SECTION - 9: PANCHAYATI RAJ

As a sequel to the 73rd Constitutional Amendment, the Panchayati Raj Institutions (3-tier structure) came into existence in almost all the States and UTs, though, with minor variations in structure and mode of election.

9.1 & 9.2: Data on number of grassroots level (Gram Panchayats), middle level (Panchayat

Samities/Taluka Panchayats) and district level (Zilla Parishads) institutions existing in

different States and All-India as on September 30, 2014 are presented.

9.3: Data on total number of lower level (Gram Panchayats), middle level (Panchayat

different States and UTs during 2007-08 are included.

Highlights

●● At present, the Panchayati Raj institutional network is very wide (in size) and broad based (in terms of social group-wise composition). About three million elected representatives are managing these local bodies and are involved in planning for economic development and social justice in rural areas of the country.

●● Representation of Women, SC and ST in these local bodies is as per the stipulated norms. With an exception of States like Bihar, Karnataka and Odisha, the share of women is more than one-third (reservation) norm; which is a welcome sign.
