to the greatest extent possible. Re-settlers should beintegrated economically and socially into hostcommunities so that adverse impacts on hostcommunities are minimized. One of the effective ways ofachieving this integration may be by extendingdevelopment benefits to host communities.

7 The absence of formal legal title to land some affectedgroups should not be a bar to compensation. Affectedpersons entitled to compensation and rehabilitationshould be identified and recorded as early as possible,preferably at the project identification stage, in order toprevent an influx of illegal encroachers, squatters, andother nonresidents who wish to take advantage of suchbenefits. Particular attention should be paid to the needsof the poorest affected persons including those withoutlegal title to assets, female-headed households and othervulnerable groups, such as indigenous peoples, andappropriate assistance provided to help them improvetheir status.
