the posi-
tions of Internal Affairs and Graduate Councilor
were not filled-in during the annual elections held earlier this year.
Fourth year students Frances Damazo and Nicole Refuerzo ran for Internal
Affairs and Finance Administrators, respectively, while there was no candi-
date for the position of Graduate Councilor. Despite not having competition,
both aspirants engaged in room-to-room sessions during the campaign pe-
riod. Some of the projects for Internal Affairs candidate comprised of a
grievance desk, new students assistance, a monitoring and evaluation
mechanism and a general student handbook while the focus of the Finance
Administrator candidate was on funding through merchandising and a re-
cyclables project and promoting transparency through releasing financial
statements to the student body.
The Meeting de Avance was held at the NCPAG AVR on August 14, 2012.
While NCPAG students headed to the CPAGE with their UP IDs or Form 5s to
cast their votes on August 15, 2012, from 8 A.M. to 7 P.M. Frances Damazo
received 55 votes against 21 abstains, while Nicole Refuerzo received 71
votes against five abstains.
The newly elected officers took their oaths at the CPAGE atrium on August
24, 2012 and are now actively participating in council work.
The new students committee

Ultimate Bonding Experience
(UBE) last August 27, 2012 in co-
operation with the first and se-
cond year batch officers as
well as the League of NCPAG
Organizations (LNO).
Participants got to experience speed dating, the
ninja game, “the job that blows”, and a host of
other team building activities as freshman, shiftees
and transferees got to know one another in the
NCPAG AVR. In that same afternoon, the NCPAG
Student Council hosted its Student Council Auxilia-
ry Corps Team Building activity where they were
informed about SCAC, what they could do to help
the council and the importance of working to-
gether.
Over 500 district
4 residents of
Quezon City gathered at the Palma Hall Lobby, UP Diliman
last September 5, 2012, from 5:30am to 7:00pm for the launch
of TATAK BOTANTE. Tatak Botante is a yearlong voters’ regis-
tration and voters’ education campaign which aims to urge
our fellow citizens to be registered for the upcoming 2013
Midterm Elections, while simultaneously demanding candi-
dates to exemplify and be responsive to our call and de-
mands.
The whole day event started
with a program in coopera-
tion with ABS CBN’s Umagang Kay Ganda. Vari-
ous UP groups performed and different organiza-
tions expressed their advocacies throughout the
program. The satellite voters’ registration was
conducted simultaneously with a series of voters’
education and citizen journalism workshops.
Registration services include registration for first
time voters, transfer and correction of records, change of name and reactivation.
To conclude the event, a forum entitled “TATAK BOTANTE: Tungo sa Mapanuring
Boto” was held. Talks on citizen participation, citizen journalism, voters’ education
and history of election were among the highlights of the forum, as well as solidari-
ty messages from the organizers of the event.
This venture will not end in providing only
an avenue for the voters‘registration but
voter’s education shall also be promoted
through a series of convocation with 2013
Election candidates entitled “ANG PAG-
SUSURI.”
This endeavor is spearheaded by the Uni-
versity Student Council through the Edu-
cation and Research Committee, the NCPAG Student Government and the UP Ad-
vertising Core (UP AdCore), in cooperation with COMELEC, ABS CBN’s Bayan Mo,
Last September 29, 2012, Saturday, the NCPAG Stu-
dent Government conducted NCPAGalingan, a
sports fest wherein the students represented their re-
spective batches in the various games.
The minor games were held in the NCPAG atrium,
while the major games were held in Pook Libis cov-
ered court, Sikatuna Village, Diliman, Quezon City,
due to the unfavorable weather conditions. There
were four teams which was divided into two divisions
- the Junior Division (1st and 2nd year students) and
the Senior Division (3rd and 4th year students). The
minor games consist of Pinoy Henyo and Patintero.
Whereas, the major games were Mixed Volleyball, Men's Basketball and Wom-
en's Basketball.
The event lasted for six hours - tiring, but enjoyable. Everyone really had a
great time. They had the chance to bond with their batch mates, to get to
know other students, to gain friends, and to show cooperation and sportsman-
ship. Indeed, this event promoted solidarity among the NCPAG Community.

Last September 14, 2012, the University Student Council,
the UP NCPAG Student Government and Galing Pook
launched the first ever UP Good Governance Initiative (UP
GGI). UP GGI is a series of lectures, fellowship programs
and immersions, which aims to promote citizen empower-
ment, local government excellence, and good govern-
ance.
The UP GGI unveiled through a forum entitled “Galing Pook Lecture Series” held at
the NCPAG Assembly Hall, with speakers from different Local Government Units who
discussed about the best practices of their local governments. The forum was attend-
ed by Public Administration students from different universities, and different UP units
were also able to witness the said forum through live-
streaming with the help of the Diliman Interactive Learning
Center (DILC).
Following the Lecture Series, the Good Governance Initiative
started its first leg of fellowship training last September 29-30,
2012 at Alaminos, Pangasinan. 30 selected fellows from 3 UP
campuses (Diliman, Manila and Los Baños) gathered in a 2-
day session of leadership workshops and trainings. The former
Mayor of Nueva Ecija and administrators of Alaminos also
provided a short discussion on the status of their respective local governments and
shared the mechanisms the used to encourage citizen participation and promote
good governance and sustainable development.
The next fellowship program will be conducted on October 20-
21 at Los Baños, Laguna. After trainings, the fellows will be di-
vided according to campus and will be deployed to different
local government units for their immersion which will last for
one week. Areas of immersion include Pangasinan, Nueva Eci-
ja, Bulacan and Tarlac.
UP GGI NEWS BITS
Tambayan Complex Roof – fixed.
NCPAG Friendship Garden – As raised in the consultation of the
NCPAG Student Government to the League of NCPAG Organi-
zations, the leaking and flooding in the NCPAG Tambayans
posed as a serious problem to the students. Besides being a
breeding ground for mosquitoes, the flooding caused damage
to the organizations property as the respective storage rooms of
the three organizations were constantly flooded when rains oc-
cur. Calling the attention of the NCPAG Administration, the tam-
bayan complex roof was speedily fixed last August 2012.
NCPAG: When Public and Private Collide What happens when the Public Sector and the Private Sector col-
lide? The NCPAG students got an answer to that question, last
Sept. 4, 2012, during the Business Administration the Inter-
collegiate Project (BA TIP). The BA Tip to NCPAG
focuses on maximizing the benefits from the
public and private relationship. Professors from
the College of Business Administration dis-
cussed the basics of doing business including
the characteristics of a successful business
man. While another talk focused on the appli-
cation of business skills in local governance
and shared the business experience of Carmo-
na, Cavite to the Students.
The BA Tip is an initiative of the Business Admin-
istration Council (BAC) and the UP AdCore, in partnership with the
NCPAG Student Council.

IskoOperation – Iskolars in Action
“The Filipino spirit is stronger than any storm.”
August 2012 - As Metro Manila and central Luzon was flooded by strong
rains brought by the hanging habagat, thousands of Iskolars ng Bayan
flooded the League of College Council’s IskoOperation to help our coun-
trymen. The IskoOperation, a five-day relief operations conducted by the
University Student Council – Diliman and the League ofCollege Councils
was able to help more than 10,000 families.
Iskolars ng bayan trooped to the College of Human Kinetics gym to bring
whatever help they can either in relief goods, cash donations, and man-
power. Students organized a production and assembly line to have an effi-
cient way of packing goods. The varsity players played in important role in
delivering the goods and faced the floods to distribute the goods. The spirit
of bayanihan was alive as everyone pitched in to help. Members of the
NCPAG Student Government, the NCPAG Organizations UP Pagdumala, UP
STPA, UP Circa and PALS-NCPAG joined in to help in the relief operations.
IskoOperation is a year-long campaign of the LCC. Donations are accept-

NCPAG Debate Team
The NCPAG debate team lasted until the 3rd match before falling to UP
Bannuar in the recently concluded Pi Sigma Debate tournament. Freshmen
Xavier Asuncion, Kevin Florentin and third year Raymond Rodis represent-
ed NCPAG in the Oregon-Oxford format. UP NCPAG defaulted in the
“Freedom of Information Act” round, won in the “Mining Ban” round, then
lost in the “Sin Taxes” round. Applications are now opened and training will
start on the second semester.
NEWS BITS Freshie Welcome Assembly
I was entering the College of Social Work and Community Develop-
ment (CSWCD) when I saw a lot of freshmen students like me grouped
according to their respective colleges. As I looked for my college, I
was trying to imagine what's about to happen. Past experiences made
me think and expect that this assembly would might just be the same
boring assembly I had during high school and elementary where the
school would just merely orient the students and would boast about
how good the school is. As the event went, indeed, it was as I ex-
pected, only one thing was different though, it wasn't boring.
The assembly was basically an orientation but what made it not boring
were the intermission numbers from different UP organizations such as
the UP Music Circle and the UP Repertory Company. The assembly also
heightened my Isko spirit not only through the boastful orientation but
also through the UP Pep Squad Drummers who taught us different UP
cheers. Overall, I really like the event. Not only that I was able to know
better the university, but it has also made me more proud to be an Isko
and made me excited to start my college life in UP. UP fight!
