The Kingdom of Norway - facts

• Population; 4.8 mill inhabitants• Lowest population density in Europe after Iceland.

However, almost 80 per cent of the population live in urban areas.

Area (mainland): 323 802 sq. km.Length of coastline (mainland): 25 148 km

• Harsh climatic conditions, poor soil quality and difficult terrain means that a large part of the country is unsuitable for settlement or agriculture.

• The country has been heavily dependent on ”raw materials” – ore, timber, fish and (offshore) oil and gas.

The National Transport plan in Norway

Early in 2009, the Norwegian Government presented a National Transport Plan for the years 2010 – 2019. The plan was generally accepted by the Storting (parliament).

In the plan, the following objectives are set up for the transport system in Norway:

Objectives…

1) Improved traffic flow and reduced time of travel in order to strengthen the competitiveness of industry and contribute to maintain the settlement pattern.

2) Transport policy shall be based on a vision of zero accidents resulting in fatalities or serious injuries in the transport sector – also called ”the Zero Tolerance Vision ”.

3) Transport policy shall contribute to limiting greenhouse gas emissions and reduce the environmental impacts of the transport sector, and help to achieve national targets and Norway’s international obligations in environmental protection.

4) The transport system shall be universally designed.

Key elements

On ministerial level, The Ministry of Transport and Communications is the competent authority for ITS with a specific responsibility for cross-modal co-operation, co-ordination, information and the building of competencies. The strategy focuses mainly on roles, division of responsibilities and the building of competencies in the area of ITS.

The strategy points out that ITS is one out of many toolsthat can be used in order to reach transport policy objectives. Therefore, the strategy does not formulate objectives for ITS in itself. The strategy furthermore focuses on the importance of accelerating actual deployment of ITS. This last point is also in line with the EU Action Plan for ITS.

Only in exceptional cases will the Ministry of Transport engage in concrete technical solutions for ITS. Relevant areas in this case might be traffic securityand public transport. The general rule is that concrete actions in the ITS area will be carried out by relevant transport agencies and public transport companies according to their own ITS strategies.

ITS systems and solutions are developed in a dynamic international environment with a large number of players. The strategy states that the role of the ministerial level should be limited.

The strategy underlines the importance of privacy protection.

Toll road projects in Norway

Autopass

• There are appr 40 road toll projects in Norway The electronic tolling system, AutoPASS offers full national interoperability and has a high market share.

• This service is now extended to Sweden and Denmark, under the name EasyGo.

• The interoperability covers more than 23 toll operators and 1,2 million daily users (Tags).

• Autopass has been extended to measuring travel times, payment on car ferries, Park & Ride services and it has technical links to public transport ticketing which represent a potential for future solutions.

Maritime ITS

• In Norway completed the automatic monitoring of all vessel traffic along our long coastline.

• This monitoring is done by Vessel Traffic System –VTS.

• There are also Radars, AIS (Automatic Indentificaton System) and Ship Reporting System in use.

• To cover the sea we have LRIT (Long Range Identification and Tracking) based on satelites.

Concluding remarks

ITS – we have probaly only seen the beginning of the ITS

ITS will probably change our lives and the way we organise transport more than we can foresee.

ITS will give us great opportunities to make transport more efficient and safer, and it will make it possible to get higher benefit from infrastructure. These possible gains has to be balanced against the need for privacy. This duality – efficiency and the protection of privacy - will probably be the main conflict of interest in the future.
